The objective of this research was to establish the relationship between production, consumption and energy cost in the surface mining of bituminous coal. Specific energy sources such as diesel, gasoline, electricity, explosives and bituminous coal were considered in this study. Gain in net energy, proportion of the cost of energy consumption and total energy cost relative to total revenue of extracted coal were determined, and a new energy efficiency index and a new energy-cost ratio were established. A case study on an operating surface coal mine was carried out to demonstrate the application of the newly developed method. The results of this study can be used by the mine operators in establishing strategies for the optimization of energy production and consumption, and for reducing the cost of bituminous coal extraction.

The purpose of this research is to identify hazards associated with roof bolting and to make recommendations for procedural and equipment design changes to reduce those hazards. To that end, the project reviewed Literature on related research, collected and analyzed roof bolting injury data, normalized the injury data be exposure time to each activity and identified problem areas within the root bolting tasks. In addition, field data collection forms were prepared and mines selected for field work. In the field, observations were made of eighty (80) different roof bolting crews bolting one hundred fifty-five (155) place;, on forty (40) sections spread among nine (9) mines. Task analysis forms were used to record unsafe behavior or conditions for each crew and each place. Informal discussions were held with the mine's safety and training officer, the maintenance officer, one section foremen and, when possible, the observed crew, concerning the training and experience of the miners. Unsafe acts were categorized and related to the "Activity While Injured" categories developed during the accident analysis. For each of these categories one or more recommendations for corrective measure, machine modification, procedural change or job training were developed. The study produced over fifty (50) specific recommendations involving machine design, procedural, safety training and supervisional issues that would lead to reduced roof bolter injuries in the near term. The authors concluded, however, that only the development of truly hands off/remote bolting can eliminate or reduce to an absolute minimum the hazards to which the roof bolter is subjected.

This final report summarizes the work done by The Bendix Corporation, Environmental Science Division, under contract to the Bureau of Mines to design, develop and test two improved systems for remote sampling the air at the working face of a coal mine in conjunction with approved portable methane detectors and machine-mounted methane monitors respectively. The work was started in May 1973 with preliminary design studies and was completed in May 1975. Five portable and two machine-mounted sampling systems were delivered. Contract "add-on" requirements for (1) modification of the machine-mounted system to accommodate a flame safety lamp and (2) a study of sensor response time improvement for the machine-mounted system were also completed.

"The Montcalm concentrator operation was successfully commissioned in fall of 2004 at the Xstrata Copper’s Kidd Creek Metallurgical Site, Timmins. The start-up met or exceeded the Type 1 profile as defined by McNulty. Since the life-of-mine was estimated at seven years, concentrator optimisation endeavours had to be fast-tracked. These joint endeavours between the Kidd Creek Metallurgical Site staff and Xstrata Process Support were focussed on increasing ore treatment capacity and metallurgical performance. This paper reviews these endeavours. A flotation circuit survey, together with appropriate Process Mineralogy measurements, identified recovery opportunities in both locked and overground pentlandite in final tailings. The bypassing of first rougher concentrate directly to final concentrate was also recommended, given the composition of that stream. A subsequent grinding circuit survey identified a low circulating load due to poor classification performance. Modelling of these data suggested a change to the cyclone nest and pumping arrangements in the grinding circuit. Implementation of these recommendations has led to a 25% gain in milling circuit capacity as well as improved flotation circuit performance. These improvements amount to nickel and copper recovery gains of 2.57 and 1.83% respectively.INTRODUCTIONHistoryThe Montcalm Ni/Cu Ore is processed in a spare division of the Xstrata Copper’s Kidd Creek concentrator, located near Timmins in Northern Ontario. The flowsheet had been specified by earlier work, and the project fast-tracked so as to commission production operations into a time of rising nickel and copper prices. The Montcalm flow sheet starts with on-site ore crushing to - 19 mm. The crushed ore is trucked to the concentrator. This off-site crushing minimizes contamination with the Kidd Creek Cu/Zn ore. In the concentrator, rod and ball mill grinding to a target p80 of 39 µm produces the Rougher Flotation Feed. Flotation to Bulk Concentrate follows as Cu/Ni roughing and two stages of cleaning. Bulk concentrate is subjected to Cu/Ni separation using conventional column cells. Xanthate is the collector and MIBC is used as frother. Depramin C, a CMC (Carboxy Methyl Cellulose) is added to depress ferromagnesian silicates in the flotation process."

A 3800 m long temporary water-retaining dike has been constructed under extreme conditions in the harsh northern climate to enable two of the kimberiite pipes at the Diavik Diamond Project reserve to be mined using open pits. The Diavik Diamond Project is located on East Island at Lac de Gras in Canada's Northwest Territories, approximately 200 kilometres south of the Arctic Circle. The dike which has been constructed in up to 25 m deep water from crushed granite quarried from the site projects into Lac de Gras encircles the first two of the kimberiite pipes to be mined. An 800 mm wide diaphragm cut­off wall constructed of bentonite, cement and crushed rock, totalling 33,000 m2, and a two-phase jet grouted curtain wail at its base, totalling 8,400 m2, have been installed through the dike and underlying till foundation into bedrock. The cut-off is designed to minimise water seepage from Lac de Gras through the dike. In order to ensure that the dike had adequate internal stability and diaphragm wall construction could proceed safely, the crushed rock fill material dumped into the lake was first compacted by TR 75 deep vibrators. In 2000, Bauer Maschinen GmbH of Schrobenhausen, Germany were awarded the contract for the supply of all specialist foundation equipment required on site and for providing technical support to the Canadian main contractor Lac-de-Gras-Construction throughout the construction of the cut-off walls during 2001 and 2002. Installation of the cut-off walls was completed in July 2002, three weeks ahead of schedule, and dewatering of the inner dike areas commenced just 5 days later and has continued throughout August and September. After completion of extensive testing of the diamond recovery plant, the mine is scheduled to go into full open pit production in February 2003.

Solid EnergyÆs Wangaloa open cast coal mine was operated between 1945 - 1989, and remained closed and disused until 2001 when SENZ initiated a mine rehabilitation programme. It is nearing the final stages of physical and environmental rehabilitation, aimed at creating an aesthetically pleasing and useful landscape. The final goals of these efforts are to produce an area, which has recreational and educational value. SENZÆs holistic approach to rehabilitation has been undertaken, treating the entire historical mine footprint instead of focusing only on those disturbed areas and the minimum range of issues just to meet with legal compliance. Rehabilitation at the site has included overburden modification with an emphasis on stability, removal and replacement of unhealthy and invasive plant species, and an AgLime amendment to alter soil pH conditions, which would support native plant species. To date, most ongoing activities relate to final planting and plant upkeep, and maintenance of the landform including ongoing erosion control, pest control, environmental monitoring, and research. Environmental quality concerns at the site may be treated by using a combination of methods, including regrading and capping of acid-generating pyrites, soil treatment with AgLime, and passive wetland treatment within existing water courses. Following major works, the mine site area may be opened to the public for recreational activities, interpretive displays on historical mining activities, and observation and appreciation for otherwise unseen geological features. SENZÆs holistic approach to reclamation, rather than treating minor issues, will result in the former mine site being transformed into an asset and the environmental and financial liability associated with the closed mine being discharged. Former mine sites can be turned from environmental liabilities with no recreational or public value (and potentially dangerous to life) into sites that can be safely used by the public for recreational and educational purposes.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

Herbert Stream, a tributary of the Waimangaroa River on the Stockton Plateau, has elevated metal concentrations and low pH characteristic of acid mine drainage (AMD). Dissolved aluminium concentrations average 8.3 ppm, iron 1.4 ppm, manganese 0.69 ppm, and zinc 0.12 ppm and pH ranges from 2.8 to 3.2. Flow rates range from 2.3 to 26.6 L/s with an average of 5.3 L/s. To determine the effectiveness of different treatment strategies, a small amount of the AMD was diverted through three small-scale passive AMD remediation systems over an eight month period. These included a reducing and alkalinity producing system (RAPS), a limestone leaching bed (LLB), and an open limestone channel (OLC). Both the RAPS and the LLB performed well, effectively removing metals and restoring pH. The RAPS lowered aluminium concentrations by up to 99%, iron 97%, manganese 95%, and zinc 80% and the LLB lowered aluminium concentrations by up to 99%, iron 99%, manganese 92%, and zinc 91%. The pH was restored to between 6.4 and 7.4 by the RAPS and to between 7.3 and 7.9 by the LLB. The OLC performed well as long as the residence time was similar to that of the other treatment systems. OLC removal rates for aluminium was up to 99%, iron 94%, and manganese 21%, and the pH was restored up to 5.6. Due to its simplicity and effectiveness, it is proposed the LLB be constructed to fullscale size to treat the entire Herbert Stream.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Le principal élément des travaux a été la restauration du parc à résidus et des zones d?épanchement qui totalisaient 4,5 millions tonnes de résidus répartis sur une superficie de 74 hectares. Les résidus sont fortement générateurs de drainage minier acide. La première partie de la présentation consiste en un bref rappel du concept de restauration suivi d?une description des principaux éléments de travaux avec l?emphase sur les leçons apprises de l?exécution des travaux. La deuxième partie de la présentation est axée sur les résultats du programme de suivi en cours depuis la fin des travaux en 2001. Les éléments de suivi se rapportent à la baisse du niveau de la nappe phréatique à l?intérieur de la cellule, au tassement des résidus dans la cellule, aux mesures de température et d?oxygène à l?intérieur de la cellule et finalement à l?amélioration dans la qualité de l?eau de surface. ABSTRACT The reclamation of Poirier Mine, in Joutel, was carried out between 1998 and 2001. The main component of the works has been the reclamation of the tailings basin and tailings spill area which contained a total of 4,5 million tonnes of tailings and occupied some 74 hectares of ground surface. The mine tailings are highly acid-generating. The first part of the presentation will deal with a brief review of the reclamation plan followed by a short description of the main work components laying emphasis on experience gained during construction. The second part of the presentation will deal with the results obtained from the environmental monitoring program still in progress since the end of reclamation work in 2001. The aspects discussed include the drawdown of pore water inside the covered tailing pile, the settlement of mine waste material, the monitoring of moisture, temperature and oxygen underneath the liner and finally, the reduction of loadings in surface water.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. Previous results from the sampler ratification process (of the interleaved sampling design) were reanalysed, a physical inspection was carried out on the sampling system again, and the sampler performance was monitored (quality control parameters) for the period. From these investigations, it was found that airflows inside the Vezin introduced the sampling bias. A change in sampling protocol was introduced, as well as certain physical changes to the sampling equipment, to eliminate the airflow and thus the bias conditions significantly. The accounting period that followed the phased upgrading process showed that the accounting between the smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below 5% relative to theoretical stock). Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

"INTRODUCTION The term ""friability"" as applied to coal may be defined as the physical property of coal which expresses its tendency to become reduced in size during handling as a result of such external forces as impact and attrition. Thus friability is a quantitative concept and property, and hence can only be defined in relative terms or in terms of measurement. Methods of measurement are difficult to formulate and apply because coal is anything but homogeneous in physical structure and chemical constitution. aMoreover, friability itself is a composite property obviously dependent upon a group of other specific characteristics such as cleavage, fracture, tenacity, hardness, and elasticity, which vary from coal to coal with change in rank and even between individual coals of the same rank. These characteristics affect the friability values of different coals to varying degrees, but this fact does not impair the usefulness of and the need for friability measurements.The amount of breakage or degradation in size that a coal suffers in mining, preparation, and subsequent handling depends upon its inherent friability and the severity of the handling treatment which it receives from the time it is taken from the bed until it reaches the consumer. The value of the coal to the producer and jobber depends in large measure upon these same factors--friability and severity of treatment—because the larger sizes still command a premium in the ordinary market. Although much has been accomplished by the coal-producing industry in minimizing the breakage of coal in mining and preparation, it is apparent that additional reductions in breakage must await further improvements in design of coal-handling equipment. Such improvements will result from more intensive investigations of the extent of breakage or degradation in size occasioned by specific mining and handling operations and the development and application of standardized methods of evaluating friability.The work described in this report was undertaken to assist in the development of standard methods for evaluating the friability of coal. Specifically, the work deals with a Comparison of the various methods previously proposed for estimating the friability of coal and coal products. This same objective is now being sought at a number of other institutions, both in the United States and Canada, by a committee of the American Society for Testing Materials. It is believed that by providing additional information concerning a property of coal pertinent to its increased usefulness, the work described will supplement and increase the useful of the data which long have been, and still are being, furnished by the bureau of Mines on the composition of coals of the United States."

Nuclear techniques have been used to determine the solids weight fraction (W) and ash content of (fine) coal in slurries independent of voidage variations. The method is based on the correlation between W and the hydrogen concentration Hsl (wt/wt) of the slurry. Hsl is determined by combining measurements of neutron moderation and ?-ray transmission. Both Wand ash content are determined by combining the above measurements with the ash-sensitive measurement of X-ray backscatter compensated by a measurement of iron K X-ray intensity.The nuclear analysis system, called the SIRO coal slurry gauge, has been proved in a six-week plant trial at the BHP Steelworks washery at Newcastle, NSW. Several probes, each containing a radioisotope source and scintillation detector, were immersed directly into the coal slurry in the feed box upstream from the bank of flotation cells. For 140 samples W, ash and voidage varied in the ranges of 0 to 13 wt percent, 26 to 41 wt per cent and 0 to 4 vol. per cent, respectively. The r.m.s. difference in solids weight fraction, determined by probe measurements and conventional assay, was 0·52 wt per cent. Ash was determined with an r.m.s. difference of 2·0 wt percent in the coal. Better sampling techniques were used in the last half of the plant trial, and r.m.s. differences were 0.35 wt per cent solids and 1·5 wt per cent ash.

In order to better understand the effects of longwall mining on the methane reservoir overlying the panel, the National Institute for Occupational Safety and Health/Pittsburgh Research Laboratory (NIOSH/PRL) designed and implemented a vertical borehole monitoring experiment (BME) on an active longwall panel. The mine operates in the Pittsburgh Coalbed in Greene County, Pennsylvania. The BME site was located away from either end of the panel to avoid mechanical influences caused by the draping of overburden in this region and was positioned at the same distance from the tailgate gateroad as the mine?s gob gas venthole sites. The borehole drilling depths and monitoring intervals were chosen to address a different stratigraphic zone in each of the three planned holes. The monitoring boreholes were positioned perpendicular to face advance using a close spacing pattern of about 15 m (50 ft) between collars. Boreholes were instrumented downhole and on the surface for various measurements. It was observed from the field data that the gob gas venthole fracture network formed 24-46 m (80-150 ft) ahead of the mining face. Overburden permeability?s within the same test zones increased 100 to 500 times following undermining. The borehole test interval within the fractured rock responded to overburden gas pressure while the test interval in the caved zone responded to mine ventilation conditions. Eight months after the boreholes were undermined, slug testing indicated permeabilities had increased further in the fractured rock zone. Measurements of surface movement indicate that the permeability development observed in the boreholes is a product of vertical subsidence without lateral movement within the tensional rock mechanics zone on a supercritical longwall panel. Results from this study suggest that maximum permeability in the longwall panel overburden is achieved 58 to 190 m (190 to 620 ft) behind the longwall following maximum compaction of the overburden.

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.
