Chlorination and carbochlorination processes have industrial applications in metallurgical activity for extraction and purification of uncommon metals such as rare earth elements (REE). This study reviews the chlorination and carbochlorination reactions of light REE (LREE) oxides with chlorine considering the thermodynamic, stoichiometric, and kinetic aspects of the reactions. Lanthanides between lanthanum to gadolinium were considered as LREE, in agreement with previous literature, and the results were detailed in this review. LREE were analyzed taking into account their oxidation states and were divided into three groups accordingly. The results presented show that, although the LREE are chemically similar, their behaviors during the reactions with Cl2 and Cl2–C, and the different LREE-O–Cl compounds formed, have particularities. It was observed that gadolinium, in both thermodynamic calculations and experimental results, presents some differences, and it can be considered intermediate between light and heavy REE; i.e., reactions between LREE2O3 and Cl2(g) begin at approximately 250 °C, except for Gd2O3 that begins at 327 °C. The present work will contribute to a better understanding of the chemistry of LREE oxides and Cl2 under different conditions and the products obtained in the LREE–O––Cl2(g) and LREE–O–C–Cl2(g) systems.

This afternoon, I will describe briefly the responsibilities of a commercial manager within a mining/metallurgical company, the basic framework of a non-ferrous metals concentrate agreement and lastly, a brief discussion of the copper, zinc and lead concentrate and metal markets.I hope this talk will contribute to a better understanding of the business between all of us and look forward to a discussion after the presentation.First of all, I work for Noranda Sales, which is the marketing and sales agent for Noranda Minerals' three operating units: Noranda Copper, Noranda Zinc and Mining Corporation. In addition, Noranda Sales acts for other mining companies in the marketing of their raw materials and metals. Noranda Sales is responsible for procuring all raw materials for Noranda's metallurgical plants, such as the Copper Group's Forne and Gaspe smelters, as well as the sale of surplus concentrates and by-products and metal products. In addition, Noranda Sales trades metals and concentrates and owns a metal brokerage business, Rudolf Wolff, a founding member of the London Metal Exchange. These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers? soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

"As part of the Namew Lake project a mill was constructed to treat 1900 tpd of ore grading approximately 0.90% CU and 2.45% Ni to produce copper and nickel concentrates.Nickel occurs mainly as pentlandite and violarite while copper occurs as chalcopyrite. Two main ore types are present1 lower grade disseminated sulphides in a talcose ultramafic gangue and a higher grade solid sulfide with a granitic breccia matrix.Primary crushed ore from underground is treated on surface in a conventional closed circuit crushing plant using 2-stage cone crushing. Crushed ore is conveyed to storage and then fed at a controlled rate to a grinding circuit employing a rod and ball mill with hydrocyclone classification. Rougher flotation separates and cleans nickel and copper sulfides from waste materials followed by a high lime separation circuit to separate the minerals into final concentrates. Dewatering is achieved through use of high capacity thickeners and pressure filters prior to delivery to a loadout area. The crushing and milling control is highly automated.Plant design was based on metallurgical samples obtained from drill cores. After the first year of operations, plant results compared favourably with design projections.INTRODUCTIONThe Namew Lake Project is a joint venture partnership between Outokumpu Mines Ltd. (Canada) and Hudson Bay Mining and Smelting Company Ltd. (60%). The project included construction of a mine and milling complex to treat approximately 500,000 tonnes per year of copper-nickel ore grading o.91% and 2.44% Ni. Known reserves are estimated at 2. 65 million tonnes. The deposit is located approximately 65 km south of Flin Flon (120 km by road) and about 5 km east of the Manitoba-Saskatchewan border. The decision to construct a concentrating facility was made June 15, 1987 and construction started a week later. The facility, designed for 1900 tonne per day throughput, was ready for commissioning in September 1988. Outokumpu Engineering of Finland was chosen to prepare metallurgical flowsheets, select and develop plant layouts, and provide construction management. Kilborn (Toronto) contributed detailed engineering for civil, structural, mechanical and electrical components and outokumpu Equipment of Canada, the design, the supply, and commissioning of the instrumentation package. Hudson Bay undertook the initial metallurgical test work and preliminary design work."

In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

Traditionally, roof falls are usually attributed to bad roof strata and high vertical stress related to the overburden depth. However, roof falls under shallow overburden depth are oflen caused by a high horizontal stress field. Recent studies have proven that the high horizontal stress field, if existing, plays a major role in roof stability. Also the roof conditions are related to the entry diredions under a horizontal stress field. Questions are: How to orient the entry to a favorable direction to prevent the roof falls? If the entry cannot be oriented, how to support it? Through a case study in mine A, this paper analyzes the horizontal stress effect on roof stability. The guideline for the entry orientation is given based on the results of analysis. Additionally, suggestions are made for those entries that cannot be oriented to a favorable direction.

Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically. Optimized mixer settler designs will now handle total flows of over 6,000 m3/hr.Computational Fluid Dynamics (CFD) is a timely and predictable tool for design development. Lightnin has the capability of using numerical analysis methodology to evaluate flow patterns and phase separation. CFD can show performance differences between changes, in mix tanks, in settler geometry, and in liquid depth, against variable flow rates. Understanding the differences allows the development of optimized designs. This paper focuses on the major design components of the mixer settler and how technological advances will lead to further improvements, when designing for today’s largest flow plants.

"The Anomaly A area of the Clarence Stream gold deposits in southwestern New Brunswick contains mineralized structures that bear geometrical relationships to regional folding events. The four mineralized zones of Anomaly A (AD, MW, 93, and Murphy) are hosted by turbiditic graywacke, quartzose wacke, siltstone, and argillite sequences of the Kendall Mountain Formation. A regional scale structural analysis reflects at least four deformational events, three of which appear to control the folded geometry of Anomaly A (D2, D3, and D4). F2 and F3 folds are coaxial and are refolded into a dome and basin geometry by F4 folds. The mineralized zones are subparallel to axial surfaces of F2 folds. Structural analysis of a mineralized zone exposed at surface indicates that gold mineralization is hosted by a quartz-vein system that comprises veins generated during both D2 and D3. Threedimensional representations of Anomaly A created using drill-core data and ®GoCAD suggest that the quartz-vein system was emplaced in fault structures during D2 as well as within brecciated dilation zones during D3. Three of the four zones that make up Anomaly A have F2 hinge surfaces that can be linked through a geometry compatible with the style of F3 and F4 folds. The apparent continuity of these three zones indicates the potential for kilometer-scale mineralized structures at Anomaly A. Des quatre épisodes de déformation étudiés par l’entremise de cartographie structurale, trois semblent contrôler la géométrie de l’Anomalie A (D2, D3, et D4). Les plis P2 et P3 sont coaxiaux et sont replissés en dômes et bassins par les plis P4. Les zones minéralisées sont subparallèles aux plans axiaux des plis P2. Une analyse structurale effectuée sur une zone minéralisée exposée à la surface indique que la minéralisation aurifère est localisée dans un système de veines de quartz qui contient des veines générées durant D2 et D3. Des représentations en trois-dimensions créées avec le programme informatique ®GoCAD à partir de données de forages suggèrent que le système de veines est localisé dans des zones de failles D2 ainsi que dans des zones de dilatation associées avec D3. Trois des quatre zones qui forment l’Anomalie A possèdent des plans axiaux P2 qui peuvent être liés par l’entremise d’une géométrie qui respecte le style des plis P3 et P4. La continuité apparente de ces trois zones indique qu’une structure minéralisée pourrait s’étendre sur plusieurs kilomètres dans le secteur de l’Anomalie A."

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The paper deals with the remediation of two areas formerly utilized for the disposal of hazardous wastes in a petrochemical plant. The works, designed on the basis of the criteria of maximum safety and minimum environmental impact, consisted in the confinement of the contaminated soil and groundwater within surface caps and perimetrical cut-off walls embedded in the underlying clay layer. The cut-off wall is 0.8 m thick and has a maximum depth of 33 m: it was designed to guarantee, as a minimum, the level of safety for a landfill for hazardous wastes, in accordance with the applicable National Standards. It was constructed with self-hardening mud and with the installation of an HDPE geomembrane. The HDPE liner of the cut-off wall was then sealed to that of the capping to obtain the complete encapsulation of the contaminated soil. A system of piezometers allows the monitoring of the cut-off efficiency measuring the fluctuations of the groundwater table and testing the chemical contents. Some wells installed within the contaminated areas will contribute to guarantee the full efficiency of the system in case of state of emergency, controlling the water-table level inside the confined areas.

"Suncor Energy Inc. has proposed a 2.2 billion dollar expansion to the current oil sands operation, which will more than double the productive capability of the facility. As part of the application for this expansion, a comprehensive closure plan had to be developed and filed.Closure planning includes a systematic evaluation of the area to be developed, the development activities planned, the goals and objectives of the corporation in re-establishing landforms and ecosystems at the same time as running an effective operation. As early as is practical during the mine development, surface contouring is completed, soil is reconstructed, and vegetation, surface drainage and wetlands are re-established. Once active reclamation is complete and vegetation has been re-established, Suncor monitors maturation of landscapes and ecosystems to provide the submission basis for reclamation certification"

The new Hangzhou West Railway Station, which is currently in the early stages of construction, will be located in the city of Hangzhou, China. To accomplish the ambitious goals of the project, the construction work and station building was divided into three project areas. The original design utilizes 1,580 drilled shafts with diameters of either 800 mm or 1000 mm (32 or 40 inch) to support the new Station and its various ancillary structures. The drilled shafts will be tipped into the moderately weathered argillaceous siltstone a distance between 5 and 15 m (16.5 and 49 ft), resulting in an effective pile length ranging from 35 to 43 m (115 to 141 ft), respectively. For the first phase, approximately 550 production drilled shafts will be installed. Eight (8) sacrificial drilled shafts each with a diameter of 1000 mm (40 inch) were installed to a depth ranging from 50 to 57 m (164 to 187 ft), and were tested to confirm the design parameters used for the first phase, to evaluate the contractor’s installation means-and-methods, and to provide guidance whether redesign is warranted for the subsequent two phases. Bi-directional static load testing was performed using a donut-shaped Super Cell to apply unidirectional axial loads up to 13,200 kN (2,970 kip). This paper will describe the bi-directional testing and select results obtained therefrom. The axial compressive and uplift resistances determined from the testing verified that the available axial resistance of a single drilled shaft exceeded the minimum design requirements.

A wide variety of techniques and equipment are available for coring soft or poorly consolidated geological material. This report presents a comprehensive literature review and evaluation of these techniques and equipment. A potential user will find guidelines in this report to assist him in selecting sampling equipment. A bar chart shows what samplers have been used under what geological conditions, and gives the specific literature references. Two matrices rate the present techniques and equipment with respect to reported success for sampling specific materials, and with respect to several performance characteristics including complexity of use and core quality. These matrices are supplemented with tables of typical sampling equipment. and program costs. Near-term future developments are seen primarily in improved training of drillers, and in instrumenting the drilling operation to provide objective data on drilling characteristics. An extensive annotated bibliography, a catalogue of equipment suppliers including specifications and cost ranges, and a list of manufacturers and distributors are appended to the report.

Main ore pass systems should last the life of a mine, and too often expensive and hazardous remedial measures are required to repair a damaged ore pass in an attempt to extend its life. In order to maximize the life expectancy of all ore passes at Moab Khotsong, ?wearing blocks? and ?softer support? systems, combined with basic rock engineering principles, have been implemented. Failure of an ore pass can have severe financial implications, both indirectly because the ore pass cannot deliver the broken rock either from level to level or directly in the shaft ore pass system to the required level for tramming to take place, and directly due to the cost of the repair work that is required. Several factors need to betaken into consideration so that production interruptions are eliminated or minimized. Investigations of damaged ore passes at Moab Khotsong and surrounding mines revealed some interesting mechanisms of damage, and some innovative methods of reducing or eliminating the damage have been implemented at Moab Khotsong. The system design was based on 30 years, experience in main shaft rock passes. The design was to counteract scaling, hang-ups and dust problems associated with main rock passes, and the objective was to increase the life of rockpasses. These problems, including the initial design aspects to try and eliminate the repair measures, are discussed in detail.

The Bureau of Mines estimated the cost for ,3 uranium ion-exchange recovery system using five grades of 17.0, leach solution producing 815,570 pounds of U 0? per year from an ammonium bicarbonate in situ leach solution. The system flowsheet consisted of four unit operations: (1) Multiple-compartment ion-exchange (MCIX) absorption; (2) MCIX elution; (3) precipitation of the uranium as yellow cake, filtering, calcining, and packaging; and (4) waste disposal. The total fixed capital cost of a system treating 2,000 gallons per minute of 0.1-gram-per-liter-U308 leach solution was estimated as $6,888,000. For n basic case of an MCIX system depreciating in 9 years, unit production cost of U308 was $3.51 per pound. A decrease in feed solution grade from 0.[4] to 0.03 gram per liter increased the production cost exponentially. Shorter depreciating periods significantly increased the production cost particularly for the lower grade feed solutions.
