The FMC Westvaco Trona Mine is located near Green River, Wyoming and has an annual production of 4.5M tons. Trona is an evaporite mineral that is processed into several products, mostly soda ash. The underground mine has two active development panels and one longwall (LW) panel. The mining horizon is about 500m below surface and the surrounding strata liberates methane. Three surface-based, blowing fans provide ventilation air as a positive pressure system. The mine operates a 225m long LW face, built by Joy Mining Machinery. Headgate and Tailgate developments are driven with four entries. The recovery room, at the end of each panel, is 8m wide with three access chutes. Additional recovery room support comes for concrete blocks used with a center to center spacing of 1.5m. As the LW enters this pre-driven recovery room there are notable responses and shifting ground stresses. This study was undertaken to measure the ground response using seven vibrating wire displacement transducers. These devices were used to monitor the convergence as the LW approached the recovery room. The methane concentration in the air ventilating the recovery room was also monitored. The correlation between convergence and gas liberation was then studied. The results show that the convergence varies from 0.1m to 0.25m along the length of the recovery room. Ventilating the recovery room becomes critical as methane is liberated from oil shale as the more plastic floor material is disrupted. Appropriate methods are employed to ventilate the recovery room.

For more cost effective strata control, a fundamental understanding of the behavior of the support system is needed. To assist in this understanding for shield supports, behavior of a four-leg shield design used on a soft floor in an operating longwall system is presented. The shield was constructed having a split base and a split caving shield. Attention is focused on other-than-normal loading on the canopy and its effect on deformation of the lemniscate links. Examples of the typical bending and twisting deformations are given. Schematics of the canopy, caving shield, and lemniscates showing important forces and moments are presented. Approximate minimum values of the forces and moments are calculated. The need for use of more inclusive three-dimensional design techniques is demonstrated.

The Cripple Creek Mining district is located in Teller County, Colorado, 30 km west of Colorado Springs and 9 km southwest of Pikes Peak (Fig. 1). Since its discovery in 1891, the district has produced almost 21 million tr oz of gold (Gott et al., 1967), most of which has been from high-grade vein deposits. Globe Hill is located in the northern part of the district (Fig. 2). Production from its summit has yielded over 100,000 tr oz of gold. Early production was concentrated along high-grade veins and fault structures, but emphasis was soon placed on the extensive, low-grade (0.0X oz/t), breccia-hosted mineralization. From 1977 to 1981 Newport Minerals, Inc., a subsidiary of Gold Resources, Inc., mined 680,000 t of low-grade gold ore from the Globe Hill pit (Fig. 3) and production is expected to resume in 1986. These strongly-altered and -oxidized breccias are amenable to bulk-mining methods, and thus similar deposits are currently being sought elsewhere in the district. Numerous publications and reports discuss the breccia-hosted mineralization at Globe Hill. They include Cross and Penrose (1895); Argall (1905, 1908); Lindgren and Ransome (1906); Keener (1962); Peters (1982); Thompson, Trippel, and Dwelley (1985); and Trippel (1985). This preprint is a summary of the recently-completed research documented by Trippel (1985).

The research presented here is part of a project to quantify the differences in the mechanical excavatability of rocks in dry and water-saturated conditions. A series of full-scale laboratory linear rock cutting tests were carried out with a long-bladed single disc cutter on dry and water-saturated sandstone blocks. The muck collected from the cutting tests was analyzed to establish a link with the specific energy (SE) of the operation. The coarseness index (CI), a non-dimensional parameter, was found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n was observed between SE and CI. The power n of the relationship for both dry and saturated rock was much lower than found in previous studies. The exponent n is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI was lower for saturated rock than for dry rock, at the same time, saturated rock cutting was found to be less energy-intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate, discounting the effect of discontinuities in the rock mass.

GENERAL STATEMENT The primary objectives of any field data gath¬ering effort should be to (1) identify and gather the data necessary for the project and (2) obtain the data in a state-of-the-art manner. All too often the initial field data are collected both areally and tem¬porally in an illogical manner without the guidance of a conceptual model of the ground water flow systems involved or even a review of existing geo¬logic literature on the area of interest. The initial data collected frequently are of limited value while necessary basic reconnaissance information is miss¬ing. Initial field data should be collected with the intent of developing a hydrologic overview of the potential mine site and surrounding area. Ob¬viously, one of the initial objectives is to define the area requiring a hydrologic investigation. The data requirements should be identified by the time frame in which collection should be made and by the corresponding increase in sophistication of the data requirements with development and operation of the mine. The data requirements are summarized in Table 1. INITIAL LEVEL SITE INVESTIGATION Area Determination The initial task of any hydrogeologic investi¬gation is to determine the boundaries of the area requiring study. Obviously, the site of the proposed mine is included in the study area. The areal extent beyond the site may be determined from an eval¬uation of existing geologic and topographic maps. Those formations that overlie the ore body, the formations containing the ore body, and the formation(s) that lies immediately beneath the ore body are of direct concern for proper site recon¬naissance. Additional formations below the ore body may require study depending upon their thick¬ness, hydraulic conductivity, and degree of inter¬connection with the mine workings. This initial viewpoint identifies hydrostratigraphic units based strictly on geologic concepts such as mineralogy and structure. Formation outcrops, synclines, an¬ticlines, faults, and fracture and joint patterns are used to delineate the area of the site reconnaissance. The simplistic hydrogeologic environment (il¬lustrated in Fig. 3, chapter 2) requires that field data be collected via test wells and/or geophysical techniques. This approach is necessitated by the lack of surface features such as formation outcrops, streams, and springs. Fig. 5 (chapter 2) illustrates a slightly more complex hydrogeologic regime. The potential mine sites at locations A, B, C, D, and E each intercept a different ground water flow sys¬tem or combination of flow systems. Therefore, each mine location requires that a different area and size of area be investigated. A more complex geologic setting as illustrated in Figs. 6 and 7 (chapter 2) may be approached differently. The area included for the site recon¬naissance should encompass sufficient surrounding area to include the outcrops of those formations suspected of being influenced by the future mine. Even adjacent areas not suspected of being influ¬enced may be investigated if the formations of in¬terest crop out in those areas. Such an extension of the area of investigation would provide a greater regional understanding of the hydrogeologic properties of the formations (hydrostratigraphic units) of interest. Geologic Investigation The initial step before conducting the site re¬connaissance is to review all existing literature on the geology of the area. Existing information should be augmented with new exploration data on the dip, strike, thickness, and lateral extent of the for¬mations in the area. Exploration hole logs should be reviewed for indications of lost circulation, rub¬ble zones, and water producing zones. Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. Coal-based reduction followed by magnetic separation is a promising technology for processing refractory iron ores. Analysis of the size distribution of metallic iron particles is an effective approach for exploring the mechanisms of coal-based reduction. As metallic iron particles exhibit very complex shapes compared with nature ores, approaches for measuring and characterising metallic iron particles still remain unclear. In this study, the size of metallic iron particles was measured and characterised using manual point-counting by optical microscopy technics and image analysis. The effects of CaF2 as an additive on behaviour of the particle size distribution (i.e. mean size and cumulative frequency distribution) were also determined. Results indicate that CaF2 had a significant effect on the growth of metallic iron particles. When the CaF2 dosage increased from 0 to 8%, the mean size according to the area method increased from 9.03 to 16.28 μm, while the promotion effect gradually weakened and generated many fine metallic iron particles when the CaF2 dosage exceeded 8%. An increase in CaF2 dosage also led to cumulative distribution curves gradually shifting to the right mainly because F− can break the crystal structure of each phase during the carbothermic reduction of titanomagnetite and reduce the stability of the lattice structure, thus reducing the melting point and accelerating the growth of metallic iron grains. Compared to different measuring methods, the area method is a more suitable approach for measuring and characterising the size of metallic iron particles.

An improvement in the present day screen sizing methods calls for knowledge on i) how material in the size range: 0.5 x 1.5 times the through-fall opening of the mesh on a deck, splits between the oversize and undersize streams of the deck, and ii) how near-mesh content of the feed affects the screening performance. In the throughput based sizing method given here, this is accomplished through the introduction of a generalized partition curve and a near-mesh factor. A newly developed efficiency factor is employed in addition to the traditional screen sizing factors.

The White River Shale Oil Corporation (WRSOC), as agent for Phillips Petroleum Company, Sohio Shale Oil Company, and Sun Shale Oil Company, is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub, located in northeastern Utah and known as the White River Shale Project (WRSP). The Ralph M. Parsons Company (Parsons) has been retained as the design engineer/constructor for the project. This paper covers the successful pregrouting of the Bird's Nest Aquifer in conjunction with the sinking of a 9.2-m (30-ft)-diameter shaft and driving of a 3.89-m by 5.64-m (18.5-ft by 12.75-ft) decline. The Bird's Nest Aquifer derives its name from the ellipsidal solution cavities caused by leaching of random-size nacholite nodules. The sodium bicarbonate nodules occur as persistent bands within a matrix of siltstone and marlstone. The team, made up of the owner, engineer/contractor, and subcontractor successfully grouted the shaft down to an inflow of less than 0.06 lps (1 gmp) and the decline down to less than 0.12 lps (2 gpm) by injecting a total of 213.190 kg (470,000 lb) of Celtite Terraseal, 113,400 kg (250,000 lb) of limestone dust, and 41,730 kg (92,000 lb) of cement into the formation.

Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

Measuring diesel particulate matter (DPM) for underground metal/nonmetal mine compliance samples is done by collecting DPM onto quartz fiber filters and analyzing the samples via NIOSH method 5040 for elemental carbon (EC) and total carbon (TC). As part of the sampling train, two quartz fiber filters in tandem are housed inside an SKC DPM cassette that includes an impactor. The impactor segregates DPM and mine dust, and the second filter is used to correct for adsorption of vapor phase organic carbon (OC). Since the value of the second filter is subtracted from the first, the pre-existing carbon on the filter media for both filters needs to be comparable. In addition, the pre-existing carbon on the media should be low for accurate and sensitive results. However, there have been some reports of elevated OC on the filter media of the SKC DPM cassettes, which would cause the limit of detection (LOD) to be higher than reported at times. In this study, blank SKC DPM cassettes from different batches and with different expiration dates were analyzed to quantify the amount of carbon on the filter media and to determine the LOD and limit of quantification (LOQ) associated with these samplers. It was found that the organic carbon and total carbon on the media was about five times higher than quartz media used in samplers from other studies. The average TC on the blanks was 2.57 μg/cm2 with a standard deviation of 0.70, resulting in a LOD of 21 μg/m3 TC, 8-hr Time Weighted Average (TWA), and LOQ of 69 μg/m3 TC, 8-hr TWA, when using these samplers for collecting DPM. The LOD and LOQ may be improved through some sample preparation techniques. INTRODUCTION Exposure to diesel exhaust (DE) is associated with an increased risk for lung cancer and other adverse health effects (Attfield et al. 2012, Silverman et al. 2012, Ping and Guang 2017, IARC 2012). Pronk et al. 2009 reported that the highest exposed groups to elemental carbon (EC) from DE worked in underground sites in mining and construction and they were exposed to concentrations between 27–658 μg/m3. At concentrations (1–25 μg/m3 EC) well below those observed in mining, diesel particulate matter (DPM) exposures were estimated to increase the risk of cancer by levels exceeding those typically acceptable for occupational risk in the United States and Europe (Vermeulen et al. 2014). This suggests that underground miners are especially at risk because of their more substantial exposures in confined working spaces. As a protective measure, in 2001, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/nonmetal underground miners to DPM to an 8-hr time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, 2006).

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. In dealing with the mining engineering problems, the traditional approaches of laboratory experimental simulations and/or analytical solutions are not very effective. Mainly because the field problems are too complex to be solved with a few simplified assumptions. Conversely it is also true that the experimental and analytical/ numerical models currently available are far from being able to model the actual cases. Under such conditions, the most effective mean of research into mining engineering problems is to combine the mine (field) investigations with laboratory and / or analytical modelings. It is with this concept in mind this research was initiated in 1973. 'The field investigations which began in the fall of 1978 consisted of mainly visiting the mines where surface subsidence monitorings had been or were being monitored and/or surface structural changes had occurred. From such visits, subsidence data were collected. A quick analysis of those data provided preliminary understandings of the characteristics of the surface subsidence parameters in the regions (1-5). Using those date, models of various types are being developed for subsidence prediction / control. So far, a total of 44 longwall subsidence profiles in 22 longwall panels and 10 room-and-pillar profiles in 5 room and-pillar sections have been collected. This paper summarizes the combined results published previously (1-5) and present the preliminary results of the predictive models developed.

The Mine Safety and Health Administration’s Roof Control Division (RCD) evaluated the use of Shuttle Radar Topography Mission (SRTM) data to identify fracture traces on Earth’s surface. Results were compared to the analysis method employed by RCD for 30 years, which relies on LANDSAT-TM Band 4. SRTM elevation models are expected to provide a direct representation of bedrock surface, while LANDSAT-TM Band 4 represents reflected near-infrared radiation as an indication of moisture content and is only a proxy for possible structures. Three areas in southwestern Pennsylvania were chosen for ground-truthing lineaments derived from both methods, following a series of desktop comparisons in six areas of the contiguous U.S. Field studies that identified numerous instances in which SRTM lineaments corresponded with joints at the projected location, and were oriented within 10° of joint strike, indicating that those SRTM lineaments represented the structural grain of the area. In some cases, lineaments were associated with individual joint zones. Photo-lineaments derived from the existing LANDSAT-TM methodology appear to offer a higher coincidence with expected trends of joints on a regional scale when performing the desktop comparisons, while field observations indicated that SRTM-derived lineaments had a higher association with individual geologic structures in the case study field area. It appears that both methods can identify the structural grain of an area, and that both tend to identify linear segments of valleys where erosion has preferentially occurred along joint zones or other structures.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. Mixed integer linear programming (MILP) production scheduling models can be used to evaluate if tonnage improvement projects will deliver value over all time periods and whether new bottlenecks will be created. These MILP models can evaluate the interconnected effects of mine and process capacities, mining locations, cutoff grades, stockpiles, and orebody grade/tonnage distributions. A case study compares potential value creation from a mine capacity increase, a mill capacity increase, or a simultaneous increase in all capacities. For perspective, project valuations for capacity increases are compared against valuations for cost reduction projects, mine planning improvements such as phase design, dynamic cutoff grades and stockpiling, and the impact of geostatistics improvements in the areas of block model accuracy and ore control selectivity.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. The paper by Lewis and Braun l presents experimental and calculational evidence that primary chalcopyrite ores are rapidly oxidized by warm oxygen-bearing water. Resulting solutions contained copper sulfate products of the matrix rock decomposition such as magnesium sulfate and sulphuric acid. Iron was oxidized to insoluble hematite and hydrous iron sulfates. Oxygen injection near the base of a broken and permeable flooded ore deposit was calculated to cause circulation of oxidizing solutions to the entire permeable region. The rate of dissolution of copper and degree of oxygen saturation for given oxygen injection rates were presented. Their work suggests that in-situ recovery of deep, disseminate primary copper deposits is technically feasible. The actual feasibility depends on economics and environmental safety as well, and it is the purpose of this paper to address these two aspects.
