The issue of flyrock is critical to the operation of all mineral extraction sites that use blasting. This paper takes a risk-based approach to identifying, analysing and managing the flyrock hazard. The basic cause of flyrock generation is a mismatch between the energy available and the work to be done. It should be noted that the energy available depends on the charge confinement. This mismatch can be caused by an abrupt decrease in rock resistance (geological weaknesses), overcharging, inadequate delays between holes and rows, inappropriate blast design and inaccurate drilling. The mismatch can come about from two sides; either too much energy (charge) for a fixed burden (work to be done), or insufficient burden (work to be done) for a fixed charge. The main mechanisms of flyrock generation are rifling, cratering, face bursting and secondary blasting. Each source mechanism has different characteristics in terms of vulnerable locations and each requires different control measures. However, all controls require a high level of quality control and assurance. A range of different approaches for managing flyrock risk and determining blast clearance zone dimensions are presented. A prescriptive consequence-based approach is discussed. A conventional risk matrix based approach is outlined with some innovation regarding controls rating and uncertainty ratings. A published semi-empirical approach is discussed. Two examples of quantitative flyrock risk analysis are presented; one involves bench blasting based on a published paper and the second is a cratering example developed by the author based on consulting projects. Finally, a stochastic approach based on published work is presented which simulates cratering superimposed on face bursting mechanisms. Also, a stochastic analysis undertaken by the author of the cratering example is presented. Effective blast emission management is required for two reasons; firstly to reduce and/or eliminate safety risks and secondly to manage public perception of blasting risks such as flyrock. The conclusion of the current research is that the wild flyrock risk can be estimated using existing techniques. Furthermore, both qualitative and quantitative risk management methods as discussed in this paper can be used for flyrock management for a given blasting situation. A combination of both is considered to be best practice.

Overburden removal, mining and reclamation are now accepted as the basic operational steps involved in the winning of coal by open cut methods. To attain the lowest operational cost, the recontouring and revegetation of spoilpiles must be planned concurrently with the planning of overburden removal and mining. The earthworks associated with reclamation work on spoilpiles often account for 75 - 90 per cent of total reclamation costs. Experience at Callide Mine has shown that the way that spoilpiles are contoured does influence water retention and can reduce erosion from rainfall run-off. However, provided the recontoured slopes meet'Mines Department specifications, the quality of reclamation work is judged not by the quality of the earthworks but by the plant regrowth on the reshaped surface. Thus it is the quality of the revegetation which is of prime importance. For vegetation to be successful, time must be spent on planned research into methods of overcoming plant nutrient deficiencies and selection of suitable grass and tree species. The detonation pressure of an explosive is a function of its density and its velocity of detonation (VOD) and relates directly to the degree and manner in which the explosive loads the surrounding rock. The suitabil- ity of an explosive to any particular situation is determined not so much by the total energy released but more by the rate at which it is released. As the science of rock blasting advances it is becoming economically more important to quantify explosive performance, particularly with respect to quality control and fragmentation. As part of a major explosive user, BHP Central Research Laboratories have developed a number of tech- niques to determine the detonation characteristics of explosives. These include a method of continuous velocity of detonation measurement based on the SLIFER principle. This not only enables the VOD of the explo- sive to be determined, but also has the versatility to allow factors such as under priming, slow run up, the effect of water, variable energy load- ing and the velocity of the shock wave in the stemming to be assessed. Multi point VOD systems have also been developed for more routine appli- cations. With a minor modification they can be used to determine the absolute delay of detonators accurately and economically. Direct deto- nation pressure measurement methods have also been developed based on piezoresistive techniques. Future developments include the incorpo- ration of all the above techniques into a single, portable package, allow- ing easy use on the mine site.

Cable bolts have been used extensively in the development of the footwall of the Mt Whaleback Mine as a part of the ground improvement program since 1986. High tensile seven wire stress relieved steel strand similar to that used in pre-stressed concrete and grouted in place with sulphate resistant cement have been employed for rock-mass reinforcement.Most of the footwall is developed in Mt McRae Shale which contains a 20 m thick pyritic shale layer 14 m below the ore/waste contact. Due to extensive folding of the footwall rocks, the pyritic shale layer regularly occurs on, or close to the pit slope. Rain water run-off seeping through pyritic shale becomes acidic to the extent where its pH value can be as low as 1.5.

A 328 m, 2.4 m diameter raise-bored shaft has been equipped with a modular ladderway system to provide a second means of egress from Aberfoyle's Hellyer Mine in Tasmania. The modular ladderway consists of platforms, ladders and service pipes assembled at the surface and progressively lowered down the shaft. This system provides a rapid, safe and economical non-entry approach to equipping a shaft. The modular construction and single suspension allows for future extension or for reuse in another shaft.

Biological monitoring programs for environmental protection require techniques that will provide both early detection of possible adverse effects, and assessment of the ecological significance of these effects. Monitoring techniques must include responses sensitive to the impact, that can be subjected to rigorous statistical analysis and for which statistical power is high. Such issues in baseline research of 'what and how to measure?' and 'for how long?' have been the focus of a program being developed to monitor and assess effects of mining operations on the effectively pristine, freshwater ecosystems of the Alligator Rivers Region (ARR) in tropical northern Australia. Application of the BACIP design, utilising a form of temporal replication, to univariate data (single species) and multivariate (community) data is described. For new ventures in Australia (such as mining), monitoring programs should be designed to establish with high probability that an impact on the ecosystem no greater than a prescribed amount has gone undetected - as opposed to simply allowing development to continue as long as 'proof' of impact is not available. Such a precautionary approach represents a shifting of the 'burden of proof' and would require with the BACIP design, a minimum number of baseline years in order to achieve some desired level of statistical power in a test for impact. Power analyses conducted on two to five years (depending upon the technique) of baseline data from streams of the ARR indicate that the BACIP design would not impose developmental constraints on mining and that a policy of reversal of the burden of proof would provide the cornerstone required for managing such development in an ecologically sustainable manner.

The Martha Mine is an open cut operation situated in the midst of Waihi town which has been operating since 1987. Since then it has produced some 700,000 ounces (oz) of gold and 4,000,000 oz of silver from an epithermal vein system. It was previously worked by underground methods from 1880 to 1952 to a depth of 600 m producing 5 million ounces (Moz) of gold and 30 Moz of silver. The licensed reserves are scheduled to be mined out early in the year 2001. An additional economic resource of over 750,000 oz of gold has been identified which can be accessed by deepening the pit a further 50 m along the main Martha vein. This would extend the mine life to the year 2007. Applications were lodged on 4 July 1997 for the necessary resource consents, discharge permits and variations for the current Mining Licence conditions. The extension project requires approval from the District Council, Regional Council and the Ministry of Commerce. The consent and permitting process is extensive because of the urban setting of the mine. An approach to keep the extension as similar as possible to the current operations was adopted to give the community and authority confidence in the proposed extension. This paper summarises the extension detail and the permitting requirements it has had to address despite the extension being "more of the same". The permitting process has been exhaustive with little recognition of the standards already achieved in protecting the environment which are recognised worldwide.

Typical rehabilitation programmes for spoil piles and waste dumps in open cut coal mines involve the spreading of topsoil to assist vegetation growth. In the early years of rehabilitation before a protective vegetation cover has been established, this topsoil is susceptible to erosion during rainfall events. Since the long term success of rehabil- itation procedures is sensitive to adequate topsoil maintenance and since, on many mine sites, topsoil is a scarce resource, erosion losses of topsoil (particularly once fert- ilised) can severely restrict rehabilitation Measures.

At Perseverance a reserve of 45 million tonnes at 2% Ni was indicated by drilling. Holes were drilled in trellis pattern on section lines 61m apart to assess shallow mineralization. To explore at depth holes were spaced 122m apart, collared vertically, then allowed to deflect under controlled drilling conditions. The mineralization may be divided into the three homogeneous classes of soarsely disseminated, heavily dissem- inated and massive sulphides. In the standardised sampling and assaying procedures used to assess the deposit, attention was always paid to these fundamental ore types. All sampling and assaying processes were continuously monitored by checks. Sampling and sample preparation errors were small, to judge from the differences between results of original and check samples. Assaying errors, determined from analyses made by independent laboratories using different methods, slightly exceeded sampling errors. Comparison of underground core, c'iannel, and grab sampling, suggests that core sampling tends to undervalue.

A volcanic sequence is described from the Golden Cross Mine, Waihi, New Zealand. The sequence includes seven lithostratigraphic units comprising flow and pyroclastic units of Coromandel Group andesite and dacite and overlying Whitianga Group dacite and rhyolite which is intruded by the Golden Cross dacite porphyry and rhyolite dykes. The sequence is mineralized and is unconformably overlain bv_ two post-mineral units, the lacustnne Waitekauri beds and Omahine Subgroup andesite. Detailed structural analysis of mine data has identified four deformational events (D 1-D4) and related these to the gold-silver mineralizing events. Faulting was coeval with the mineralization and directly controlled the development, localization, style and geometry of the ore shoots. Mineralization developed in competent lithologies where dilation occurred during faulting. The Empire Fault is the master shear which controlled fluid flow. Mineralized veining developed in response to tectonic pulses occurring at slightly different stages as represented by the underground Empire vein complex and the open pit vein array. The mineralizing events culminated with the deposition of barren calcite veins. Post-mineral movement along the Western Boundary fault appears to have offset the ore body.

The Charters Towers goldfield is located in the centre of a Lower to Mid-Palaeozoic igneous complex where schistose, amphibolite-grade metamorphic rocks were intruded by multiple phases of medium grained granodioritic rocks. Several generations of mafic and felsic dykes also occur. Two distinct mylonites cut all but the youngest granitoids. Gold mineralisation occurs in quartz veins located in brittley reactivated mylonite and in sympathetic fissures in the undeformed granitoids. The gold-quartz veins occur in complex, gouge-filled, 2.5m thick zones, with minor sulfides, surrounded by zoned phyllic and propylitic alteration assemblages. Four main vein systems are each restricted to separate granitoids or contain oreshoots near granitoid contacts. No genetic relationship between the granitoids and the vein systems can be documented. The early mylonitic fabrics and the granitoid contacts played an important role in ground preparation and in the localization of oreshoots. Non mylonitized granitoids also served as favourable hosts for many of the lodes. Whole rock values of 180 of the granitoids range between 6.5 and 7.9 per mil. Hydrothermal vein quartzes have 180 values between 12.2 and 15.7 per mil. Mylonite quartzes have values of 8.4 per mil. Variation in 180 values of quartzes is in part related to granitoid host rock type.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium.One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives. Controversy can always be achieved by producing a best of list; it can be guaranteed that everyone will disagree with at least one of the nominations. On this occasion, the best contributions by individuals or groups in a number of areas of mine fill technology, over the last 25 years, will be the basis for the nominal awards. The controversy can be increased by posing a number of questions that, hopefully, some of the authors will address during their presentations. I imagine the social functions will be busy enough, but the questions may just add to the cut and thrust of the debate.

The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

In todayÆs demanding business landscape continual change and technological advancement is a given. With these changes there is now, more than ever, a need to ensure sustainable growth in respect of value protection and value adding whilst meeting the pressures and expectations of the societies in which we operate. Traditionally the management of safety has been a very reactive activity in the business, in some cases seen as an irritation and a disruptive process that demands a focus on preventing reoccurrences. This in turn has focused the measurement of safety performance on a range of lagging indicators û æafter the effect managementÆ. Gaining and maintaining a licence to operate is crucial to a sustainable business but as a prerequisite, organisations need to have a demonstrable ability to manage the safety of their people, as well as mitigating the people risk associated with the business activity. A major focus in the last decade has been on the implementation of enterprise risk management programs, where risk becomes embedded in all business systems and processes and the organisationsÆ genetic make up is programmed to analyse and integrate risk management into all facets of the business activity. The management of safety should be no different. One school of thought argues that there are no new accidents, but rather our inability to learn from the past. Others believe that as long as we have an appetite to achieve the unachievable, we will have to continue to push the boundaries, our safety comfort zones and inevitably take risks. Single reliance on highly evolved technical systems, elaborate processes, highly skilled people, safe equipment and safe work environments have shown one thing û they are not sustainable in providing adequate coverage in the business. In analysing a range of factors associated with some of the worst catastrophes of the 20th century, it can be suggested that they were in fact predictable and inevitable and that an integrated approach underpinned by sound risk management systems could have determined a different result. The key to a sustainable approach in the management of safety requires us to look at a multitude of aspects that collectively allow the performance of an organisation to be predictable. To have certainty in the business activities it is necessary to have controls in place that will mitigate the risks normally associated with unwanted events. It is ensuring that human factors effectively contribute to monitoring the planned approach and being able to safely adjust to any variability. In essence this is having the ability to proactively plan for the longer term. The sentiments articulated by organisational leaders echo that safety management is good business. Surely then a good business is a sustainable business, and a sustainable business is one that provides lasting benefits to its stakeholders.

The properties of bearing metals are of considerable interest to mine engineers, since continuous running of mine and mill machinery is of vital importance. Of the several available types of bearing metal, the low melting point lead or tin base alloys are most generally used in mining plant because of the ease of replacement and the possibility of remelting scrap metal from old bearings. The most valuable property of these "white metals," however, is the plasticity which gives a self-aligning character to the bearings, enablingthem to adjust themselves to inequalities which may exist at the time of fitting, or which may develop during running. The object of the present paper is to explain in general terms the physical structures of white bearing metals, and to point out that constitution rather than composition determines the physical properties of these alloys. The same, indeed, is true of most engineering alloys. In steels, for example, a change in the structure may affect the properties to a far greater extent than a change of chemical composition.Structural changes in steels are produced chiefly by heat treatment. The Mt Keith ultramafic intrusive extends for about 200 kilometres from Agnew in the south to Wiluna in the north. It forms the host for a number of nickel sulphide orebodies including Mt Keith and Honeymoon Well. Long fibre minerals are associated with the orebodies. The presence of these minerals impacts on the issue of tailings disposal from several standpoints, particularly the slurry beaching properties and dust generation from dry beaches. Central thickened discharge (CTD) is an innovative method of tailings disposal that involves stacking tailings in a low conical hill instead of storing them in cells. In appropriate circumstances this leads to savings in capital costs and operating expenditure. The method was introduced to Australia in 1981, and is currently employed at four operating mines, Elura and Peak Gold, both at Cobar in NSW, McArthur River in the Northern Territory, and Union Reefs near Pine Creek, also in the Northern Territory. It is the proposed method for Century Zinc and Ernest Henry, both in Queensland. The paper describes laboratory test work and design parameters for the application of the method to tailings disposal at Honeymoon Well and compares them with comparable data for other CTD systems. Of particular relevance for design purposes are beach slope, density, and water recovery. Wind tunnel tests were conducted on the Honeymoon Well tailings samples to investigate dust generation from the dry beach surface and it was concluded that dust generation from an undisturbed beach would not occur because of crusting.

Estimation of the semi-variogram is basic to the geostatistical processing of data. The most widely used arithmetic average estimator is here employed with various sampling patterns to calculate experimental semi-variograms in a deposit which is simulated to have a defined semi-variogram. Percentage differences between theoretical and experimental semi-variograms are reported.

In this study the light sparse phase search (SPL_Lt) mode on the Mineral Liberation Analyser (MLA) was successfully used to identify and quantify the abundance of rare earth element (REE) phosphates in Precambrian iron formations. Monazite (light REE phosphate) and xenotime (Y and heavy REE phosphate) are identified and data from the MLA combined with the mineral chemistry of the two minerals are used to calculate and model the expected REE concentration and distribution in these two REE phosphates. The REE phosphates account for up to 31 per cent of the REEs in the banded iron formations (BIFs) and excellent correspondence is observed between the modelled REE patterns and the whole rock geochemical data available for the same samples. Except for quantifying the mineral weights, the sparse phase search also allows for the localisation of REE phosphate grains and the observation of their association with other minerals using backscatter electron (BSE) imaging. These observations are used to conclude that the REE phosphates were most likely of diagenetic origin, with REEs and phosphate remobilised from primary chemical precipitates. It is demonstrated that automated mineralogical techniques can be used to qualitatively and quantitatively describe the influence of a rockÆs trace mineralogy on its geochemistry.

Kidston Gold Mines Limited (70 per cent Placer Pacific and 30 per cent Public Shareholders) has been mining the Wises Hill Pit since late-1984. The Wises Hill Deposit is a large low grade gold deposit and as such is highly sensitive to economic parameters. The uniformity of the orebody has allowed a bulk mining method to be used, with minimal dilution. Total reserves defined to-date are 64 160 OOOT at a grade of 1.60 g/t gold. Mineable reserves remaining as of January 1992 are 36 357 OOOT at a grade of 1.28 g/t gold.Mining investigations to reduce the impact of lower gold prices, the effect of decreasing headgrade and increasing mining costs have focused on wall steepening.
