This paper presents the results of a review of historic blast design practices at the Dragon Products Company, LLC (Dragon) Quarry Operation, along with the results of two different blast design vibration monitoring programs. A blast pattern design modification was initiated to determine if production volume per shot could be increased and highwall instability could be decreased. A vibration monitoring program was undertaken to investigate peak particle velocity (PPV) and relate the data to the blastability of the jointed onsite rock mass, utilizing the relationship between PPV and dynamic stress and strain. The Dragon Quarry Operation has historically used a 6-in. diameter, 14-ft by 14-ft production blast pattern, with blast holes loaded manually using cartridge style explosive products. In 2011, Quarry Operations introduced a 6-in diameter, 16-ft by 16-ft production blasting pattern, using pre-mixed, truck-loaded, bulk emulsion/ammonium nitrate/fuel oil (ANFO) blends. This paper summarizes the results of the blast design modifications, the results of the vibration monitoring data, and describes how production blasting and excavation at the Dragon Quarry has benefited from such modifications.

Over the past several years, Svedala has developed a continuous charge monitor (CCM) for tumbling mills. It consists of a strain gauge embedded into a rubber lifter and associated electronics. This paper describes the results of a research program to evaluate the technical and economical merits of such a device on a SAG mill. The evaluation includes validation through discrete element modelling and comparison to measured static volumetric load. Inclusion of the measurement into a control strategy and its potential for condition monitoring is discussed.

For many years, Newmont has focused on improving its operations. After the merger between Newmont and Santa Fe Pacific Gold, Newmont created synergies of more than $50 million a year in Nevada. This was done primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. At its mine facilities in Nevada, Newmont has used a combination of several strategies to decrease the costs of operations and to increase profitability. These include computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and several available metallurgical processing options.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The South East Transit Project is a $520 million project in Brisbane, Australia which includes the construction of a 32 km Busway to access the south-eastern suburbs. Close to the centre of Brisbane, tunneling techniques have been used to minimise surface disruption. This paper describes some of the features of the longest driven tunnel on the project, the Vulture Street Tunnel. The Busway is a two lane expressway for buses which requires a 10.2 m finished width and a 12.6 m excavated span of driven tunnel. The Vulture Street Tunnel carries the Busway at minimal cover beneath the operating Vulture Street Railway Station, beneath a three storey office building and beneath the roadway to the Mater Hill Busway station. Halfway along the route, a Y-junction has been constructed to enable future connection with a light rail route. Key features in the design and construction of the Vulture Street Tunnel include: Use of canopy tubes to drive a 12 m wide tunnel beneath operating railway tracks with less than two metres of cover in highly weathered rock. Underpinning the office building in the route of the tunnel construction from within the building carpark. Construction of a 24 m span Y-junction with 7 metres cover of weathered and faulted rock. Use of predictive analysis as an adjunct to traditional back analysis to estimate the tunnel settlements from pressuremeter test results. This paper describes the design methodology with particular reference to settlement prediction, as well as construction innovations used to complete the tunnel. This paper will be of interest to all designers who have to create large spans in minimal cover in weak rock in urban areas and who have to predict the settlement

To gather additional field data from the western United States, researchers from the National Institute for Occupational Safety and Health (NIOSH) installed an array of field instrumentation at a longwall coal mine in Central Utah. The purpose of this field site was to monitor ground movement and changes in pressure during mining where conditions include massive, stiff overburden and relatively deep cover. To accomplish this, field instrumentation was installed in the two-entry gate road between the fifth and sixth longwall panel in the current mining district.

"Dare-Zereshk deposit is one of the deposits supplies ore for Taft copper Complex in Iran Yazd province. This deposit is situated underneath a village the same name. Prior to mining activities, the village and its agricultural lands should be dislocated and deserted. This paper discusses about sustainability factors in this area including: Social and environmental effects of mining, dislocation and substitution of communities, created and lost jobs, financial and economic factors, quality of life index, infrastructures and post-mining land use. Studies have been performed by coupling Geographical Information System (GIS) with decision support tools such as Multi Attribute Decision Making (MADM), Through these studies revealed that considering the infrastructures developed for mine and plants, earned incomes and changing the community, mining activity in this area not only increases the social and regional sustainability but also improves it to a higher level."

I.H. 635 (LBJ Freeway) was constructed as a loop freeway around the city of Dallas in the late 1960s and early 1970s with a design capacity of 160,000 vehicles per day (vpd). Today’s facility is carrying over 270,000 vpd. To help mitigate community concerns with regard to right-of-way issues, noise, safety, and traffic disruption, the Texas Department of Transportation (TxDOT) is planning a number of significant improvements. The West Section improvements include the construction of managed HOV/Toll lanes. Within this 8-mile section, TxDOT is planning two mined tunnels(1.5 and 1.9 miles long) beneath the LBJ Freeway. The mined tunnels will connect to cut-and-cover box sections in both the east and west directions. This paper presents an overview of the project development from the design schematic, through the geotechnical investigations, into the current design stage. The project is being planned for implementation by use of a Comprehensive Development Agreement.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The search for precious metals opened up the American West. And Nevada was right in the heart of this development. In the mid-19th century, prospectors seeking gold roamed the hills of Nevada and discovered the ComstockLode. The development of this huge silver and gold deposit began in1859 and was responsible for Nevada’s early entry to statehood. Mining was Nevada’s first industry. In more recent years, the Nevada mining industry has led the nation in gold, silver and barite production. Nevada also produces many other minerals. These include aggregates, clays, copper, diatomite, dolomite, gypsum, lime and limestone, lithium and magnesium compounds, perlite, salt and silica. Even today, Nevada’s mining industry continues to be a major economic force in the state. The mining industry has made more than $10 billion in capital investments in Nevada since 1985. And the value of Nevada’s mineral production last year was about $2.7 billion.

Froth flotation is a widely used, cost effective coal cleaning process. However, its high process efficiency is limited to a narrow particle size range between approximately 50 to 600 µm for coal and 10 to 100 µm for minerals. Beyond this range, the efficiency of froth flotation decreases sharply, especially for difficult-to-float coal fines of weak hydrophobicity (e.g., oxidized coal). This study was aimed at enhancing recovery of an Illinois fine coal sample using a flotation column featuring a hydrodynamic cavitation nanobubble generator. Nanobubbles that are mostly smaller than 1 µm can be formed selectively on hydrophobic coal particles from dissolved air in fine coal slurry. Results indicate that combustible recovery of a -150 µm coal was increased by 5-50% for different size fractions in presence of nanobubbles, depending on process operating conditions. Other major advantages of the nanobubble flotation process include lower collector dosage and air consumption since nanobubbles are produced from air naturally dissolved in water and they act as a secondary collector on particle surfaces, thereby resulting in considerably lower operating costs. Recent regulatory changes in the United States make it mandatory to conduct structural analysis of coal mine seals used to isolate abandoned workings from active mining areas. Different loading criteria are available for seal design depending on whether gob composition is actively monitored and maintained or not and whether the gob conditions lead to deflagration or detonation type loading. Since the loads involved in seal designs are dynamic in nature, the structural analysis must be made using dynamic stress analysis techniques. However, because of the significant complexities involved in conducting dynamic analyses, some designers use approximate simplified techniques to address the design problem. In this paper two such simplified methods are critically evaluated for their suitability to design coal mine seals. The benefits and limitations of the simplified methods are also outlined. Some comparisons are made to show the differences between sophisticated three dimensional dynamic analyses and the simplified methods and to delineate the problems associated with the latter approaches.

The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

The economic success and growth of any metropolitan region depends on mobility. Today, mobility between New Jersey and New York is threatened by a transportation system that cannot meet 21st century travel demands. The transportation bottleneck created by the Hudson River threatens the viability of one of the world?s great centers of commerce and culture. Fortunately, there is a solution: The Access to the Region?s Core Mass Transit Tunnel. The US$8.7-billion Mass Tran-sit Tunnel?s (MTT) new two-track line will double commuter rail capacity under the Hudson and create a new, state-of-the-art cavern station in Midtown Manhattan, with wide platforms, high-speed escalators and other features to improve riders? travel experience. The capacity and other benefits of the MTT project will launch a new era of prosperity for the region, just as the Pennsylvania Railroad did almost 100 years ago when it built the existing two, single-track rail tunnels that now form the sole commuter rail link between New Jersey and New York. The existing tunnels run from North Bergen, NJ, under the Hudson River to Pennsylvania Station at 33rd Street in Manhattan. Construction on the MTT, the largest public works project in the United States, is scheduled to start this year and continue through 2017. The MTT is ready to go to construction thanks to a major commitment of financial, engineering, project management and other resources from NJ TRAN-SIT, New Jersey?s statewide mass transit agency, and the Port Authority of New York and New Jersey, a bistate agency that operates the Holland and Lincoln tunnels, the George Washington Bridge and other major transportation facilities in New York and New Jersey. The project is also strongly supported by the state governments of New York and New Jersey, as well as that of New York City. The MTT is New Jersey Governor Jon Corzine?s number one transportation priority.

The Port Authority of Allegheny County North Shore Connector (NSC) Project involves TBM excavation of twin 690 m (2,240 lf) precast segment lined light rail tunnels through soil and rock under the Allegheny River and a narrow, downtown city street. The $435 M project is funded 80% ($348 M) by the Federal Government, 17% ($72.5 M) by the State of Pennsylvania and 3% ($14.5 M) by Allegheny County. Along the tunnel alignment are a historic building on shallow foundations, modern buildings on deep foundations, and one building constructed directly over the alignment. The project includes construction of twin 369 m (1200 lf) cut and cover concrete box tunnels and an underground station shell. This paper provides an overview of general site conditions, current project status and construction challenges for the Twin Tunnels and North Shore Light Rail Station.

The economics of “Conventional” and “Advanced Fine Coal Cleaning” (AFCC) circuits for refuse pond reclamation as well as active mine/preparation plant applications have been evaluated. The benefits of innovative tailings management schemes on the profitability of mining enterprises have also been evaluated as a part of this study. Analyses have been conducted for scenarios involving generation of two different product qualities of 5.81%, a quality that was obtained during AFCC circuit operation at SIU, and a more typical 8% product ash. The inability of the conventional circuits to achieve profitability while producing the lower ash content product is revealed from this approach. The spiral-only circuit is unable to produce a 5.81% ash product. A different version of the same circuit involving spirals and column flotation produced the desired product quality but could not maintain profitability. The AFCC circuits on the other hand, achieve net present values greater than $6 million, with return on investment in excess of 50%, in the water-only as well as dense medium mode, with and without tailings management. Addition of tailings management system to any of the circuits is found to enhance the project economics. The comparison of water-only and dense-medium applications of the AFCC circuits indicate a better suitability of the dense-medium circuit for producing premium quality products. Application of AFCC circuits in active mines offer better economics compared to applications in refuse pond recovery operations. The superior project economics are a result of reduced overhead cost and use of existing material handling facilities. Sensitivity analysis reveals the significance of capacity utilization on project economics.

Chlorination and carbochlorination processes have industrial applications in metallurgical activity for extraction and purification of uncommon metals such as rare earth elements (REE). This study reviews the chlorination and carbochlorination reactions of light REE (LREE) oxides with chlorine considering the thermodynamic, stoichiometric, and kinetic aspects of the reactions. Lanthanides between lanthanum to gadolinium were considered as LREE, in agreement with previous literature, and the results were detailed in this review. LREE were analyzed taking into account their oxidation states and were divided into three groups accordingly. The results presented show that, although the LREE are chemically similar, their behaviors during the reactions with Cl2 and Cl2–C, and the different LREE-O–Cl compounds formed, have particularities. It was observed that gadolinium, in both thermodynamic calculations and experimental results, presents some differences, and it can be considered intermediate between light and heavy REE; i.e., reactions between LREE2O3 and Cl2(g) begin at approximately 250 °C, except for Gd2O3 that begins at 327 °C. The present work will contribute to a better understanding of the chemistry of LREE oxides and Cl2 under different conditions and the products obtained in the LREE–O––Cl2(g) and LREE–O–C–Cl2(g) systems.

"The large extent of global production and consumption of aggregates from quarries, grabs one´s attention and makes its substantial and essential standpoint in the world today pretty clear. A great amount of aggregates is utilized in civil engineering applications such as road construction, railway industry, concrete production, etc. Considering this fact that igneous rocks display a higher strength and abrasion resistance, this type of rock is preferred in the field of civil engineering. For all these applications, rock quality assurance is a key factor and certainly unavoidable, and it has great influence on the quality of constructions in civil engineering. One of the major problems encountered by both the producers and users of igneous rock is the fact that, with the passage of time, some specific rocks lose their strength, up to a complete loss of structure or in other words, their disintegration and degradation. In the last decades, different methods and procedures such as Glycol test, methylene blue dye test, as well as the Los Angeles test have been introduced to distinguish these rock properties, and to identify these problems. However, as these methods are time consuming, hard to perform, only to be applied to hand-piece samples, requiring special laboratory equipments, and only possible to be accomplished under laboratory conditions, their application has always been limited to some specific cases, and they are neither recommendable nor advantageous. In addition, these methods provide partially different results for the same rock. To address this widespread quality management problem of the quarry industry, a relatively quick, easy and user-friendly approach is necessary. It calls for a systematic solution with a device that can simply be used day to day in a mine for quality control of the quarry´s daily production. This scientific research is concentrated on developing a systematic method for early recognition and diagnosis of rock quality, in order to control and manage the quality of the quarry production in advance. This method was developed, based on the procedure of the magnetic susceptibility measurement. The obtained values can lead to valuable information regarding the quality of the rock and allows the quality control process to be accomplished and performed at the borehole location. This approach has been assessed through extensive field and laboratory studies. A detailed and comprehensive discussion will be made on the results of the experiments. The advantages and impacts of the application of this method, on increasing the reserves and environmental protection are also discussed."

Foskor operates a mine in the Northern Province of the Republic of South Africa exploiting the igneous complex at Phalaborwa. It produces about 3 million tons of phosphate concentrate per year by means of froth flotation from 26million tons of ore of which 16 million is mined and milled onsite. The remaining 10 million tons originate at the Palabora Mining Company and is pumped as a slurry to Foskor. Two types of ore are mined and milled namely Foskorite and Pyroxenite. (The main mineral content of this ore is Apatite, Phlogopite and Diopside.) After three stages of crushing the ore is milled using 24 rod mills and 5 verti mills. The apatite is then recovered using four stages of froth flotation. The stocks of Foskorite ore are rapidly being depleted and the PMC tailings will also fall away by the year 2002 so that the whole mining operation will then be centred around the Pyroxenite ore. This will lead to substantial increases inproduction costs. The recoveries achieved in the flotation plant are largely dependent on the successful operation of the comminution section. Parts of this plant are now 35 years old and the advantages of re-engineering, new technology and automation can only be applied to a limited extent in an effort to reduce costs. It was then decided to investigate alternative milling methods, both wet and dry.
