"This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. The Zijinshan gold-copper mine, in spite of the low-grade nature of the ore, has become one of the largest production-scale and most profitable non-ferrous metal mines in China. The successful application of hydrometallurgy as well as proper engineering design are the key factors for large-scale development of the Zijinshan gold-copper mine. In this contribution, the practical experience acquired in the development of the Zijinshan gold and copper mines is summarized. This covers most aspects of the production process including mining, beneficiation, ore stacking, heap (bio)leaching, carbon-in-leach, solvent extraction, electrowinning, wastewater and tailing treatments. The authors believe that this practical experience will not only help to promote the development of hydrometallurgy, but can also serve as a model for other gold and/or copper plants around the world.

Boron, estimated to comprise about 0.001 percent of the earth's crust (Fleischer 10), as an element is never found free in nature, although its compounds are found in many localities. the borates are the most important. Sassolite (B(OH)3) and boracite (Mg6C12B1406), non-borates, are-of-minor importance. The crystal structures of most natural borates are still unknown. A classification based solely on the ratio of boron to the total number of cations has been devised (Palache 28). This classification divides the borates into four, sub-groups; anhydrous borates, hydrated borates, borates containing hydroxyl or halogen and compound borates. Only four or five minerals of the hydrated borates group have ever been used commercially. In more recent years, the sodium borates have comprised all but a 'small fraction of all borates used. Borax, the hydrated borate compound, is the most important of all boron compounds. It has been used so long and so often that the layman often confuses borax and boron and, applies the terms synonymously.

Bond International Gold's Colosseum gold mine was discovered in 1865. No recorded production occurred, however, until the 1930s, with production of about 19 kg (615 oz) of gold. The mine was closed in 1942 as a nonessential industry during World War II. The property was acquired by Dallhold Resources in mid-1986. Construction of a 1.1-million Mt (1.2-million st), carbon-in-pulp (CIP), cyanide mill began in November 1986 and was completed in September 1987. Minable reserves are estimated to be 9.5 Mt (10.5 million st), with an average grade of 2.1 g/t (0.061 oz per st). This article describes the general process flow and plant equipment. And it looks at the maintenance and operational problems encountered in the first six months of operation. Process description Ore is direct hauled from the open-pit mine 1.5 km (1 mile) to the crushing facility. There it is crushed to -152 mm (-6 in.) with a single- stage, 1.5-m x 1.2-m (60-in. x 48-in.), 186.5-kW (250-hp), Fuller-Traylor jaw crusher. The ore is then stockpiled in a 31.7-kt (35,000-st) reclaim ore pile. Lime is added to the crushed product as it is conveyed to a single 6.4-m x 4-m (21-ft x 13-ft), Hardinge semiautogenous grinding (SAG) mill, followed by a single 4.3-m x 7.3-m (14-ft x 24-ft) Hardinge overflow ball mill. After grinding, the slurry is thickened and then preaereated for three hours. Following preaereation, the pulp is leached with NaCN at a pH of 11, also for three hours. The slurry then goes through a seven-stage CIP circuit for 21 hours. Then the tailings slurry is preaereated for three hours before cyanide destruction using the Inco process. Loaded carbon is eluted using an Anglo American strip, followed by electrowinning on stainless steel wire. The stainless steel wire is transferred to refinery cells where the gold and silver is plated on stainless steel plates. Following electrore-fining, the gold-silver foil is removed, melted, and poured into dore bars for shipment. The crushing, milling, refining, and maintenance processes require 37 people. Crushing The crushing area required changes and modifications following start-up. Several areas are of specific note. Structural failures Rubber support cushion blocks located under the coarse ore bin failed. These were replaced with heavier, more durable blocks and have since appeared to be satisfactory. A severe structural vibration was encountered in the entire crushing facility. A mechanical engineer, brought in by the contractor, determined the structure needed more support and cross-bracing.

There have not been many opportunities to date for comparison between laboratory and commercial neutralization rinse data. Homestake Mining Company's Santa Fe project is one such comparison. This paper discusses laboratory procedures and results from a 100' leach pad height simulation column neutralization rinse test and compares principal data with that achieved in actual commercial leach pad neutralization rinsing procedures. Principal comparisons include the rate of WAD cyanide neutralization, decrease in effluent pH, stabilization of dissolved silver and copper, and the quantity of dissolved gold recovered during rinsing.

The effects of percent solids, mill loading and grinding time on product size distribution and ball wear were studied in a laboratory ball mill for a taconite ore. Mild steel balls and HCLA steel balls were used to examine the role that ball hardness play in grinding. Net production of minus 325 mesh - material reached maximum at 70% solids, whereas the ball wear decreased as pulp density increased. HCLA steel balls ground the taconite ore finer than mild steel balls under otherwise identical conditions. Examination of ball surfaces with a scanning electron microscope suggested that grinding with mild steel balls involved nipping rather than attrition, whereas grinding with harder HCLA balls involved both nipping and attrition.

Ensuring adequate ventilation is a critical aspect of safety in underground mining operations. In small-scale mines in particular, key ventilation parameters such as temperature, humidity, and air velocity are often measured manually and only at infrequent intervals, typically using analog instruments. As a result, real-time monitoring of environmental changes, timely detection of hazardous situations, and demand-driven ventilation control are not feasible. This presentation discusses the selection and evaluation of modern digital ventilation measurement devices, including handheld instruments with digital data logging capabilities and continuously operating sensors with potential for real-time data transmission. The investigations focus on the challenges posed by underground environments with extremely high humidity levels, which can adversely affect sensor performance and electronic components. The results are based on testing conducted at the Research and Teaching Mine of TU Bergakademie Freiberg—an underground ore mine characterized by humidity levels exceeding 95%. Findings include assessments of measurement accuracy, reliability, and practical applicability under these demanding conditions.

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

Structured or embossed HDPE and LLDPE geomembranes have been available to mine owners and designers for over ten (10) years. As many owners and designers discover and demand the consistent high quality characteristics of this type of geomembrane due to the unique manufacturing process, the use of these materials in new mines, mine expansions and final closure designs has steadily increased. Structured liner materials are available for double lined and final cover systems and are revolutionizing the way ponds, pads and final closures are constructed. This paper will discuss the structured or embossed geomembrane concept and manufacturing process. Additionally, the paper will present comparative testing illustrating the major advantages of using this type of product in these types of applications. Both technical and economic advantages are illustrated. The cost savings include lower installation costs, less material used, and third party inspection times not to mention better performance. These new systems will be presented.

The analysis of the phenomena involved in the determination of the compressive strength of iron-ore agglomerates leads to the identification of the important parameters. It is shown mathematically that the pellet rupture strength is proportional to the cross-sectional area. Fracture is initiated at the center of the pellets by the tensile stresses developed by the compressive loads normally to the compression axis. The variation in strength between individual pellets of identical composition and subjected to identical treatments is due to internal voids of varying sizes, that act as stress-concentration sites. Two novel testing procedures are proposed. The first consists of testing the pellets between two plates having three steel spheres each. This configuration simulates much better the environment actually encountered by the pellets. The second procedure consists of a thick-walled cylinder in which a piston penetrates; a large group of pellets is tested simultaneously, as the stress versus strain plot is being recorded. This latter test presents significant advantages over the conventional testing procedure; the main one is that one single test is sufficient to characterize the mechanical response of the pellets.

"The supply chain for coal-fired power stations involve a multi-stage network of mining units, preparation plants, blending facilities and transportation systems. Attempts to optimize the supply chain have historically been difficult due to the lack of communication/coordination between the various groups involved in coal production, transportation and utilization. In light of this issue, a new approach for globally optimizing the coal supply chain called Micro-Price Optimization has been developed to simplify the optimization problem and to provide coal producers with fundamental insight needed to improve the profitability of their operations. This fundamental concept assigns unit values to each particles (or groups of particles) passing through production units. Optimization occurs whenever the maximum tonnage of positive value particles are recovered and passed to market, while the minimum tonnage of negative value particles are recovered. Elements considered by the concept include factors such as target boiler cost/efficiency, waste disposal costs, coal quality parameters, emission penalties, transportation charges, or other quantifiable impact factors. This article reviews the basis for the micro-price concept and provides a detailed industrial case study involving the determination of optimum coal qualities that need to be supplied by mine operators to feed a coal-fired power station. INTRODUCTION The performance of coal preparation plants have long been known to play an important role in determining the overall profitability of mining operations. This significance is due to the fact that the misplacement of just 1 ton/hr of clean coal to reject resulting from poor plant performance can represent nearly $300,000 per year in lost revenues for a mine producing a steam market coal (i.e., 1 ton/hr x $50/ton x 6,000 hr/yr = $300,000/yr). This loss can be even more pronounced, occasionally approaching $1 million per year for each 1 ton/hr of misplaced clean coal, for operations producing high-quality coking coal products sold into the premium metallurgical market (i.e., 1 ton/hr x $150/ton x 6,000 hr/yr = $900,000/yr). Detailed economic studies indicate that improvements in plant yield resulting from increases in organic efficiency have one of the largest overall impacts on mine revenue when compared to other cost centers within the mining operation. One of the first studies to show this important financial impact was reported by Norton-Hambleton Consultants (Norton, 1979). Their study indicated that an unfavorable change in plant efficiency was second only to coal transportation in terms of its impact on profitability, while an unfavorable change in the cost of underground mining was a distance third. This longstanding realization has continued to provide a strong financial incentive for coal producers to optimize the separation efficiency of their coal processing and blending operations."

For a given flotation system, the rate-controlling step in fine coal flotation can be the attachment of bubble to the fine coal particles. The probability of attachment depends upon the surface characteristics and the collector adsorption on the coal particle surfaces. Thus, to further improve the flotation rate and selectivity is to alter the distribution of hydrophobicity on coal particles efficiently by applying the effective means of collector dispersion. In order to enhance the combustible recovery and selectivity of fine coal flotation, and lower the amount of collector used in the fine coal flotation processes, four modes collector dispersion/addition techniques are tested. They are direct liquid addition in pulp (mechanical agitation), ultrasonic energy dispersed collector into pulp, atomized collector into pulp and gasified collector transported by air and formation of collector-air bubbles in pulp. The effect of four collector dispersion/addition methods on the floatability of -600 µ m (-30 mesh US sieve) coal samples from four ranks of coals were studied. The ultrasonic energy dispersed collector and atomized collector flotation processes enhance flotation yield and most significantly improve the kinetics of fine coal flotation. The gasified flotation process can increase the selectivity of separation and decrease the collector consumption due to starvation flotation is achieved in this process. The flotation efficiency of gasified collector process is as high as that of conventional flotation. It is because that the effect of the decrease in the combustible recovery is offset by the increase of selectivity. In addition to flotation experiments, induction times of bubble attachment to the bed of fine coal particles for four ranks of coals are measured.

The Turquoise Ridge Joint Venture (TRJV) is located in northern central Nevada, and is situated within the Basin and Range province, near the northeast end of the Osgood Mountains (see Figure 1). The TRJV mine consists of typical Carlin type- gold mineralization characterized by low strength rock of altered limestones, siltstones, and mudstones. The weak nature of the ground facilitates the underhand cut and fill mining methods. TRJV has been working to optimize ground support and mechanize top cut drift sizes and eliminate operating hazards associated with jackleg drilling. Safety Factor analysis based on bolt strengths has allowed us to pursue larger sized top cut drifts and to evaluate bolt length sizes and spacing. Switching from jackleg sized drifts of 10?W x 10?H to a mechanized 12?H x12?W top cut drift design has the potential to decrease overbreak, provide more uniform drift design sizes and bolt patterns, and increase ore production by at least 38%.

On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). INTRODUCTION Nevada Goldfields began underground mining development at the Kingston Project in September, 1986, followed by mill start-up in March, 1987. The first gold pour in April followed three years of preparatory work in establishing a North American operational base for the production of precious metals by Golconda Minerals N.L., an Australian mining firm. GENERAL CORPORATE BACKGROUND The Golconda Group of companies was established in early 1983 in Australia. It began operations by successfully retreating tailings at several old gold mining sites throughout Australia. With the limited reserves available for tailings retreatment, Golconda began to look toward the future by conducting a gold exploration program in Australia. However, the continued high price of gold in Australia had limited the possibilities of acquiring good properties at a reasonable cost and consideration was given to looking outside Australia in addition to Golconda's domestic exploration activities. North America was favored because of the proven potential for substantial gold deposits, the established infrastructure which would allow for rapid and cost-effective development of new projects and the advantages of similar political and economic climates. In mid-1984, Golconda established an office in California and began an extensive study of over 100 prospects throughout the United States. Two prospects were identified as a result of this study whch showed merit; one was located at Empire, Colorado and the other at Aurora, Nevada. Negotiations were then successfully undertaken to acquire these two properties. Golconda's U.S. offices were moved to Reno, Nevada in early 1985 to facilitate management of its projects. To operate and manage these projects, a small Canadian company listed on the Vancouver Stock Exchange, Cannon Minerals, was acquired by Golconda and renamed Nevada Goldfields Corporation. The current structure of the company is shown below in Figure 1. A private placement of 2,575,000 shares of common stock at US54.00 per share was arranged by Jacksons Limited of Australia in association with W.I. Carr (U.K.) Limited of London. Throughout the mining industry, pneumoconiosis is one of the most severe occupational health problems being faced. The goal of completely eliminating pneumoconiosis as an occupational health hazard was underscored by the Federal Government with its enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969). Under this law, permissible dust level standards will be placed at 2 mg/m3 in mine atmospheres by December 30, 1972. The mining industry is thus faced with the tremendous technical challenge of achieving this level. Two basic questions can be raised with regard to this legislation. First, does a maximum dust concentration of 2 mg/m3 prevent the occurrence of pneumoconiosis? Secondly, can this dust standard be achieved using presently available methods and equipment? A precise answer to the first question has not yet been developed by the medical profession. Studies are continuing on the origin, prevention, and therapy of pneumoconiosis, and permissible dust levels could become even lower as medical evidence accumulates. This study focuses on the environmental characterization and assessment of long-term neutral mine drainage (CND) potential from waste rock piles at the abandoned Erdouz mine in Morocco. The study involved metallographic analysis, static tests, and column tests. Results indicate that the waste rock is not an acid mine drainage generator but produces CND, mainly with sulfates exceeding Moroccan standards. The waste rock is relatively stable and could be reused after pretreatment.

Project Payette is a conceptual nuclear experiment under the Vela Uniform program intended to further evaluate the mechanism of seismic decoupling. Vela Uniform is a Department of Defense program to improve this country's capability to detect, locate and identify underground nuclear detonations. This program evolved from recommendations of the Panel on Seismic Improve¬ment, (Berkner Panel), an officially appointed group of noted U. S. scientists. This Panel, taking note of difficulties in detecting the differences between some underground nuclear detonations and some earthquakes recommended a program of increased basic research in seismology. The theory of decoupling, Which involves possible reducing of seismic motion resulting from underground explosions by reducing the coupling or physical linkage between the explosion and the geologic environment, was investigated by Dr. Albert latter and his associates at RAND during the late 1950's. The concept has been further investigated theoretically by scientists of the Lawrence Radiation Laboratory and the Sandia Laboratory. The theory has been tested experimentally under Vela Uniform Projects Cowboy, Dribble and Sterling. The Salmon Event of Project Dribble was a tamped (with the explosive in firm contact with the geologic formation) nuclear detonation 2700 feet below ground in the Tatum Salt Dome. Project Payette, if found to be feasible and if authorized for actual execution, would become a decoupled experiment in the same environment.
