A five steps remediation program was commissioned in 1998 for the acid generating Lorraine mine site, located in the Témiscamingue region, Quebec, Canada. It included, as the main expenditure, a cover with capillary barrier effects (CCBE) used to limit oxygen migration. After construction of the cover, instruments were installed on site to monitor the CCBE performance. Modified oxygen consumption tests were also done to measure the oxygen flux through the cover. Results from water content and suction data, measured from 1999 to 2003, show that the capillary barriers effects are effective and that the water retention layer stays near saturation throughout the years. Oxygen fluxes estimated from monthly water content measures are generally below 10 g/m2/year. Results from modified oxygen consumption tests made on the site give almost similar oxygen fluxes. A two dimension numerical model of the Lorraine mine site was also constructed to verify that mathematical models could predict realistically the in situ conditions on such a large scale site. Numerical results obtained for three years show a good concordance between measured and calculated values. The results obtained form these different evaluation methods for the performance of a CCBE concur and confirm the efficiency of this cover in limiting acid mine generation.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactorily demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No, 1 Mine in Grant Town, West Virginia.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

Thirty years ago a party of American Engineers, with members of their families, belonging to the four national engineering societies, sailed for Europe and visited England and the Paris Exposition of 1889 and received many courtesies, official, professional, and individual. Plans: have been made for a reunion dinner to be held in New York City, about May 26, at which it is hoped that all survivors, ladies as well as men, of that trip may meet again. It is, therefore, urgently requested that anyone who was of that party communicate immediately with the Secretary of the Committee, Jesse M. Smith, Engineers' Club, 32 West 40th St., New York, N. Y. 1. Reserves were estimated for three coal beds: Lantana, Sewanee, and Richland. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 34 million short tons as of Januray 1, 1954. Of this total, 15 million short tons represents coal 28 inches and more thick. Areas in the beds were omitted from the estimate because available data relative to the bed characteristics were insufficient to permit making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves determined by this investigation.

As requested by my fellow members I shall endeavour to read a paper on the Treatment of the Auriferous Sulphide Ores of Kalgoorlie from a metallurgical standpoint. Before going into the subject it will be necessary for me to make some slight explanations. As most of you are aware many of our London friends holding interests in some of these mines think it necessary that their doings should be shrouded in mystery. The result of this is that in some cases it is impossible to get any official figures from the mines for this paper. I must ask you not to lose sight of the fact that in treating the sulphide ores of the Kalgoorlie mines we had absolutely no data to start on, and that to-day. we are just beginning to get a fair grip of tbe subject; and though very high extractions were announced when the first plants were started on sulphide ore, it was well known that this was only to maintain the public confidence in the mines to allow time to make necessary adjustments; and, as showing the advance made in the treatment of the ore, I notice several of the mines have published the results of the final or re-treatment of the residues of their first sulphide treatment. I have also had the opportunity afforded me of thoroughly sampling the residues of several of the principal mines, and find the results as now published absolutely correct.

"The Cobalt embayment is a large domain of Paleoproterozoic clastic sedimentary rocks that unconformably overlies the Archean Abitibi greenstone belt. Regionally extensive sills and dikes of Nipissing diabase, emplaced circa 2219 Ma, occur throughout the embayment and are the preferential host to gold-bearing polymetallic vein systems on the Merico-Ethel property, near the northeastern margin of the Cobalt embayment. These gold-bearing, polymetallic veins are predominantly east-west-trending, steeply dipping, discordant calcite- quartz vein systems that formed close to the time of crystallization (within ~15 m.y., based on Pb-Pb ages) of the Nipissing diabase. The ore mineralogy is complex in character, typically comprising sulfides, arsenides, native metals (gold and silver), and specular hematite, preferentially concentrated along the interface between silicate and calcite gangue. A simplified sequence of mineral deposition in the veins is: (1) "Early-stage" pyrite ± chalcopyrite hosted in quartz ± chlorite gangue; (2) "Main-stage" polymetallic (Cu + Co + As + Ag + Au + Bi ± Pb ± Ni ± U) sulfides, arsenides, and native metals hosted in calcite gangue; and (3) "Late-stage" calcite flooding ± galena. Wall-rock alteration in Nipissing diabase is restricted to narrow (<5 cm) haloes of calcite-chloriteepidote- bearing assemblages, whereas a weak alteration halo of specular hematite, calcite, and allanite-epidote has been observed in the surrounding sedimentary rocks. In terms of their age, geology, mineralogy, paragenesis, and morphology, the gold-bearing vein systems at Merico-Ethel closely resemble the silver-sulfarsenide vein deposits of the historic Cobalt and Gowganda mining camps. These observations indicate that the Au-bearing veins are variants of the Ag-vein systems and as such, have a common genesis belt. With stable building sites becoming scarce in the greater San Francisco Bay Area, the new Summit Senior Care Facility is being built into the side of an unstable hillside adjacent to the San Ramon Regional Medical Center in San Ramon, California. This hillside has had a long history of instability and the site of the new Senior Care Facility required excavation into both a historic old landslide and a more recent active landslide. After a thorough geotechnical study, it was concluded that the best way to build the new facility would be to construct a tied-back retaining wall in the area of the old landslide, since it extended off-site onto two adjacent properties, and remove the active landslide and replace it with compacted fill before cutting into its toe area with an additional tied-back retaining wall. The design was further complicated by the proximity of the site to several active faults. In the area of the old landslide, the combination of an ascending slope behind the wall, landslide forces and seismic forces resulted in total design pressures between 365 to 4,575 PSF for a wall with a maximum height of 30 feet. The wall for the old landslide was constructed by first drilling and placing steel soldier piles in concrete. The tip of the soldier piles extended a minimum of 12 feet below the landslide plane that was up to 36 feet below the bottom of the wall. Permanent double corrosion protected tiebacks were then installed through the soldier beams and anchored below the slide plane. A shotcrete facing was then installed on the face of the wall. BACKGROUND The site of the Summit Senior Care Facility is located on the southwest flank of Mount Diablo adjacent to San Ramon Valley which is characterized by gently rolling hills. The San Ramon Valley Regional Medical Center, which opened in 1990, is located to the north and an existing church is located to the southwest. There are also private residences located to the southeast. The site is shown in Figure 1. Numerous faults run close to the site, the most significant of which are the Calaveras and Pleasanton faults. The site has also had a long history of slope instability and has been the subject of numerous investigations. Studies conducted in 1979 and 1984 concluded that there was a landslide in the area and recommended that a buttress shear key be constructed between the subject site and the existing church for a sewer main as well as removal and replacement of the head area of the old landslide to stabilize the hospital site. While two previous geotechnical studies in 2008 and 2016 identified slope instability, they did not recognize the genesis and limits of the old landslide on the western portion of the site or the limits of the active landslide on the eastern portion of the site.

When selecting a solution for improving resiliency at facilities, such as airports, utility and transit sites, there are many options to protect structures and equipment against potential flooding. Each case involves an evaluation of the several key factors such as: design flood parameters, the geography and geological conditions below the site, the facility, and the layout of buildings and equipment to be protected. Upon reviewing these conditions and conducting a cost analysis of various options, the most suitable approach to protecting a facility can be determined. This paper will compare the conditions at various New York City sites, and give detail to the solutions utilized at these sites to improve resiliency and protect each facility. Flood wall types varied as did the strategies for raising critical equipment, to meet the Federal Emergency Management Agency (FEMA) and American Society of Civil Engineers (ASCE) 7 guidelines. Due to granular soil conditions, some sites may experience soil seepage below the flood wall resulting in the need for underground cut off systems. The authors will also present detail regarding the solutions used to control seepage. Various cut off systems will be discussed such as grouting and sheeting, explaining the factors that may impact the choice of systems. Another consideration in flood resiliency is the potential for a buoyancy condition on basement slabs when localized flood barriers are employed on first floor doors and windows. The authors will discuss the potential impacts of this condition on facilities and methods to mitigate this issue. 1. INTRODUCTION New York City is an urban coastal Metropolis with varied geology and low land areas. This includes but is not limited to sandy soils at Coney Island and the John F. Kennedy Airport. Soft marshes are found near Flushing Queens and LaGuardia Airport. Heavy rains and coastal storms caused disruption to daily life and heavily affected the economy of this vibrant City. For instance, in lower Manhattan business was interrupted in the Financial District. Power outage was widespread; commuter trains and subways were stopped and put out of service. Additionally, numerous residential homes were damaged in Coastal Neighborhoods such as the Far Rockaways and Staten Island. 1.1. Superstorm Sandy Flood Statistics On October 29, 2012 Superstorm Sandy impacted numerous facilities in the New York City Metro area. The resulting damage cost New York City more than $42 billion in repair costs. $33 billion was allocated to repair housing and infrastructure, and $9 billion was allocated to protect transit systems1. One of the major issues that impacted the city in terms of its preparedness was the high flood surge. The surge surpassed the former base flood elevation and reached as high as 13.88 feet (above mean lower low water - MLLW) in Battery Park at 9:24pm that evening. Tottenville, Staten Island experienced more damage where the water was recorded at +16 (North America Vertical Datum of 1988 - NAVD88), which is equivalent to 18.7 feet above MLLW (see Fig. 1). Not only was the surge at record levels, the waves in New York Harbor were also at record level where some buoy stations recorded waves of up to 32.5 feet. The City released “A Stronger, More Resilient New York” in June 2013, a plan laid out to rebuild communities impacted by Sandy and improve the resiliency of the infrastructure and buildings in New York City. Figures below help to illustrate the extent of the inundation relative to the projects being discussed.

Few persons ever stop to consider how vital an influence minerals, and especially metals, have had upon human history, how they have affected the every-day life of the individual or how at different periods they have altered the course of nations and determined their progress. Students and writers of history have dealt very fully with political history and have given us a great deal of detail about the careers and policies of kings, parliaments and nations, but frequently have not touched the economic causes that have been the real forces influencing the development and carrying out of these policies. So far as minerals are concerned there is no single work from which one can get a concise and consecutive account of the growth in the use of minerals, nor of the diverse ways in which the. geographical distribution, the .search for, the development and the use of mineral resources have affected human progress from the beginning of man&apos;s history. The reason for this is quite plain, and when one takes a little time to think of it he begins to appreciate the magnitude of the job and he will realize that the story of minerals and mineral resources touches a tremendous range of human activity, not only of mining .and metallurgy, but the whole field of agricultural and industrial growth, of exploration and colonization, transportation and commerce, monetary system, commercial policy, in short, almost every phase of economic life.

The majority of zinc strip produced in the world today is cast on the Hazelett twiri-belt continuous casting machine. Ten of these machines are currently operating worldwide, and one machine is under construction for the People&apos;s Republic of China. The caster, which was first patented in 1947, was originally developed for aluminum and copper alloy casting. In the early 1960s, the design was expanded into zinc casting and within ten years the industry had essentially converted from casting and rolling ingots to twin-belt continuous casting with in-line rolling. The casting process employs two parallel, moving. water-cooled belts as the major mold surfaces. Together with two strings of side dam blocks, the design offers a four-sided moving mold which produces a continuous strip or bar. This paper will cover a bit of, the history, as well as the current technology surrounding this high production process for zinc strip production.

The mineral industry of Montana in 1963 used 36.5 billion gallons of new water, and reused or recirculated an additional 53.5 billion gallons for a total water requirement or usage of 90 billion gallons. The petroleum industry was the major water user, followed by the copper and zinc industries. Many mineral industry operators provide their own water, and new water is withdrawn largely from surface sources. At present, sufficient water is available in rivers, streams, and reservoirs in Montana; however, shortages do exist locally near mineral industry operations using large quantities of water. Some is supplied from sources up to 44 miles distant. New water withdrawn by the State of Montana mineral industry is expected to increase from 36.5 billion gallons in 1963 to 51.1 billion gallons by the year 2000. The total-water requirement is expected to more than double, or reach 182 billion gallons by the year 2000.

Sishen Iron Ore Mine is situated 280 km north-west of Kimberley in the Northern Cape Province of South Africa. The mine produces and sells high quality iron ore of various specifications to various national and international clients. The saleable product is derived from the blending and beneficiation of different types and qualities of hematite iron ore. This paper documents the new developments which were implemented (or are in the process of being implemented) on the mine in the long-term planning, medium-term planning, grade control and material tracking in the beneficiation plant with special attention being paid to the quality of the final, saleable product. The process starts with the long-term planning where the pit shell and pit optimization is determined by Whittle 4X. New developments include the introduction of a linear programming based scheduling system to enhance the long-term schedule generated by Whittle 4X. The LP route was decided on in order to take into account all the constraining factors of the final product that could not be configured in Whittle. To complement this the XPAC Auto Scheduler scheduling package was introduced to do the medium-term mine scheduling. This 18-month rolling plan includes cost parameters to enable the planner to extract a detailed operational budget from the scheduling while ensuring that production standards are maintained and grade constraints are met. The existing grade control system was enhanced with GPS capabilities and a computer system to do material tracking. The high precision GPS system introduced on the shovels allows for the accurate control of the loading procedures at the mining face. Because of the complicated geology and grade composition of blasting blocks it is imperative to accurately differentiate between different materials in the same blasting block and being able to excavate that with the loading equipment. The GPS system on the trucks allows for accurate location monitoring of dumping in order to keep track of specific material types. The state-of-the-art material tracking system developed for Sishen will enable the grade control officer to keep track and record various parameters of the material from its in situ position in the blasting blocks, through the crusher and onto different stockpiles, in various stages of the beneficiation process and onto the blending beds, into the dispatching trains and eventually into the ships for international distribution. These developments elevate the Sishen planning and grade control systems to a new level of service excellence from which management can obtain accurate and timely information on product status. It also enables Sishen to maximize resource utilization while still complying with the tough market constraints.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

The study refers to an area of about 70 km2, extended in the Italian Central Alps along the the San Giacomo Valley where different civil and mining works are present The regional geological setting is related to the Pennidic Nappe arrangement, characterized by the emplacement of sub-horizontal gneissic bodies resulting from the Mesoalpine isoclinalic folding of crystalline basements, emplaced throw East, and separated by matasedimentary cover units. The investigated geological rocks, belong to the ?Tambò?Unit, overlapped by its meta-sedimentary cover and by the ?Suretta? Unit. The tectonic contact gently dips to the E?NE. The valley, furrowed by the Liro Torrent, follows a N?S striking tectonic lineament, almost parallel to the nappe contact. A number of more then 70 sites, distributed in the studied area, were chosen and detailed structural and geomechanical field surveys were performed to characterize the rock masses, its intact rock and discontinuities. The procedure identifies the number of joint sets, their representative orientation, the set spacing, the type of movement, the amount of dilatation, the degree of alteration, the roughness coefficient, the presence and nature of infill. Rock mass quality indexes, such as the Rock Mass Rating (Bieniawski, 1989) or the Geological Strength Index (Hoek et al. 2002) have been evaluated in each surveyed site. The work is a contribute in assessing how the geometrical and geomechanical properties of the rock masses can be regarded as regionalized variables. The spatial distribution of these properties is a function of the geological and structural phenomena at which the rock masses have been subjected. The presented geostatistical analysis regards the spatial variation of the orientation of the most representative joint set.
