Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

The comparison between J Visman and C O Ingamells’ works with P M Gy’s works has been the object of intense debates in the past. Such negative debates inevitably resulted in a loss of many good opportunities. The author’s long experience in applying works of these three authors led to the pragmatic conclusion that it is relatively easy to integrate everything Visman and Ingamells created into the Theory of Sampling; therefore, it is suggested that the compatibility has been vastly overlooked, and a correction for such anomaly is recommended. It is important to emphasise that Visman and Ingamells works may be beneficial and provide relevant, harmonious additions in some areas, and ultimately offer attractive possibilities to sampling practitioners. Such additions may enhance our capabilities to predict sampling difficulties by using a stronger strategy and to design better sampling experiments that would allow us to further understand the heterogeneity of minor constituents, and especially trace constituents. Basically, the suggested integration is essential for sampling trace constituents in the environment, in food, in chemicals and in the pharmaceutical industries.CITATION:Pitard, F F, 2017. The iron ore industry has reached the end of an unprecedented period of expansion triggered by China’s demand for iron ore. Lower ore prices have led producers to focus on optimising mining operations while extracting the maximum tonnage from the infrastructure presently in place or from projects already underway. A rising global surplus is expected to further force ore prices down and lead to output curtailments, which in turn will help to restore market balance. However, investment in the development of new resources and the development of new infrastructure will inevitably become necessary. Making the right decisions in relation to future processing infrastructure in a climate of uncertain demand and price volatility will not be as straightforward as in the past, where expanding the scale of a proposed operation has been the answer to ensuring economic viability. Overall cost and environmental pressures particularly in relation to wet processing will dominate the decision-making process. IMP Technologies (IMPTEC) has anticipated the need for a dry low cost processing alternative, which can open the way for the development of lower grade magnetite deposits and ensure the sustainability of processing in Australia. The lower grade magnetite deposits are generally fine grained and require grinding to p80 of 30 to 40 microns. Historically, the cost of grinding to these sizes has been and remains a key factor determining the economic viability of a magnetite processing operation. The IMPTEC Super-fine Crusher and Cyclomag Separator are the key components of a proposed radically simplified dry processing alternative, which addresses both cost and environmental issues. This paper reports on the results of pilot super-fine crushing and cyclomag separation test work, focused on supporting the feasibility of the proposed dry processing route for the production of high-grade pellet plant feed from fine grained low-grade magnetic ores.CITATION:Kelsey, C G, Kelly, J R and Skinner, W, 2017. Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

The Deep Ore Zone (DOZ) is a block cave mining operation exploiting a diluted reserve of 131 million tonnes grading 1.06 per cent copper and 0.81 g/t gold in the lower portion of the Ertsberg East Skarn System (EESS). The EESS is a calcium-magnesium silicate skarn containing in excess of 250 million tonnes of copper-gold ore, located in the Ertsberg Mining District on the crest of the Jawawijaya mountain range in the highlands of Irian Jaya, Indonesia. The EESS was discovered in 1968 where it cropped out at an elevation of 4050 metres above sea level. The Ertsberg Mining District is underlain by siliclastic carbonate and siltstone formations of Jurassic to Tertiary age. The sediments have been folded and are cut by major bedding subparallel and crosscutting structures. Intrusion of a series of igneous bodies post-dates folding and faulting. These I-type intrusions are the source for the copper-gold mineralisation found in the Ertsberg Mining District. The EESS is hosted by carbonates of the Tertiary Waripi and Faumai Formations that have been altered to calcium-magnesium silicate skarn and is situated on the southern limb of a northwest-trending syncline. The EESS is an essentially vertical tabular body with a vertical extent of at least 1200 metres and a lateral extent of up to 1000 metres. The width of the EESS averages 200 metres and locally is in excess of 300 metres. The northeast (hangingwall) contact of the EESS is a skarn reaction front in sudden contact with barren marbles. This contact coincides with a zone of localised faulting and brecciation. The EESS is bounded to the southwest (footwall) by the Ertsberg Diorite, a 3.25 Ma old intrusive. The DOZ block cave operation extends from 3040 metres above sea level to a maximum of 3388 metres above sea level, has a length of 860 metres and a maximum width of 350 metres. The DOZ is a high temperature skarn with a prograde forsterite/diopside mineralogy whose protolith is the dolomitic Tertiary Waripi Formation. The principal retrograde alteration minerals include tremolite, actinolite, serpentine, talc and chlorite. Grade is highest where bornite occurs in large dense complex intergrowths with magnetite and anhydrite. Grade has been locally enhanced in the DOZ by a late-stage pyrite-chalcopyrite hydrothermal alteration event with associated brecciation. Ertsberg Diorite along the footwall of the skarn is also included in the reserve where it is mineralised endoskarn or has been mineralised by porphyrytic or late stage hydrothermal alteration. Formation of the EESS was initiated by contact metamorphism during the intrusion of the Ertsberg Diorite with later metasomatic alteration during both prograde and retrograde phases. The bulk of sulphide mineralisation formed late in the retrograde phase. The EESS is open along strike to the northwest and down-dip with on-going exploration of these areas. Current exploration is targeting both endoskarn and porphyry style alteration and mineralisation of the Ertsberg Diorite.

Geological concepts are employed routinely in porphyry copper exploration at the area selection, prospect appraisal and deposit definition stages. Regional, district-scale, deposit-scale and laboratory-based concepts can all play a role, with the resulting porphyry copper models providing templates for the integration of geochemical and geophysical responses and interpretations. Of the 19 concepts and parameters selected for brief discussion, those relating to subdivision of porphyry intrusions, understanding of diverse and commonly complex alteration-mineralisation patterns and lithocap characterisation are undoubtedly the most influential in exploration. Several of them are of particular importance because of their role in promoting grade development. Additional belt-, district- and deposit-scale features are currently little used but hold promise, whereas others have less practical value but help in underpinning the evolving porphyry copper genetic model.CITATION:Sillitoe, R H, 2015. Lode gold deposits of the Western and Eastern provinces, South Island, New Zealand , formed as a part of the Cordilleran-style tectonism during Tasman/Tahua and Rangitata orogenesis along the Paleozoic-middle Mesozoic southern Gondwanan margin. These deposits, hosted by lower grade greenschist facies sedimentary rock sequences of the Buller, Takaka, Torlesse, and Caples terranes, universally show geological features that are consistent with the orogenic gold deposit model, and genetic features are generally suggestive of a metamorphic origin, with the possible exception of a magmatic fluid source for the mineralisation at Sams Creek. However, ore fluid chemistry in Mesozoic deposits of the Eastern province, particularly the low concentration of non-aqueous volatiles and the very dilute nature of the fluids, is uncharacteristic of most orogenic gold deposits; this must be explained by either a unique fluid source or fluid type, which we believe unlikely, or an unrecognised significance of relatively rare gas-rich fluid inclusions in the deposits. Absolute age data for gold deposits in both provinces remain equivocal, thus hindering definition of the exact temporal relationship between ore formation and terrane accretion, regional metamorphism, and magmatic arc emplacement. Mercury and antimony occurrences in subgreenschist grade parts of the Haast Schist may target the upper levels of unrecognised orogenic gold deposits. If low-grade, high-tonnage intrusion-related gold systems occur on the South Island, then they are most likely to be discovered in association with the small molybdenite-, scheelite-, or cassiterite-bearing quartz stockworks spatially related to the Karamea and Median batholiths.

Of the optimization techniques proposed in determining the optimum open pit limits, dynamic programming and graph theory have proved most successful. However, publications on these two methods lack a certain amount of rigour and clarity in exposition. Certain ideas in the methods have been clarified and additional features introduced in order to make them more sensitive to practical applications. A case study in the form of an application of these ideas on data from a producing mine is presented and discussed.

Although cyclones have been around in their current form since the early-1890s, there have been some exciting new developments, which have extended their efficiency/operation. These developments have taken place with both dense medium and classification cyclones. The more noteworthy developments are:Inlet designInlet design is the determining factor in classification cyclone capacity and efficiency. The recently developed ribbon inlet with patented pressure bulge has not only resulted in unbelievable increases in capacity, but also in efficiency. Sharpness of separation corresponding to an alpha value of greater than four has been achieved! Secondary offtakeOne of the factors leading to reduced cyclone efficiency is the presence of coarse particles in the cyclone overflow. The secondary offtake has been developed specifically to scavenge these particles from the cyclone overflow with great success. Water injectorThe other major factor resulting in reduced cyclone efficiency is the presence of misplaced fine particles in the cyclone underflow. The water injector, which has been around for many years in various forms, can reduce this short circuit fraction by up to 50 per cent. 3-in-1 cycloneThe 3-in-1 cyclone combines the inlet design, secondary off take and water injector into a single unit resulting in the most efficient classification cyclone available in the market. The RejectorTMIron ore has a high yield to underflow and traditional dense medium cyclones have always been spigot constrained. The Rejector TM is an exciting new development whereby the spigot capacity has been increased substantially. The application of the Rejector TM will result in fewer/smaller cyclones being required for a given duty resulting in efficiency gains and reductions in both operating and maintenance costs.

Northparkes was the first mine in Australia to use block cave mining method which relies on gravity and natural rock stresses to fragment and recover the ore. It was also the first hard rock mine to use hydraulic fracturing, in conjunction with CSIRO, to promote caving of E26 Lift 1. The technique was later used on E26 Lift 2 wedge and E48 prior to undercutting.Northparkes production is currently sourced from the E48 Lift 1 block cave mine and E26SLC. The E48 block cave contains economic ore to the north and south of the current cave footprint. To recover this ore the footprint has been extended on the north and south with two extraction drives and one extraction drive, respectively. Modelling of cavability above the additional drives indicated that the cave would not readily propagate to a sufficient height of draw to mobilise the ore and tended to arch over into the existing cave. To address the modelling results and to reduce the risk of the project, rock mass preconditioning was adopted.This fracturing campaign was performed from surface drill holes adjacent the subsidence zone angled to intersect the higher grade and higher elevation ore zones.Optical televiewer surveys, run prior to fracturing, picked intervals and fault zones to be avoided. Holes were resurveyed post-fracturing to detect newly created fractures and as a measure of success of the program.During fracturing operations water and gel fractures were run at varying depths and pumping pressure was logged for each fracture. The mine seismic system monitored significant events and dye in the fluids utilised for tracking water inflow locations during underground inspections.Towards the end of the project, guar fibres from gel were detected within the mill circuit and required treatment to resume optimum processing.CITATION:Webster, S, Snyman, L and Samosir, J, 2016. The Reefton Goldfield has produced 67 t of gold from mesothermal vein gold deposits in metasedimentary rocks of the Greenland Group (Cambrian-Ordovician). The Globe-Progress deposit contributed 13.2 t (418,000 oz) of this total, predominantly from quartz veins. Recently a resource of 14 Mt at 1.96 g/t Au (27.5 t or 882,300 oz of contained gold) has been delineated at Globe-Progress in quartz vein remnants and disseminated within adjacent sedimentary rock, much of which has been locally brecciated. The breccias consist of quartz vein and sedimentary wall rock fragments set in a matrix of clay ærock flourÆ and sulphide (arsenopyrite plus minor pyrite and stibnite). Gold, closely associated with sulphide, is disseminated within the breccia. Disseminated gold also occurs in massive siltstone and sandstone adjacent to the quartz veins and breccias. Exploration drilling at Globe-Pogress, and several other Reefton prospects (e.g. Capleston, Merrijigs, Big River and Alexander River), has intersected zones of disseminated arsenopyrite carrying up to 20 g/t more gold. These mineralised sediments commonly have little or no megascopic quartz and or carbonate veining. There is little visible indication of former primary or secondary permeability for the passage of hydrothermal fluid and deposition of gold. However, porosity and permeability were formerly present in inter-granular pore spaces and microveinlets now filled with quartz, carbonate and K-mica. The Fosterville gold deposit in Victoria bears many similarities to the Globe-Progress deposit at Reefton, in terms of age, host rocks, hydrothermal alteration and mineralisation style. Many ofthe disseminated deposits in Nova Scotia, including deposits at North Brookfield and Moose River (Touquoy Zone), have similar characteristics to the Reefton disseminated mineralisation, but commonly have abundant pyrrhotite and some deposits have disseminated metal alloy grains of complex metallurgy.

Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.

A model was developed of a CIL/CIP circuit for recovery of gold and silver. The model uses a simple two rate representation of the leaching kinetics. Parameters for the leaching kinetics may be simply obtained by sampling the feed to a circuit and the tailings from each tank and assaying the solids for both gold and silver to obtain the assay profiles of the solids down the tanks. The parameters in such a leaching model would be expected to be a function of the ore type, the grind, whether oxygen was used and the general chemical environment. These parameters are primary inputs to the model for any simulation. Standard power law relationships are used to express the practical equilibrium between the gold and silver cyanides adsorbed on the active carbon and the tenor of the solutions. The parameters for this may be derived from solution and carbon assays for the same set of samples. The model is constructed by writing a mass balance for gold and silver in and out of each tank in the train and for the circuit overall. Other inputs to a simulation are the feed rate of ore, per cent solids of the slurry in the tanks, gold and silver loadings of the input æbarrenÆ carbon and the rate of movement of carbon through the circuit counter-current to the slurry. With appropriate practical parameters the simulation is able to reproduce typical tank profiles.

Good morning and thanks for the chance to talk to you. It's really pleasing to see so many industry representatives here I want to spend a few minutes talking about issues relating to your industry. At the end of today I would like to leave you with three strong messages from government. The first is that this government supports environmentally responsible mining and the endeavours of the mining industry. The second is that explorers and developers are wanted and welcomed in New Zealand. And the last is that it is up to the industry to keep the public properly informed about how your industry and to constantly work on improving your public image. The mining industry is a high-tech industry which fits snugly with our concept of a growing knowledge-based economy. It has particular value for regional development, the gold mining industry alone provides more than 4,000 jobs û mostly outside of the main cities. The industrial minerals industry is twice as large as that. As well as those people directly employed by the industry there are greater downstream effects for the community. One example from the broader extraction industry of this is of the local pie shop down the road from one of Taranaki's petroleum industry locations. The shop sells over $4,000 worth of pies a week to workers in the industry. That's just one example of the positive benefits the industry brings to its local community and is the sort of real positive benefit you need to be telling people about
