The number of employees required to operate a continuous operation was determined. The fixed and variable costs of the operation were separated, generally along the lines of labour and stores components. Proprietary `MicroPlanner' scheduling software was used to assess resource utilisation under the constraints generated by seven-day operation to determine the level of resources required and ensure that the maximum use was being made of all resources. The mine economic model was used to account for both the fixed and variable costs of the various task to determine the cost and net revenue of the various scenarios. The analysis indicated that mine output could be increased while reducing the unit production cost. Several eight- and 12-hour, seven-day rosters were sourced and ranked for their potential to improve production and communication, and for their effect on employee health and lifestyle.

Laser ablation Inductively Coupled Plasma Mass Spectrometry (ICPMS) analysis of fluid inclusions trapping mineralising solutions in major porphyry-copper deposits indicates that copper concentrations can reach 103 - 104 ppm in both dilute, CO2-bearing fluids and in high salinity brines. Non-Cl transport of Cu is implicated. Au has been determined at 0.2 - 0.4 ppm in the low salinity fluids and may be co-transported with Cu. In contrast, high concentrations of Fe, Mn, Zn and Pb are only attained in brines and correlate strongly with Cl-indicating chloride transport. Physical and/or temporal separation of these fluid types can therefore producemetal fractionation within porphyry systems. Evidence concerning the behaviour of Mo is less clear but brine transport appears to be favoured; phase separation is one mechanism that may account for the fractionation of Mo from Cu and the formation of quartz-molybdenite veins. Accident control has been a pre occupation of progressive industrial and mining companies for many years but few have attempted more than direct injury control. In recent years, particularly in North America, analyses of accident costs have shown that material damage resulting from accidents is usually of greater economic significance than injuries and this has led to the concept of loss control. Loss control is an attempt to take the emphasis off injury prevention and to concentrate on the basic factors which affect both the health of the individual and of the company. The deterrent to greater acceptance of this philosophy has been the apparent diffi- culties of implementing a loss control programme but Associated Minerals Consolidated Limited has adopted a simple approach. It has had a minimum disturbing effect on normal operations because existing systems have been modified to provide the new information required. It is suggested that the programme outlined is applicable to other mining ventures and is a practical method of providing benefits for both the company and its employees.

The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

Poor performance in the several stages of the magnetite recovery circuit, coupled with poor desliming through inefficient and over- loaded desliming screens, led to excessive magnetite consumption. An accurate and reliable sampling programme was established covering all outlets of the plant. Emphasis was placed on frequency of increments in an endeavour to detect extreme conditions of short duration. Systematic checking of the entry points to these outlets than identified those sections of the recovery circuit at fault, namely magnetite recovery separators and the heavy media cyclone product rinsing screens. More product rinsing water was provided, and modifications to the rinsing screens improved the efficiency of these units. Consistency of operation through automatic control of level eliminated the sudden massive losses in the magnetic separators. Load on the recovery circuit was then reduced by improvements to the raw coal desliming screens. A 50 per cent reduction in magnetite consumption was achieved.

Scheduling mine development and underground construction has been the bane of most mine managersÆ lives at one time or another. Even though scheduling software has developed significantly over the last 20 years, mining projects continue to take far longer than expected to complete. It would appear that possession of a gleaming 1000 activity bar chart generated by the latest project management software and plotted in multiple colours offers no guarantee at all that any of those 1000 activities will be completed on time, let alone the project as a whole. The author has earned his æmasters in disastersÆ with more than one project running over time and budget. This paper describes some of his experiences in scheduling major mine development and construction projects and the lessons he has learnt along the way. In particular, the paper examines a range of key issues that mine schedulers must take into account when planning mining projects. The paper also examines the development of scheduling software and particular advance rates used in scheduling mine development projects in Australia.

In China the hydrogeological type of solid mineral deposits can be divided into A. Mineral deposits with fissure water; B. Mineral deposits with pore water; and C. Mineral deposits with karst water. The hydrogeological conditions of mineral deposits with fissure water are relatively simple with the exception of a few cases. Mineral deposits with pore water are few but great amounts of ground water can be encountered in the mine accompanied by floating sand or slope failure during the exploitation. Mineral deposits with karst water are complex in their hydrogeological conditions. Enormous inrushes occur frequently in the mines of north China; Karst collapses are a serious matter in the mines of the south; Subterranean river and conduit systems are often encountered in the southwest. This paper will give full discussion on these features and put forward a way of combating and controlling the groundwater problem in accordance with type and feature.

Complex processing plants present a myriad of safety issues to the design engineer. The extent to which the design engineer manages to lay the foundations for a safe plant ultimately sets the stage for life long safety performance. Industry traditionally measures engineering safety performance by indicators such as Lost Time Injuries, Restricted Work Case Injuries, Overall Incident Frequency Rates, etc. While these measures are useful indicators of performance for the construction, commissioning and operations phase of a project, they do not necessarily drive the most appropriate behaviours for Safe Plant Design. Achieving an inherently safe design requires a diligent focus on low frequency, high consequence events. First and foremost the engineering team needs to have a design culture and methodology which leads to a plant which is as close as possible to being inherently safe. Such a culture might come from an organisation that has æmindfulnessÆ about safety, and which is nurturing a culture where warning signs are recognised and addressed. This paper explores the development of mindfulness and warning signs in design.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

Although technology and circumstances are in a constant state of change, the principles of managing the human element remain constant. The isolated mining community continues to form the backbone of the minerals industry but the nature of the isolation, along with the economic and political environment of the industry, is changing. These changes require new inputs by management to the workforce. Management must determine an effective working relationship with unions on its mine site and concurrently contribute to the build- up of the expertise of the individual worker through training and communication. It must also retain a proper balance, by way of human contribution, in cost and information reporting and in other areas amenable to computerisation. These comprise the aids to management necessary to achieve the desired operating efficiency and profitability.

I wish that in addition to being a Pro- fessional Engineer I was also a communications expert. My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

Milling Practices Ore is direct tipped into a gyratory crusher and crushed to minus 209mm and fed to stockpiles for the blending of grade into the mills. Secondary and tertiary crushing reduces the mill feed to minus 12mm. Mill feed is a blend of breccia and porphyry ore into two primary mills with the overflow to a regrind mill and then into the leach tanks, followed by a conventional counter current carbon in leach circuit. Underflow from the cyclones feeds back into the primary mills for additional grind. An unusual feature of the Mt Leyshon milling circuit is a desire to produce scatts. The scatt by product is the polished base rock of the Mt Leyshon Breccia clast and contains little grade. These scatts are produced because of the additional time and energy required to produce a proportionally small quantity of gold. The residence of these scatts in the mills decreases the mill feed rate. Scatts account for twenty percent of the mill feed and are screened from the discharge of the primary mills.

One of the major changes in the resource industry in the nineties has been the re-internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in turn, has led to a new generation of exploration and mining projects. In South America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by R.T.Z. - B.H.P. at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.

The energy crisis and the general increase in fuel prices have changed the position of coal in the world. Countries need to review their policies on coal, depending on available reserves and their accessibility. On the demand side, a distinction should be made between the steel industry's specific demand for coking coal and the needs of power stations where coal is used in competition with other sources of energy. Coal consumption in these two sectors is expected to increase considerably over the foreseable future. Some countries have sufficient coal of their own to meet this increased demand but others will have to rely on imports. As a result, the tonnage of coal transported by sea may double by 1985. The coal industry lacks flexibility. The opening of new mines and the construction of a transport system to ship the coal takes time. This time-lag, coupled with the enormous expenditure involved, makes long-term contracts between producers and consumers essential.

Why go to the CIS? The vast mineral potential of the Commonwealth of Independent States (CIS) has long been recognised, but it has taken the lowering of the iron curtain to open up the region to serious mineral development consideration by the Western World. The advent of a free market economy and the emergence of the Independent States with pressing needs for foreign investment has led to a greatly improved investment climate. Coupled with the desire for some of the more entrepreneurial resources companies to head the wave of investment to the region, this sequence of events has promised a great deal, but delivered only modest progress to-date. Potential gold project development has provided the major focus, for three reasons: the region is highly prospective for gold, gold projects tend to have a relatively lower start-up capital cost compared to base metal and fossil fuel projects and finally bullion or refined gold is more readily transportable and easier to sell.

Companies involved in the mining industry are exposed to risks, referred to as corporate risks, as part of the business process. Directors and management should be aware of these risks and make appropriate business decisions to address each risk. If business risks are not addressed on a timely basis the consequences are likely to be serious and will adversely impact the ultimate success of the business.The key corporate risks are:Poor cash flow and treasury management. ò Incompetent or unmotivated staff.ò Poor product quality.ò Accounting systems that do not provide meaningful and timely information.ò Computer system deficiencies. ò Ineffective credit screening.ò Assets not adequately protected.ò New ventures undertaken that are either inappropriate or not adequately researched.Exposures to corporate risk should be dealt with by Directors and management by systematically identifying major risk areas and implementing appropriate internal and management controls to deal with such risk areas. Proper management controls and procedures include the setting of overall corporate objectives and policy, monitoring adherence to such policy, establishing early warning systems to highlight problem areas and maintaining security over assets.

If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. Safety is paramount in the underground mining environment. The mining industry has for many years focused on injury prevention in the workplace through procedures and training. In the area of control of major accident events that could result in single or multiple fatalities, and serious injuries, the mining industry approach has concentrated mainly on past experiences and lessons learnt. However, in the last 20 years, other high hazard industries, such as the chemical process industry and oil and gas industry have developed the Safety Case approach, using systems safety techniques and risk assessment as a means of identification and control of major accident events. The Safety Case approach is now being introduced into Australian underground mining. This paper describes the Safety Case approach and how this can be adapted to underground mining. This is a holistic approach and assists in ranking significant risk contributors and prioritising risk management efforts. The discussion includes how the Safety Management System interfaces with the Formal Safety Assessment in effectively controlling the hazards. It provides examples from actual case studies conducted by KBR, and suggests ways forward for the industry.

This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.
