In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. The Sunrise deposit is one of AustraliaÆs largest and most profitable gold deposits. It has consistently and spectacularly outperformed every resource model created. Currently over the life of the Sunrise pit there has been a 50 per cent under estimation of ounces mined. Without a solid basis for predicting the tonnes and grade or the spatial location of mineralisation, mine planning becomes problematic. Recently, through a better understanding of the mineralising processes the reconciliation of the resource model has improved to be in the order of ten per cent under on ounces mined. This paper will describe how the mine geologists at Placer Granny Smith have implemented the changes required to improve the resource model. Work began with the development of a three-dimensional lithological and structural model based on historical drilling and pit mapping. Continual updating of the geological model with grade control logging, assays and in pit face mapping, now allows for the on-going improvement of the resource model and the planning of mine development drilling.

Several mineral resources have been recognised to alkaline igneous rocks. In general, these mineralisations present low P grades, so a complex concentration process is required to achieve commercial grade concentrates. This process is guided not only by the ore characteristics, such as apatite grain size and liberation degree, gangue minerals and slimes content, but also by different apatite varieties, iron oxi-hydroxide surface coating and roughness. The main techniques applied to apatite and phosphate ore characterisation, such as optical microscopy, cathodoluminescence (CL) microscopy, scanning electron microscopy (SEM), X-ray diffraction (XRD), Fourier-transform infrared spectroscopy (FTIR), surface techniques and magnetic separation are discussed, aiming to evaluate distinct apatite varieties and their technological behaviour.

In October 1993 it was decided to undertake the fourth phase of mining at Big Bell. This decision followed the exhaustion of open pit reserves in January 1993. Two stages of mining were proposed for the new underground mine. The initial stage would mine the remnant ore, consisting of the rib and crown pillars and lower grade ore on the hangingwall and footwall side of the old open stopes, which were mined from the 1930s to 1950s. Most of the old open stopes were backfilled with either deslimed mill tailings or development mullock, both of which were economic to recover. However, the mineable ore from this resource was difficult to evaluate. The second stage focused on mining ore outside the remnant areas and was initially proposed as a Core and Shell method under a caving hangingwall. This method has since been superseded with sublevel caving, in part due to the very high and deviatoric stress conditions encountered at Big Bell and the relatively long mining cycle required for open stoping. The problems and challenges discussed in this paper will cover the identification of remnant ore reserves, dewatering the old workings, and remnant mining.

A new mining area at the Vaal Reefs gold mine is to have a shaft. system which will extend to a depth of 4 200 m and will require 130 MW of cooling. A novel feature of the proposed cooling system is a large underground air cooling installation in which an ice slurry is sprayed into the ventilation air. The design of the ice slurry bulk air cooler, in the form of counter.flow cooling towers, is discussed. Comparative thermal tests with cold water and ice slurries (with ice mass fractions up to 22 per cent), were carried out in a 5 m high test tower. The presence of the ice in the water spray increases the resistance to heat flow and reduces the overall thermal characteristics of the air cooler by 8 per cent. Notwithstanding this, the use of ice slurries is indeed beneficial in terms of overall costs. It is concluded that a 25 MW air cooler should use 410 kg/s of ice slurry with a 10 per cent ice mass fraction to cool 550 kg/s of air which is 75 per cent of the total air flow rate.

The reaction between lead sulphate and a number of base metal sulphides (galena, sphal- erite, chalcopyrite and synthetic pyrrhotite was studied as a means of desulphurizing lead sulphate containing fumes and residues to levels acceptable as ISF feed. The reactants were mixed with 50% zinc oxide to act as a "basket" to contain the molten products of the reaction and pressed into small briquettes 20 mm in diam. Factors such as temperature, time and the composition of the atmosphere were investigated. Using the PbS/PbS04 system as an example it was shown that the reaction became rapid above 800¦C and that both sulphur dioxide and oxygen in the atmosphere were detrimental to achieving low sulphur in the product. In an inert atmosphere all the sulphides when roasted for 1 h at 1000¦C gave results corresponding to the elimination of more than 95% of the sulphur in the reactants. Leach plant residues were considered for use as the "basket" material. It was shown that the residual sulphide and sulphate components of the residues underwent similar reactions to those experienced by the pure systems.

Traditional models employed to genetically link associated chromite and platinum-group elements have favoured crustal contamination as the primary process for inducing sulfide and oxide saturation. The association of chromite ores with crustal contamination is well established in the literature. However, in the 1970s (cf Irvine, 1973, 1975), Irvine demonstrated that crustal contamination was in fact problematic as a tool for inducing chromite precipitation in mafic to ultramafic magmas. His results are re-examined here, along with some attempts to reconcile them with the effects of adding Fe to the models. It is concluded that crustal contamination is indeed problematic based on phase relationships alone. However, the role of fluids as a compensating agent is evaluated, which may explain why crustal contamination may indeed facilitate oxide and sulfide precipitation.CITATION:Prevec, S A, 2015. Full-stream mechanised sampling apparatus, that collect a full cross-sectional increment from the complete screen discharge, will always be the preferred option for sampling screen overflows. However, the reality is that provisions for automated sampling are rarely, if ever, provided at the discharges of individual screens within beneficiation plants.Sampling from the discharge of high capacity vibrating screens, especially multi-slope screens, is subject to sampling bias, due to the stratification of the ore that occurs on the vibrating screen deck. The stratification in the vibrating bed translates to a stratified falling stream at the discharge end of the screen, typically with smaller particles at the back of the falling stream and large particles at the front of the falling stream (Figure 1).The chemical and physical characteristics of heterogeneous ore (mineral or coal) particles vary significantly with particle size. If samples do not correctly reflect the source material size distribution, they will be biased and the resulting analytical/assay data will not reflect the actual physical nor chemical characteristics of the source material.Prior published data for coal preparation research (Australian Coal Association Research Program) has demonstrated that a bias appears to exist for samples collected from high capacity multi-slope screens.A new form of sampling scoop has been developed with the aim of overcoming this issue.Bias was evaluated at a coal preparation plant by comparing the desliming screen overflow size distribution to that for æreferenceÆ coal preparation plant feed samples collected using the recognised stopped-belt technique. The study procured 20 sets of comparison samples in order to ensure statistical relevance.Two forms of sampling device were employed for the multislope screen discharge.A conventional square aperture scoop was demonstrated to exhibit a significant coarse bias, in that the resulting samples exhibited a significantly coarser size distribution compared to the reference samples. In other words it was evident that the conventional scoop æfavouredÆ material from the front of the falling stream.A new æcollapsibleÆ sample scoop was evaluated in parallel, and its samples were found to exhibit no relevant bias.CITATION:Atkinson, B W and Swanson, A R, 2012. In the first half of this century a mining industry was developed in Indonesia under Dutch colonial rule. World War II and the subsequent struggle for independence resulted in the destruction of most of the infras- tructure and much of the data. After independence, restrictions on for- eign investment and internal turmoil prevented re-establishment of a viable mining industry until the formation of the present Government after 1965 and the enactment of sound laws in 1967 to encourage foreign investment. Rebirth of the mining industry was followed initially by slow growth, but in the 1980's, spurred by the worldwide interest in gold, Indonesia has become the focus of an intense exploration boom for gold and other precious metals. 103 Contracts of Work for gold have been awarded since 1985 with Australian companies being the most predominant. Since 1985 three new gold operations have been commissioned and another two are nearing completion. Several more are undergoing feasi- bility studies. There is reason to predict that Indonesian gold produc- tion will grow to place the country in the ranks of significant producers during the 1990's.

In general the iron ore industry has been slow to adopt the Whittle Pit optimising software in the evaluation of iron ore deposits. The reasons for this are two-fold:the iron ore industry has developed techniques, usually bespoke software residing in the corporate offices of the respective iron ore companies, to establish their final pit limits; and the fact that the Whittle software doesnÆt easily lend itself to estimating a sales product of constant quality without maximising grade (metal content). The Whittle software is based on the work done by Lerch and Grossman (in the early 1970s), which proposed that graph theory be used to establish an optimal surface that maximises the revenue from a deposit. The maximised surface created in the pit optimiser is translated into a proposed optimal final pit shape that can be used by the mine design engineers as a target outline to lay out the final practical pit. By treating a geological and ore resources model that was created for an iron ore deposit as a subset of the recoverable resources estimation (RRE) type of geological models, the evaluation of an iron ore deposit and establishing the final pit is greatly simplified in the Whittle 4-X optimiser. Instead of trying to optimise the iron content of the deposit, the emphasis swings to maximising the extraction of a finished and saleable iron ore product. This is achieved by treating the finished saleable iron ore as an element in the multi-element Whittle optimiser. The quality of the finished sales product is represented, and the material that cannot be used in the blended product is also shown. Proposals for enhancing the functionality in the Whittle 4-X optimiser to make the evaluation of iron (and coal) deposits easier includes the creation of a new reporting function that will allow the user to specify which field(s) can be used as the divisor(s) for the reporting of the element grades in the model.

South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

"It is vitally important in projects where the cut-off grade is low that there is no contamination during the sampling and sample preparation process, both in the ore and the waste zones. Failure to identify contamination could have devastating financial consequences for a project. The use of a variety of blank types is essential for ensuring that contamination is identified and eliminated at every stage of the sampling and sample preparation process. This paper examines an instance where an effective assay quality assurance and quality control (QA/QC) program was able to identify and eliminate a source of significant multi-element contamination in the prefeasibility stages of an open pit project. This examination includes the: evidence for contamination findings of the investigation process of resolving the problem and correcting the data evidence for both addition of metal and dilution through contamination potential impact on the project had this issue not been dealt with. It was through the use of a combination of blank types that the QA/QC process at Mount Isa Mines (MIM) identified a contamination issue at the first crushing phase of sample preparation. Identification of the contamination allowed MIM to stop assaying activities and work with the laboratory to correct the problem. The sampling program could then be continued with no further doubts about the sample preparation process. Contaminated samples were resampled from retained core. With the continuous monitoring provided by the blanks program, it was possible to ensure that only clean results went into the resource modelling data set. CITATION:Webb, J, 2014. Education for the Mineral Industry in Australia developed in an uncoordinated but effective fashion till the mid 1960's, with recognised quality in graduates, with output matching demand, and with industry needs being fulfilled. Then in the space of a further 20 years, as company structures expanded, as the number, complexity, and costs of mineral projects escalated, as educational facilities, costs and politics increased, as community perceptions and aspirations changed, as government control of minerals and education increased, and as mineral sales cycles and markets fluctuated widely, the very fabric of Australian Mineral Education fell in tatters. Extractive Metallurgy Education suffered most in this collapse, and no compre- hensive remedies have been initiated. We are all the losers. In the 1990's, the extraction of Australian minerals and metals will increase in international significance, and the education of Extractive Metallurgists must meet this need. After examining the current situation, a series of management strategies are proposed to enable Extractive Metallurgical Education to survive and prosper in the next two decades and beyond. These strategic proposals involve industry, the government, the educational bodies, and individuals, in a range of short and long term objectives, policies, and actions.

Today, FORACO operates over 300 drill rigs in more than 20 countries.The Asia Pacific region of FORACO runs a fleet of 37 late model drilling rigs servicing the diamond drilling, reverse circulation, coal, coal seam gas and hydro drilling sectors.FORACO Australia has extensive experience delivering large diameter coring (LDC) samples to the resource community. In the past three years, the company has been involved in six 8? coring projects in a variety of geographies and geologies, including iron ore, coal and uranium. FORACO has developed proprietary equipment and techniques to deliver cost-effective LDC samples with outstanding core recovery.The FORACO LDC sampling system is hands free, with mechanised rod and corebarrel handing to minimise the risk of manual handling injuries. Sample volumes are six times PQ (the common industry standard for large core samples), with core recoveries consistently above 96 per cent in extremely difficult formations.Eight inch coring is a conventional coring system suited to hole depths up to 150 m. Process mineralogy is an inter-discipline in the fields of mineralogy and mineral processing. As a predicting and trouble-shooting tool, process mineralogy helps address all mineralogical issues and problems related to mineral processing. It provides useful information on process design and optimisation, flow sheet development and cost reduction. As more and more complex and refractory ores are being discovered and processed, it is believed that process mineralogy will gain more attention and play a more important role in process design and optimisation. This paper will first discuss the scope of process mineralogy and mineralogical factors that may affect mineral processing of various ores, and then focuses on the application of process mineralogy in process design and optimisation through case studies.

This paper examines the fire life systems implemented in two existing tunnels and discusses whether the standards used were appropriate. It focuses on the Terrace Tunnel as this upgrade and refurbishment is complete.The New Zealand Transport Agency (NZTA) manages six tunnels on the State Highway network with two of these built in the last seven years. The Terrace Tunnel, opened in 1978, was refurbished with modern fire life safety systems in 2010–2012. An interim upgrade of the Mt Victoria Tunnel, opened in 1931, was also carried out at this time.In present times, few existing tunnels have undergone significant upgrades and refurbishments. The Terrace Tunnel required: new power supplies, control buildings, lighting, wall panels and jet fans, a deluge system, emergency exit lights and way-finding lights, a public address (PA) system, a radio rebroadcast system, lane control sign (LCS) and variable message sign (VMS), an over-height detection system (OHD) and a new tunnel management system.In the absence of suitable guidelines, various standards were used to carry out the refurbishment. The Austroad Guide to Road Tunnels and AS4825 Tunnel Fire Safety, although designed for new tunnels and not specifically intended for existing tunnels, provided a framework. A multi-criteria assessment of risk (MCAT) was carried out to determine the systems to be provided.The Terrace Tunnel has perhaps set a benchmark for refurbishing existing tunnels as few projects of this type have been completed recently. Double-stack trains in the United States date back to the early 1980s, starting about the time deregulation of the rail industry occurred. Freight rail became increasingly more competitive to trucking and barge or ship, and led to major investments in railroad infrastructure. Since most railroad tunnels in the United States were constructed between 1880 and 1930, they were not built tall enough to accommodate modern double-stack intermodal railcars. Therefore, as double-stack trains became the norm, existing tunnels became bottlenecks, and railroads wanted the tunnels made larger without impacting traffic. This need to increase the clearance while not impacting rail traffic launched a very specialised industry: the design and construction of replacement lining systems in existing tunnels.Several large multitunnel railroad clearance improvement projects have been completed in the country in the last decade, and they have all been done under ‘live track’ conditions. Live track conditions consist of work windows, often anywhere from four to 12 hours, that are provided to the contractor to complete the construction work. By the end of each work window, the tunnel must be secured so that the railroad can run trains.In addition to improving the clearance, these projects provided the railroads with an opportunity to improve the general condition of the tunnels, including structural, seepage, drainage and icing conditions. This paper discusses the design considerations, tunnel assessments and construction methods used for these live track railroad tunnel projects. Seepage and drainage improvements that were incorporated into the clearance improvement projects are also discussed.CITATION:Schrank, J, 2014. A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Multiple-point simulation is a family of methods used to generate conditional facies simulations that present the same spatial dependence as a user-defined training image. The main advantage of using a training image is the easy integration of geological concepts in numerical subsurface models. The strength of multiple-point methods is that it allows making the best use of geological expertise when data are too sparse for inferring a model of spatial continuity. However, despite being appealing to geologists, the multiple-point methods are often not used in practice due to the difficulty of building complex 3D training images that contain realistic features.A new framework for multiple-point simulation is presented that involves small and simple training images. The main idea is to use random transformations to expand the range of structures available in the simple training image. The training image is not regarded any more as a global conceptual geological model, but rather a basic structural element of the subsurface. Complex geological structures are obtained, whose spatial structure can be parameterised by adjusting the statistics of the random transformations, based on field data or geological context. In most cases, such parameterisation is possible by adjusting two numbers only. One advantage is that the training images are so simple that they can be easily built even in 3D. The method allows building 3D models that reproduce shapes corresponding to a desired prior geological concept and are in phase with different types of field observations, such as orientation, facies or geophysical measurements. The flexibility of the approach allows for naturally integrating different types of data. This is demonstrated on an example involving seismic data assimilation. Examples where complex 3D folded structures are built from a simple training image and a few orientation data are shown.
