The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. The South African mines health and safety regulations require that mine management establish a quality management system for rock support material. Quality control of resin capsules used as a support medium in South Africa is specified under SA National Standards No 1534. Experience has shown that this specification, while addressing the chemical and physical aspects of the products, but does not address the required performance criteria. In order to address this shortcoming, the industry has put a lot of emphasis on short encapsulation pull tests, performed insitu, in the underground workings of the mine. This is also fraught with many shortcomings, particularly as regards site availability, cost and repeatability of results. To try and address these issues, the Department of Mechanical and Aeronautical Engineering at Pretoria University were approached to develop equipment and machinery that could produce reliable, repeatable results in a laboratory environment which reasonably simulates installation practice underground. The test method is based on the ASTM F432-95 Strength Index test, but modified to use push test rather than pull tests. The paper describes development of the test method and the preliminary results and findings of the work.

With the exhaustion of orebodies close to the main haulage shaft of the Emperor mine, an increased rate of development, aimed at earlier investigation of values disclosed by exploration drill holes has been attained with an overall reduction in unit costs.This paper describes the techniques used in rates of advance up to and exceeding 1,000 ft per 28-day period.

The Rosia Montana gold deposit is located within the æGolden QuadrilateralÆ area in the Apuseni Mountains of Transylvania, Romania. The deposit is situated approximately 85 kilometres north of the regional centre of Deva, within the province of Alba, at elevations of up to 1100 metres above sea level. The Rosia Montana deposit contains a current resource of 344.07 million tonnes at an average grade of 1.3 grams per tonne (g/t) gold (Au) and 6.0 g/t silver (Ag) for a total (measured, indicated and inferred) contained resource of 14.29 million ounces of gold and 67.00 million ounces of silver. The resource was calculated using a 0.6g/t Au cut-off, a 10 x 10 x 10 metre block size and multiple indicator kriging. The low sulfidation style epithermal mineralisation at Rosia Montana is hosted within Tertiary age dacite intrusions and related vent breccias. Mineralisation is generally disseminated and associated with silica, adularia, illite, pyrite and carbonate alteration of host rocks, with minor late carbonate-base metal veins. Precipitation of precious metals is generally considered to have occurred as a result of over-pressurization, boiling and subsequent brecciation. The dacite intrusions are hosted in Cretaceous shallow marine and deltaic shales and slates, which overlie older Paleozoic sedimentary and metamorphic rocks within uplifted sections of oceanic sea floor.

Over half of the molten aluminium produced at the 52,000 tons/ year eapacity plant operated by Comalco Aluminium (Bell Bay) Limited in Tasmania is cast into saleable produets by the direct chill process. Considering the importance of direct chill casting to the aluminium industry it is surprising that so little published literature on the subject is available, although Easton (1947), Smart (1954), and Uppert (1940, 1944, 1945) have contributed much toward lifting the veil of secrecy surrounding the process.The direct chill, or D.C. process as it is commonly called when related to aluminium, consists basically of feeding molten aluminium or its alloys into; water-cooled mould from the bottom of which solid aluminium is continuously extracted. Although the casting procedure is continuous in principle, the equipment is normally operated in an intermittent manner. Castings up to 20 ft long are formed during a cycle. At the end of the cycle casting is stopped and the pit into which thc castings are dropped is cleared before a new cycle commences. Depending on the size of the casting in relation to the cross sectional area of the pit and the support mechanism (commonly a hydraulic ram), 'drops' of up to 15 tons are not uncommon. This method of D.C. casting IS termed vertical D.C. casting and is the one most commonly employed in the aluminium industry.Horizontal casting has come more to the fore in recent years with the casting being extracted from the mould in the horizontal plane and is a truly continuous casting method since flying saws can be simply used to cut the continuously cast shape into required lengths as it emerges from the mould...

Bulk ore tailings from the Macraes gold mine gold extraction process are stored in a large (ca 0.6 km2, 80 m deep) mixed tailings impoundment whose pH is maintained near 8 by natural rock neutralizing capacity. The mixed tailings will be stored in this impoundment in perpetuity after mining ceases. Confidence in the long term environmental stability of these tailings can be gained from examination of mineralogically and chemically similar geological situations in the immediate vicinity. A sequence, typically about 5 m thick, of sands and gravels derived from the Macraes mineralized zone 12 000 to 28 000 years ago contains rounded detrital sulphide mineral grains which are unoxidized despite close proximity to the surface and occasional incursion of oxygenated waters. Saturating water pH is currently 7-8. Sands with 0.2 to 0.8 wt % organic carbon host sulphate-reducing bacteria (SRB), and localized cementation by authigenic framboidal pyrite has occurred. Comparison of the 28 000 year-old sediments with the modem tailings suggests that similar chemistry will prevail, possibly with deposition of authigenic pyrite in the tailings, in the long term. As long as the present slightly anoxic and circumneutral pH environmental conditions are maintained in the mixed tailings dam, sulphide decomposition and acidification are unlikely. These sediments provide a plausible geological analogue for long-term benign storage of the mixed tailings impoundment.

Particle beneficiation tests are often conducted to determine how the recovery of a key component of a particle mixture varies with overall product yield, i.e., the separation curve. The results can be misleading when an attempt is made to determine the effect of feed grade by comparing separation curves representing different feed grades or key component concentrations. This is a shortcoming of the conventional recovery versus yield diagram, which may not appear to be affected by feed concentration. To overcome this shortcoming, a method is presented for transforming and normalizing the recovery and yield coordinates so that the separation curves representing dif-ferent feed concentrations are directly comparable.

The objective of this contract is to design, build, surface test, and evaluate a breadboard prototype of the Variable Wall Mining System so that data are available for the design of a production machine. The Variable Wall Mining System (VWMS) consists of a series of side cutting augers, connected end to end, and distributed across a panel. Supplying rotary power at the end of the string and anchorage from conventional longwall roof supports, the augers are sequentially thrust into the face and then lifted to the roof to extract the coal in a continuous manner. The augers not only cut but also transport the coal. The effort described in this report summarizes the operation characteristics of the VWMS, the design methodology used to develop various working models, the surface testing of a ½ -scale version of the VWMS, prediction of power requirements and performance potential of a full-scale system, and a critique of the VWMS concept, conclusions, and recommendations.

"The Kemess Mine, a major producer of gold and copper, is located in north-central British Columbia. Kemess was brought into production in May 1998 by Royal Oak Mines. On February 11, 2000 Northgate Exploration Limited acquired Kemess Mine from receivership. Since acquisition in 2000 Kemess has seen many accomplishments, including the reduction of costs by 40%.One of the largest site capital costs was the construction of the tailings storage facility dam, which when finished will be one of the largest earth filled dam structures of its type. The existing construction design by AMEC called for a kilometer wide rock dam to be built from the 1350 M elevation to the 1504 M elevation at a 5.5:1 slope by hauling over 30 million tonnes of non-acid generating waste rock 7-kilometers from the open pit to the tailings dam, which was highly expensive.Kemess realized an opportunity for cost reduction was possible if the dam could be built from suitable quality tailings sand; however the sand did not meet the neutralizing potential ratio specifications. It was determined that cycloning combined with flotation to reduce pyrite concentration in the sand would produce a non-acid generating product for dam construction. The sand plant design challenges were to remove the sulphides from the tailings to obtain an NPR greater than 2:1 and provide a consistent sand product for the construction with a fines content of less than 15% passing 200 mesh. After a 2-year testing design and construction period, the sand plant was successfully started at the end 2002 resulting in higher than expected sand quality and production rates.This paper describes the plant design phase, commissioning, and operation of the tailings sand plant for construction of the tailing storage facility dam to enable us to meet all the engineering and regulatory requirements. The many challenges faced were successfully met using several innovative designs. The operational, economic, and environmental benefits are detailed."

Coal cleat and faulting influence failure, gas release, and choice of preferred mining directions, locations, and sequences. Unfortunately soil and younger rock cover restrict direct mapping of these structures ahead of mining operations. Aerial photographs of cover contain indirect indications of concealed structures in arrays of linear photostructures. These arrays are commonly too complex for interpretation by simple visual inspection.Analytical techniques applicable to complex arrays are illustrated for a covered part of the Galilee Coal Basin, Queensland. These techniques are: optical determination of sets in arrays of photostructures; correlation of these sets with sub-surface structures; filtering of m-rays for particular sets; detection of anomalies associated with concealed structures in the density distributions of particular sets; fitting filtered arrays to trajectories; correlation of trajectories with the regional directional variations of concealed structures; contouring of ratios of sets to discriminate anomalies associated with concealed fractures and variations in the total and bed thicknesses of cover; kinematic and dynamic inference on the basis of fracture-trace angular and spatial relationships.

Our objective was to develop a transfer function model of phosphate heap leaching for design, optimization and control. The procedure included analysis of time-lapse photography of a laboratory heap. Our experimental results confirm the predicted system transfer function kinetics. Our conclusion was that the transfer function and z transform that we have developed will allow us to control flow rate and pH online.

Usualmente, la minera Atacocha está expuesta a grandes precipitaciones pluviales durante una larga temporada húmeda. Por lo que es necesario eliminar gran parte del agua colectada por las lluvias a través de las plantas de tratamiento de aguas de exceso que garanticen los contenidos metálicos por debajo de los limites máximos permisibles. En ese sentido, el presente texto describe la aplicación de un modelo matemático para comprender, manejar y optimizar las diferentes variables que afectan al proceso del tratamiento. El modelo está basado en los fenómenos de transporte de solución a través de la pila y la cinética de cianuración de los metales contenidos en el mineral, el cual permitirá simular los cambios en los parámetros operacionales y metalúrgicos como diferentes tipos de mineral, flujos entre plantas Merrill Crowe y CIC, un mejor tratamiento de excesos de agua para minimizar su efecto en la producción de oro y el manejo óptimo de soluciones y predicciones a futuro de producción de oro.

With the steady increase of molybdenum demand worldwide and the favorable molybdenum market, many technological innovations on both process and equipment have been developed and applied in many modern molybdenum plants around the world. This paper introduces the most commonly used molybdenum flotation flowsheet, together with the introduction of the flotation chemistry. Many different types of flotation cells are used in modern moly plants, and each type of flotation cell has its own unique advantages suited for particular ore and process conditions. RESEARCH strengthened the position of cesium as the preferred material (commonly but erroneously called "fuel") for ionic propulsion engines. Its use as an element of the plasma thermocouple for generating electricity also seemed more likely. Domestic Production.-No domestic ore of cesium and rubidium was produced. San Antonio Chemicals, Inc., San Antonio, Tex., and Maywood Chemical Works, Maywood, N.J., continued to produce cesium and rubidium compounds including carbonate, chromate, hydroxide, nitrate, sulfate, and all four halides. Rocky Mountain Research, Inc., Denver, Colo., began producing various cesium and rubidium salts. American Potash & Chemical Corp., Los Angeles, Calif., offered cesium and rubidium for sale.

Analytical predictions of the rate and magnitude of settlement of deposited oil sands tailings slurries generally overestimate how fast pore pressures will dissipate. Field deposits of nonsegregating tailings to mature fine tailings show continued high pore pressures near the surface which impede surface reclamation. In geotechnical analyses which predict the consolidation behavior of soft soils a finite strain theory is used. Effective stress-void ratio and void ratio-hydraulic conductivity relationships determined from laboratory large strain consolidation tests, are used in the finite strain predictions. This theory, however, cannot predict the full range of sedimentation, consolidation and pore pressure dissipation which occurs in large scale deposits of thixotropic tailings slurries. A new large strain consolidation model which assumes that the creep rate of the slurry exceeds the pore pressure dissipation rate is being investigated. This model is relevant for rapidly deposited, low permeability thixotropic slurries where the upwards drainage path increases by several meters a year, such as, in oil sand fine tailings ponds and nonsegregating tailings deposits. The model will be verified by analyzing the 10m high column of fine tailings at the University of Alberta which has been monitored for over 20 years and in which the excess pore pressures are still very high.

Of the world's total production of gold the largest proportion comes from the more regularly consistent ore bodies, but in the aggregate an important part comes from those which are often irregular, uncertain and small. These smaller ore bodies are often high in grade and, as the capital required to work them is not large, they appeal to people seeking a quick and profitable return for a small outlay.These small mining concerns cannot afford detailed geological and petrological investigations and mapping, so they are very often dependent on local knowledge and experience which admittedly may be of really great value.Nevertheless the absence of skilled guidance may not only cause good opportunities for intelligent exploration to be lost, but discourage the seach for other ore bodies.lVIining engineers in the course of their travels in the examination of mines often come across such cases and also others where problems of finding lost ore bodies have been solved by the man on the spot. As records of cases are valuable and useful additions to the knowledge of ore occurrences, the writer now proposes to describe one such case coming under his observation in recent years.It is that of a small mine, known as the Idaho, at the southern end of the famous "Golden Mile" at Kalgoorlie (see Fig. 1). This mine has been a small and very erratic producer ever since it was abandoned by an English company which owned it forty years ago. 1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

The increasing need for alternative energy sources as well as the less clearly perceived but equally increasing demand for non-fuel minerals has resulted in extensive exploitation of near surface deposits. Many such deposits have depleted reserves and mining corporations are increasingly turning their attention to deposits, with thicker overburden, less competent materials, steeper dips and more complex structure. These deposits pose mine layout, geotechnical and equipment problems as well as the need for large outputs to achieve economies of scale. For the extension of the Paper Mill of Parenco in Renkum, the Netherlands, the application of a pile foundation was required. The demands for this pile foundation were very explicit a vibration free and soil displacing pile systems with low allowable settlement. Another important aspect was the total amount of piles (originally over 1600 auger piles) which had to be executed within 3 months, in very difficult and unhomogeneous soil. Based upon these conditions the Tubex Grout Injection Pile was chosen to be used for this project. This system involves the drilling of a steel tube with a conical pile shoe while grout is injected at the point simultaneously, creating a mixed-in-place layer around the tube. INTRODUCTION After extensive marketing, the board of directors of Parenco, decided to a large extension of the production capacity of its paper mill by building a new production building called Paper Mill 1 or PM-1. The new PM-1 extension had to be constructed beside the existing PM-2 because of limited terrain. The site is located right between the Rhine river and Renkum, approximately 15 kilometers (10 miles) west from Arnhem (see figure 1). The construction involved the building of the PM-1 extension of approximately 250 meters (820 ft.) long by 40-60 metres wide (130-200 ft.). The main structure was to be constructed of precast concrete beams and columns.
