"SUMMARY The “28 May Station” is the only transfer station between the existing Green and Red metro lines in Baku. As part of the huge development strategy of the metro network, the complete separation of the existing underground lines has been planned at this location, in order to simplify the operation of the future metro system. The extreme challenge of the project is represented by the need of achieve the separation of such lines over a breakdown of the operation of just five weeks. The lack of direct access from the surface, a complex geology with artesian water layers, a congested underground space and sensible buildings represent additional constraints. The chosen design solution consists in creating a complex steel pipe jacking frame around the operating tunnels and then excavating under such frame two large caverns where the separation of the existing lines and the construction of the new metro tunnels will be achieved. Soil treatments have been conceived to mitigate the geotechnical risks and to reduce possible impacts on the existing structures. The paper illustrate the challenges of this extraordinary project, one of the most complex underground structures under study, the design solutions and the risk management approach used to manage the complexity and to design the mitigations measures. INTRODUCTION The metro network in the capital of Azerbaijan is rapidly growing together with its metropolitan area. The beginnings of the existing metro system started in Baku in 1967 in Soviet times. To date, only two lines (Green and Red) are in operation with a total length of 34 km, including 23 stations. The future network will be much wider: besides the construction of three completely new lines and the extension of two existing lines, the whole metro project includes the development and modernization of the existing metro sections. A consortium formed by Systra (leader), Mott MacDonald (Praha) and Saman (Korea) awarded the contract for the preliminary and detailed design of infrastructures for the extension of Baku Metro Network. This extension consists in 83 km of new lines and extension of existing lines. As part of this modernization project, the connection of the Green Line at the 28 May / Cefer Cabbarli Stations, focus of this paper, represent also it’s ""Achilles' heel"" given that the already very congested system have only one transfer station."

Mining managers trying to rapidly reduce production costs tend to implement a traditional set of topdown managerial practices: reductions in production volume, employee layoffs, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefits are often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost-cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization's various constituencies with this direction, and motivate and inspire the organization. Cost reduction then becomes a routine task rather than a heroic achievement.

A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10'6" to 14'6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. Draglines often work from a position on the active highwall or spoil side bench to remove undisturbed waste material and spoil in the previously mined pit. To protect the dragline crew members and the machine, it is necessary that the highwall remain stable while the dragline is present on the bench. In the past several years, we have been involved in determining the causes for highwall failures that included the dragline. While there have been no injuries and limited dragline damage with these incidents, the potential certainly exists for a more serious outcome. In all cases, the operation had completed a geotechnical study to support the ground control plan and pit designs. However, all these incidents included aspects that would not likely have been identified in studies to determine highwall and spoil designs to support ground control procedures. In general, these events included aspects that were localized and would have been difficult to identify in initial slope stability studies either observationally or during the soil testing and modelling efforts. Although the authors do not have quantitative evidence of this, it does seem there has been an increased number of events in recent years. This may be due to loss of institutional knowledge, mining in more challenging areas, or simply an increase in localized variation. This paper will describe some of the issues we have seen and what the causes of failure were. It becomes clear that avoiding similar incidents in the future requires on-going observation and inspection of active highwalls and spoil benches to try and identify local variability and impact on mining. The information can proactively be used to update stability modeling of any concerning issues to determine likelihood of problems and to develop solutions.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

In response to the mandates in the MINER Act of 2006, the National Institute for Occupational Safety and Health (NIOSH) conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the re-search, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This paper highlights NIOSH?s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan and if appropriate training is provided.

Tailings (flotation waste) that is formed during copper production may be considered in the class of valuable wastes due to the amount of copper it contains. Owing to the decreasing grade values in copper ores, utilization of wastes such as tailings that carry certain amounts of copper as secondary sources has become a necessity in both the economic and environmental sense. This study investigated the usage conditions of five different ammonia salts as leaching reactants for the purpose of selective extraction of copper from tailings. For this purpose, the effects of parameters such as leaching temperature and leaching time were examined at different concentrations of ammonium hydroxide, ammonium carbonate, ammonium nitrate, ammonium chloride, and ammonium persulfate. The copper extraction efficiency in the case of using the aforementioned salts by themselves were listed as (NH4)2CO3 (73%) > (NH4)2S2O8 (69%) > NH4OH (64%) > NH4Cl (42%) > NH4NO3 (40%). The highest copper extraction efficiency was obtained in the leaching process that was conducted with the solutions obtained by mixing ammonia salts in the best conditions. He must strive to produce a salable product in an environmentally acceptable process while continuously Improving the profit margln.(1,2) Metal prices fluctuate on a regular basis. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

Blind drilled shafts are becoming increasingly popular as a secondary and sometimes primary means of ventilation. This is particularly true in the Appalachian coalfields. Some reasons for the rebirth of blind shafts are economics, timeliness, safety characteristics and their inherent independence from underground operations. Blind drilling has had limited use in hard rock and tunneling ventilation. Advances in cutters, bit design, equipment and lining systems have made blind drilled shafts the shaft construction technique of choice for ventilation specialists. History of blind drilling Blind drilling's roots include the Nevada test site, the coalfields of Appalachia and Germany, and the uranium mines of Arizona. Early technology was developed using a variety of equipment mainly of oilfield origin. Shafts completed by oilfield equipment ranged from the shallow 1.5 and 1.8 m (5 and 6 ft) lined shafts on the Nevada test site to two 3 m (10 ft) lined, 222 m (730 ft) deep shafts in Alberta for heavy oil development. Several of these shafts were completed to extraordinary depths. The record, completed in 1969, is a 2.28-m-diam (90-in.-diam), 1875-m (6150-ft) deep shaft, located in the Aleutian Islands of Alaska.

Eastern U.S. oil shale contains approximately 10 to 12 gallons of oil per ton and 7 to 10 percent pyritic sulfur. Physical beneficiation of these low grade shales using froth flotation provides a high grade material which will make extraction of oil more economically attractive. The Alabama oil shale used in the present study contained 16.46 percent organic carbon and 14.5 gallons of oil per ton as determined by Fischer assay. Liberation size of the kerogen was estimated at 10 /-Lm. 'Ken-Flote' column flotation technology provided a high grade concentrate containing as much as 60 percent organic carbon, however, carbon recovery was about 60 percent. Carbon recovery was improved to 75-85 percent while maintaining concentrate grades in excess of 40 percent carbon by providing longer retention time in the column which facilitated effective bubble-particle collision and attachment.

American Barrick Resources Corp. has come farther, faster in the last 11 years than any mining company in recent memory. Acquisition of Lac Minerals Ltd. in August 1994 now makes Barrick the largest gold producer in the world outside South Africa. In terms of market capitalization, the company is the world's most valued gold producer. American Barrick's 28.3-km2 (7000acre) Goldstrike property on Nevada's Carlin Trend, the primary engine for past growth, was purchased in 1987 for $62 million. Regarded as an attractive exploration target, Goldstrike instead propelled American Barrick to the front rank of world gold producers. In 1993, the company produced 50.75 t (1,631,988 oz), 44.78 t (1,439,929 oz) from Goldstrike. Reserves on the property totaled 905 t (29.1 million oz) at the end of 1993, the largest in North America.

The stability of a hemispherical cavity, intended to model a perforation opening in the vicinity of a borehole, is analyzed for the case of poroelastic-plastic material behavior. Two plasticity models of differing complexity are considered, with the emphasis in either model being the use of strain softening to calculate inelastic stiffness. Sample results illustrate the effect of steady fluid flow on the response, and possible collapse, of the near perforation region.

The title of the paper which I have been asked to present is somewhat misleading it infers in fact that there is a definite coalbed height below which raps or canopies cannot be applied to electric face equipment. Although this may be so with regard to certain pieces of existing equipment under certain conditions, to date we do not have enough experience to determine this magic number. Therefore MESA is continuing to hold the line on the time frames stipulated in Section 75.1710-1 of the Mandatory Safety Standards - Underground Coal Mines, which at this point in time requires these protective structures in mining heights of 60 inches or more. In order to give you an idea why we are taking such a firm stand on this matter, I believe it is necessary to describe some of the background work that was done prior to promulgation of the regulations and to give a resume of our experience since the requirements have become effective. Initially MESA made field investigations of all underground mines to determine what the state of the art was in the use of cabs and canopies for protecting equip¬ment operators from falls of roof. These studies revealed that the application was basically in its infancy and what progress had been made was due to the impetus of the mine operators themselves. Manufacturers of electric face equip¬ment provided these structures only on the direct order from the mining company and built them to their specifications. In talking to the operators and the miners in mines where cabs or canopies were in use, it was the consensus that these structures did improve safety and that although originally there was some reluctance on the part; of the miners to work in the confines of a cab or canopy, mast would not work without them once they had been adapted to the equipment.

Selected voltammograms in tetraborate buffer solutions in the presence of ethyl xanthate or isopropyl xanthate at pH 9.3, for chalcocite, covellite, chalcopyrite, and enargite mineral electrodes, are presented. The concept of critical Eh of dixanthogen condensation (Ehc) is introduced, and the line of Ehc is thermodynamically defined in plots of log [X i] vs Eh, for methyl, ethyl, propyl, and butyl xanthates. A reaction scheme of xanthate oxidation in four steps, involving the dixanthogen condensation step, is proposed. A first attempt to interpret mineral flotation from a more general point of view is made. The electrochemical mechanism of dixanthogen formation and condensation is considered as a particular case of a more general and relevant phenomenon, which is the decomposition of the collector giving hydrophobic colloidal forms, whose associative behavior in bulk solution and at the mineral/solution interface is governed by colloid chemistry.

Surface mining in arctic regions is characterized by many unique problems. Continuous and discontinuous permafrost (perennially frozen ground) occurs in most of the arctic and subarctic areas. Permafrost presents special problems of slope stability. Stability of permafrost depends on its temperature, moisture content, and material type. Permafrost slope fails due to solifluction, disturbance of ice-rich slopes, and liquefaction. Drilling and blasting of frozen ground present special problems. Depending on their degree of saturation with water, freezing soils and rocks have a number of important characteristics that affect blasting efficiency. Metals used in mining equipment and mining structures require special selection. At low temperatures, many steels lose most of their normal ductility and toughness (resistance to brittle fracture). This paper discusses engineering solutions to unique problems of arctic mining.

Introduction Researchers have long speculated regarding the adsorption state of collectors on mineral surfaces. Only recently have analytical techniques become available that allow direct in situ analysis of adsorbed layers. With reactive internal reflection elements (IREs), Fourier transform infrared spectroscopy coupled with internal reflection spectroscopy (FT-IR/IRS) allows for unobtrusive investigation of the adsorbed layer (Harrick, 1979). This technique has been used both for the in situ identification of adsorbed species and for the direct calculation of collector adsorption density in real time from infrared spectral data (Miller and Kellar. 1988). The reactive mineral IRE serves both to internally reflect the infrared light and to act as a substrate at which collector adsorption can be monitored. Shown in Fig. I is a schematic of light being internally reflected in an IRE. As the light is totally reflected at the interface, an evanescent wave propagates a short distance (typically a few microns) away from the IRE, and sampling of the interfacial region occurs. Because of multiple internal reflections, great sensitivity can be obtained. Flotation systems for which this method has been demonstrated include CaF2/oleate, Al2O3/dodecylsulfate, CaCO3/oleate, ZnS/xanthate and KCI/octylamine (Miller and Kellar, 1988; Kellar et al., 1989, 1990; Miller et al., 1990). Of particular interest to flotation chemists is the conformational behavior of the alkyl chain of adsorbed collector molecules. In the simplest sense, conformation can bethought of as the relative flexibility of the hydrocarbon chain caused by rotations about carbon-carbon single bonds. The flexibility is described by the amount of gauche/trans conformations in the alkyl chain. Figure 2 shows examples of gauche and trans conformations (rotational isomers or rotamers) in a hydrocarbon chain. These two conformations are observed when the terminal methylene groups in any four-carbon subchain are on the same side (gauche) or opposites sides (trans) of the plane of the middle carbon-carbon bond. A gauche conformer (rotamer) is thus a state of maximum potential energy, whereas a trans conformer is a state with minimum potential energy. The difference between these states has been found to be approximately 0.5 to 0.8 kcal/mole (Mead et al., 1986). The relative number of butane molecules present as gauche conformers with respect to trans conformers can be calculated from the Boltzmann equation (Mead et al., 1986). At 25° C approximately 66% of the butane molecules are trans rotamers. [ ] However at 100° C, only 33% of butane molecules are trans rotamers. Exposing the hydrocarbon chain to a polar, rather than an a polar, medium should also cause an increase in the number of gauche butylene groups in a hydrocarbon chain, although this effect has been difficult to observe experimentally (Mead et al., 1986). Forming a crystalline hydrocarbon is equivalent to decreasing the temperature, which greatly increases the amount of trans butylene groups present in the chain. From the preceding discussion, a picture of the solution species of concern can be developed. The collector monomer should exhibit the greatest number of gauche rotamers and most likely will look crumpled or balled-up to reduce the surface area in contact with water. The micellar form is expected to be aggregated, with the hydrocarbon chain existing in a less polar environment. These characteristic conformational features have been examined by FT-IR spectroscopy for various liquid phases of alkanoic acids (Umemura et al., 1981; Cameron et al., 1982a; Yang et al., 1986; Wong, 1987; Wong and Mantsch, 1983; Cross et al., 1992), phospholipid membranes (Fringe Ii, 1980; Casal and Mantsch, 1985: Wong et al.. 1988;

Experience from Australia had identified what is referred to as nonconventional surface subsidence behavior. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence,” and far-field horizontal movements, occurring even beyond conventional “angle of draw” limits. This paper discusses such behavior recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam, leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900 ft to the north, mining at depths of 330 to 720 ft. Investigations, including a subsequent ground movement monitoring program, found a range of evidence in the vicinity suggesting that valley closure and farfield horizontal movements may have occurred, resulting from the adjacent mining. Besides discussing the phenomenon of nonconventional subsidence behavior and the Ryerson State Park case study, this paper includes an assessment of the mining, geology and subsidence impacts and suggested ground behavioral mechanisms.

In past, no serious attempts have been made to study the effects of operating environments on performance characteristics of a mining system. In this paper, proportional hazards model (PHM) analysis technique is introduced which can be used to analyze the effects of operating environments on the performance of a mining system. It can be used to select suitable materials, manufacturers or designs of items for a particular working environment. In this paper some applications of the PHM are discussed with examples from a Swedish mine. Its application for decision making in maintenance is also discussed.
