Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

A nuclear method was developed for continuously and automatically deter-mining the moisture content of coal flowing through a bin. Fast neutrons from a 1 curie americium-beryllium source penetrate the coal, are thermalized (slowed down) by hydrogen in the moisture, and are counted by a thermal neutron detector. The difference between the number of these thermal neutrons and those thermalized by dry coal (in a reference drum) is a measure of the moisture content of the coal. A materials handling system was developed and in tests at a commercial coal preparation plant, moisture in coal was monitored continuously within 0.2 percent of values determined by conventional means. The meter responded rapidly to change in moisture content, making it adaptable to automatic process control, and was operated for 1 year without malfunction or recalibration. Shielding of the source by the coal kept the neutron flux level at the bin wall less than 1 milliroentgen per hour, a safe level for personnel.

Three properties in the Tuolumne River RARE II area, the Eagle Bluff Mine (lode) and the Indian Creek Bar and Bossy Bar Prospects (placer), have identified subeconomic gold resources (table 1). Nineteen other properties have potential for gold resources. Adjacent to the study area, five properties have identified mineral resources, and nine others have potential for resources. Properties having high-grade zones (shoots), but licking enough tonnage to be classified as resources, are listed in table 2. Gold, in lode and placer deposits, is the principal mineral commodity in the Toluene River study area. Ten properties within the RARE II boundary have gold-rich zones or shoots; they range in size from 12 to 2,500 tons and in average grade from 0.09 to 0.97 oz gold per ton.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

A series of pile load tests (maintained load tests, constant rate of penetration tests at different rates, and statnamic tests) was carried out on an instrumented model pile installed in clay beds prepared by consolidation of a slurry in a calibration chamber. The total load, shaft resistance and end bearing during the pile load tests were investigated. Following this, alternative methods of deriving the static load-settlement curve from a Statnamic test in clay taking into account damping effects have been proposed. These methods have then been used to interpret a statnamic test on a full size instrumented pile installed in a stiff glacial till.

The effect of polyelectrolyte flocculants on the de-watering of a tailing suspension of very fine clay was investigated.Sedimentation and filtration experiments were carried out in the labqratory to characterise the de-watering properties of the tailing. The results were used to calculate the effect of flocculant additions on the drainage and vaporation components of the de-watering of a clay suspension ponded on to a sand drainage bed.A flocculant increased the drainage rate, but decreased the volume of water that could be removed by drainage leaving more water to be lost by evaporation.The sorptivity values measured in the laboratory were used in the de-watering equation previously established for the tailing to estimate the effect of flocculant additions on the time required to de-water the suspension from 18.2 to 60 per cent solids w/w. The calculated de-watering times were found to increase or decrease depending on the volume of water removed by drainage and the prevailing evaporation rate.

A number of challenges face platinum concentrator plant operators. These challenges include the increase in operating costs, the increase in smelter cost for the processing of concentrate, the shortage and cost of power, and the tightening of specifications on concentrate quality by the toll-smelting operations. Over the years the focus has moved from extracting the platinum group metals (PGM) from the Merensky Reef to the UG2 reef. This has a number of advantages, including the higher ?basket price? for UG2 concentrate, reduced mining cost per unit volume as a result of the higher density of UG2, and the reduction in overall concentrate tonnage to be smelted. In many cases the Merensky ore has been fully exploited and it makes sense for the focus to shift to the UG2 ore that can be accessed through the Merensky shaft infrastructure. The presence of relatively high levels of chromite in UG2 concentrate is, however, a major disadvantage due to the problems associated with smelting such a concentrate in conventional submerged arc furnaces. In addition to increasing the specification on the minimum PGM grade of concentrates, smelters have had to impose strict specifications on the levels of chromite in the concentrate. The threat of high penalties has forced concentrators to change their modus operandi, often resulting in a significant loss in recovery. The final concentrate grades and PGM recoveries are shown to vary significantly throughout the industry. The reasons for this include varying ore mineralogy and different operating philosophies. This would therefore imply that the opportunity exists to optimize the operations by considering fundamental aspects such as the PGM mineralogy and the application of appropriate technologies. By returning to the fundamentals of flotation and applying the findings of detailed process reviews, it has been possible to increase the concentrate PGM grade, reduce the concentrate chromite grade, and in some cases increase the recovery of PGM to concentrate. This paper presents case studies where this approach has been used to successfully optimize concentrator performance, resulting in lower operating cost and higher PGM production. "THE TOWN OF Salmo, rail centre for the Salmo lead-zinc mining district, is in southeastern British Columbia 26 miles by road east of Trail an about the same distance south of Nelson. The belt in which the mines occur is a few miles east of Salmo and extends about 6 miles north of the town and 17 miles south and southwest to the International Boundary. The belt includes the H. B. mine of The Consolidated Mining and Smelting Company of Canada, Limited, the Jersey mine of Canadian Exploration Limited, the Reeves MacDonald mine, and the Jack Pot property of New Jersey Zinc Explorations Limited.Since 1949, the Jersey and Reeves MacDonald mines have produced most of the lead and zinc in the district. From 1949 through 1954 these two mines together produced a total of 233,134 ounces of silver, 87,659,399 pounds of lead, 215,708,856 pounds of zinc and 475,397 pounds of cadmium. This amounts to more than 80 per cent of the total production of lead and 95 per cent of the total production of zinc from the district since the first recorded production in 1906. Reserves at the largest properties amount to several million tons of ore containing 4 to 7 per cent combined lead and zinc. Several prospects are potential producers.Regional StructureThe main structural units in the Salmo area are outlined in Figure I, and the major rock units of the stratigraphic column are listed in the following table. The lead and zinc deposits are replacements in a highly deformed limestone formation near the base of the Laib group, and all mineralized zones are on the south and east side of structural unit 2 (see Figure I)."

The objectives of the research were to determine whether a model health and safety program could be defined in terms which would enable its application to mines of all types, and, if such a model program could be defined to determine through evaluations in two mining companies whether it would achieve measurable improvements. This volume describes the model, how it was applied in the field, and how it was evaluated. Anecdotal data to illustrate common kinds of safety problems and their solutions are included. The literature and field research that preceded the model definition is discussed in Vol. 2, which covers the period of September, 1980 to September, 1981.

Explosive blasting is a widely used method for rock breaking, recognized for its energy efficiency and cost-effectiveness. Despite its advantages, the efficiency of blast energy can vary significantly between different blasts. This paper introduces a new blast efficiency index to assess the energy efficiency of rock blasting, incorporating factors such as explosive consumption, the energy required for fragment surface generation (based on fragment size distribution), and the strength reduction of rock fragments due to blasting. Several examples presented in this paper demonstrate the calculation of the blast efficiency index using data from the literature. The findings indicate that blasting may be the most efficient method for rock breaking compared with direct mechanical techniques of rock breaking used for excavation. On the other hand, blasting is much less efficient compared with the controlled fracturing, such as the cleavage and fracture toughness testing, which highlights the significant potential to further enhance the efficiency of explosive energy usage for rock fragmentation during blasting. The proposed blast efficiency index can be integrated with advanced blast modeling techniques to optimize blast designs, thereby increasing the effective utilization of explosive energy for rock fragmentation and fragment strength reduction.

"SYNOPSISRecent developments in the use of the Bartles-Mozley table and the Bartles CTS screen are described for the gravity preconcentration of fine heavy mineral and metal particles present in low grade pulps. The B-M table is a relatively new device used for the recovery of particles of up to 100 micron size down to 5 microns or in the case of gold and platinum, down to 1 micron. The CTS screen is a wet screening device used for feed preparation ahead of the Bartles-Mozley table and will size effectively down to about 300 mesh. Results and operating data for a number of different materials are given including outline flowsheets; the effects of the major variables on the performance of the table are briefly discussed. The potential of the B-M table to treat a variety of different ores, coal, tailings, and waste products are considered. The utilization of the B-M table in association with other unit processes to improve overall results as well as to improve the economics of design and performance of plants are also mentioned.INTRODUCTIONA number of new gravity concentration devices have been developed in recent years for the recovery of fine heavy mineral and metal particles but for reasons which include low capacity, high capital or operating costs, competition from other and better processes, the absence of simplicity or reliability in operation etc., only a few which include the Bartles-Mozley table, have been proved to be of commercial application.The name of the machine is derived from the inventors name, Richard Mozley, who developed the B-M table at the University of Bristol in England. The table was subsequently taken up and patented, world-wide, by the National Research Development Corporation a British government agency. An exclusive license to manufacture the table was granted by NRDC to Bartles (Carn Brea) Ltd. in Cornwall, England."

Each potential oil sands developer deals with the question of optional sources of raw water to supply large water demands that range from 50 to 80 million cubic metres per year for each of six existing and planned developments. The Athabasca River currently supplies nearly all of the water to the existing mines via conventional bank intakes, which has resulted in some concern over the effects of reduced river flows. This paper describes the various water supply options, and the likely scenario for future oil sands water supply projects. Various water supply options have been suggested including Athabasca River water via infiltration galleries, groundwater, combined Athabasca River water and alluvial groundwater using wells (i.e. bank filtration systems), diversion of tributary rivers, utilization of large lakes in the region and pumping from other large rivers in the region. Investigations show that the size of river catchment needed to support raw water usage by a typical oil sands mines exceeds 5,000 km2 eliminating all tributary rivers that are located in the oil sands region except those rivers with large drainage areas like Firebag and MacKay Rivers. Lakes cannot be used as a source of supply due to large water deficits for smaller lakes and the large cost of sourcing water from a lake as large as Lake Athabasca. A groundwater source alone would not likely meet the large water demands. River intakes on the Athabasca River will likely continue to be the most practical water supply option for oil sands mines north of Fort McMurray, although various types of Athabasca River intakes are possible. Existing intake systems include screened riverbank intakes, forebay intakes, and river bottom intakes. Infiltration galleries are not feasible for most sites, though some bank-filtration-type systems using high capacity wells may be an option if there is sufficient thickness of high-permeability alluvium at a suitable location in the Athabasca River valley.

The existence of quarries near or even within the boundaries of urban centres is the cause of many environmental problems, despite their significant contribution to the cities’ development. Hence, the question arises as to how quarrying activities can be compromised within the spirit of sustainable development in big cities. In the case of Athens, two dominant, though opposite opinions have been formed. The first argues that all quarries must be forced to suspend their activities as soon as possible; the second presses for the continuation of quarrying. Consequently, the question is transposed on the dilemma between improved environmental conditions and economic development. This paper demonstrates that if a complete redesign is employed to specific, nonvisible quarrying sites, the continuation of quarrying activities is acceptable. It is a good compromise between the economical demand and environmental protection.

The Bureau of Mines studied methods for recovering unreacted titanium minerals and petroleum coke from titanium chlorination plant wastes prior to neutralization treatment with lime. The objective was to recover valuable raw materials and to reduce the amount of waste materials that must be treated for disposal. Samples of solid wastes were physically beneficiated by gravity concentration (tabling) to recover titanium minerals containing 69.0 to 92.4 wt-pct Ti02 and by selective carbon flotation to recover petroleum coke containing 94.0 to 96.8 wt-pct C. Laboratory data indicate that the recovered titanium mineral would decrease the amount of solid waste to be disposed of from 32.8 to 53.9 wt-pct. The recovery of coke would further decrease the amount by additional 32.9 wt-pct. Preliminary tests conducted on recovering vanadium, chromium, and columbium from liquors obtained by leaching chlorination residues also have shown that (1) 97 pct of the vanadium was extracted from leach liquors in a two-stage solvent ex-traction procedure and (2) 58 pct of the columbium and 40 pct of the chromium were separated from the leach liquors by an ion exchange technique using a strong acid resin.
