In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. "Conventional base metal milling practice normally consists of crushing, grinding and cyclone classification followed by flotation. It is the authors' belief that the commencement of flotation after cyclone classification leads to inferior metallurgical results and that implementation of flotation of grinding mill discharges can result in increased recovery due to reduced overgrinding, reduced activation of contaminating minerals and improved dewatering circuit results due to the production of coarser concentrates.The concept of recovering minerals from the discharge of grinding mills is not new! Gold concentrators have utilized jigs and flotation cells while iron ore plants have employed magnetic separators to recover gold and magnetite respectively from the discharge of grinding mills. More recently, a Reichert cone has been used to recover sulphide and oxide base metal minerals from screened rod mill discharge. 1To the authors' knowledge, the first application of flotation of base metal minerals from the discharge of a production plant grinding mill was at the Lake Dufault concentrator of Corpor'1tion Falcon bridge Copper. Located 10 miles north of Noranda, Quebec the Lake Dufault concentrator commenced operations in August, 1964.The installation of flot11tion cells in the Lake Dufault grinding circuit proved so successful that an identical system was installed in the Manibridge concentrator of Falconbridge Nickel Mines Limited. Located 90 miles southwest of Thompson, Manitoba the Mamibridge concentrator commenced operations in June, 1971 and due to exhaustion of economic ore reserves discontinued production in May 1977."

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.'s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

This paper describes some of the results of a project for the design and demonstration of subsidence monitoring systems for underground coal mines. The project was designed to test monitoring systems described in an earlier feasibility report (O'Rourke and others, 1979). General objectives of the project were to develop reliable cost- effective monitoring systems for use above caving- type mining operations, over supported mines, and in urban undermined areas. Topics selected for discussion in this paper include a description of the instrumentation systems, the site conditions, problems of installation, resulting recommendations and an over- view of subsidence performance data obtained. There were some particularly difficult problems of installation to overcome at this site. Some of these could be experienced at any surface or under- ground project, others are probably more directly related to Western coal fields. The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

"Locked cycle testing has become more common practice in the last 10 years. Reasons vary from a desire to avoid pilot plant testing, demand for more variability testing within deposits, and perhaps most importantly, a request from the financial institutions who invariably finance many of the projects. Surprisingly, many people don’t understand locked cycle testing, analysis and balancing. This paper provides a brief overview of locked cycle testing, and then progresses into a more detailed discussion on the analysis and balancing of locked cycle test data. The paper endeavors to educate CMP personnel on how to determine if the test was good and if a reasonable metallurgical projection was made. The paper uses case studies to illustrate the key points.INTRODUCTIONA locked cycle test is a repetitive batch used to simulate a continuous circuit. The basic procedure has a complete batch test performed in the first cycle which is then followed by similar batch tests which have “intermediate” material from the previous cycle added to the appropriate location in the current cycle. These batch tests, or cycles, are continued in this iterative manner for an arbitrary number of cycles. The final products from each cycle, i.e. final concentrate and final tailings, are filtered and thus removed from further processing. At the end of the test, all the products, final and intermediate, are dried, weighed and subjected to chemical analysis. The test is balanced and a metallurgical projection is made.This description can be found in many of our classical textbooks for the mineral engineer 1, 2, 3,4. Unfortunately, none of these textbooks provide any discussion beyond the basic procedure. Often, they provide comments such as in Taggart’ where he states; “It is questionable whether in any case it approximates mill results any more closely than the standard batch test”. It is truly surprising that our classic textbooks promote that locked cycle tests are more art than science, and suggest that they can be of dubious value. None of the textbooks provide meaningful insight or discussion in how to assess:"

This paper summarises work undertaken to date as part of an investigation into the mineral resources of the proposedNorth West South Island National Park. The area covered by the proposed national park is underlain by many rock types that have undergone a long and complex history of evolution which has endowed it with some of the best potential for a wide range of different minerals in New Zealand. Many of these minerals occur only in this area or in Fiordland National Park.   The first gold-rush in the area occurred in 1856 and followed the discovery of payable gold at Lightbands Gully, south of Collingwood. The miners first focused on the alluvial deposits but soon shifted attention to lode potential. The total historical gold production for the area may be over 400 000 oz (NZ$250 - NZ$295.6 M at 1993 prices).   In addition to gold, a wide range of other minerals have been reported from the area including molybdenum, copper, nickel, zinc, silver, bismuth, stibnite, lead and antimony. The Onekaka iron-ore deposits have produced small tonnages of ochre and iron-ore at various times. Tungsten, platinoids and other metals have been. given only minor attention. The diverse geology of the Northwest Nelson has resulted in the occurrence of many industrial minerals which have been exploited in generally small-scale operations. Aggregate, chrysotile asbestos, clay, dolomite, marble, limestone, dimension stone, rip-rap, talc-magnesite and wollastonite have all been produced.

A device is described which is suitable for the automatic sampling of dust in dust laden flue gases. This device, called a Venturi Sampler, consists of two pipes each fitted with a suitably designed venturi.Both pipes are placed in the flue where one acts as an open-ended reference tube and the other as the actual sampling tube.The gas sampling rate is automatically controlled so as to maintain a zero differential pressure between pressure tappings in the two venturi throats. The venturies are so designed that under these conditions the gas velocity in the sampling pipe is always equal to the free gas velocity in the flue-that is isokinetfc sampling conditions are maintained.INTRODUCTIONThere is a constant need in industry for regular and accurate assessments of dust losses, both to assist in improving operating efficiencies in order to minimize losses, and to obtain accurate metallurgical balances. In many cases where sampling is carried out in dust laden gases, the existing sampling methods are both laborious and inaccurate, and often make no provision for changes in flue gas velocity while sampling is in progress.In the majority of cases where a measurement of dust losses in a stack or flue is required, a preliminary velocity survey is made with a pitot tube to establish the gas velocity at each of the points at which samples are to be taken. The sample of gas (and dust) is withdrawn through a tube connected via a flowmeter to an exhausting apparatus. Some means of removing the dust from the gas sample is placed in circuit ahead of the exhausting apparatus. This is often an alundum or paper thimble housed in a gas-tight container.The purpose of the flowmeter is to measure the actual flow of gas during sampling so that the sampling velocity at the inlet to the sampling tube may be calculated, and the flow corrected so that the sampling velocity will agree with...

An underground mining method for extracting an eight metre (26') coal horizon, containing a sandstone layer. A decrease in the thickness of the rock strata between the number two and number three seams of the Sasolburg Coal Field, has resulted in a total mining horizon approximately eight metres (26') thick. This parting varies in thickness and competency and in some areas is impractical to cut with a continuous miner. In addition, the general mining area is highly jointed. The top seam is first mined to a normal bord and pillar plan with a continuous miner. The bottom seam is then mined by selectively undercutting the stone parting constituting the floor of the top seam. In areas where this parting is between 0.75 - 2.50 metres (29.5" - 98") thick, it is suspended from the primary roof support installed when mining the top seam. Secondary, high extraction retreat mining is then undertaken in the coal pillars adjacent to the suspension supported headings in the bottom seam. Left in-situ, the parting provides lateral support to the pillar sidewalls in both the top and bottom seams, enabling high percentage extraction rates in what was previously thought an uneconomically mineable area. The paper proposed, presents the challenges and practical implications of executing the mining method, including the primary roof control of the top seam and the stone parting between scams.

Drilled Displacement Piles (DDP) provide an ideal deep foundation solution that combines the benefits of ground improvement with traditional advantages of piling systems. This paper consolidates data from 20 construction projects in which more than 30 DDPs were installed and tested axially. High quality site exploration data (e.g., Cone Penetration Test and Standard Penetration Test) were evaluated to derive geotechnical analysis parameters. The test sites consisted of mostly mixed soil types with strongly stratified layers of sand, silt, and clay. Pile diameters ranged between 40 cm and 61 cm. Test results were compared with predictive methods developed specifically for DDPs as well as methods used in general geotechnical practice. The accuracy of the empirical methods is presented in terms of total pile capacity, pile length/diameter, and soil type. The large majority of all examined methods underpredict the in-situ pile capacities. It was also found that the difference between the tested and predicted capacity is strongly related to the level of improvement in the surrounding soil due to the piles’ installation. A general comparison between predictive axial accuracy and the observed level of ground improvement upon installation is also discussed.

The electrodes of a Submerged Arc Furnaces carry a high current and are subject to enormous stresses caused by both the electric arc itself, and the current distribution within the electrode. The external effect of the arc on the electrode is treated in a different paper at this conference, The purpose of this paper is to analyze the thermal effects of ohmic heating within the electrode at the arc attachment on the carbon based electrode, using data for Søderberg electrodes. The thermal conditions are then used to examine stress conditions in the vicinity of an arc. Two types of models of an electrode are presented in the paper. The first type is an accurate finite element model, based on both two and three dimensional elements and the second type is an one dimensional model, providing better insight into the problem. For the second type, a spherical model of thermal conditions in a semi-infinite solid has been developed. Results show that the electrode surface is heated quickly up to a maximum temperature and for a specific test case, the surface can only withstand the load for about 10 seconds. Also, the thermal stresses on the surface are very high which will increase erosion on the surface in addition to normal evaporation.

Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

"The structure and hydrogen-absorption properties of LaNis thin films were investigated in the present study. LaNis thin films were prepared by a sputtering method with a radio-frequency power, Ws, of 50 -400 Wat substrate temperature, Ts, of323 -573 K. Nickel content of the films decreased with increasing Ws, however, there was no dependence on Ts. At low Ws and low Ts, amorphous films were deposited. In other conditions, the films were polycrystalline. The films prepared at high Ws and low Ts, or at low Ws and high Ts, exhibited only a (h k · 0) peak in the X-ray diffraction profiles. This indicates that the c-axis of crystalline films was oriented parallel to the substrate plane. At high Ws and high Ts, the films with columnar structure were obtained. Hydrogen-absorption capacity of the thin films increased with increasing Ws. The pressure plateau did not appear on the pressure-composition isotherms. The films deposited at high Ts represented a higher equilibrium pressure.IntroductionThin films of hydrogen storage alloys can be applied for an electrode of rechargeable battery or fuel cell, a filter for H1 purification and various kind of sensor. Some studies on the preparation of the thin films of LaNi5 intermetallic compound, which is a typical hydrogen storage material, have been done hitherto. Adachi et al. , 2) and Sakaguchi et al. 3) prepared amorphous and crystalline LaNi5 thin films using flash evaporation of alloy powders and measured the pressure-composition isotherm for the prepared film utilizing a quartz crystal mass monitoring (QC:MM) method. It was found that the prepared amorphous film absorbed hydrogen without disintegrating into the powders and the hydrogen-absorption capacity of the films increased with the degree of crystallinity. Sakai et al. 4) reported that the maximum hydrogen storage capacities of amorphous and crystalline LaNi5 thin films, fabricated by a RF sputtering method using combination targets, were about 40 mA h g-1 (LaNisHo.7) and 160 mA h g-1 (LaNi5H2.6), respectively. Uchida et al. 5, 6) prepared LaNi5 thin films using flash evaporation of alloy powders and measured volumetrically the pressure-composition isotherm for the prepared film. It was reported that the hydrogen-absorption capacity of the films changed by the annealing treatment."

The traditional method for training personnel in the mining and other heavy industries has been face-to-face, either via a lecturer in a classroom or through an apprenticeship. With the advent of applications tools such as video, computers, and the Internet, however, a much broader range of training delivery methods is available. Especially exciting are the broad capabilities of multimedia packages that combine the best features of numerous delivery methods. Applying multimedia environments in training holds great potential, especially when there is considerable difficulty in reconstructing real training environments. The authors discuss various delivery methods currently used in training employees, including perceived advantages and disadvantages of those methods. The authors then discuss and evaluate current computer-based training efforts of the mining industry and present an example of a multimedia training tool.

The theme of this Conference is 'The Future of Mining in New Zealand' to be addressed at a time of deepening economic concern. To ensure the assessment and development of our mineral resources in a competitive, safe and environmentally acceptable way a modest supply of a rare commodity û the professional mining engineer û must be assured. This paper briefly' reviews the history of mining education in New Zealand, discusses relevant overseas academic concerns and actions and discusses recent local trends which have led to a most serious recruitment position in the Department of Mining Engineering at the University of Auckland. Conclusions are drawn and proposals made which may remedy this situation which could have serious economic and sociological consequences for New Zealand.

For many years line-of-sight (LOS) issues for underground mobile equipment is a growing focus of research. This research is a result of the numerous fatalities and injuries which occur in the mining industry and which are related to poor operator LOS. Three assessment methods are currently used to assess operator LOS of underground mobile equipment. The light filament (LF) method is a hands-on assessment method that is performed in the field. This method is not evaluated in this paper. The laser scan (LS) method of assessing equipment is a quick and reliable method that comes from the need to evaluate vehicles already located in the field. The computer simulation (CS) method can assess LOS issues using a computer aided drawing (CAD) model, which is useful for assessing current or prototype models. The purpose of the current research is to compare and validate different operator LOS assessment methods. Comparison of the results of the LS and CS visibility plots yielded similar quantifiable results. A visual comparison of the results further illustrate that the LS and CS methods are acceptable assessment tools for mobile equipment operator LOS evaluation. The visibility assessment methods are now being prepared as guidelines for the mining industry to assess current and potential designs.
