The techniques used in evaluating gold placers and in recovering gold therefrom are briefly reviewed and critically assessed, relative to the estimated and actual recoveries from many operations. The discrepancies between these quantities can be significant and sometimes disturbing. The coefficient of variation for the annual percentage recoveries, relative to the estimates, is in excess of 10 and commonly above 20 . The difficult- ies in evaluating placers are recogni- sed both in the gathering of meaning- ful sample data and in the derivation of estimates. There are deficiencies, perhaps insurmountable at reasonable cost, in the techniques used to derive an estimate and in the gold saving devices usually employed. There is a subconscious trend to use recovery as a check on the estimate. The industry could have extracted more information during the evaluation and working of deposits in order to fully characterise them and in order to quantify metallurgical efficiency. There is a place for other prospecting techniques, particularly geophysical, in placer evaluation and a need for more appropriate and sophisticated

My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

There are a number a stages in a project at which an audit must, or should, be undertaken. An independent audit may be necessary for the comfort of directors and/or financiers before the major finance is committed, but an internal pre-development audit is the opportunity for the management team to take stock of the project and reaffirm their confidence and commitment. Maxims for project success are given and a check list for pre-development audits is presented. The need of mid-development audits may arise and their brief will depend on the circumstances arising. A game theory approach to decision-making is demonstrated in which the alternative of fast-tracking a development is considered. At the conclusion of the project, before the team is disbanded, a post-development audit should be made. Valuable learning can come from this process which could give important guidelines for future projects and a check list is presented.

If you've got what it takes, and apply these, I think that you'll gain a great deal of satisfaction from your career, even if you don't reach the distant target each of you should have in mind now. So settle back in an advice-receiving mode, and please forgive me if I come across as a master of the bleedin' obvious, as Basil once accused his wife Sybil of being in the unforgettable Fawlty Towers.

Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. Some bauxite orebodies appear shoot-like in character, and analogy is suggested with the ore shoots of syngenetic metalliferous deposits.The alumina is in the form of gibbsite enabling low temperature digestion in treatment.INTRODUCTIONAlthough the existence of bauxite in Australia has been known for many years it is only recently that exploitation has commenced of the two most important deposits, strangely at almost diagonally opposite tips of the continent (Fig. 1).Recognition of the importance of the bauxite in the southwest corner came about initially through the efforts of Western Aluminium N.L. which, with some outside financial help, tackled the early exploration with commendable foresight and courage. Gravity Leaching of high-grade gravity gold concentrates, such as Knelson Concentrates, with the ACACIA Reactor represents a new generation of concentrate treatment methods. The ACACIA Reactor is a complete packaged plant for the maximising of gold recoveries from gravity gold concentrates. This paper will introduce the process technology and provide process results from the Porgera ACACIA Reactor installation. The advantages of the ACACIA Reactor are many, and justification for installation has been varied. The typical advantages of the process include: increased recovery of gold from the Knelson Concentrate; no return of high-grade table tails, often grading several thousand g/t, into the mill circuit; reduction in tails grades of slow leaching gold; reduction in the requirement for operating staff by the removal of the manual tabling process and replacing with a fully automated treatment system; improved security by removing the tabling step where operating staff come into direct contact with visible gold; improved health and safety, by the removal of the treatment steps for the table concentrate, which often include operators handling corrosive chemicals and the production of sulphur and arsenic compound fumes; and improved metallurgical accounting, by allowing daily head grade calculations. The ACACIA Reactor was developed by Anglogold for Union ReefÆs Gold Plant and has been in production for over two years, and has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, there are now four full installations of the processing plant, including Anglogold Union ReefÆs, Anglogold Sunrise Dam, PACMIN Carosue Dam and Porgera Joint Venture.

Reliable sampling practices are the key to optimising the market value of a mining or chemical companyÆs stock. As a result, reliable sampling standards are needed. However, current standards on sampling present the æuniversalÆ Pierre GyÆs Sampling Theory in an ambiguous way. For example, the Total Sampling Error is divided into its basic components only in informative annexes, when it should clearly be the main body of the standard. Sampling standards are presently loaded with statistical concepts that actually belong in the annexes. Furthermore, many non-probabilistic sampling procedures are still mentioned which do not belong in a standard. The objective is not to criticise existing sampling standards, but to suggest better ones. Sections on the Sampling Theory should divide the Total Sampling Error into a sum of its nine basic components. Then, and only then, should they be addressed one at the time. Sections for establishing a sampling protocol should address the in situ Nugget Effect, the Fundamental Error, the Grouping and Segregation Error, the Long Range Quality Fluctuation Error, and the Periodic Quality Fluctuation Error. Sections for sampling methods, mechanical sampling, manual sampling, grab sampling, sampling of trucks, railroad cars, bags, and drums should be part of the critically important practical implementation of a recommended sampling protocol, called Sampling Correctness. It includes the increment Delimitation Error, the increment Extraction Error, the Weighting Error, and the Preparation Errors. Unless these errors are addressed one at a time, in an unambiguous way, the standard will remain ineffective in solving sampling problems for the industry. Therefore, a strategy is needed to create better standards required at the early stages of new projects, both by manufacturers of sampling equipment and by engineering firms. A logical sequence of important points that cannot be ignored in any sampling standard is presented. An analysis of the practical use of the words sampling uncertainty versus sampling error is recalled. Finally, as a practical example, an in-depth analysis of the correctness of cross-belt samplers is presented, and emphasis is placed on the correct ways to perform bias-tests for mechanical sampling systems.

Whilst decisions to commit projects have traditionally been heavily influenced by hurdle rates for d.c.f. analysis, it is suggested that evaluation of competitors' costs may be a desirable additional tool.The MICAS system developed over the past four years is described. This computer system uses standard costs modified by District and Mine factors to allow estimation of individual mine costs. The data base contains more than 15,000 items of data and more than 6000 costs are calculated.Recent applications include use for competitive analysis, predictive analysis, statistical analysis, and comparative assessments with scopes ranging from a few mines to the whole Australian export industry. Some areas where care is necessary are outlined and potential further uses are discussed.

Brazilian amethyst production is mostly obtained from underground mines in the southernmost part of the country, involving approximately 6000 miners and generating an income of US$ 20 million per year. Amethyst-bearing geodes are hosted by Cretaceous continental flood basalts of the Serra Geral Formation. The economic zone occurs in the massive (colonnade) intermediary section of the Sao Gabriel Basalto. The tunnels and stopes follow the occurrence of geodes leading to an erratic and complex layout. A ground control survey revealed excessive roof convergence. Topographic results show excessive roof deformation and some roof falls have already been reported. To understand the ground conditions, prevent roof falls and better define the pillar dimensions detailed geomechanical mapping was carried out using the scanline method. Uniaxial compressive strength tests provided complementary information for rock mass classification. Results of the geomechanical classification were used to modify the mining layout taking into account the roof and pillar geomechanical characteristics. Retreat pillar mining minimised ground instability.

The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. Thank you and good morning. I am delighted to be here and to see so many of my colleagues and competitors. The general topic of this week's conference - World's Best Practice in Mining and Processing - suggests a focus on mining and processing. I am somewhat of a `jack of all trades and a master of none'. But I'm not even a jack when it comes to mining and processing technology and practices, and so I will leave those topics to speakers better 'qualified than I. Instead, what I would like to do is give you my thoughts on the best management practices of mining. You see, the times are changing for the mining business. There is great uncertainty in our industry. Anyone who received their education in an English-speaking school probably remembers the famous poem `Invictus' by William Ernest Henley. The two most famous lines from that poem are, if you remember, `I am the master of my fate; I am the captain of my soul'. The fact of the matter is that the metals industry, including the copper industry, is not the master of its fate. To a great extent we're at the mercy of forces over which we have little control, such as the world economy or political situations in individual countries. The copper industry is like a surfer at Manly - we can't influence where the wave is going; all we can do is stay in front of the curl and on our board. Historically, discovering, developing and processing ore reserves were the primary facets of our capital intensive business. To stay competitive today, we must invest equally in intellectual capital - our employees - in order to succeed in the face of economic, regulatory and political challenges and global competition (Schonberger, 1986). Everyone seems to have a different theory about being competitive. A lot of people use sports analogies when talking about competition. Others, like American businessman and former US presidential wanna-be Ross Perot, take a more interesting approach. In Mr Perot's hypothetical corporation, competition is a lot like having a snake in a factory. If someone sees a snake, the first thing they do is create a committee on snakes. Then, the committee on snakes meets and discusses the problem for a couple of years. The most likely course of action is nothing. Everyone figures that the snake hasn't bitten anyone yet, so they just let him crawl around the factory floor. Perhaps a vice president of serpentine affairs is appointed to continue watching the snake - making sure it doesn't grow. Ross Perot sees it a little differently. In his corporate world, business needs to build an environment where the first guy who sees the snake kills it. Of course in our industry, we better make sure the snake isn't on an Endangered Species List before we go after it! I am not going to talk about competition and competitive forces in terms of sports or snakes, but I would like to share some thoughts with you about how the mining industry can better utilise competitive thinking to get ahead and stay there. Intensive exploration for iron ore in the banded iron-formations (BIF) of the Pilbara region of Western Australia began in the early sixties and almost immediately established the Hamersley area as a major iron province. The early genetic models for the BIF-hosted ores were based mainly on macroscopic examinations of ores from the "hardcap" zone, and generally accepted a direct relationship with weathering effects on a Mesozoic to Tertiary land surface. Brandt (1964) was the first to suggest a difference in age between the high-grade hematite ores and the more common hematite-goethite types. He initially accepted a supergene origin for both, but later opted for a hydrothermal origin for the hematite ores. Apart from MacLeod (1966), the published views of the next decade reflect a largely parochial interpretation of individual ore bodies, centred mainly on supergene models but with some support for hydrothermal concepts. Except for Ayres (1971), none of the models were backed by detailed mineragraphic data. In 1976, an AMIRA-sponsored CSIRO group began a Province-wide investigation of the wide variety of ore types and BIF, with emphasis on geochemical and textural studies. The resulting conceptual model for a world-wide unified supergene and supergene-metamorphic hypothesis is generally accepted in the Hamersleys.

From 1980 to February 1991 the Rosebery concentrator purchased ore from Aberfoyle's Que River Mine. Following the termination of the contract the concentrator reverted to treating Rosebery ore alone. Since that time it has become apparent that the circuit configuration employed was no longer optimum for zinc metallurgy. The circuit was designed to treat a difficult, slow floating sphalerite; however, the opposite was now found to be true. The sphalerite is fast floating and the circuit was cumbersome. During 1992 extensive circuit changes led to the provision of a simple open circuit flow sheet. The circuit is now easier for operators to understand and lends itself to improvements in process control. Middlings streams have been minimised, which produces a far more stable circuit. Significantly, it must be noted that the key to achieving potential results must lie in reducing variations within the process. A significant ore characterisation program has been undertaken, providing an insight into the metallurgical compatability of the ore to be mined. Using the information collected in this program, metallurgical recoveries and grades can now be predicted with a geater accuracy. Ore characterisation data suggests that an improvement from a 54 per cent zinc concentrate to a 57 per cent zinc concentrate should be achievable. By understanding the size-by-size mineral assemblage, a strategy for concentrate grade improvement has been developed. The requirements of the customer must in all cases determine the quality of the product. Pasminco is a fully-integrated zinc producer and as such significant gains can result by tailoring the concentrates to suit the Smelters.

The fragmentation of whole rock by blasting has an influence on the subsequent loading, hauling and crushing operations. However, no method of calculating the frag- mentation has yet been developed. This paper gives a method of calculating the fragmen- tation for the simplest form of blasting, i.e. cratering. Cratering consists of the detonation of a spherical charge of explosive in a blasthole breaking to one free surface. This paper gives a method of calculating the extent of the system of radial cracks generated by the explosive in the rock. This system of radial cracks is then used to calculate the fragment size distribution curve from blasting. The calculated curves are shown to be in good agreement with experiment.

The recent installation of top gas temperature probes in blast furnaces at Australian Iron & Steel Pty. Ltd. - Port Kembla, has provided the means for studying radial gas flow distribution in blast furnace shafts. This paper describes the top gas temperature probes and outlines their development and results of initial studies aimed at obtaining a suitable relationships between temperature profiles and furnace parameters. The effects of various combinations of burden materials have been outlined by the results reported. The use of probes has also helped to clarify the effect of casting cycles on furnace operation leading to increased emphasis on the reduction of the interval between gun-up and drill-out. Areas for future studies are also broadly Outlined.
