Alaska?s known mineral endowment includes some of the largest and highest grade deposits of various metals, including gold, copper and zinc. Recently, Alaska has also been active in the worldwide search for sources of rare earth elements (REE) to replace exports now being limitedby China. Driven by limited supply of the rare earths, combined with their increasing use in new ?green? energy, lighting, transportation, and many other technological applications, the rare earth metals neodymium, europium and, in particular, the heavy rare earth elements terbium, dysprosium and yttrium are forecast to soon be in critical short supply (U.S. Department of Energy, 2010). The REE, accompanied by other high field strength metals (such as Nb, Zr, Ti, Th, W), are associated with alkaline complexes of the Hogatza Belt in northwest Alaska; peraluminous tin-granites of the Ruby batholith in central Alaska and the Porcupine plateau in the northeast; and peralkaline intrusive complexes in the southwest Alaska Range west of Anchorage, and on Prince of Wales Island in southeastern Alaska. Limited evidence suggests that the heavy REE are associated with deposits that became more highly evolved by late hydrothermal processes.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. The Meikle Mine is located in the northeastern part of Nevada in the gold-rich Carlin Trend. First discovered in 1989, Meikle is being developed into a 2.2-kt/d (2,500-stpd) underground mine that will open during the second half of 1996. Work has already been completed on the mine’s cooling plant, a necessary item due to the high rock temperature and the hot ground water. In North American mines, there has been little need for refrigerated cooling. Therefore, Barrick needed to draw on experience from elsewhere in the world — particularly South Africa — to meet these requirements. The history of cooling mines using mechanical refrigeration dates back to the 1920s at Morro Velho in Brazil and 1936 at Ooregum in India (Dobson,1940 and Biccard, 1946). From 1940 to 1960, several cooling plants were installed on the deep level gold mines on the Witwatersrand in South Africa. These were followed by similar installations on the mines in the Klerksdorp, Welkom, Evander, Rustenburg and Thabazimbi areas. The first mine cooling plant in Germany was built during 1976.

So far my consulting in industrial minerals has been confined principally to carbonate rocks,-salt, coking coal, and glass sand. Much of this work has been for companies either too small for a full-time geological staff or unaware of the value of employing one or more qualified geologists permanently. It gave me considerable personal satisfaction to see several of the latter companies employ one or two full-time geologists after the completion of a consulting contract with them. One possible reason why some companies lack the wisdom to hire geologists is that they are dominated by engineers who still subscribe to the old idea that engineers are self-sufficient in all fields. They could have learned this from their professors. I once knew a Dean of Engineering who got purple in the face when a faculty committee was discussing the financing of a broad gauged engineering project and suggestions were made that assistance be obtained from the Schools of Business and Law and from some of the science departments tie pounded the table and shouted "Engineers are trained to handle all this!" In teaching engineering geology some years ago I used to tell the class repeatedly that the course would not make them geologists, that the purpose was to teach them

Characterizing the abrasiveness of soil/rock and the allowable wear of hard-facing products in various conditions is a critical factor in selection of the best material for certain applications related to drilling and excavation in mining and construction industries. The Soil Abrasion Index test machine at Colorado School of Mines (CSM) is one of the recently developed unique systems capable of testing soil/crushed rock abrasion under various conditions, such as dry, wet, and saturated settings. It is also capable of testing the performance of various types of hard-facing materials in a given geo-material. This paper studies the wear properties of different hard-facing materials in various crushed rocks from a surface mining operation in the iron range region of the USA. The hard-facing materials include regular and hardened steels and six different specialized hard facings, based on chromium carbide. The soil/rock include a standard sand and two rock samples from the surface mine. Fourteen abrasion tests were conducted, where the weight loss of each hard-facing material was measured over timespans up to 1 h of testing. The results show the distinct performance differences between the steels with 17 HRC and 43 HRC hardness and the hard-facing products for this application. The results show the possibility to evaluate the abrasiveness of different rocks at a mine or construction site and the performance of various hard facings in similar working conditions. This is a practical solution for selection of the cutting tool or reinforcement of bucket lips and truck beds for comparison of relative wear life between different wear-resistant materials.

Coal plays an important role in the energy needs of the World. Given its wide abundance and low cost, coal use is bound to increase with the growing energy demand. Despite its importance, there are growing concerns over coal?s environmental burdens, especially its contribution to greenhouse gas emissions. To ensure sustainable extraction and use of coal, opportunities for minimizing potential impacts from coal have to be identified and exploited. Whilst extensive work has been done on life cycle assessment of coal use, especially in electricity generation which uses the bulk of coal produced, there has been limited work focusing specifically on coal mining. This study aims to estimate the cradle-to-gate life cycle climate change impacts of coal from a surface coal mine in the United States. The study employs general principles of ISO standards for LCA.

Retrievability of emplaced nuclear waste from the geologic repository is a performance objective imposed by Federal Regulations. This requirement is designed to provide confidence in the Department of Energy's repository design by keeping the option of retrieval open if the engineered or natural systems prove inadequate for containment and long-term isolation of high-level nuclear waste. This paper presents a summary of current Nuclear Regulatory Commission Staff thinking on the design of the repository for retrieval, and level of retrievability demonstration that may be required during site characterization. However, this paper does not represent official U.S. Nuclear Regulatory Commission position on this topic.

"Surface subsidence caused by underground room-and-pillar mining operations and by solution mining operations have been studied separately but never in combination. In 2008, FMC Minerals began using solution mining at its Westvaco Mine as a secondary extraction method in an area that had been previously mined using the room-and-pillar mining method. Mining regulations require that subsidence associated with underground mining activities be monitored and measured annually. Using Salt_Subsid, a subsidence software package from the Solution Mining Research Institute, and ArcGIS, Esri's mapping platform, researchers at Montana Tech were able to develop a relationship between measured surface mine subsidence and solution mining that can be used at the Westvaco Mine to estimate the production of trona from solution mining operations. Project backgroundFMC Minerals has increased the production of trona from its Westvaco Mine near Green River, WY, using solution mining as a secondary extraction method in an area previously mined using the room-and-pillar method. The area of interest was mined until 2001 with the use of a borer miner at a depth of approximately 488 m (1,600 ft). Currently, FMC determines the amount of trona produced using its solution mining operations by measuring the dissolved solids pumped from the mine. This approach, however, does not account for the location from which the trona was removed.The location from which the trona is removed and the size of the cavern created by the solution mining operations are important to FMC’s mine planning. FMC believed that with proper investigation of the subsidence at the Westvaco test site, a correlation might be found between surface subsidence measurements and the amount and location of trona production from the solution mining activities. The primary goal of this project, conducted by Montana Tech, was to find relationships between the measured subsidence and the solution mining activities. The project attempted to develop an equation that could be used to predict solution trona production based on measured subsidence. The project attempted to model the relationship between the measured surface subsidence and solution mining production using Salt_Subsid, an existing subsidence software package from the Solution Mining Research Institute (SMRI, Clarks Summit, PA) to estimate the location, size and shape of the solution mining cavern. This study would determine the program’s usefulness for locating and developing the cavern created by secondary solution mining activities. The subsidence and production data sets used in this study were collected over a seven-year period from 2008 through 2014."

Rare earth elements and critical minerals have recently become of great economic interest because of their necessity for many new technologies and recent geopolitical unrest affecting the supply and import of resources. The San Juan and Raton basins in northern New Mexico are two structural coal basins that contain elevated concentrations of rare earth elements and critical minerals. These two New Mexican coal basins will be assessed geochemically and petrographically to identify vectors of the rare earth element and critical mineral enrichment. Coalbeds, coal seams, overlying, and underlying rock units will be sampled and characterized to determine any economic viability. Historic data will be compiled into a new and comprehensive coal geochemical database, which will grow with new analyses, and serve as the dataset for this project; this coal resource database will be made available to the public.

Over the years the coal industry in Alabama has generated about 150 million tons of fine waste coal, increasing at a rate of 2 million tons/year, during mining and cleaning operations. Reclamation of the fine-size wastes containing 20-60% by weight clean coal provides, free of charge, mined and crushed feedstocks for coal recovery and eliminates a major source of acid water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the plus 100 mesh material produced commercial grade coal averaging 8.2% ash, 0.8% sulfur and 13,350 Btu/lb. However, the coal recovery was relatively low at 50-65%. Froth flotation using mechanical and froth column methods gave similar coal products at much higher coal recovery of 87-93%. The coal produced analyzed 10% ash and 1.1% sulfur.

Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão Mine in Brazil. They are predominantly blue apatite, followed by green apatite and, less frequently, yellow apatite. The chemical compositions of these types of apatite were determined by electron microprobe analysis and laser ablation-inductively coupled plasma-mass spectrometry (LA-ICP-MS). Blue and green apatite responded well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite has the lowest phosphorus pentoxide (P2O5 ) content and largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest phosphorus (P) and calcium (Ca) grades and lowest substitution level.

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35°C (95°F) [1]. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by >5.6°C (10°F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35°C (95°F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy. INTRODUCTION The apparent temperature inside an occupied RA could be significantly affected by the surrounding environment’s thermal conditions, such as mine air temperature and mine strata temperature. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and air velocity. It is used to assess the perception of indoor temperatures. Depending on factors such as geographic location and season, mine air temperature, relative humidity, and mine strata, temperatures can vary significantly [2]. RAs located in cold mines may pass the 96-hour 35°C (95°F) AT limit test that poses a challenge for RAs located in hot mines. One solution in these cases is that the occupancy of the RA could be derated (i.e., the RA occupancy could be reduced) to ensure the AT limit is not reached. However, this would require mines to purchase additional RAs to accommodate all personnel in the mine. For mines with high temperatures (above 26.7°C or 80°F), the occupancy might have to be reduced so much that the necessary number of additional RAs would be impractical. In these cases, RA cooling systems could provide a solution.

One of the utmost severe mining catastrophes in underground hard rock mines is rock burst phenomena. It can lead to damage to mine openings and equipment as well as trigger accidents or even threat to life as well. Due to this, a number of researchers are forced to study some easy-to-use alternative methods to predict the rock burst occurrence. Nevertheless, due to the extremely multifaceted relation between mechanical, geological and geometric factors of the mines, the conventional prediction methods are not able to produce accurate results. With the expansion of machine learning methods, a revolution in the rock burst occurrence has become imaginable. In present study, three machine learning methods, namely XGBoost, decision tree and support vector machine, are utilized to predict the occurrence of rock burst in various underground projects. A total of 134 rock burst events were gathered together from various published literatures comprising maximum tangential stress (MTS), elastic energy index (EEI), uniaxial compressive strength and uniaxial tensile stress (UTS) that have been used to develop various machine learning models. The performance of machine learning methods is evaluated based on the accuracy, sensitivity and specificity of the rock burst prediction.

"A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts, the world’s mining equipment productivity has declined 20 percent during the past seven years (Lumley, 2014). Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear.The world’s mining industry fleet of more than 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually. This discussion will review a few of the tools available for improved productivity in dragline operations.Benchmarking equipment performance exposes the possibilitiesIn the September 2013 Mining Engineering cover story Graham Lumley and R. Adsero suggested that analyzing best practice equipment performance from an industrywide database for specific equipment performance improvement goals would be beneficial (Adsero, 2013). Benchmarking equipment performance by normalizing differences and then comparing specific measures of performance will provide a road map to improvement for those following the leaders. For those already performing at best practice levels, a benchmark confirms and bolsters what has already been achieved. As described in the SME February 2014 paper by this author, best practice is the average of the top 10 percent in annual output. Filling performance gaps identified by a comparison to best practice by investigating the details of the why and taking action to change, makes all the difference. This is true for all major mining equipment. Given the large gap between average performance and best practice performance most mining operations can benefit. Best practice performance provides a view of what is possible to the 90 percent majority of mining operations that are performing below the top 10 percent.For dragline mining operations, identifying specific characteristics and practices of leading dragline performance will provide a reference for comparison."

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

"For the Hollywood International Airport Runway Expansion Project at Fort Lauderdale, Florida, the structural fire durability analysis was completed for a series of tunnels formed by roadway and railroad cells located under the runway structure. A systematic design approach was developed to mitigate structural damage during a fire event and arrive at a practical method to structural fire engineering that is compliant to NFPA 502. To ensure the NFPA 502 requirements are satisfied, the performance based approach was implemented and the engineering analyses were performed for the adopted design fire event. The analyses considered the facility’s unique features including its fire safety systems to determine applicable design fire curves for structural durability analyses. The paper also outlines the process of defining the project specific fire curves for a specific design fire scenario and summarizes the results of heat transfer and structural fire durability analyses. This approach was aimed to assist the owner and Authority Having Jurisdiction to achieve practical decisions to the tunnel facility fireproofing.INTRODUCTIONFort Lauderdale–Hollywood International Airport (FLL) in Broward County, Florida is a major hub facility serving more than 23 million passengers annually. As part of the Airport Expansion Program, the South Runway (9R-27L) Expansion project aimed to meet ever increasing service demands via an increase to runway lengths. This necessitated the placement of one of the reconstructed runways on bridge structures over the existing U.S. Route 1 (US 1), a major north–south U.S. Highway that serves the East Coast of the United States, and the Florida East Coast (FEC) Railway, thus effectively creating multiple tunnel cells beneath the subject runway. For this project, HNTB suggested a tunnel fire damage mitigation system that would protect the runway major structural elements from the design fire event that may happen within the tunnel cells. This paper addresses the issues related to the fire event originating within the tunnel encompassing the US1 highway only, and deals with requirements of NFPA 502 [5] exclusively. Therefore, while approaching the structural fire protection issues for the specific tunnel cells beneath the runway structure, the requirements of the American National Standard NFPA 502 (Standard for Road Tunnels, Bridges, and Other Limited Access Highways, 2008 edition) were followed. This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

"A commercially available through-the-earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multisite evaluation of available TTE systems. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a postevent mine shutdown environment. For this study, surface-to-underground and undergroundto- surface communications were tested. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded mixed results. Future experimentation is planned to further examine the phenomena observed at this mine IntroductionThe ability to establish effective communication between surface and underground personnel after a mine event is essential for both evacuation and rescue efforts. Current wireless underground communication technologies are reliant on intermediary physical infrastructure, such as antennas and repeaters, to enable underground communications. As such, communications are easily disabled during a mine event because of the inherent vulnerabilities to physical damage (Damiano, 2012; National Academy of Engineers, 1970; Yenchek et al., 2011). A true emergency communications system would function regardless of a mine’s physical state. Through-the-earth (TTE) wireless communication technology only requires the use of a single transmitter and a single receiver to achieve point-to-point communication through solid strata. With this capability, TTE systems have the potential to serve as a true emergency communications platform."

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.
