High-grade gold-silver mineralization associated with electrum and argentite was discovered in a quartz vein at the Chappelle property, 273 km north of Smithers, B.C., in 1969 following a regional geochemical reconnaissance program in the Cassiar-Omineca Mountains. Subsequent exploration resulted in the discovery of numerous quartz veins with associated precious-metal values in a belt 17 by 3 km in area centrally located within Toodoggone Group volcanic and sedimentary rocks of Lower to Middle Jurassic age and a window of Takla Group volcanic rocks of Upper Triassic age. More detailed investigations, consisting principally of 5677 m of surface drilling in 57 holes and crosscutting, drifting and raising on Chapelle Vein A, has outlined a high-grade gold-silver-bearing shoot with a strike length of 200 m, an average width of about 3 m and extending to an average depth of about 40 m below surface.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. The properties and characteristics of lead and zinc have made these metals useful to man in many ways since the days of antiquity. Despite their long history of use, however, these metals have proved to be extremely resilient and responsive to modern needs. New alloys and compounds continue to be developed, adding to the growth of these metals. Consumption data is given for 1969 and compared with one and two decades ago. Trends in major markets also are cited and explained. Uses for lead and zinc which have come into prominence within the past few years are described and explained, with emphasis on the role played by the industry's cooperative research program. Current efforts in the research phase are discussed, with details given on major efforts for both metals, including new alloys, process developments, applications research, finishes, coating, paints and pigments, batteries and fundamental research. A forecast is given of promising new areas and a projection made on a longer term of new applications that may emerge from current research.

The Aluminum Company of America (Alcoa) announced plans to shut down production at the remaining two potlines at its Point Comfort, Texas primary aluminum smelter due to the increased costs of natural gas. Total capacity of the facility, which had been partially closed since 1976, was 185,000 tons per year representing 3.6 percent of current capacity in the United States. There were practically no price movements in March on 99.5 percent aluminum ingot, with producers at 53¢ per pound and dealers, 48¢-48.5¢. BISMUTH The March selling position of U.S. producer metal was held at $3.50 per pound. In contrast, east coast dealers and traders adjusted their quotes from $2.55-$2.60 to a wider range of $2.40-$2.60.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its prin- cipal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctua- tions, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic informa- tion and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that produc- tion rates and reserves have a proportionate relationship.

The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth. According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

Seventy-three of the 90 naturally occurring elements that are found in the earth's crust are metals or metalloids. The quantities of metals used annually in the United States range from about 100 million metric tons (steel) to a few kilograms (osmium). The recovery of metals from discarded products or industrial process wastes, especially those metals that are used in large quantity, are very expensive, or are unusually toxic, is important to the national economy and to the natural environment. From its inception in 1910, the U.S. Bureau of Mines (USBM) has been the Government's prime source of information on metals recycling, as well as a major innovator in recycling technology. Statistical data on scrap generation and processing have been summarized annually for many years in the USBM's Minerals Yearbook. Most of the data for individual metals discussed in this report were extracted from that publication.

Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. 1. Domestic Production and Use: In 1978, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%; Northern States 26%; and other Southern States 20%. Based on published producer prices, output of primary metal in 1978 was valued at $5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1978, building accounted for about 25%; packaging 22%; transportation 23%; electrical 11%; consumer durables 8%; and other uses 11%.

This proceedings volume contains papers presented at W U.S. Bureau of Mines (USBM) technology transfer seminars on New Technology for Longwall Ground Control. These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.

The revised estimate of coal production in January 1977, is 39 million tons -- down 12 mi 11 ion tons compared with production in January of last year, largely as a consequence of the snow storms and cold. The major coal-hauling railroads operating in Eastern and Midwestern States reported to the Bureau of Mines that they loaded approximately the same number of cars for the week ended February 5, as in the preceding week. The Bureau of Mines estimates that U.S. coal production for the week ending February 5, 1977, was approximately 8.5 million tons, or nearly 3.5 million tons less than production for the corresponding week in 1976. Coal production from January 1 - February 5, 1977, was approximately 47.8 mi 11 ion tons compared with production of 63.5 million tons for the corresponding period in 1976. As of the first week in February, river and truck shipments of coal in the Eastern U.S. were about one-half of the normal traffic. Despite the freezing weather and ice and snow conditions of rivers and highways and reduced rail shipments, there was reportedly little or no shortage in coal supply to consumers. Inventories at electric utility plants and steel company coke plants at the beginning of the severe weather were sufficient in most cases for at least 30 days" operations. There have been no reports of coal shortages at other industrial plants.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

Reference should be made to the Index.A Brief History of Royalties1In the early days of mining in Canada, the tendency was to sell a claim for cash and to move on, using the stake to look for and stake more prospects. As prospectors became more sophisticated and Canada’s North opened up, the market for properties and the number of mining properties available increased dramatically. Speculation and the practice of consolidating several small properties into one large holding entity became common. In “hot” areas, the speculators2 could far outnumber the prospectors, many of the former having little or no prospecting expertise but lots of market and promotional savvy. However, to consolidate a number of small parcels into one large project can be expensive, and many of the parcel owners became interested in keeping a share in the project, rather than giving up everything. Speculators who were trying to consolidate small parcels wanted to minimize cash payments to parcel holders (usually they did not have much cash and preferred it flowing in their direction rather than away from them). Accordingly, non-cash transactions were developed to meet the aspirations of both owners and speculators."

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface metal and nonmetal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. Portions of the handbook that should prove most useful to the inspectors include a survey check list, rules for determining if sampling is required, list of most frequently encountered contaminants, list of candidate contaminants and their sampling conditions, interpretation of results, and a procedure for a health and safety inspection.
