"The year 2011 witnessed a major surge in rare earth prices as China, supplier of +95% of the world’s rare earths, reduced export quotas and increased export taxes and duties. In response, companies around the world are scrambling for alternative sources. In Canada too, there is a race to be the “first” rare earth producer. Something that is not generally realized is that Canada has a long history of rare earth production and was a major supplier from the early 1960’s to 1990. At one stage, Canada was said to be supplying more than one third of the world’s yttrium and probably supplied even more than that. Five decades ago, thorium was a key element in many non-nuclear applications and Canada became a major supplier of thorium from the late 1950’s to 1968, first as a by-product of uranium and then as a co-product of rare earths. This paper reviews the development of Canada’s original rare earth and thorium production facilities, which were located in the Elliot Lake uranium camp in Northern Ontario. The uses of these elements, geology, mineralogy, markets of the time, and processing are all discussed. Some of the lessons learned from these pioneering operations might be useful in today’s race to develop the next generation of rare earth production plants.INTRODUCTION The rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960’s the invention of rare earth-based phosphors for the cathode ray tube in colour television sets launched a major demand for certain rare earths. The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950’s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950’s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths. Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available for thorium and the rare earths but unquestionably Elliot Lake production made a significant contribution to world production. Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

In the Piedmont, heavily loaded structures are generally supported by either drilled piers or one of several pile types. The choice of drilled piers or piles is typically one of comparative costs. The cost of a drilled pier foundation is usually the more difficult to predict because of the greater impact that variable conditions and construction monitoring have on cost. Poor specifications, related to the drilling equipment, procedures and bearing level, can also result in large cost extras. In the southern Piedmont, straight shafts are typically extended down to hard rock to achieve primary support in end-bearing: when bells are required, they are often constructed manually. In some eastern and northern Piedmont locations the thickness of the decompossed rock zone is significant and considerable skin friction can be mobilized. Typically piers are constructed in holes temporarily cased with steel liners. The bottom is cleaned of loose material and water, and then evaluated by a geotechnical engineer to confirm the design bearing pressure (and friction, where appropriate) or recommend alternative construction measures.

One of the greatest obstacles to the application of physical chemistry principles to the elucidation of slag-metal reactions is a lack of knowledge of activities of the reacting species. To a large extent, oxygen potential of the slag phase governs iron and steelmaking practice. Without oxygen control by means of appropriate sensors, the behaviour of the other elements cannot be managed. In this paper, measurements of the FeO activity with various types of electrochemical FeO sensors will be described together with examples of their applications for improved strategies toward better practice for ladle metallurgy and sulphur and manganese distributions between slag and metal phases during steelmaking. Measurements of FeO activity have also been made in order to improve dephosphorization reactions. This type of work has led to significant reduction in volume of slag generated within the steelmaking vessel, which in turn has important implications for refractory wear, metal yield, alloy recovery and improved productivity. Finally, an on-line sensor is described that permits the oxygen potential to be determined for both the metal phase and the slag phase during steelmaking in the BOF.

In metalliferous mining operations, subdrill is that portion of the blast hole that is drilled below the target grade elevation, and in most cases loaded with explosives. Its primary aim is to enable efficient excavation down to the target floor level. Subdrill is often described as being expensive and that excessive subdrill should be avoided, as it can result in damage to the subsequent floor, lead to difficult drilling conditions and higher vibration levels. As a result, many operations aim to apply the bare minimum amount of subdrill in order to excavate to the target floor. At a large open cut copper operation, challenging geological structure resulted in slabby and blocky fragmentation in the stemming region, resulting in poor crusher throughput due to bridging. To overcome the poor fragmentation in the top of the bench, longer than conventional subdrill was used to precondition the top third of the bench. The technique significantly improved the run of mine fragmentation and resulted in feed to the in-pit crushers that is more consistent, which produced less crusher downtime due to bridging. A new method of quantifying the energy in a blast has been created. Termed the linear powder factor, or energy factor, the calculation considers the energy contributed by the subdrill of the upper bench and its impact on the energy in the lower bench. The technique enables blast designs to be optimised to deliver finer fragmentation and more consistent blast outcomes. To support the layer of preconditioned rock at the top of the bench, an innovative new device was developed. The device is inserted into the drill collar immediately after drilling and remains in position throughout the subsequent steps of hole depth measurement, priming, loading and removed prior to stemming. The device not only supports the broken rock at the top of the bench, but also minimises the amount of drill cuttings that fall back into the hole. Furthermore, the device helps protect the hole from damage by external factors such as weather events, drill tracks, vehicle tyres and movement around the collar during measurement and loading of the blast hole.

The U.S. Bureau of Mines investigated the relationship of bituminous coal seam parameters and the amount of airborne respirable dust generated at longwalls. Dust and coal samples were obtained from 20 longwalls operating in geographically representative coalfields throughout the United States. Statistical analyses of coal seam parameters and airborne respirable dust measurements indicate a likely causal relationship between seam type and respirable dust. Low-ash, high-volatile coal seams were associated with higher airborne respirable dust levels. A negative linear correlation (significant at the 95-pct confidence level) was observed between the seam&apos;s ash content and airborne respirable dust, explaining up to 18 pct (R2 = 0.18) of headgate dust level variation and up to 15 pct of tailgate dust level variation. Volatile matter was found to have a positive linear correlation with tailgate dust level, explaining 16 pct of the variation. Further data examination indicates that these relationships with dust are most likely nonlinear, because of improved R2 values over the linear correlations. However, a notable portion of longwall dust production is influenced by other operational parameters, so additional research under more controlled conditions is needed to determine the seam&apos;s causative functions.

This Bureau of Mines study estimates capital investment, operating costs, and selling prices for three underground bituminous mines producing coal with annual production ranging from 1.03 to 3.09 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes Initial capital investment ranges from $26,498,500 for the 1.03- million-ton-per-year (MM tpy) mine to $67,173,300 for the 3.09-MM-tpy mine. Total capital investment ranges from $37,437,500 to $92,984,300 for the same mines. Corresponding selling prices for the coal range from $14.83 to $13.26 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

Up to the end of World War n, flat-back cut and fill stoping with or without square sets was the universal method of ore extraction. Rapid changes in practice occurred during the post-war years; first, ore extraction was fully mechanized; secondly, the stope design for new levels, notably No. 17 Level Zinc Corporation Ltd. and No. 19 Level New Broken Hill Consolidated Ltd., was modified to suit this mechanization; and thirdly, sub-level and shrinkage stopes were developed in orebodies where cut and fill methods would be uneconomical. The following is a brief survey of the changes that have occurred-most of which were inaugurated during the last five years.ROCK DRILLINGDuring 1951 open stoping was investigated in detail. In order to reduce steel handling problems, forged steel onepass detachable bits were introduced, but were soon superseded by the &quot;Swedish method&quot;. It is not uncommon to find large quantities of combustible materials in underground metal and non-metal mines. Support timber is the predominant combustible material. Spontaneous combustion, welding and cutting, shorted or overloaded electrical cables and careless smoking are common ignition sources. More recently, there is increased use of diesel mobile equipment that requires fuel storage and transfer areas. Diesel fuel spillage on hot engine manifolds and motors can result in rapid flame growth and heavy smoke accumulation in a matter of seconds. In-expensive, reliable fire detection and suppression systems are available to provide early warning of fire conditions and to isolate and extinguish fires that originate in fuel storage and transfer areas. This report presents an example of how technology developed and demonstrated under Bureau of Mines Contract H0242016, Mine Shaft Fire and Smoke Protection System, may be applied to protect underground diesel fuel storage and transfer areas. Mine sites and construction projects have faced problems with blasting a smooth back wall. This lead to safety concerns with slope stability and rock falls from the walls. Decades ago Dr. Calvin Konya began a special type of blasting called “Precision Presplitting”. This form of presplitting used relatively light loads based on the rock type being blasted. The explosive loads were estimated for each rock type and adjusted as blasting progressed. This current research project also determined a new equation for prediction of the ground vibration from one type of presplitting and compared it to vibration from production blasting.

The Bureau of Mines conducted an investigation to more exactly define the influence of some end conditions on the laboratory-determined uniaxial compressive strength of rock samples. Limestone, marble, sandstone, and granite were used to provide a range of specimen modulus of elasticity from 2.7 X 106 psi to 10 x 106 psi. Four variables were studied: Nonparallelism and surface texture of specimen ends were the specimen variables investigated; the end platen size and the adjustable or spherical head friction were the machine variables studied. It was concluded that the loading ends of small laboratory models and samples should be prepared with surface irregularities that do not vary from a plane surface by more than 0.001 inch. It was also concluded that nonparallelism of the specimen ends should not exceed 8 minutes for a rigid head load or 15 minutes for an adjusting head load. The measured compressive strength of specimens prepared with these tolerances will be statistically the same with any diameter or thickness of platen and any degree of head friction if initial alinement of the specimen is assured.

In response to numerous requests for information as to the status of internal-combustion mine locomotives of the Diesel type that use heavy or non- volatile oil for fuel, with special reference to their safe use in coal mines, the United States Bureau of Mines is issuing this report. Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

Tapira Mine (Tapira, MG, Brazil) is the largest phosphate ore and concentrate producer in Brazil. The mine is an open pit, which until recently operated with a large equipment fleet and now uses a smaller fleet operated by contractors. The annual production reaches 17 Mt of ore plus 14 Mt of waste at a stripping ratio of 0.82. Defining the geological boundaries and forecasting the annual production can be a difficult task if not performed on a reliable model. The geological model has been totally reviewed as well as the estimation process. Ordinary Kriging has been used to build the new block model with P2O5 and contaminant grades. After estimation, block model validation and classification criteria definition to assess resources and reserves, the result is given by the life-of-mine plan is defined after pit optimisation and design. The Lerchs-Grossmann algorithm implemented in the NPV Scheduler was used to define the long-term production targets based on the main parameters P2O5 and the contaminants that are just important to the beneficiation process.

Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia&apos;s rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! Approximately 420 VertiMills« (VTM) have been installed in mineral processing plants throughout the world, mainly in tertiary and regrind applications plus several in secondary grinding duties. Metso Minerals (Metso) and the Julius Kruttschnitt Mineral Research Centre (JKMRC) have commenced a collaborative research program in stirred milling technology focusing on mill performance evaluation, model development and scale-up methodology. Industrial VTMs are being assessed using a consistent circuit survey protocol to evaluate the performance of VTMs in comminution circuits. The survey protocol includes identification and modification of sampling points, appropriate sampling techniques, controlled circuit stability, and best sample analysis practice. To initiate this study four surveys were conducted in the tertiary grind circuit in the Ridgeway Concentrator at Cadia Valley Operations (CVO) that treats the full circuit throughput of over 800 tph. To deal with the high feed rate the site opted to lead the world in the application of stirred mills by installing the largest VTM, at 3000 hp (2240kW) in closed circuit with a hydrocyclone bank. On average the operating work index was 13.1 kWh/t, reducing the secondary grind product by 40 - 50 ¦m to the required 80 to 100 ¦m range. The applied specific energy is relatively low in these low-intensity stirred media mills at 2.7 kWh/t. The size specific energy was 24.2 kWh/t-75¦m. Canada is a world class producer and exporter of minerals and mineral products. Today&apos;s highly mechanized Canadian open pits use state-of-the-art equipment and support technology. They are taking advantage of larger equipment, including in pit crushing and conveying, truck dispatch systems and electronic management tools. Mine planning is computerized. Environmental issues are dealt with in all phases of planning, and equipment modifications are pursued to keep them functioning in the hostile Canadian north. In 1991, Canada&apos;s mineral production (excluding fuels but including coal) totaled $C 16.9 billion, a decline of 13.8% from the 1990 total of $C19.6 billion. It is a major producer of nickel, zinc, asbestos, potash, molybdenum and uranium. Canada is also an important source of copper and iron ore (Fig. 1).

To extend the life of the Merchants Railroad Bridge crossing the Mississippi River in St. Louis, MO, the owner implemented a rehabilitation and reconstruction project. The Merchants Bridge provides a key link in the transcontinental railroad system. The bridge is of local importance to the Terminal Railroad Association ? providing a link between St Louis and a rail switching yard in Venice, IL. The intent of the bridge rehabilitation is to keep the Merchants Bridge in service, even though the bridge was originally constructed in the 1890?s. The project involved replacing the East and West approach deck truss spans with new deck girder spans. The rehabilitation program required construction of new concrete piers to support the new spans. In order to reduce the track down time to two, ten day single track shutdowns, the specifications required that all foundation and substructure work be completed while leaving the existing spans in place. The preliminary bridge design specified rock-socketed drilled shaft foundations. Drilled shafts proved to be challenging due to working from beneath the existing bridge, a high water table, utilities, a flood wall, and existing rail way lines. The micropile alternative was technically appropriate given the access limitations, shortened the foundation rehabilitation schedule by several weeks, and realized a significant cost savings to the Owner.

The U.S. Bureau of Mines subjected the CSE SR-lOO self-contained self-rescuer (SCSR) approved by the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. The apparatus were heated to 710 C for 48 h, cooled to -450 C for 16 h, vibrated for 9 h, and dropped 1 m on each axis. A critical concern was internal damage to an apparatus, without any obvious external signs, that would cause it to malfunction or seriously degrade its performance. Carbon dioxide (C02) levels in apparatus with combined treatments were higher than in apparatus with individual treatments and untreated apparatus. The higher levels remained within safe limits, however. None of the treatments caused venting of the small oxygen cylinder that provides starter oxygen. Some bottles were found to be empty because of manufacturing defects in the burst disks. This problem was corrected in later models. The heat treatments did make the case ends more difficult to remove and the breathing bag sticky and subsequently more difficult to unfold. An apparatus that was dropped and vibrated had a broken desiccant bag that released some of its contents which compromised the seal of the relief valve. The case was dented from the drops. As with the first-generation self-rescuers, if there is visible damage to the case of the apparatus, the apparatus should be considered to be internally damaged and must be removed from service.
