INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

Fully resin encapsulated threaded bar and cement grouted cable bolts are common forms of reinforcement for underground mining excavations constructed at great depth. These elements are frequently installed to dissipate the dynamic loads caused by violent rock mass failure mechanisms. Failure of the ground support scheme without rupture of the reinforcement elements implies that the maximum energy dissipation capacity of the scheme was not utilised. The ground support damage mechanisms are useful to identify in this context as they reveal vulnerabilities which limit the scheme performance. This paper presents a number of field observations of reinforcement performance following a range of dynamic loading conditions. It was observed that fully resin encapsulated threaded bars exhibit variable behaviour. In particular, inconsistent resin encapsulation was frequently observed in combination with surface support failure, indicating that the retention function of these elements may allow preferential loading of the surface support system. Observations of cement grouted, twin-strand plain cable bolts reveal a common mode of damage involving differential displacement across the steel-grout interface and slip of the cable within the borehole. This is common where strands are not mutually tensioned with barrel and wedge assemblies. Surface fixtures that exceed the strength capacity of the cable strand are required in order to minimise the occurrence of this response. Improved load transfer from the rock mass and surface support to the cable can thus be achieved, particularly where small block size failure occurs.CITATION:Drover, C and Villaescusa, E, 2016. The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. A consumable-electrode arc-melting furnace was constructed at the Bureau of Mines Physical Metallurgy Laboratory, College Park, Md., for the production of uncontaminated titanium and titanium-alloy ingots. The furnace was designed to allow for evacuating to very low pressures and back filling with helium and argon mixtures for melting at or near atmospheric pressure. Vacuum melting at a few millimeters pressure was also used with a mixture of helium and argon gas sweeping the crucible. For research purposes a 25- to 30-pound ingot, 4 inches in diameter by 15 inches in length, was selected to provide, enough 1/2-inch plate for extensive tensile and impact testing of standard size specimens. Enough plate was also provided for testing by other Government laboratories. The homogeneity of several alloy ingots was determined, and excellent results were obtained. By using a large electrode-to-ingot-area ratio and high currents or power inputs to the arc furnace rather uniform ingots were routinely prepared.

Draft tube circulators are now widely used instead of Pachucas for suspension of slurries in large tall tanks.Precipitators in the alumina industry are an example.Draft tube/tank diameter ratio is critical. Two independent criteria are given for optimum ratio. The hydraulic and energy relationships are defined. These require an impeller of very high specific speed. For a stable and efficient system the impeller should have aerofoil blades with a pitch angle which decreases from hub to tip.The draft tube must be matched to the impeller with inlet baffles above the impeller and flow control vanes below it. Tip recirculation must be suppressed. The tank itself should have a filleted flat bottom.Such a system exhibits the behaviour of axial flow devices with the characteristic undesirable behaviour at low flow.Installed and operating power requirements depend critically on hydraulic design and to a lesser extent on speed reducer efficiency.The problems of re-suspension have been overcome by a patented slot system which also improves behaviour at low flow to permit a more economic design. A number of other practical operating considerations are also discussed.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to enhance methane control and mine ventilation practices at coal mines, as a method to mitigate hazardous work conditions. NIOSH researchers conducted case studies to investigate the effectiveness of existing systems and improve performance to decrease the potential for unplanned or excessive methane emissions. At one mine, drainage was influenced by hydrofracking inefficiencies where two of the six wells showed good frack development. Methane content was variable, from 300 ft3/t to 600 ft3/t. This paper also summarizes overburden movement during undermining and the estimated quantities of gas transported to the mine using FLAC3D and CFD modeling. The findings from this research effort highlight considerations based on specific mine conditions that may also be applicable to most longwall mines utilizing methane control systems.

An evaluation of the use of manually activated, installed,. dry chemical fire protection systems on underground metal and nonmetal mine vehicles is described. In addition, an assessment of the possible health risks posed by the dry chemical extinguishing agents used in such systems is provided. Work involved installation of fire protection hardware on an operating piece of underground metal/nonmetal mine equipment and, via actual fire tests, a determination of the effectiveness of the hardware in extinguishing on-vehicle fires. Two fire protection systems were installed on a Caterpillar 988 front-end loader in St. Joe Mineral's Fletcher mine, near Viburnum, Mo. Both a fully pressurized Safety First CM-20 and a nonpressurized cartridge actuated Ansul A-101 were installed for comparative purposes. Both systems operated satisfactorily during an 8-month endurance trial period which preceded the actual fire tests. Each system was able to extinguish an 18" x 4" class B test fire placed in the engine area of the machine. The health hazards analysis of dry chemical powder consisted of a detailed search of published literature relating to these multipurpose agents. This data was verified via a controlled laboratory analysis of two monoammonium phosphate based powders (Safety First Unikem and Ansul Forey) and an analysis of air samples collected at various locations on the test vehicle during the fire tests. Although the powder was found to be nontoxic, two potentially dangerous thermal decomposition products were identified--ammonia and phosphoric acid. However, later analysis indicated that an operator would not be exposed to dangerous concentrations of either compound if he were to remain outside of the powder cloud. A "Selection and Use Manual for Manually Activated, Fixed Fire Suppression Systems on Underground Metal and Nonmetal Mining Equipment" was prepared both as an, appendix to the report and for distribution under separate cover.

This paper deals with the various options considered and factors that influenced the final selection of the headframe, shaft layout and hoisting systems required at the Impala No 16 Shaft in order to hoist both the required 3 Mt of ore per annum, and transport men, material and equipment between the surface and the underground workings to a depth of 1640 m. The layout and construction method used for what is at present the world?s tallest concrete headframe is discussed together with the integrated hoist room foundations designed to suit multiple mechanical and electrical hoist supplier?s solutions. The mechanical components of the two tower mounted 6,5m 4 rope Koepe hoists and deflection sheaves and their layout is dealt with in detail. Various features of the bearing type, brake units and brake control system are also discussed. Installation of the mechanical and electrical hoist equipment in the headframe took place during the sinking phase of the project and placed severe restrictions on the use of the heavy lifting facilities. This required a well-managed and systematic approach to delivery of the hoist components and associated equipment, as well as close co-operation between all contractors on site.

Recent regulatory changes in the United States make it mandatory to conduct structural analysis of coal mine seals used to isolate abandoned workings from active mining areas. Different loading criteria are available for seal design depending on whether gob composition is actively monitored and maintained or not and whether the gob conditions lead to deflagration or detonation type loading. Since the loads involved in seal designs are dynamic in nature, the structural analysis must be made using dynamic stress analysis techniques. However, because of the significant complexities involved in conducting dynamic analyses, some designers use approximate simplified techniques to address the design problem. In this paper two such simplified methods are critically evaluated for their suitability to design coal mine seals. The benefits and limitations of the simplified methods are also outlined. Some comparisons are made to show the differences between sophisticated three dimensional dynamic analyses and the simplified methods and to delineate the problems associated with the latter approaches.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The search for precious metals opened up the American West. And Nevada was right in the heart of this development. In the mid-19th century, prospectors seeking gold roamed the hills of Nevada and discovered the ComstockLode. The development of this huge silver and gold deposit began in1859 and was responsible for Nevada’s early entry to statehood. Mining was Nevada’s first industry. In more recent years, the Nevada mining industry has led the nation in gold, silver and barite production. Nevada also produces many other minerals. These include aggregates, clays, copper, diatomite, dolomite, gypsum, lime and limestone, lithium and magnesium compounds, perlite, salt and silica. Even today, Nevada’s mining industry continues to be a major economic force in the state. The mining industry has made more than $10 billion in capital investments in Nevada since 1985. And the value of Nevada’s mineral production last year was about $2.7 billion.

In open pit mine design, it is customary for geotechnical engineers to define the appropriate slope design angles within practical limits. The conventional approach to slope angle design is based on the comparison of calculated stability indicators, such as the factor of safety (FS) and the probability of failure (PF), with generic acceptability criteria not directly related to the impacts of failure. A major drawback of this type of approach is related to the difficulty of defining meaningful acceptability criteria. An alternative methodology of pit slope design is proposed, where the economic impacts of potential slope failures are calculated and used as the elements on which to apply the acceptability criteria for design. The methodology is based on the construction of a graph, referred to as a risk map, that relates the probability of exceeding the economic impact of slope failure to the magnitude of the impact measured in monetary terms. The process includes the analysis of a selected number of representative years of the mine plan and slope sections of the pit areas to define the required inputs for the construction of the risk map. The paper discusses the concepts used in interpreting the probability of slope failure, and describes the approach followed for the estimation of the economic impacts of slope failure and the construction of the risk map. Finally, the two main uses of the risk map are discussed, including the comparison with acceptability criteria for the evaluation of a specific open pit design and the comparative analysis of open pit design options in terms of value and risk to identify optimum pit layouts.

The utilization of diaphragm wall construction in Hong Kong began in 1974 with the construction of the New World Center, the first diaphragm wall job built in the British Colony. That landmark job of which I am presenting a few slides and a schematic description, embodied all of the difficulties and problems which are encountered in the difficult geology of Hong Kong. A small rocky island in the South China Sea, Hong Kong provides one of the finest natural harbors in the world. It is its splendid harbor, coupled with the enterprising attitude of the Hong Kong Chinese and the laissez-fair attitude of the British government which has resulted in the explosive growth of this speck of land soon to revert to the political control of mainland China.

The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts. Alkaline combustion byproducts are gaining increased usage for acid mine drainage mitigation and abatement as research leads to a better understanding of their beneficial applications. Since January of 1997, Mettiki Coal Corporation has been injecting alkaline flue gas desulphurization byproducts from Virginia Electric?s Mt. Storm Unit #3 wet limestone scrubber into abandoned portions of the active Mettiki mine. This paper provides an overview of the key design, transportation, regulatory, and environmental issues faced in the project.

Abstract - Most of the gold in the Late Archean Witwatersrand Basin is of detrital origin but, in its present form, it is metamorphosed. The only relict detrital features preserved are the morpho­logical characteristics of some placer gold particles. Regional burial metamorphism in the shallower and deeper levels of the Witwatersrand Supergroup reached temperatures around 300°C and 350°C at pressures between 2 kbar and 3 kbar, respectively , estimated from phase relations, chlorite-chloritoid exchange thermometry and chlorite thermometry . Metamorphism of the gold involved compositional homogenization of individual gold particles and partial recrystallization. Various infiltration events caused the partial mobilization of the gold at slightly lower temperatures, between 240°C and 300°C. These infiltrations can be related to crustal extension during the deposition of massive carbonate sequences of the Transvaal Supergroup (around 2.5 Ga), and later to the emplacement of the Bushveld Complex, and to the Vredefort event around 2.0 Ga ago. The mobility of the gold was dependent on the sulfur fugacity prevailing in a particular horizon which, in turn, was deter­ mined by the amount of pyrite (and other sulfides) present in that horizon. With the sulfur fugacity being controlled by stratigraphy, low fluid:rock ratios in a pyrite-rich horizon were most conducive for the mobilization of the gold. Thus, long-range gold mobilization in the Witwatersrand Basin can be expected to be the exception rather than the rule.

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree The Union Section of Anglo Platinum is situated ±18 km west of the town of Northam on the north-western rim of the Bushveld Igneous Complex. Both the Merensky and UG2 reefs are mined. Support of the Merensky stoping areas with rock bolts is specifically problematic due to the stoping width restrictions varying around 90 cm. The installation equipment of in-stope rock bolts and the effectiveness thereof in the Merensky stoping areas was critically evaluated. In order to do this a background research on the need for better on-the-face support had to be conducted. The need for improving the rock bolt drilling and the equipment had to be investigated and the financial implications and justifications for the improved equipment examined. To conduct the search an overall study was done on the rockfalls and safety aspects throughout the platinum industry in South Africa and specifically Union Section. It was found that most of the rock falls in the Merensky stoping areas of which ± 70% are less than 1.2 m in thickness generally occurs within 4 m from the face and causes ± 60% of the in-stope injuries. Serious shortcomings had been identified with respect to the airleg, rock drill machine and the drill steels used in the drilling of the rock bolt holes. Through experimentation, using a testing frame built for this purpose on surface and with the co-operation of mine staff and suppliers, a number of possible modifications were identified and tested. This resulted in the final product with which it was possible to drill a 1.2 m hole in the hangingwall of the stopes ranging with an angle to the hanging from 90° for a 90 cm stoping width and 67° for a 80 cm stoping width. It is confidently concluded that this system will effectively improve the total face support and result in a substantial reduction of rock falls and consequently the occurrence of injuries and fatalities in the Merensky stoping areas. The installation of rock bolts on the face with the modified drilling equipment will increase the direct support, but the system has a potential of a substantial reduction in the profile stick support density and an increase in productivity in the stoping areas due to fewer occurrences of rock falls. It was finally concluded that effective modifications to the drilling equipment for rock bolt in-hole drilling could be made and the installation thereof in the stope face is adequately justified.

Froth flotation is a widely used, cost effective coal cleaning process. However, its high process efficiency is limited to a narrow particle size range between approximately 50 to 600 µm for coal and 10 to 100 µm for minerals. Beyond this range, the efficiency of froth flotation decreases sharply, especially for difficult-to-float coal fines of weak hydrophobicity (e.g., oxidized coal). This study was aimed at enhancing recovery of an Illinois fine coal sample using a flotation column featuring a hydrodynamic cavitation nanobubble generator. Nanobubbles that are mostly smaller than 1 µm can be formed selectively on hydrophobic coal particles from dissolved air in fine coal slurry. Results indicate that combustible recovery of a -150 µm coal was increased by 5-50% for different size fractions in presence of nanobubbles, depending on process operating conditions. Other major advantages of the nanobubble flotation process include lower collector dosage and air consumption since nanobubbles are produced from air naturally dissolved in water and they act as a secondary collector on particle surfaces, thereby resulting in considerably lower operating costs.
