Any economic evaluation of a lead-zinc mining project requires the estimation of net revenue per tonne of concentrate at the "mine gate". The value at the mine gate equals the Net Smelter Return minus all realisation costs. The paper develops a simple predictive model for Net Smelter Return based on metal prices.

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. I WILL begin this presentation by citing the annual per capita use of copper in Canada. This is best calculated by taking refinery domestic sales, plus imports of the products of foreign fabricating mills (very little refinery copper is imported), and deducting the exports of Canadian mills. No attempt has been made to estimate the copper content of imports or exports of machinery, motors, etc., but the trade balance here is probably against Canada. In any event, we find that, though varying somewhat since the war, the estimated yearly per capita figure has reached a high of 18 pounds. This is practically on a par with the United States. The rest of the world uses an average of about 2 pounds per capita, yearly, though this includes some countries, such as Sweden, Germany and England, which consume much better than average quantities. It looks, therefore, as if the Canadian copper industry has not (as has been generally charged) been asleep after all.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. Application of depositional analysis concepts is becoming an ever-increasingly more important and more useable tool in exploration and development of coals in the Appalachian basin. Over the past decade, a rather large number of studies, papers, and publications have addressed various aspects of depositional environments of coals and, to some extent, applications to development. As would be expected as regards a subject so complex as Pennsylvanian sedimentation in the Appalachian basin, certain academic studies have produced conclusions at variance in some aspects to those of other studies. Overall, however, there has been a building- block progression and general refinement with time of understanding of the depositional settings and other factors controlling Appalachian coal distribution, quality, and other minability parameters. Most attempts to explain coal seam characteristics have revolved around a basic deltaic model. Some have attributed certain seam attributes to upper delta plain deposition, other attributes to transitional-lower delta plain settings, and yet others to lower delta plain environments, and so on. While these approaches have provided valuable insight into some general coal characteristics, they are somewhat incomplete and are, in a sense, too broad for specific mine-scale applications. Further, it is apparent that in order for widespread peat accumulation to occur, there must be a drastic decrease in the energy of the depositional system and amount of sediment being brought in, compared to the active deltaic and coastal processes responsible for deposition of the large volume of clastic sediments that dominate the Pennsylvanian system of the Appalachians. Consideration of this fact implies that peats (coals) may not necessarily reflect depositional settings that are directly coincident with those associated with adjacent rocks. Cecil and Englund (1985) address this point, and quite correctly state that "the primary controls on major stages of peat formation are allocyclic processes involving paleoclimate, eustatic changes in sea level, and tectonics." While this statement is inarguable, it does not negate the importance and usefulness of depositional analysis in predicting reserve characteristics that may impact mining and marketability.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

"VIBRONICS, INC. instrumented and monitored a residential structure for response to,blasting at aMidwestern surface coal operation. The residence was owned by the mining company and was extremely close to the operation. Blasting was conducted within 120 feet (36.5 meters) of the test structure. Up to seventeen (17), four (4)-channel seismographs were used during the monitoring period. The basement walls and floor were monitored. VIBRONICS, INC. also monitored a brick chimney in the basement and attic. Structural responses were then compared to outside vibration measurements taken in the soil near the foundation."

The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

This report is the second of a series of three that will evaluate, in order, the metallothermic, carbothermic, and electrolytic methods of magnesium production. The historical development of the carbothermic process is outlined. Production costs varying from 38.9 to 21.8 cents per pound of magnesium are estimated for different versions of the process. Additional suggested process modifications are listed. The technical and economic potential of the different versions are compared. Areas deemed most promising for future research on the process are delineated.

High and intermediate temperature fuel cells (FC) are power generators characterized by high efficiency and their use in cogeneration systems. The single fuel cells are connected in series by the use of interconnects to form a fuel cell stack. Ferritic stainless steels have been used in the making of high and intermediate temperature operation solid oxide fuel cells interconnects. However, at high temperatures, on the order of 700-8500C, these steels can present significant oxidation and degradation processes, promoting increased electrical resistivity and corrosion losses that result in contamination of the electrodes and reducing the performance and the useful life of the FC. Intensive R&D activities have been made to minimize these problems and the use of composite coatings on metallic substrate has been considered. This paper evaluates the use of coatings of copper and nickel, with particles of La2O3, Y2O3, CeO2, LaCrO3 and doped chromites applied on ferritic stainless steels AISI 430, AISI 441 and Crofer22APU produced by electrodeposition. The produced samples were evaluated by microscopy techniques, gravimetric analysis and by electrothermal characterization. The most significant results were obtained with chromites coatings (LaCrO3 pure, mono- and multiple-doped) showing the combination of the best features of metal coatings, substrates and ceramic particles with semiconductor properties.

PHYSICAL AND CLIMATIC DIVISIONS. PERU is divided into three regions-the coast, the sierra, or high mountainous region, and the a montana," or forest region of the Amazon basin. The Coast.-The coast is an arid region. No rain falls excepting in the extreme northern part, which borders the Gulf of Guayaquil. There is, however, a slight precipitation in the form of mist (garua), which occurs on the coast hills during the so-called winter months. The aridity of the coast is due principally to the antarctic or Humboldt ocean-current, which, being cold and having a temperature lower than that of the land, absorbs rather than produces vapors. The coast mists occur during the season when the land is relatively cold. Near the Gulf of Guayaquil the antarctic current diverges from the coast, so that in the Tumbes valley and adjacent country the conditions in the summer months are such as produce rains. In the remaining valleys of the coast, agriculture is made possible only by means of irrigation, and is accordingly very limited in extent, although rich and varied. In the northern and south-central portions of the coast, plains extend inland from the sea, while in the southern part there is a coastal plain separated from the Pacific by a range of coast hills. Between the northern and south-central plains, as well as between the south-central and southern, the foothills of the sierra descend to the seacoast. The Sierra.-The sierra embraces the high land dominated by the lofty cordilleras of the Andes. In the southern part of Peru there are two cordilleras, the western and the eastern, which enter from Chile and Bolivia respectively, and inclose between them the Titicaca Lake basin. To the north of Lake Titicaca these cordilleras unite in the knot of Vilcanota, south of Cuzco. The distribution of phosphate in Pliocene-Miocene deposits of the Southeastern United States was controlled by the prevailing geologic setting. For each basin a unique set of conditions in terms of relationship of land mass to shelf, depositional environment and seawater composition, and movement controlled phosphate distribution. Concentration sufficient to recognize the deposits as a resource occurred in lagoons or shallow neritic zones, with clastics and carbonates diluting the section basinward. Each deposit within a basin displays similar metallurgy and lithology, notwithstanding post-depositional alteration.

When a fire or explosion occurs in an underground coal mine, the atmosphere guickly becomes irrespirable. Highly irritant smoke and toxic levels of carbon monoxide and dioxide are produced, and consumption of oxygen by the fire or blast can reduce its concentration below that needed to support life. Work parties entering such a hazardous atmosphere for rescue or recovery operations are required to use, as their primary respiratory protection, a fully self-contained breathing apparatus of at least two hours duration. Apparatus used in this role has primarily been of the closed circuit rebreather type, using pressurized oxygen storage and chemical removal of expired carbon dioxide. Typically, commercial self-contained breathing devices for mine rescue have been heavy, bulky, and uncomfortable to use. The McCaa apparatus, long the industry standard, represented the best art available when it was First designed in 1926. It weighs 41 Ibs., protrudes about six inches above shoulder height, and provides breathing gas at temperatures up to 120° F. More recent designs, such as the Drager BG174A and Scott Rescue-Pak, using modern light weight materials and fabrication techniques have improved on all parameters of the McCaa to some extent. It was the intent of the Bureau of Mines, acting under the authority of the Coal Mine Health and Safety Act of 1969, to fund the development of a new self-contained breathing apparatus which would incorporate the best available technology and serve as a benchmark for future commercial designs, as the Bureau-sponsored McCaa had 45 years previously.

Advanced optimizing control of the fluidised bed zinc roaster has been in use for an extended period at Boliden Kokkola and the implications are seen as extended bed stability, increased throughput and far better on-line availability. The roaster furnace control system developed is based on a dynamic and predictive furnace model, with parameters determined experimentally at the site. The controller maximises the concentrate feed and keeps the furnace operational parameters inside limits given by raw material mix and equipment constraints. The products of a zinc roaster, calcine, sulphur dioxide and the side products, such as mercury, meet gradually more stringent requirements, in particular as to their assays and total recoveries in the process chain. The end users of sulphuric acid in northern Europe, among others in the pulp and paper industry, require mercury levels much less than the conventional 0.2-0.4 ppm Hg. Therefore, secondary de-mercurising circuits have been used over the last five years for further cleaning the SO2 stream allowing production acid grades with less than 0.08 ppm Hg.

Rock preconditioning in advance of mining was shown to be an effective means of rock-burst control based on the results of a field demonstration carried out on the 7700 level of the Hecla Mining Company's Star mine. Mining through the preconditioned zone was characterized by greatly reduced rates of released seismic energy and no bumping or rock bursting occurred within the preconditioned zone. Mining above the preconditioned zone was characterized by greatly increased rates of released seismic energy and rock bursting, particularly where the vein became very narrow in waste zones. This increased incidence of rock bursting points out the need for stope preconditioning to be carried out on an entire stope block basis. The data obtained from the monitoring of the mining above the preconditioned zone on the 7700 level will be extremely useful in evaluating any future stope block preconditioning experiments on the lower levels or the Star mine.

"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

The workshop on "Cyanide Effluents from Mineral Processing' was held on February 2-3, 1982, at the U.S. Bureau of Mines, Salt Lake City Research Center, Salt Lake City, Utah. The workshop was sponsored by the minerals industry, supporting industries, the National Science Foundation, and the U.S. Bureau of Mines through the Utah Mining and Mineral Resources Research Institute, College of Mines, University of Utah Prior to the workshop, a Working Paper was prepared and delivered to the participants. This paper was used as a guide during panel discussions and forms the basis for this proceedings document. The workshop focused on use of cyanide as it relates to the gold and silver mining industry and the froth flotation processes employed by mineral mining companies. Its intent was to discuss "state of the art" technology and provide information pertinent to cyanide use in the minerals industry. No attempt was made to advocate regulatory limits or set policy governing the use of cyanide. The principal topics of discussion included- (1) the chemistry and use of cyanides; (2) control and treatment of cyanide mining wastes; (3) toxicity of mining wastes; (4) fate of cyanide in the environment; and (5) the analytical chemistry of cyanide.
