In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

Zinc oxide nanoparticles and nanostructures form an active area of research in the recent years. It can be doped to modify electronic, optical and other properties. Synthesis and characterization of zinc oxide is of extreme importance in order to understand the structure property relationship in this material which is now being considered of importance next to carbon nanotubes. Microstructure of zinc oxide nanomaterial is extremely sensitive to the preparation conditions. Nanocrystalline pure and Mn and Mg doped zinc oxide samples were prepared by wet-chemical method under different growth conditions. The samples were investigated for crystalline phase, microstructure, morphology and luminescence characteristics. The effect of Mn and Mg doping on the characteristics of ZnO have been discussed.

The aim of this investigation was to reduce the cost of primary steel de-oxidation by substitution of aluminium primary de-oxidation with a practice that uses carbon. The cost of carbon is four times lower than that of aluminium. The application of carbon would directly result in raw material cost savings. Investigations were conducted at Iscor?s Newcastle steel plant on various steel grades. Specific production aspects were emphasized to ensure that the cost savings accrued would not create secondary expenses. These production aspects entailed: ?Yields on de-oxidation elements ?De-oxidation capabilities ?Alloying yields (Mn and Si) ?Carbon-pickup ?Nitrogen-pickup ?Temperature loss during tap ?Steel cleanliness ?Slag morphology. This project proved that carbon de-oxidation, apart from reducing de-oxidation raw material cost due to cheaper raw materials being used and lower consumption rates, resulted in steel that is cleaner and has lower nitrogen concentrations. Carbon primary de-oxidation has been implemented at Iscor?s Newcastle plant on a large range of steel grades, ranging from ultra-high carbon (> 0.60% C) to ultra-low carbon (< 0.03% C) grades. A net saving of between R100 000 and R200 000 per month was achieved.

Jennmar Corporation. in an effort to improve mine roof control, has conducted extensive study and research comparing tensioned point anchor resin systems versus the use of non-tensioned fully grouted rehar. Preliminary indications are showing that in thinly laminated, weak strata, tensioned point anchor resin systems are providing more effective roof control than the non-tensioned fully grouted rehar. In this paper two case studies are presented in which tensioned point anchor resin systems were utilized to stabilize and control the mine roof in two different mines. Both mines are alike in many ways, but yet very different in other aspects. However, the mines do share one main common factor. and that being the non-effectiveness of the non-tensioned fully grouted rebar in controlling the thinly lamininated strata in each respective mine.

The refining of two molten Ag-Cu alloys, containing 7.5 and 11.2 mass% Cu, with a borosilicate slag was investigated using both air and pure O2 to determine the effects of the following variables: flow rate of oxidising gas; injection time; mass of sodium borosilicate flux; and injection of the oxidising gas into either the slag or the metal. The results demonstrate that more than 90% of the Cu can be removed with Ag losses of less than 5% and that refined metal with a Cu content of less than 0.5 mass% can be produced. Ag losses to the slag increased with the amount of Cu removed, and a mechanism is proposed to account for this

"This paper provides guidelines on performing mass and energy balance modelling involving coal and coal derivatives. Usually, the inputs to a pyrometallurgical process would be specified in terms of elements and compounds. Reliable thermochemical data is more widely available for species involving uniquely defined, relatively smaller molecules. However, in the case of coal, the molecules are extremely large and not uniquely defined. Consequently, modelling processes involving coal and its derivatives involve several potential pitfalls. These are outlined in the present paper.It was found that coal proximate analysis should not be regarded as absolute; it could vary with several parameters, including heating rate. For modelling, the use of ultimate analyses should be considered a preferable option to proximate analyses, where ‘fixed carbon’ and ‘volatiles’ are not defined in terms of chemical composition. Significant errors could be incurred if the larger molecules are neglected during calculation of the calorific value (CV) of coal gas (the gas liberated when coal is heated in the absence of oxygen).For elemental analysis determination, the oxygen content (which is calculated by balance) should be checked to ensure it is within the expected range. For representation of sulphur in coal, one should avoid doublecounting due to SO3 in the ash analysis.Potentially, oxygen in coal could be represented as O2, H2O, CO, or CO2.However, use of some of these species without considering the experimentally determined gross CV leads to significant errors in the energy balance. If coal enthalpy is calculated from elemental analyses without correction, representation of coal oxygen as H2O(l) gives reasonable accuracy. Coal volatiles could be represented by a complex mixture of compounds, even using different oxygen-containing species than these four, provided the enthalpy is corrected.It is recommended that an ‘enthalpy correction value’ be incorporated in energy balances involving combustion, devolatilization, or conversion of coal and coal derivatives, e.g. coke, char, or tar. That would imply that proximate analysis, elemental analysis, as well as the gross CV would be required for all solid or liquid coal-derived substances being modelled. No other correction due to carbon being present in a form other than graphite should be used, as that would imply double-counting some effects."

THE 125th meeting of the Institute was held in New York, Feb. 20-23, 1922, inclusive, and was the most successful annual meeting of the Institute ever held; there was a larger registration, there were more sessions of importance, and a greater number of sessions, than in any previous year. The total registration was 1331, comprising 351 New York members, 393 visiting members and 587 guests. At the annual business meeting of the Institute, held on Tuesday, Feb. 21, with President Ludlow presiding, there was a much larger attendance than usual. This paper summarizes diamond exploration techniques used in glaciated terrain, focusing on indicator mineral and geochemical methods applied to glacial sediments. Understanding the ice flow history, depositional history, and stratigraphy of glacial sediments are essential to successful sampling, interpretation and follow-up of indicator mineral and geochemical anomalies related to kimberlites. Kimberlite indicator minerals survive glacial transport over long distances and the relative abundance of each mineral in till is a function of the primary mineralogy of individual kimberlites. Indicator mineral distributions observed at a regional scale define the net effect of glacial dispersal, often along different ice flow directions. Local-scale distributions define individual dispersal trains. The medium sand (0.25 to 0.5 mm) fraction of heavy mineral concentrates prepared from glacial sediment samples is best suited for indicator mineral surveys. The application of till geochemistry to diamond exploration is increasing because it is significantly cheaper than indicator mineral analysis and it can be performed quickly. The <0.063 mm (silt+clay) and 0.5 to 2.0 mm (coarse sand) fractions provide the best geochemical contrast between background and kimberlite-rich till. Kimberlite pathfinder elements that provide good contrast include Ni, Cr, Ba, Co, Sr, Rb, Nb, Mg, Ta, Ca, Fe, K, Ti and REE, the relative importance of which will depend on kimberlite composition as well as that of the surrounding bedrock.

The spillage that accumulates under conveyor belt lines presents a possible fire and explosion hazard fomiinqjetsoruiel, especially to those who must clean up the spillage. The U.S. Bureau of Mines conducted research to reduce this hazard by identifying and investigating the parameters affecting the efficiency of conveyor belt cleaning. The amount of material carried back under the conveyor and the wear rates of metal cleaning blades decreased with increasing blade-to-belt pressure to a limiting value, after which the carryback and wear rates remained essentially constant. The optimum blade-to-belt pressure was found to be 11 to 14 psi for the research conveyor system. Greater pressures increased the blade-belt friction without improving either cleaning or blade life. The modes of blade wear were three-body abrasion and slurry erosion caused by the sand-lime test mixture. Wear rates were reduced by increasing the metal hardness, opti-mizing the pressure, and removing conveyor belt imperfections. Corrosion was not observed to affect the wear of various steels in tests of less than 34 h. The results of this study should allow mine operators to run their conveyors under conditions that will maximize cleaning and minimize equipment wear.

Abrasivity and wear resistance are not intrinsic properties of materials, but rather parameters describing the interaction between the wear part and the material exerting the wearing action. Moreover, wear or, at least, that part of the wear which is due to the cumulative effect of minute scratches, is linked to the hardness disparity concept. Abrasivity, in this context, is a relative concept, pertaining to a metal-rock pair, rather than to a rock. Based on this assumption, a methodology has been developed and checked against actual cases, enabling description of the abrasiveness of a rock or the abrasion resistance of a metal through the ratio of comparable quantitative indicators. The paper describes the methods and provides examples of applications to practical cases (namely: rock cutting, excavation by means of tunnel boring machines (TBMs), rock crushing, and hydro-mill cutting).

A standard planning system for the development of roadways was adopted for German coal mines based on the results of geotechnical and rockmechanical investigations. Its goal is to provide for sufficient support systems under conditions of multiple seam mining at great depth. The report points out the required determination of geotechnical parameters and the basis for achieving a high level of planning reliability and resulting high performance in roadway development and longwall mining. The instrumentation and the planning procedure for selecting the support design most appropriate for the geotechnical conditions are described and demonstrated by examples.

An earlier Bureau of Mines report4/ reviewed and summarized all reports of investigations dealing with the coarse grained pegmatites of the Black Hills of South Dakota to dune 1951. It was proposed, and the hope was expressed in this report, that future progress in the development of the technology of the mining and beneficiation of the pegmatite deposits would be rapid enough to make it possible to issue annual progress reports. Although notable progress has been made in the treatment of pegmatite material, it has not been rapid enough to justify annual reports

In the last years, supported gold catalysts with particle sizes smaller than 10 nm have attracted a lot of attention. While gold bulk metal is rather inert in chemical reactions and, thus, is of low interest for catalysis, highly dispersed gold particles supported on oxides as TiO2 or ZrO2 show surprisingly high activities in some reactions important for the chemical industry. The oxidation of carbon monoxide at low temperatures is mainly used as model reaction to study the unusual properties of gold catalysts [1]. On the other hand, to evaluate the catalytic potential of gold, other chemical reactions which allow to control also the selectivity have to be considered. The selective hydrogenation of ???-unsaturated aldehydes to allylic alcohols is of both commercial relevance (e.g. in fine chemical and pharmaceutical intermediate production) and specific scientific interest [2]. Note that thermodynamics favors hydrogenation of the C=C over the C=O group (stronger negative free reaction enthalpy of 35 kJ/mol), and for kinetic reasons the C=C bond is more reactive than the C=O group. Thus, in the presence of most of the conventional hydrogenation catalysts, based on Pt, Rh or Pd, -unsaturated aldehydes such as acrolein and crotonaldehyde are hydrogenated predominantly to the saturated aldehydes and only to a minor extent to unsaturated alcohols. Therefore, it is desirable to find catalysts which are able to control the intramolecular selectivity by hydrogenation preferentially the C=O group while keeping the olefinic double bond intact (Fig. 1).

This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. "2.1. INTRODUCTIONNo agreement can be perfect in the sense that it contemplates and provides for all eventualities. Mineral acquisition agreements are usually negotiated and drafted at a time when an orebody is no more than a gleam in a geologist’s eye, so it is hardly possible to provide for development and operation in other than the most general terms. However, an agreement that stops short of contemplating the possibility of an orebody and production is ill-advised. Accordingly, it is important to provide procedures to make decisions that will let the project proceed, even in the face of a fallingout between parties. Whether the parties are shareholders in a corporation or venturers in a contractual common undertaking like a joint venture, differences of opinion and disputes will occur. Unfortunately, more and more are ending up before the courts. Besides greed and the growing tendency in society to fight rather than talk, there are other factors that contribute to the increase of litigation. In some jurisdictions, agreements have tended to become complicated, often defying interpretation, even by a lawyer, and explorationists want their budgets to go into the ground as constructive work rather than into a lawyer’s pocket. All this has led to a growing tendency for corporations to take the attitude that the chances of finding a mine are, at best, marginal and there are lots of earlier agreements in the files to draw from, so why not prepare their own agreements? As discussed in the preceding chapter, this can be folly. All these factors can quickly have parties facing each other in court while a project sits idle. Added to this is the problem that, in some jurisdictions, lawyers may take cases on a contingency-fee basis, sometimes promoting the pursuit of a nebulous claim.When an orebody is discovered, someone will always want some, or more, for himself. There is a breed of “prospectors” who prospect for legal actions, on the somewhat sound grounds that a major corporation will buy off nuisance litigation, rather than incurring the cost and effort of attacking even a poorly founded claim in the courts. They may even find a winner. Besides, it is far more comfortable and relaxing to prospect for problems and legal niceties than to prospect for an orebody.1 In short, it is appropriate to consider briefly some of the factors relating to lawsuits and judgments. Although many of the comments are made in the context of the common law and the Canadian legal system, most of the concepts and suggestions are applicable to any legal system."
