"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."

This paper presents a virtual prototype for the stress analysis of cable shovel components based on combination of flexible and rigid body approach. The general mechanical system of the cable shovel is modeled as a multi-body system with rigid and flexible bodies. The relevant theories applied for the dynamic model are described in terms of Lagrangian multi-body dynamics and finite element method. A virtual prototype of the cable shovel is built in the Automatic Dynamic Analysis Mechanical System (ADAMS) environment, which allows visualizing the motion of general mechanical system and analyzing the dynamic stress of structural components of the cable shovel. An example is given to perform dynamic stress of durability analysis for the boom and handle. Attention of this study is devoted to the mechanisms of damage of the cable shovel and also the critical high stress areas. Nodular-graphite cast iron (GGG) is a material similar to steel, and one which exhibits excellent properties, in particular for components exposed to pressure. GGG cast iron has been used in many cases when sinking mine shafts with conventional tubbing. With linings made of cast iron tubbings (the backfill concrete is not integrated into the calculations, and merely serves as bedding) the properties of the cast iron can be made full use of, provided the tubbing is made to the appropriate cross-section. Calculations have shown that better static values can be arrived at when using cross-sections other than those of tubbings made to conventional German standard. The cross-sectional design of the new types of shaft lining made from GGG is to be developed on these lines irrespective of the cast iron structure being only stressed component or its restistance function being combined with the one of concrete. GGG 50 is used for the first time to make the reinforcing inner liner of a main shaft currently sunk in Germany. The physical properties of nodular-graphite cast iron, strength and deformability, suggest that, in the future, its application will not be restricted to shaft support but also in tunneling. New moulding techniques with better three-dimensional modelling resulted in new tubbing designs as installed e.g. for the Hannover underground at present. Shield-driven tunnels have to withstand earth and water pressure, apart from axial machine loads. In this field time is money as well. Therefore easy handling and quick installation are necessary for successful, use. Last but not least, safety is of first-order importance for work in shaft sinking and tunneling. Cast iron lining systems, accordingly, are adequate systems, in particular for excavations underneath water for transport systems and for goods and passengers.

Costs of complex/underground projects have been consistently underestimated and delivery on time and on budget has been problematic. This has been attributed, to inadequate cost estimates and unidentified and/or insufficiently managed risk. Use of probabilistic cost estimates like the Washington State Department of Transportation?s CEVP® process (developed by the author and others) has produced more realistic cost estimates, explicitly identified and quantified risk (as input to risk management plans) and early awareness of key project issues. This paper updates previous work (NAT 2004), adds implementation detail for probalistic cost estimating as used by WSDOT, FHWA and other agencies and will address key issues in risk management, as related to probalistic cost estimates.

In mid-1991, the design/build contractor set to work on the Pergau HEP in a remote corner of Malaysia, armed with only a slim volume of conceptual drawings. The next five years saw roads, power lines, buildings, dams, and over 30 kilometers of tunnel constructed, followed by two years of E&M installation and commissioning. Along the way, the project overcame geothermal groundwater, faults, land disputes, monsoon rains, marauding tigers, and those most fearsome of foes, politicians and the press. This paper is a testament to the ingenuity, commitment, and persistence of the construction industry professionals who brought this massive project to fruition.

"The Soudan Mine was Minnesota’s first iron mine, operating from 1882 to 1962. The mine was donated to the State of Minnesota in 1963 and became a state park in 1965. The mine discharge contains elevated copper and cobalt concentrations and has been treated with an ion-exchange-resin-based system since 2009. The system includes flow equalization tanks, bag and cartridge filters, a carbon tank and two commercial ion exchange tanks. Although effective, the system’s high cost, inefficient removal of suspended material and substantial maintenance have been ongoing and troublesome issues.In November 2012, we initiated a pilot test using a peat-based sorption media. This media is produced from raw reed-sedge peat through a patented, low-temperature carbonization process that produces a hardened granular sorption material. The granules are uniform, have high hydraulic conductivity and maintain the high metal affinity of natural peat.Mine water was pumped through the peat-based sorption media without any pretreatment. Copper input concentrations typically ranged from 30 to 60 µg/L but increased to a high of 364 µg/L in the summer of 2013. Since startup, more than 60 million L (16 million gal or 32,000 bed volumes) have been treated, with average removal rates of 75 percent for particulate copper and 60 percent for dissolved copper. Backwash is required at about 4,000 bed volumes, but with a combination of air sparging and high-flow backwash, the suspended material is removedfrom the media.One tank of the peat-based sorption media was found to remove copper similarly to the first four components of the existing system. By reducing size and complexity, reductions in operation and maintenance costs are possible. A comparison of the estimated costs indicate that replacing the four initial components with the single media tank has the potential to reduce annual operating costs by more than half from around $163,000 to $70,000."

Refractory gold ores are those from which a significant percentage of the gold cannot be recovered by conventional cyanidation. Historically, roasting has been the primary method for rendering such ores amenable to gold extraction; however, roasting creates environmental problems that are not acceptable in many locations. During the 1980s, consistently strong gold prices drew increasing attention to refractory gold ores, and new processing schemes were commercialized, most prominently aqueous pressure oxidation and more recently bacterial oxidation. Since 1985, pressure oxidation has been incorporated into four plants processing refractory gold ores. A fifth plant is scheduled for start-up in early 1990, and three additional plants are scheduled for production before late 1992. A technical session on treatment of refractory ores was included in the program of `World Gold '89, a Gold Forum on Technology and Practices' held by SME and the AusIMM in Reno, NV, Nov. 5-8, 1989. This article summarizes material from five of the papers presented during the refractory gold session and published in the proceedings of `World Gold '89,' edited by Roshan Bhappu and Rod Harden. Large diesel engines provide the mining industry the substantial power and torque needed to move large amounts of material efficiently. But the stresses generated by such power and torque necessitate complex maintenance programs to ensure the utmost operating capabilities are not compromised. Of all its available sensors, the Exhaust Temperature differential between the right and left banks can provide the most valuable indicator of the overall operating condition and potential degradation of a large diesel engine. BHP Billiton Escondida Mining has implemented real-time remote monitoring, diagnostics, reporting, and tracking of Exhaust Temperature differential using Modular® technology. As a result of the processes and procedures put into place surrounding their MineCare maintenance management system, Escondida has proactively replaced over 300 injectors, resulting in an increase of 4% in Engine availability.

The Second Avenue Subway is a $16.8 billion project planned by the Metropolitan Transportation Authority (MTA) in New York City. It will reduce overcrowding and delays on the Lexington Avenue Line, improving travel for both city and suburban commuters, and improving access to mass transit for residents of the East Side of Manhattan. The project is a new, two-track, 13.5 km (8.5 mile) subway extending from Lexington Avenue at 125th Street in Harlem on the north end of Manhattan, to Water Street at Hanover Square in Lower Manhattan. The first phase of construction includes rock tunnels from 92nd Street to 62nd Street and connection to the existing 63rd Street station, three new stations, and track and systems from 105th Street to 63rd Street, allowing service between 96th Street and Brooklyn via an existing Broadway Line. The following describes the Project in detail, discusses the construction challenges addressed in the design, and the initial design/build contract to be awarded in 2005. A discussion of the planned mined construction of two rock caverns and a cut-and-cover station construction are also included.

The stress of a coal seam is an important factor that affects the permeability of the coal seam and then affects the coalbed methane (CBM) drainage. In China, adjacent coal seam mining is an important method to reduce stress, which increases the permeability of the coal seam. However, in the process of mining adjacent coal seams, many coal pillars remain, which causes stress concentrations and results in a decrease in permeability. Therefore, it is important to study the influence of coal pillars on the stress of adjacent layers and its distribution and evolution in the floor rock. This paper took the Shendong Baode Coal Mine as a case study and investigated the influence of the coal pillar on the stress and permeability of coal seam #11. The results show that under a coal pillar, the relationship between the vertical stress of different floor depths and the width of the coal pillar can be divided into a negative correlation zone, transition zone, and positive correlation zone. The change in the coal pillar width does not affect the pressure relief range or the degree of pressure relief in the adjacent coal seams below the goaf. The field measurements show that after the mining of panel #81,505, the permeability coefficient of coal seam #11 under the goaf increased from 0.1434 to 26.3545 m2/( MPa2*d), increasing 182.7 times, and the drainage mixing volume of boreholes #1 and #2 increased from 1.24 to 1.52 m3/ min. While the permeability coefficient of coal seam #11 from 12.5 m in the coal pillar has only increased by 2.6 times, the drainage volume of boreholes #3 and #4 did not change significantly.

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. This paper highlights some of these limitations and provides selection criteria for a new organic coating developed for one such difficult application, DSI?s Omega BoltPTM Pwhich is an expandable ground support. The IVAR Project is Norway's largest sewer project presently under construction. One part of it is an 8.1 km (26 575 ft) long, 3.5 m (11 ft 6 in.) diam tunnel, bored in one year. The tunneling project has been running smoothly; however, not everything has been easy. A few of its features are highlighted in this paper: The use of 9 0 (12 cu yd) muck cars on a double track back-up in such a comparatively narrow tunnel. Employing only four men in the tunnel, including the loco driver. A quartzite dyke - 96% quartz with 350 MPa (50 000 psi) and more compressive strength - turned out to be 640 m (2 100 ft) thick instead of the predicted 90 m (300 ft). Passing under a gaseous swamp with only same 5 m (16 ft 5 in.) of rock cover on top.

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation in the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). This study, performed by the National Institute for Occupational Safety and Health (NIOSH), considers two scenarios: (1) a roof bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment which contains 6.0 mg/m3 of respirable dust and is ventilated by a blowing curtain with 3000 cfm (1.42 m3 /s) of air. This environment is used to simulate the roof bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and dual drill heads in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3 /s).

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). Since 2007, a number of Multivariable Predictive Control (MPC) Applications have been implemented on SAG mills, among others, within the Kairos Mining Concentrator Automation Program using ?Profit Controller?? and other tools comprising the ?Profit Suite??. Along this journey, several interesting and challenging issues related to SAG mill operation and control have been faced, which are relevant to be shared with the Mineral Processing community. These advanced control applications have an operational objective whose goal is to increase marginal profit on the concentrator, together with increasing mill stability. In regard to this objective, the issues to be presented and described are in direct relationship with ?Profit Controller? features and the SAG role; they are also stated and linked to get the most of the mill. Some conclusions and findings are also presented, leading to recommended practices on how to use the controller. These findings have also lead us to decide further actions to be taken on new applications to deploy and also on devising and implementing some complementary components to increase robustness of the overall automation solution, as well as reducing the need for operator intervention.

LKAB’s Kiruna Mine, located in northern Sweden, produces about 24 Mton of iron ore yearly using sublevel caving. For efficiency, the mine must deliver planned quantities of three ore products. We use mixed integer programming to schedule Kiruna’s operations, specifically, which production blocks should be mined, and when they should be mined to minimize deviations from planned production quantities while adhering to mining restrictions (e.g., sequencing). A new production block database and a well-formulated mixed integer programming model dramatically reduce the size of the original problem; in less than ten minutes we generate five-year schedules with time fidelity of months.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. "Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-
