Multilevel-multiseam hardcoal mines on the European continent usually consist of a huge network of underground openings, sometimes more than 200 km long in total, with some longwalls operating down to a depth of 1,500 m. While operating several longwalls simultaneously, these mines are making use of a number of stationary and mobile measurement- and analysis units in their main ventilation passes combined with atmospheric measurements on the surface. This paper provides an overview over the systems and technology used and describes the typical set-up of a measuring net. To detect and monitor underground fires through fire gases measurement and -analysis, a mobile underground testing laboratory collects data locally in the area of the fire. These laboratories have proven to be extremely useful not only during the actual fire fighting but also for the long-term gas measurements in critical mine areas. They have repeatedly detected starting fires and have thus given the mine the opportunity to react early and to avoid larger damage. Therefore several mobile laboratory units have now been installed for long-term testing in a number of German mines and similar units are being used in the Czech Republic and Poland.

Waste phosphatic clay presents a difficult disposal problem and a significant loss of P2O5. Recent developments make this study on the use of phosphatic clay as a feed material for H3PO4 production worthwhile. (a) New data from Florida Industrial and Phosphate Research Institute (FIPR) suggest that the Bclay^ waste can be effectively treated by improved solid separation coupled with flotation to produce feed material for recovering additional phosphate. (b) The use of BOLI Flowsheet^ provides capability to predict performance of aqueous-based processes for a range of possible operating conditions. Using the new FIPR data and BOLI Flowsheet^ enabled the design of a new process that can potentially extend the usefulness of current P2O5 ore deposits. Predictions using OLI Flowsheet were able to identify process conditions that effectively overcome the difficulty of high Mg content of phosphatic clay. Estimated manufacturing cost in the current study lead to valuation of the P2O5 content of the phosphatic clay recovered/utilized at 60 to 70% of that of the phosphate rock feed material currently used. Phosphatic clay should be considered as a valuable material that is currently given zero value. The past several decades have seen the rapid expansion of multinational mining companies? exploration and production activities around the globe. This trend has resulted from a number of factors, including increased demand for resources as a result of worldwide economic growth, the diminishment of known and proven reserves, rising commodity prices, technology improvements, and the liberalization of investment regimes in developing countries with significant natural resources. With those opportunities, however, come associated risks and significantly increased legal compliance obligations that may be imposed by various bodies. That includes domestic regulations, as well as foreign civil and criminal laws with extraterritorial reach. A failure to adhere to those laws can have dire consequences, including substantial monetary fines and penalties, severe damage to a company?s reputation, and even jail time for individual company employees.

More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

A tunnel boring machine (TBM) was designed and built at the Cold Regions Research and Engineering Laboratory in 1992 for use in Antarctica. The TBM system was tested at the South Pole where a 120-m long tunnel was bored to prove the concept. Modifications were made to the system resulting from this work. In 1999,boring of a 600-mutilidor began as part of the new South Pole Station. Tunneler hydraulics reliability problems prevented the completion of the tunnel before the end of the short construction season. This paper discusses the design and operation of the TBM, proposed solutions to the problems encountered, and current operations of the system.

Mine Terex articulated dump trucks are working on a large restoration project of an abandoned open cast coal site in Blacklaw, central Scotland. The project is part of the construction of a 42-turbine wind farm complex. During the scheduled 18-month duration of the project, three 28-t(31-st) Generation 7 TA30 dump trucks and the six 36.5-t (40-st) TA40articulated trucks are estimated to move about 1Mm3 (1.3 million cu yd)of material. The trucks are working12-hour shifts, 5.5days a week.

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. The roof bolts tested are also used to identify the possible corrosion mechanisms that influenced the bolts’ performance over time. Initially, the most commonly used bolt material in the USA, the ASTM A615 grade 60 steel roof bolts, was tested with and without stresses in a simulated underground coal mining environment for approximately 6 months, and the results are discussed. Localized corrosion forms such as crevice and pitting were mainly observed after testing. The stressed and unstressed roof bolts with and without threads that were tested in alkaline coal mine corrosive environment for 6 months passed their load-bearing capacity as per ASTM F432 test standards. From the results, it is concluded that this test protocol could be applicable to test the material performance of different roof bolt metallurgies and coatings with desired modifications to the proposed methodology for the specific underground mine environment. This paper mainly discusses the test system and protocol and shortcomings of the system and makes recommendations based on the observations and results.

Caterpillar has introduced its 5090B front shovel, to work with 40 to 70 st (36 to 63 t) trucks. The new unit replaces Cat’s 5080 hydraulic excavator. The 5090B offers more engine horsepower, higher flow, greater digging forces, higher swing torque, faster swing speed and more drawbar pull than its predecessor. It can also handle larger bucket sizes than the previous model. These improvements enhance productivity and make the 5090B a high-volume material handler for hard rock and aggregates producers.

Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

To mitigate and control the combined sewer overflows from 17 outfalls in the City of Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township, the Detroit Water and Sewerage Department has completed the preliminary design of a storage tunnel in 2005. In 2006, a final design has revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km(7-miles) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each, and 14 drop shafts with various IDs. This paper discusses the latest development of this tunnel system.

For the construction of tunnels and other underground structures, extraction of the exact amount of material is of paramount importance both economically and for engineering purposes. In the Sequential Support Method (NATM) immediate (sequential)and smooth support by means of shotcrete, steel arches, lattice girders and rockbolts, either singly or in combination are used; cutting of the precise (albeit sometimes of complex geometry) profile is an integral part of the method. In order to save unnecessary excavation and provide better information to the machine operator, VMT GmbH has developed a system to support precise excavation of the tunnel profile when using road headers or other partial face cutting machines. This paper outlines the principles of this system with examples from Australia, Ger-many, Sweden and Spain and will cite examples of typical savings achieved.

Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

Sodium sulfate is one of the larger tonnage industrial minerals. A little more than half of this tonnage — 3 Mt/a (3.3 million stpy) of natural product— is recovered from ore deposits. Most of the rest is produced as a byproduct from other manufacturing operations. Sodium sulfate is mined in a variety of ways. These include conventional room-and-pillar mining, strip mining, in situ leaching of thick ore beds, solar evaporation and cooling-crystallization of lake brine, and the pumping of brine from complex salt deposits. There is also a variety of commercial sodium sulfate ore sources. They include thenardite (the mineral form of sodium sulfate, or Na2SO4), mirabilite (glauber salt,Na2SO4•10H2O), glauberite (Na2SO4•CaSO4), astra-kanite (bloedite; Na2SO4•MgSO4•4H2O), burkeite(2Na2SO4•Na2CO3), sodium sulfate-containing caliche and various brines.

The feasibility of developing the Underground Science City below the Kent Ridge Park has been investigated. The primary aim of the study has been to explore the possibility of creating underground space to house a new community of research laboratories and offices. The investigation represents the first such study undertaken in Singapore for a non-military underground facility. The paper describes the geology of the Underground Science City site and illustrates the layout and plan of the Underground Science City. The geology and rock mass below the Kent Ridge Park is generally favorable for the development of an underground cavern complex. Underground Science City can be potentially developed housed in a cavern complex. Several potential development schemes are studied; with various combination of deep/shallow mined caverns of different span sizes and access options. The preferred scheme is shallow, mined room-and-pillar caverns with large spans and shaft accesses at both existing surface Science Park 1 and Science Park 2. The scheme can be potentially expanded laterally to create more underground space for new Underground Science Cities at Kent Ridge area.

The Montana Tunnels Mine was mined out to a depth of 900 feet at the end of 1999. The first signs of instability were recognized in 1996 along the upper slope area of the northwest sector when the pit was mined out to a depth of approximately 500 feet. To extend the life of mining operations, it has been proposed to extend and steepen the northwest highwall to a depth of 1000 feet. Slope stability analyses were carried out using the UDEC software program to assess the stability and deformation of the proposed highwall design. Back analysis of an instability in 1997 along the upper slope section and highwall deformation to date has indicated reasonable agreement with the observed mode of failure and displacement monitoring results. The results of detailed analyses of the proposed highwall design have indicated very limited additional deformation, further development of tension cracks is unlikely and large-scale instability is not expected to occur. A total of 40% of additional mining has been completed and ongoing displacement monitoring to date has confirmed very limited additional movement and no further tension crack development.

INTRODUCTION The Bunker Hill mine, located at Kellogg, ID, in the Coeur d'Alene mining district, has been a major pro¬ducer of lead-zinc-silver ore since 1887. Since its dis¬covery, it has produced over 25 401 171 t (28 million st) of ore from 20 to 25 veins and ore zones. The mine now covers an area of approximately 1.609 km (1 mile) in length and 0.8 km (1/2 mile) in width and extends from 1097 m (3600 ft) above sea level to 488 m (1600 ft) below sea level. Production is presently at a rate of 1542 t/d (1700 stpd). During 1965, a new stoping method, the Bunker Hill pillar system, was developed to enable the profitable mining of large, low-grade zinc ore bodies. The system was specifically designed to in¬corporate the Atlas Copco T26GH rubber-tired loaders. High productivities were achieved, and the method was adapted for mining the higher grade stopes where large timber square sets are utilized. This results in nearly 100% extraction. GEOLOGY The area encompassing the Bunker Hill mine lies immediately south of the Osburn fault, a major east-west striking, deep-seated strike slip fault which is the dominant structural feature in the Coeur d'Alene district. The Bunker Hill forms a series of veins and mineralized zones which occur as link structures, tension fractures, and breccia zones in folded, interbedded argillaceous quartzites of the Revett and St. Regis formations of the Precambrian belt series. The Rosco ore body is predominantly a zinc ore body above the Cate fault, which is presently known to occur from the 13 level. [elevation 488 m (1600 ft)] to the 1600 level [elevation 304 m (1000 ft) ]. These ore bodies are stringer zones with at least one dominant 1.8 to 4.5 m (6 to 15 ft) wide band of ore. They dip 0.09 to 0.26 rad (5° to 15°) steeper than the local 0.61 rad (35°) dip of the Cate fault, and also deviate 0.26 to 0.52 rad (15° to 30°) in strike from the Cate. Because of the flat dip and fractured weak hanging wall, normal cut-and-fill mining has not proven practical in this ore body. The mechanized timber methods described in the next section and the Bunker Hill pillar system are the mining methods successfully used. De Beers? Finsch diamond mine began operation in the 1960s as a surface project using the latest technology available. During the 1990s, the operation, located about 160 km (100 miles) west of Kimberley, South Africa, began its move as an underground mine. The earlier stages (Blocks 1, 2 and 3) of underground work at Finsch used open stope mining methods, also using the latest in technology. The mine began developing Block 4 in 2004. How-ever, studies on this level showed that block caving was a more efficient mining method than open stoping. It was during those studies that De Beers determined that Block 4 would be a good candidate for testing Sandvik?s automated truck haulage technology.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10
