A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The Golden Cross Gold Mine is located at the head of the Waite kauri Ri ver, 8 km northwest of Waihi near the southern end of the Coromandel Range. The mine produces gold and silver from epithermal veins hosted by Miocene andesitic flows and pyroclastics of the Coromandel Group. Golden Cross is owned in joint venture by Coeur Gold NZ Ltd (80 per cent) and Viking Mining Company Ltd (20 per cent). Mining is by open pit and underground methods. Mineralisation in a near-surface sheeted/stockworked vein zone is mined from the open pit. The deeper Empire Vein System is mined from underground where higher grade mineralisation is restricted to generally discrete veins. The open pit stockwork zone is west of and offset from the updip trend of the Empire Vein System. The Empire (hangingwall) Vein strikes generally north-northeast and dips steeply west. Dips become subvertical at greater depth. The hangingwall vein is a well developed, generally continuous structure with relatively high gold grades. A complex footwall vein system forms shallow west-dipping offshoots to the hangingwall vein. Structure and gold grades become increasingly erratic away from the hangingwall vein. The better developed footwall veins carry economic grades and high 'spot' grades over 50 g/t Au are not uncommon. Highest gold grades are associated with tightly crustiform banded sections of quartz veins and with dark fine grained siliceous breccias. The main hangingwall vein occupies a major north-northeast trending fault structure, the Empire Fault. Footwall veining forms within subordinate splinter fault zones. There has been extensive multidirectional pre-, syn- and post-mineralisation faulting. Fault manifestation is highly dependent on host rock characteristics. The central part of the hangingwall vein and surrounding silicified country rock has been shattered by a major fault structure, the West Mine Fault, forming a poorly consolidated, blocky quartz-breccia ore zone. Away from the more brittle ore zones and associated silicified envelope, wide clay-filled shears mark the major fault trends. Development of the deposit is considered to have occurred in two distinct stages related to separate episodes of dilational jog movement on the Empire Fault. The first phase reactivated the pre-existing Empire Fault as a dilational fissure with subordinate splinters on the footwall side. The Empire Vein System (hangingwall and associated footwall veining) formed during this phase. A second phase of renewed movement with further dilation resulted in more extensive fracturing of the Empire Vein and surrounding country rock and formed the sheeted/stockwork veining of the open pit. An upwards/westward migration of the hydrothermal system is assumed but fluid pathways between underground and open pit veining are unclear. Ore extraction and mining geology methods have responded to improved understanding of the grade and structural variability, and changing ground conditions inherent in the vein system. The underground mine produces ore from flatback cut and fill, post-pillar and bench stopes. Open pit and underground ores are campaign milled through a conventional CIP plant.

Geophysical prospecting was first recognized in Australia as an important aid to mining enterprises in 1927, when, on the suggestion of Sir Herbert Gepp, the "Imperial Geophysical Experimental Survey" was organized. The function of this survey was to carry out investigations on the applicability and efficacy of the most important geophysical methods under Australian conditions. The survey was formed under the joint auspices of the British Empire Marketing Board and Australian Commonwealth Government, and the investigations were carried out in Australia under the leadership of Mr. A. Broughton Edge, B.Sc., A.R.S.M., F.G.S., M.Inst.M.M., during the years 1928 and 1929. A description of the work performed, the apparatus used, the principles of the methods, and the results and conclusions of the survey are included in a report published by the Cambridge University Press in 1931.In 1932 Sir Herbert Gepp became interested in some gold mines in Eastern Victoria, in the Cassilis and Bethanga districts, and realizing that the lodes in these areas would be favorabIe for a geophysical examination, he arranged for a series of tests to be carried out. Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

The Pilbara Block is a nucleus of Archaean rocks which lies in the North West Land Division of Western Australia, and it constitutes a mineral province that has been divided into two areas-the West Pilbara Goldfield and the Pilbara Goldfield.In the West Pilbara Goldfield two contemporaneous environments are represented by laterally equivalent volcanic and sedimentary successions which together comprise the Roebourne Group. The two successions are lithologically similar to the classical Warrawoona (volcanic) and Mosquito Creek (sedimentary) successions of the Pilbara Goldfield; but in the West Pilbara Goldfield there is no sign of the erosional break which separates the Warrawoona Succession from the Mosquito Creek succession. The Roebourne Group and the igneous rocks which have intruded it belong to the Archaean Pilbara System.Evidence of preconsolidation movement and igneous intrusion into unconsolidated sediment suggests that tectonism and igneous activity, localized along lines of fracture in an unidentified basement, beganbefore lithification was complete. Movement was primarily vertical, and persisted into the Lower Proterozoic.Vulcanicity and chemical sedimentation, accompanied by a diminution of detr:tal sedimentation, is thought to have caused a relative enrichment in the metal content of the middle part of the Roebourne Group; and the metal may have been remobilized during diagenesis and metamorphism, and localized in zones of dislocation formed both before and after consolidation of the sediments.INTRODUCTIONThe name "Pilbara" has been widely applied in the area under discussion, and to avoid confusion the various uses are summarized below.1. A pyrite flotation concentrate assaying 0·065 oz/ton gold was investigated to determine the mode of occurrence of the gold. Ftom cyanidation and acid leaching experiments it was concluded that O· 02-0· 03 oz/ton goldwas in solid solution in pyrite and the balance of the gold was finely dispersed as grains throughout the pyrite.Autoradiography and electron-probe examination of possible areas in briquetted concentrate did not detect any grains of gold. Neutron irradiation and gamma spectrometry confirmed on 100 mg samples the fire assays obtained on 1 assay ton samples.Oxidation to hematite and reduction to magnetite at 600°C made practically the whole of the gold extractable by cyanide. This technique could be of major significance for gold ores which contain a substantial amount of "refractory" gold.

Seventy-nine gold deposits and prospects have been discovered in theJiamusi region of northeast China, and constitute one of the most important gold metallogenic belts in China. All these endogenic gold occurrences can be subdivided into three main deposit types: 1. porphyry related; 2. metamorphic-intrusive hosted, and 3. sediment-hosted deposit.   The first two types of gold deposit are spatially and temporally related to Mesozoic Yanshanian granitoid intrusions with hydrothermal activity channelled along crustal-scale fissures. The ultimate cause of the Yanshanian magmatism is considered to be the subduction of Pacific oceanic lithosphere beneath the Eurasian continent. In contrast, the chemical sediment-hosted deposit is typified by the Dongfengshan gold deposit, and genetically related to Proterozoic sedimentation and Mesozoic igneous activities.

This paper gives an overview of the difficulties associated with determining the strength of hard rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large scale pillar collapses in South Africa were caused by weak partings which traversed the pillars. Currently two different methods to determine the strength of pillars are used namely, empirical equations derived from the back analyses of failed and stable cases and numerical modelling tools with an appropriate failure criteria. Both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods are popular and easy to use, but care should be exercise that the results are not extrapolated beyond the range of the data which were used to derive them. An example is the Hedley and Grant formula (derived for the Canadian uranium mines) that has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value) to design the pillar layouts. Very few collapses have nevertheless been reported and it might even be too conservative an assumption of pillar strength in these mines. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many flawed assumptions. An area where numerical modelling is invaluable, however, is to study specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling currently provide a solid basis to conduct pillar design. It is therefore recommended that both these techniques be utilised when confronted with a pillar design to obtain the best possible insight into the problem.

About 15 per cent of total electricity (400 MkW) was generated by nuclear power plants in the world (2009) and about 36 000 tons of uranium has been mined in uranium mines annually. Radioactive waste material is produced from uranium mines and nuclear power plants. The wastes must be disposed or stored safely for long-term. If they leak and/or move from disposal or storage sites due to air/groundwater flow, then a serious environmental pollution can occur. Hence, multi-layer system has been proposed and employed in order to seal off these radioactive waste materials from biosphere. Basically, bentonite is now used for establishing absorbing and sealing layers in this system. However, the amount of high quality betonite is very limited and in some cases it is hard to be obtained.On the other hand, a great deal of refuse from coal burning plants is produced every year and the amount of it is expected to be higher each year, especially in developing countries. More than half of flyash is utilised and the remaining is disposed at the disposal sites. However, the life of the disposal site is limited and it is diff cult to find a new disposal site. It is requested that the percentage of the utilisation of the flyash be increased in every field.From the above two points of view, a flyash-based barrier layer/cover system is considered in this research and this paper discusses the applicability of flyash as a content of barrier layer/cover material based on the results of a series of laboratory tests.

The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. A detailed examination of carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite shows that the rate and extent of magnesium and iron dissolution are affected by the slake time, leaching temperature, carbon dioxide pressure, pulp density and rate of agitation. In order to produce high-purity magnesia from the leachate by precipitation and calcination, the optimum leaching conditions, which are those that yield maximum magnesium and minimum iron dissolution, have to be a compromise in terms of the above parameters. For example, iron dissolution can be limited by leaching at an elevated temperature (-45°C), but because the maximum concentration of magnesium biearbonate decreases rapidly with an increase in temperature, it is necessary to use a low pulp density (-2 per cent solids) in order to achieve an acceptable degree of magnesium dissolution.Evidence is obtained that iron dissolution involves the formation of a soluble ferric bicarbonate complex that decomposes at elevated temperatures. The extent of iron dissolution is much higher than might be expected and it is probably because the original magnesite contains siderite in solid solution with the magnesite; on calcination, the hematite whieh is formed is in a very finely divided condition and hence more reactive.

Refractory gold ores have been the subject of intensive metallurgical study in order to achieve more efficient recovery of contained values and at the same time to minimise environmental impact. Considerable innovative gold processing technology was introduced in New Zealand last century, the most notable being the first successful commercialisation of the cyanidation process by the Crown Mines Company at Karangahake in 1889. The Karangahake gold-silver deposit was second only +to the Waihi Martha mine in total bullion production from the region with active mining from 1882 until about 1920 and sporadic production between 1930 and 1944. Reevaluation at Karangahake with associated metallurgical testing has continued since that time becoming particularly active in the last decade as a result of increasing gold prices. Gold processing technology is reviewed and results of some recent test work are presented and discussed in the context of Karangahake history and future development possibilities. This work confirms the variability and complexity of the Karangahake deposit both mineralogically and metallurgically and suggests flotation followed by new and innovative smelting is the most appropriate processing route for the recovery of gold from the high grade ore which could be produced from the Karangahake workings in moderate tonnages.

Recent literature is reviewed with emphasis on the design and scale up of mixers. Most important aspects of mixing have resulted from the study of Newtonian fluids and only a minor attempt has been made to extend the work to non-Newtonian materials.The rheology of non-Newtonian materials is outlined and the typical behaviour of mineral slurries is indicated.The importance of flow velocity, flow pattern, and fluid turbulence is discussed with relation to suspension of solids and rate of reaction.Data on experimental leaching of ore from Mary Kathleen, Queensland, show the effect of different mixing impellers.In conclusion, factors involved in the selection of a mixer are presented with emphasis on economic appraisal after pilot experimentation.INTRODUCTIONThe subject of mixing has attracted considerable attention during recent years, but relatively little work has been undertaken for the study of non-Newtonian materials. Most work has been restricted to Newtonian fluids because there are less inconsistencies in such study.Mixing, by definition, implies blending or combining, and ranges from gentle mixing which blends the contents of a large tank in 24 hours to violent mixing which completely homogenises the contents of a tank within seconds. Metzner and Otto (1957) have pointed out the present lack of knowledge on the degree (or quality) of mixing. Apart from this fact the design of mixers for Newtonian materials would seem to be reasonably certain.Both capital and operating costs rise rapidly with increasing mixer size. Therefore the design, or selection, of a mixer is a matter for economic consideration in the overall aspect of plant design and operation.

This paper examines the recent trend towards sustainability reporting and the application of the Global Reporting Initiative (GRI) æSustainability Reporting GuidelinesÆ. It also reviews reporting in the context of the Australian Minerals Industry Code for Environmental Management, as well as the status of public sustainability reporting globally in the minerals industry. The public reporting of environmental, health and safety, social/community and economic performance has evolved over the past two decades. Initially, separate and to some degree disparate documents were produced to report performance in each distinct area. In the early to mid 1980Æs some organisations had begun to report their environmental performance through some minor commentary in their annual financial reports or through ætokenisticÆ leaflets, often used as public relations exercises. Due to more media coverage and an elevated level of public scrutiny, organisations are no longer merely reporting their good performance, but also their bad and indifferent performance. In recent years these once separate environment, health and safety and community public reports have further evolved to become more integrated, reflecting organisations embarking on the reporting of their progress towards sustainable development. The primary factor in driving the evolution of sustainability reporting has been the increasing influence of stakeholders. Two groups of external stakeholders that have had a significant influence over public sustainability reporting in recent years have been non government organisations (NGOs) and socially responsible investment funds. Significant expenditure is involved in the preparation and publication of a sustainability report however many organisations do not appear to have examined in detail what they are really trying to achieve from their public reporting process. It is important to establish objectives for the public reporting process to achieve maximum benefits. Without a framework of public reporting objectives, the benefits of the reporting process to the organisation will not be recognised and the considerable expenditure involved will be increasingly difficult to justify. We believe that by focussing on the process rather than the document, significant benefits to the organisation can be gained. Indeed, with a proper framework of objectives and targets, the reporting process can be used as a vehicle to drive organisational change, implement management systems and improve performance. An idealised framework for a public sustainability reporting process sees the organisationÆs sustainability policies drive the entire process and determine the sustainability objectives. Specific targets are then set to realise those objectives. The targets will govern performance indicators that should be used to measure the success of target achievement and which will also define what data need to be collected. Evaluation is a key component of the reporting process to measure the success of target achievement and progress in realising objectives, as well as review the need for new targets to be set. The actual production of a public document is only one, albeit important, component of the overall reporting process. The challenges that lie ahead for sustainability reporting primarily relate to the integration of environmental, social and economic performance reporting as organisations integrate their approach to these areas. This will only happen as the culture of an organisation changes to not only accept the principles of sustainable development but to implement those principles in daily operations. The reporting process has the potential to drive that cultural change by communicating the organisationÆs sustainability objectives and setting challenging targets for their realisation. Public sustainability reporting will only achieve its maximum value when it forms an integral part of an organisationÆs sustainability management system and culture.

The location of seismic events in mines is traditionally calculated based on the arrival times of P- and S-waves for a given velocity model (homogeneous or heterogeneous). This technique is successful when the sources of seismic events are sudden and localised (eg episodes of fracturing in solid rock or dynamic slip along a plane of weakness) and thus the radiated seismic waves have clear arrivals. In massive mining operations such as block caves, strong seismic signals often originate from the movement of loose rocks on the perimeter of the fracture zone. These signals are easily recordable but do not contain easily identifiable direct P- and S-waves, making the estimation of location through traditional methods more complicated. This problem has been approached by using a ‘brightness’ location method that estimates the origin of seismic waves based on travel times of envelopes of seismic energy. This tool is extended to be applicable in a heterogeneous velocity environment that now accounts for the presence of a cave or other strong velocity perturbations. The suggested method is particularly important when caving occurs in low-stress environments (eg close to the surface).CITATION:Meyer, S and de Wit, T, 2016. The following paper deals with a method for the" Proximate Analysis" of Chloridized Ores, which are free from arsenic, antimony and lime. When these are present the analysis is rendered far more complicated, and many of the methods which I am about to describe could not be applied. Sufficient scope is therefore offered for discussing the analysis, when these metals are present, in a separate paper, which I hope to contribute at a future date.I am fully aware that this method is far from being perfect. No doubt many, modifications and improvements will suggest themselves to my readers, and I trust that this paper will be the means of giving a certain impetus to the study of Proximate Analysis which at the present time is practically dormant. For the benefit of my readers who are not initiated into the details of ordinary estimations, I have briefly described well known methods, which, however, will be found fully described in most text-books of analysis. Assuming that the ore contains. sulphates and chlorides of soda and magnesia, sulphates, sulphides, chlorides and oxides of copper, lead, iron, zinc, manganese and silver chloride, the analysis would be conducted as follows. The first compounds to estimate are the chlorides and sulphates of soda and magnesia.

Gold, silver and palladium may be separated from the other base metals and sulphur contained in copper sulphide precipitates derived from the Sherritt-Gordon nickel process using a process involving an oxidation roast, a reduction roast and a Cu(II)/acetonitrile leach. Sulphur is removed as SO, in an oxidation roast and the hot calcine is reduced with carbon, or with carbon plus cuprous chloride. The resulting product contains metallic copper which is readily dissolved with cupric ions in aqueous acetonitrile solution. Copper powder is recovered by thermal disproportionation. The residue contains the bulk of the iron and precious metals and may be treated by a number of methods, including direct cyanidation or melting with suitable fluxes. Melting the residue will produce a copper alloy containing the precious metals and remove the iron as a slag. The alloy can be recycled to the copper leaching stage or sent for toll refining depending on the precious metal content. Impurities from the leaching circuit are controlled by a bleed circuit which in one approach utilizes the SO, from the calciner to produce Chevreul's salt and separates copper from the soluble cobalt and nickel. Alternatively, the bleed may be directed back to the main refinery copper boil stage or oxydrolysis stage.
