"Owners constructing new combined sewer overflow (CSO) systems increasingly seek to have project design lives of 100 or more years in response to the growing size, complexity, and cost to construct and operate these systems. However, a codified and universally accepted approach to achieving this goal in the United States does not currently exist since service life prediction is a relatively new technical field. This paper discusses how the 100-year design life requirement was met for the design of tunnels, drop shafts, and diversion structures in the DC Clean Rivers Program (DCCRP). The authors identify some commonly referenced publications, present the testing framework used by the program manager to characterize the CSOs, review the design criteria used to guide the 100-year design life development, and establish guidelines to be considered by program managers and designers when implementing similar extended design life requirements in other CSO control programs.INTRODUCTIONLike many older cities in the United States, the sewer system in the District of Columbia consists of both combined sewers and separate sanitary sewers. When the capacity of a combined sewer is exceeded during storm events, the excess flow, which is a mixture of sewage and storm water runoff, is discharged to the District’s receiving water bodies (Anacostia River, Potomac River, and Rock Creek) and tributaries through outfall structures. This excess discharge during storm events is called a combined sewer overflow or CSO. A total of 53 CSO outfalls for the combined sewer system are listed in DC Water’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the U.S. Environmental Protection Agency (EPA). The DC Clean Rivers Program (DCCRP) will reduce the number of CSO outfalls into the Potomac and Anacostia Rivers and decrease flooding in DC neighborhoods during extreme rain events by capturing, storing, and conveying diverted CSOs to the Blue Plains Advanced Wastewater Treatment Plant."

The flexure of geologic strata, a phenomenon of inter- est to geologists and mining engineers alike, is examined as a sheet bending problem' in Coulomb plasticity. Formulae for the distribution of stress, strain and displacement increments, volume change, change in the length of the central surface and power of dissipation, as well as for the neutral surface shift are given. Strains of any magnitude are considered. The analysis shows that deeply buried strata may bend and develop "tensile" cracks under generally compressive states of stress. It is also shown that bed separation and high capacity props are desirable in mechanized longwall mining, a result in keeping with operating experience. Although speculative at this time, the analysis provides a rational working hypothesis as regards the problem of strata flexure and control.

The paper presents and discusses the results of a detailed study conducted on the subject of energy consumption in the comminution of industrial minerals. The study was based on pilot circuit testing, plant operating data collection, detailed equipment data and literature research. The areas covered by investigations include: high efficiency classification; air classifiers for cement grinding circuits; grinding aids in dry grinding: dry grinding circuit, control based on particle size measurement. Results obtained indicate a large potential for the reduction of energy consumption, in particular in the traditionally high cement clinker grinding circuits. Better classification techniques and correct application of grinding additives can significantly reduce power used per ton of product and also substantially increase grinding circuit output.

"It is almost a given that post-disaster mine conditions will have compromised the mine ventilation system, resulting in a hazardous atmosphere in portions of the mine, and often complicated travel through debris fields and roof falls. Robotic technologies provide the opportunity to gather valuable information to assist decision making or lessen exposure to dangerous conditions. MSHA's Mine Emergency Operations Division (MEO) has utilized a fully permissible mine robot, the V2, for a number of years, constantly updating the unit as new technologies became available. The National Institute for Occupational Safety and Health, as part of the MINER Act Extramural Contract Program, examined the need for additional robotic units and ultimately funded three different types of prototype technologies: two robots, the Snake Robot and the Gemini-Scout, and a mine rescue robotic assist vehicle known as the ""Mule"". The Snake Robot is designed to be lowered through a borehole and to conduct surveillance (gas monitoring, video and audio) in the immediate vicinity, while the Gemini-Scout, designed to be deployed in the mine opening, serves as a more mobile and agile exploratory tool as compared to the MSHA V2 robot. The Mule was developed in response to needs expressed by mine rescue teams for a versatile remotely operated support vehicle and it will move from prototype to MEO utilization in the near future. This paper describes the development of the robot prototypes and discusses their limitations in the prototype stage, possible enhancements and potential applications, as well as the utilization of the Mule. INTRODUCTION The conditions in a coal mine may be dramatically altered after a mine fire or explosion. For example, the ventilation system may not be functioning correctly as control devices may be compromised or damaged beyond repair. The visibility in the mine opening may be limited due to accumulated smoke and dust. Roof support systems may be damaged or no longer functional. Equipment and materials may be strewn about the mine opening. Debris fields, blocked openings, roof falls, flooded areas, gas accumulations and active burning make it very difficult or impossible for those managing the post-event emergency to permit mine rescue teams to enter the mine to conduct search and rescue operations. With the evolution of robots and robotic assist technology there has been a proliferation of purpose-built units for the military, police and law enforcement agencies, urban search and rescue and those contending with hazardous environmental conditions. In each case, the technology used is designed to limit human exposure to the unsafe conditions or to provide access to areas under difficult conditions. For example, a specially-designed marine robot has been deployed into the damaged core of the Japan’s Fukushima Daiichi Nuclear Power Plant to assess the conditions of the containment vessels, where melted fuel is believed to have accumulated. Human access to the area is prohibited due to dangerously elevated levels of radioactivity [1]. Multiple robots were deployed in Amatrice, Italy, to assist in the response after the 6.2-magnitude earthquake devastated the town. The robots were used to explore two medieval churches that were severely damaged and deemed too dangerous for human entry [2]. Tactical robots are regularly used by police and law enforcement agencies when the conditions of the emergency place intervening officers directly in harm's way [3]."

Southwestern New Mexico is part of a large belt of Late Cretaceous to Eocene copper porphyry deposits found in Arizona, New Mexico, and Mexico. These deposits are the result of arc magmatism that occurred during the Laramide orogeny. Recently, attention has been brought to other commodities that can be extracted as by- and co-products, many of which are critical minerals. A new compilation of the geochronology of these deposits shows two main pulses of magmatism that produced mineralized deposits and, along with new dates by the author, shines new light on the geologic history of these deposits and the role it plays in critical mineral abundance.

Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.

Numerical simulations have been used to investigate roof fall in the past decades. Comparing to the continuum based methods, the discrete element method has been well recognized for its excellent performance in simulating large strain problems and fracturing processes in the rock mass. However, the discrete element method has its limitations. When simulating a large-scale problem, a large number of particles are required, which consumes significant computational resources. In the present study, a 3D numerical model coupled with the finite-difference method (FDM) and the discreteelement method (DEM) was created to simulate the laminated roof failure in an eastern coal mine in the US. In the FDM-DEM coupled model, the laminated roof of the entry is represented by an assembly of bonded particles using PFC3D. The laminated roof is simulated by adding parallel discontinuities. The discontinuities are given certain stiffness and strength in the model. The ribs, floor, and far-field surrounding rock are represented by continuum zones using FLAC3D. The strength of the discontinuities is varied sequentially and the fracturing of the laminated roof was analyzed with respect to entry advance. The results showed that the laminated roof fractures along the discontinuities while an intact roof fractures in a dome shape. Increasing the strength of discontinuity could enlarge the tensile zone inside the laminated roof and hence change the crack distribution. In addition, the crack quantity in the laminated roof behind the advancing face decreases with the increment of discontinuity strength while this trend is not occurring ahead of the advancing face. The simulation demonstrated that coupled method using PFC3D/FLAC3D can reproduce the laminated roof failure in underground coal mines.

Peabody Coal Company is the nation's largest producer of coal and is headquartered in St. Louis, Missouri. In 1978 Peabody divisionalized its operations to establish more responsive and effective mine management. Peabody Coal Company's Arizona Division operates two large surface mines, the Black Mesa and Kayenta Mines. Both are located in northeastern Arizona, approximately 30 miles from Kayenta, Arizona, on the Navajo and Hopi Indian Reservations. The Black Mesa Mine produces 4 to 5 million tons of coal per year and the Kayenta Mine produces 7 to 8 million tons per year. Coal from the Black Mesa Mine is transported 274 miles by coal slurry pipeline to the Mohave Generating Plant located on the Nevada/Arizona border at Bullhead City, Arizona. This plant is jointly owned by Southern California Edison, the Los Angeles Department of Water and Power, Nevada Power Company and Salt River Project Agriculture Improvement and Power District.

Surface tension and its control are important in the concentration of ores by froth flotation, both in terms of producing the proper bubble size distribution and to render the ore surface of interest hydrophobic such that adhesion to a bubble will take place. The influence a substance has on surface tension has traditionally been measured using static, equilibrium techniques. Yet many applications such as flotation involve rate-related effects of surface tension where equilibrium values are not reached. In the time frame of 1 - 300 seconds, aging effects have been noted for bubbles formed in dodecylamine acetate solutions; a slow decrease in surface tension occurs until an equilibrium value is reached, as studied by Finch and Smith (1972). Since stationary bubbles do not exist in flotation cells because of the turbulence generated by agitation and aeration, it is more likely that the chemical composition of the bubble is determined during its formation, under dynamic conditions. The chemical composition is extremely important because the induction time required for a particle-bubble entity to collide and adhere to each other is augmented by favorable surface tension (wetting) proper- ties between the surface of the particle and the bubble air-water interface or envelope, as considered by Mackenzie and Matheson (1963). Finch and Lyman (1976) have established that the probability of a "permanent" attachment taking place during this contact time is aided by the ability of an oil droplet (viz. bubble) to relieve non- equilibrium surface tension effects which are involved in the water-thinning process. This Maragoni effect, or surface elasticity, can be considered in the context of particle agglomeration addressed by Kao and coworkers (1975). Water drainage leads to the formation of a collector-frother meniscus appearing between the colliding entities, arising from their combined partial immiscibility in the water phase and promoted by hydrophobic bonding within the interface. Together they constitute a liquid bridge whose force of attraction drawing the particles together is proportional to the interfacial tension existing between the water phase and liquid bridge. This adhesive force shows an approximate linear decrease with separation distance until rupture occurs, that is, FX = Fmax (1 ? X/Xr) (1) for a distance of separation X and rupture distance G. The greater the surface elasticity of the bubble, the greater will be the rupture distance and the better will be the force of adhesion. "In early 2014, Nicholson Construction Company was awarded, together with its tunneling sister company Bessac, the Norris Cut Miami Tunnel Project. The 2.5-meters diameter segmental lined tunnel, 1600-meters long, is aimed to replace the existing 54” force main connecting the Waste Water Treatment Plant (WTP) on Virginia Key to Fisher Island. To overcome project challenges such as the highly permeable limestone of the Fort Thomson Karstic Formation (one of the most permeable formation in the World), the project team has developed State of the Art solutions: The TBM was launched with pipe-jacking technique for the first 70-meters and then converted to segment erection mode. It allows substantial schedule savings and drastically reduces the size of the circular launching shaft. The TBM, jointly designed and manufactured by Bessac and Herrenknecht, can convert from slurry to EPB mode within a few minutes. The cutters can be replaced by wet divers thanks to an innovative application in the TBM industry. PRESENTATION OF THE PROJECT The aim of this project is to replace the existing 54-inch force main pipeline which transmitted all sewage collected from Miami Beach, Surfside, Bal Harbour, Bay Harbor, North Bay Village and Fisher Island to the Central District Wastewater Treatment Plant (CDWWTP) to Fisher Island. The existing pipeline consisted of pre-stressed concrete cylinder pipe which is in poor condition in a number of locations and could be subject to sudden failure. An adjacent portion of this existing force main under the Government Cut (North Fisher Island) has already been replaced as part of a previous design-build contract and involved the installation of a 60-inch diameter fiberglass-reinforced mortar pipe installed inside a micro-tunneled casing."

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

Fragmentation by blasting is a critical process in hard rock mining. The blasting process and outcomes are highly influenced by rock mass properties and their response to higher stresses and loading rates. Each rock mass is unique, but some features affect the blast energy similarly, leading to similar outcomes. Having analyzed these features and their influence on blast results, they can be incorporated into the blast design to achieve better outcomes. This paper presents a numerical model validated by a case study from the actual mine blasts that studied the effect of rock mass properties on explosive energy production, attenuations, and overall blast outcomes. The results show that when the model parameters are calibrated based on real data, they can be used to simulate the fragmentation process and therefore be used to aid blast design.

Computer-aided control of a mining machine places its operator in a safe, remote location, thus reducing health and safety risks. Sensing systems that provide machine position (xy coordinates) and heading (yaw) are extremely useful in aiding remote positioning of mining machines. The US Bureau of Mines (Bureau) developed two sensing systems for position and heading information: a scanning laser system based on the Lasernet sensor and a mechanical position and heading system based on linear-position transducers. The Bureau is also investigating a system from Honeywell, the modular azimuth and positioning system (MAPS), that employs ring-laser gyroscopes (RLGs). This paper presents a brief background and status of these sensing systems as applied to a continuous mining machine (CM). Included are field test results off each system operating in a room-and-pillar research section at a cooperating West Virginia mine.

This United States Bureau of Mines study is based on a review of U.S. mine fire accidents that occurred from 1970 through 1989. Information on these accidents was obtained through investigative reports written by Mine Safety and Health Administration personnel. For this study, 260 mine fire accident reports were examined. A previous Bureau research effort established that fires causing fatalities were more likely to occur in haulage entries than at any other underground location. This study has found that the most prolific source of haulage entry fires was the inadvertent grounding of trolley wires. The largest segment (15 out of 40 trolley wire fires) resulted from not maintaining adequate clearance between the trolley wire and the vehicle. Several novel fire prevention and control ideas have evolved in response to frequently occurring fire-related problems. These included; discriminating power isolation devices, wire cutting devices, more accessible fire extinguishers, vehicle overcurrent protection, and vehicle fire suppression.

High pressure grinding has been introduced into many grinding applications. The high pressure grinding roll offers capacity increases of existing plants and savings in operating costs. Also metallurgical advantages could be achieved. The first high pressure grinding roll in a copper mine was commissioned in Arizona in July 1995. This paper provides information about the operating experience gathered during the first months of operation. The current flowsheet will be described as well as further options for plant arrangements.

Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. A thorough geological engineering investigation is required before surface lands overlying abandoned underground mines can be safely recommended as building sites. The major problems confronting the geological engineer are assembling accurate geologic and mining information and developing an accurate rock mechanics model of the situation. A successful investigation requires a combination of technical expertise in rock mechanics and engineering geology tempered with practical engineering judgment. The results of a good study are not always favorable to the prospective builder.

The LIFE-Environment Demonstration Project ?Treating Waste for Restoring Land Sustainability?(www.bangor.ac.uk/ies/TWIRLS/TWIRLS_home.htm), a project initiated by the University of Wales, Bangor, UK in which NAGREF is a partner, aims to demonstrate the effective use of industrial and municipal wastes for the remediation of post-industrial and degraded sites in urban and rural sites. Within the framework of this project, a schist quarry, which is located in a mountainous area near Athens and which has been exploited in the past for cement production, was chosen for bioremediation experiments in collaboration with the quarry owners, TITAN Cement Co. Three different areas within the quarry were selected representing 3 different topographies. These were a compacted, flat area with seasonal water logging (untreated control), a gently sloping, land formed area; and artificially created mounds of overburden rock material formed on the flat area. Compost produced from mixing municipal waste, green waste and digested sewage sludge at the recycling plant of the Association of Communities and Municipalities in the Attica Region (ACMAR), near Athens was used for nutrient amendment. Six replicates of three treatments were applied with varying compost application rates in order to examine the effect of the addition of organic matter in the establishment of suitable vegetation on the infertile schist material. Pine trees (Pinus halepensis Mill.), 4 per replicate, were pocket planted in a volume of 3 liters of schist or schist-compost mixture (1:2 and 2:1). Tree height, main stem diameter and branching were measured following planting and these measurements will be repeated annually to test hypotheses that compaction and water logging reduce Pine establishment by natural regeneration and that nutrient addition improves establishment of pine on schist waste. The availability of nutrients and variation in other soil physico-chemical parameters will also be studied in each treatment and related to plant growth. As a demonstration project, open days are planned on the site for the public and official bodies involved in municipal waste handling and other relevant areas. The aim of these will be to illustrate the effective re-use of waste for the sustainable restoration of post-industrial and degraded land.

"India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. The tremendous growth in grinding mill size and horsepower during the '70s demanded advancements in gear cutting technology and equipment for the '80s. Computers are used as an aid in the design and selection of the mill drive system; sophisticated computer graphics are used to create manufacturing drawings; and a new generation of gear cutting machines are used to manufacture the gears. These new gear cutters can generate-cut gears over 40' (12.2 m) in diameter at an AGMA quality level exceeding the currenty acceptable standards. The precision of the resulting gear assures maximum tooth contact, which will result in longer gear set life.
