Indonesia has the largest coal reserves in the south-east Asian region. According to estimates from the World Energy Confer- ence, it has reserves of 18 billion mt lignite, 4.4 billion mt sub-bituminous coal and 774 million mt bituminous coal (Wyllie,1988). In recent years, substitution of coal for oil in power plants has been the goal of the Indonesian government since proven deposits of coal are about five times as large as national hydrocarbon reserves and most of Indonesia's power stations are still oil fired. Recently a coal fired power plant has been built in Java Barat, which will have a full capacity of about 3000 MW. It is intended to supply coal for this power plant from Bukit Asam mining area (South Sumatra). Coals from Bukit Asam - which are of the lignite or brown coal type - usually contain considerable moisture . It should be noted that reference to moisture in coal pertains to the total moisture content. This is comprised of what is commonly termed as equilibrium moisture and surface moisture. Surface moisture typically affects combustion process as well as pulveriser performance since it possibly influences the relative ease with which coal may be ground. In practice, the surface moisture produces agglomeration of the fines in the pulverising zone and reduces pulveriser drying capacity because of the inability to remove the fines as quickly as they are produced. This agglomeration has also the same effect as coarse coal during the combustion process because the surface area available for the chemical reaction is reduced, hence the combustion efficiency is also reduced. The influence of the moisture of some coals on their grindability (Hardgrove Grindability Index) has been previously correlated by several authors; some of them will be mentioned later. Those correlations, however, could not be immediately applied to any coal since it is still believed that there are other factors which influence the grindability of the coal, such as type and rank of the coal. The relationship between coal moisture content and its grindability has been investigated by Ellmann and Belter (1955). It was found that, for North Dakota lignites, the grindability varied as the moisture content changed. In Britain, Fitton, Hughes and Hurley (1957) stated that, for Bilsthorpe coal, over a wide range of free moisture content (from air-dried to about 30 per cent moisture), the Hardgrove Grindability Index (HGI) remains virtually unchanged. In addition to that, it was suggested that it would be slightly advantageous to dry the coal below its air-dried moisture content (at temperature ¦ 100¦C) to increase the ease with which coal could be ground, especially for low-volatile coal and high-volatile non-caking coal. Furthermore, it was also concluded that a broad relationship appeared between coal rank and Grindability.

Contaminated sediments are a multinational problem. A crucial factor in solving an environmental problem is knowledge of, not only the amounts of polluted soil, the contaminants involved and their concentration, but also the historical background of the problem. Processing polluted soil is a tailor made activity based on rational decisions resulting from a detailed treatability study. Lack of information about characteristic properties of a specific sludge/pollution combination is the main obstacle in the route from first ascertaining that a particular harbour subsoil is polluted, to final identification of the full scale treatment plant. In the first instance, information must be generated regarding the distribution of pollutants in relation to the distribution of the original geophysical components. Based on this information rational decisions can be made on separation at a particular cutpoint and what sequential techniques should be involved for a certain fraction. For this purpose a `fingerprint method' is presented especially developed for investigation of polluted soil and sediments. The heart of the fingerprint method is a series of sequential hydrocyclone separations, by which a series of products is generated. The objective of the fingerprint method is to select an optimised treatment procedure in which the pollutants are concentrated in as small a volume of material as possible, leaving the bulk of the material clean. The pollutants can then readily be destroyed or isolated from the environment. The philosophy and advantages of the fingerprint method are demonstrated for a harbour sludge containing heavy metals as main pollutants. Hydrocyclone separation combined with flotation of both the coarse and fine fraction resulted in reusable and dischargeable products. Flotation of the fraction of fines was carried out by means of an experimental flotation cyclone enabling the selective recovery of mineral particles with diameters less than 10 microns. The overall conclusion is that design and engineering of treatment flow schemes for polluted dredged materials is a tailor made activity based on rational decisions resulting from the fingerprint information.

This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.

Supergene lateritic iron ores are uncommon when compared with the vast tonnages of BIF-hosted microplaty haematite ores of the world or with the dominant supergene mimetic martite-goethite ores of the Hamersleys. In Australia and to a lesser extent in India and South America, mimetic replacement of gangue minerals by iron hydroxyoxides is a major factor in forming supergene iron ore from banded iron-formation (BIF) and results in the superb preservation of all of the original BIF features. This includes primary banding down to the finest inclusions, as a result of pseudomorphing of the BIF gangue at depth by goethite. The enrichment as a whole is an absolute accumulation of Fe at depth, dissolved from the surface BIF, and a removal of the gangue elements without loss of the original BIF mineral textures. Thus the ores grow upward to meet the downward destruction of the surface BIF by erosion. By contrast the supergene lateritic ores including the 'blue dust ores' are residual ores resulting from the relative accumulation of Fe. In the supergene lateritic ores derived from BIF, removal of the gangue is accompanied by repetitive solution and reprecipitation by secondary haematite and goethite. The final product of lateritisation of BIF and BIF-derived ores is typically complex, due to successive overprinting of earlier stages of alteration during the process, and because of the different precursors. This progressive lateritic modification tends to produce a varied surface complex including massive, vermiform, and botryoidal, or nodular aluminous/siliceous goethite and haematite, variously known as ferricrete, duricrust, canga, or 'hydrated zone hardcap'. The significant difference in these ores to the supergene mimetic martite-goethite ores is that they grow downward, with the total destruction of any of the parent BIF or BIF-ore textures.

Prediction of large-scale underground opening stability in quite complex mining circumstances is being undertaken on a routine basis at The Zinc Corporation, Limited, (ZC) and New Broken Hill Consolidated Limited (NBHC) Broken Hill, Australia. A three- dimensional numerical modelling technique has been developed that gives good correspondence with the observed behaviour in many stopes. New insights into the rock mechanics of under- ground mining are flowing from this work. The modelling practice can be taught to engineers in a reasonable time-frame. In-house computing facilities including graphics workstations are needed. The RMS software is designed to be user-friendly and very robust.

The present practices in electro-refining of copper are shown to be the result of piecemeal and gradual improvements and innovations as metallurgists responded to changing cost pressures and the availability of new technology.Major changes were inhibited by capital cost restraints and a reluctance to build unproven ideas into new plants.It is suggested that the level of technology available today, combined with the greatest cost pressures the industry has known, call for fundamental re-appraisal and a questioning of widely accepted conventional practices.Examples of the industry reaction to changing pressures are given, and directions for future developments are suggested.

Some only types of bank finance are appropriate for mining development, with conventional fixed rate finance having significant limitations of flexibility. New, innovative and flexible instruments have recently been utilised within project financing packages. A strictly limited number of specialist project finance banks exists, with the necessary specialist personnel able to address project cost-competitiveness, cost and commodity forecasting, joint venture negotiations, and completion and sales undertakings. Different techniques of internal bank appraisal are applied, with the usual equity investment project valuation criteria being seldom useful for loan assessment purposes. Company attention paid to the preparation of a sensitively structured bankable presentation can prove most effective for securing development project finance. Substantial scope is possible for savings of time and money.

Purification of GAsgruvan Limestone is carried out by anionic, cationic and cationic followed by anionic flotations in order to obtain a calcite concentrate that is acceptable to the paper industry. The results indicate that such a concentrate could be achieved by first carrying out the separation of siliceous gangue minerals by cationic flotation followed by the separation of carbonate during the anionic flotation. Stearylamine acetate (Flotigam SA) and a modified fatty acid (OMC 357) are found to be selective during cationic and anionic flotation, respectively. A final product containing 99.25 per cent calcite with a recovery of around 80 per cent is obtained. It is hoped that these results could be further improved by the follow-up process variable studies, in particular, the effect of reagent dosages and conditioning time at each stage of cationic and anionic flotation steps.

The authors have studied and analysed many mineral resource and related projects in Australia. These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of-these parties on projects and conclude with a number of points as guidelines for potential project developers. The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia.The paper describes technical aspects of successful gold project development including metallurgical testwork, feasibility studies, choice of process flowsheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management.A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

Historically the Goldfields of Victoria produced large volumes of gold. Interest in these historical Goldfields has grown over recent years with a view to restarting production of gold. A notable example of this is the Bendigo Goldfield. There is also interest in the Ballarat Goldfield and Ballarat Goldfields Ballarat East Project is a particular example of this. The aim of this paper is to describe the ventilation aspects of the potential Ballarat East project. The mine is proposed as a decline access. The paper gives an overview of the project and in particular the ventilation planning associated with a number of possible equipment scenarios. The paper also analyses the main ventilation pollutants that are likely within the proposed mine as it develops to increasing depth. An attempt is also made to determine the depth at which mine climate will become the dominant pollutant rather than diesel exhaust pollutants.

The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for 14 km linking the Mt Thorley rail loop and running north-west alongside Jerrys Plain Road to the Wambo Coal Mine at Warkworth. A portion of the project is a 260 m long tunnel located where the rail line passes under Jerrys Plain Road. The tunnel has a low cover and is mostly within highly weathered to fresh laminated siltstone interbedded with coal seams, sandstone and conglomerate. This paper presents the design basis and construction methods used to achieve the 100 year design life of the tunnel required by Wambo Coal while also satisfying settlement and vibration limits imposed on Jerrys Plain Road.

A very sensitive high-speed two-colour pyrometer was built to measure the temperature of single particles of sulphide mineral, typi- cally 50 pm in diameter, as they burnt while entrained in a hot gas stream. The pyrometer has been used to study the burning of pyrite and chalcopyrite particles and has thrown light on cenosphere formation. Measured maxi- mum temperatures have been compared with values predicted by diffusion-based models. The pyrometer has also been used to study the burning of small captive pellets (2-9 mmm dia- meter) of lead-zinc concentrate.

The flotation circuit handling Peko ore at Peko Mines N.L. was examined in July 1970 with a view to determining simple changes in circuitry or reagents which could improve the grade and recovery of the final copper concentrates. The investigation included sampling over one shift followed by detailed testing of the samples by sizing-assays, sizing-mineralogy and sizing-liberation. Mass balances were carried out over total streams, the component minerals and the copper contents. Some laboratory work was carried out to assess the effect of salinity on flotation. In order to handle the sizing-mineralogy calculations a computer programme was set up. The raw data were corrected for locking factors, then mineral and elemental distributions cal- culated for each screen fraction and the total sample. Calculated assays from grain counting were compared with chemical assays. Recoveries through the size-ranges re- vealed very rapid flotation of copper minerals at sizes below 350 mesh. This pointed to a possible circuit improvement by desliming rougher tailings ahead of the scavenger stage. A strong correlation was found between water in concentrates and gangue recovery for the subsieve sizes. THE following description of the surface plant of the Great Fitzroy Mines is to be understood as having been compiled by a mechanical engineer, who concerns himself more with the various appliances used, their correct construction to enable them to accomplish their prescribed work, and the production and transmission of the power required to operate them, than with the reasons for the physical and chemical processes which those appliances are called upon to assist in carrying out. Hence the metallurgist will not find herein more than the skeleton of the organism, which perhaps he would wish to be clothed with the detailed description of the substances undergoing treatment, in their various combinations, at all stages, and the results attained in separating the valuable constituents from the worthless. So, also, no details will be found of the methods employed by the management for. the purpose of determining by sampling and assaying the nature of the various products obtained.GENERALThe ore being worked at the Great Fitzroy Mine is divided into two classes :-1. Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials. This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products. This paper presents some predictions of the possible growth of nuclear power installations in Australia. These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50% of new generating plant might be nuclear. Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme. - The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel'; in addition to satisfying the domestic demand we should actively seek export markets for these products.

The distribution of a contaminant in a bulk mass greatly influences the effectiveness of sampling procedures. Most currently used sampling guidelines for genetically modified organisms (GMO) testing have stringent distribution requirements. Specifically, all these protocols are based upon the assumption that GM material, if present, is randomly distributed. Yet, assuming randomness is risky because the applied sampling plan may not provide an accurate estimate of the content of the contaminant. Despite the general consensus that an evaluation of the possibility of non-random distribution of GM materials within lots is a pre-requisite for the definition of effective sampling protocols, no experimental data on the distribution of GMOs in kernel lots are available anywhere in the world. Additionally, to date there is no distribution-free statistical model to estimate sampling errors, thus making the theoretical definition of optimal sampling technique impossible when randomness cannot be assumed. Here we present preliminary results of the KeLDA project, which is the first study investigating the distribution of GM materials in large soybean lots imported within the European Union. The extensive variability of GM content, observable both within and among soybean lots, indicates that heterogeneity issues cannot be overlooked when defining sampling strategies for large lots of particulate material and that randomness cannot be assumed a priori. A new statistical model free from any distribution assumptions, developed in order to estimate the sampling error associated with different sampling protocols together with the risk of false-negative results, is also presented. The new model, which is applicable to any consignment of particulate material with respect to any kind of contamination, presents two novelties: first, freedom from any distribution assumption; second, the possibility of estimating the magnitude of the sampling error associated with different sampling protocols as a function of specific distributional properties.

Removal of gangue minerals from ilmenite concentrates can beaccomplished by relatively low temperature roasting in controlled gasatmospheres to selectively enhance the magnetic separationcharacteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphereroasts were characterised by combining elemental analyses withquantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

With the post-war expansion of mmmg activities on its Western group of mines, the management of Lake View and Star Limited has commenced a project for the improvement of underground ventilation.The major part of this project is to provide adequate return airways for the ventilation of the deep levels. To this end, the Ivanhoe South Extended shaft is being enlarged, and ultimately an exhaust fan with a capacity of 180,000 cu. ft. of air per minute will be installed at the shaft collar.Prior to 1932, the shaft was used exclusively for baling water from the 800 and 2,000 ft. levels. These two levels are the only ones connected to workings from the Horseshoe lease. After the installation of pumping plant at the Horseshoe Main Shaft, baling was discontinued, and the water was graVitated from dams to the pumps on the 1,000 and 2,000 ft. levels.Water makes into the shaft, through a series of fault planes, between the 600 and 1,500 ft. horizons. The total flow is 16 gal. per minute, of which approximately 7 gal. per minute graVitates to the 800 ft. level. As a big proportion of the water dropped uncontrolled through the shaft, a downcast current of air approximating 20,000 c.f.m. was induced. This air ventilated a limited area of workings in the Horseshoe lease, between the 2,000 and 2,360 ft. levels.In 1938, it was decided to reverse the direction of the airflow in the shaft.
