The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

Flooding of open pits now receives considerable attention from the mining industry as an option that may minimize environmental impacts, particularly when anoxia in pit lake deep waters can effectively eliminate oxidation of pit-wall sulphides. A state-of-the-art, coupled physical-geochemical pit lake model is used to verify that a cost-effective, environmentally responsible closure strategy for the open pit at the Kori Kollo gold mine, southeast of La Paz, Bolivia is to adopt a controlled, two-stage infilling of the open pit upon cessation of operations. By filling the pit initially with highly saline waters from evaporation/infiltration basins and naturally saline deep groundwater, followed by capping with fresh river water, a very stable and strongly stratified pit lake will be developed. In addition, the stratification will result in the isolation of metal-rich saline bottom waters from surface waters of good quality. Results of this model provide defensible predictions of the physical stability and evolution of water quality in the Kori Kollo pit lake over time. The model results indicate that anoxic conditions will develop below the fresh-saline water boundary within 1 to 2 years, followed by the rapid onset of sulphate reducing conditions in the bottom waters. Hydrogen sulphide produced by sulphate reduction will readily react with dissolved metals to form highly insoluble metal sulphides. The process results in the gradual removal of metals from the water column and the concomitant improvement of water quality over time. A notable benefit of this strategy is that it can be fully integrated with other mine site closure options as well as future environmental management strategies. The proposed plan allows for: 1) safe storage of saline evaporation basin waters; 2) the potential for passive treatment in anoxic bottom waters of ARD seepages from other mine site operations should they arise; and 3) a repository for future reactive wastes that could be effectively isolated in a physically and chemically stable environment.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.

NASA has received direction for lunar habitation beginning in 2024. Prior to then, it will be necessary to learn about how lunar soil can be used to promote civilization on the moon. Questions must be answered: ?Will it support plant life?,? ?Can it be used as a construction material?,? ?What is needed to maximize health and safety?,? and ?Will it affect equipment, tools, machinery, and clothes?? The only samples available for study came from the Apollo Missions. Because the expense of bringing more material back to Earth is prohibitive, there is not enough available to perform studies to answer the above questions. Hence, there is a great need for its synthesis. Most efforts to date have concentrated on making ?simulant? from single natural resources of volcanic rock. However, another possibility is to use resources here on Earth to extract the minerals of interest into concentrates or so-called ?separates? using traditional mineral processing techniques, and then mix the separates in appropriate ratios to simulate the lunar soil. In this paper, results from a study in which dry Road Norite outcrop and wet mill tailings from the Stillwater Mining Company?s Concentrator located near Nye, MT were examined. Of course, the in-side challenge is to make ?separates? from gangue minerals.

Concrete is a mixture of a fine aggregate (sand), a coarse aggregate (gravel), cement, and water. Cement itself is the most expensive of the ingredients but generally amounts to only about 10% of the concrete mixture. Cement raw materials include calcium, alumina, iron oxide, silica, and gypsum. They are heated and chemically changed into clinker "minerals," which are then ground and shipped as cement. Each of the four main clinker minerals-tricalcium silicate, dicalcium silicate, tricalcium aluminate, and tetracalcium aluminoferrite-impart specific strength and compositional properties to the final concrete product. During hydration of the cement, chemical changes produce new minerals that include calcium silicate hydrate gel (C-S-H, the main constituent of hydrated cement paste), calcium hydroxide, and calcium, sodium, potassium, and sulfate ions, among others. Two main reactions can occur that may be deleterious to concrete. Normal cement pore solutions, in a hydrated cement, contain sodium hydroxide and potassium hydroxide. If these alkali concentrations are too high, they can react with the siliceous aggregate (alkali-silica reaction, or ASR) to form an alkali-rich calcium silicate hydrate gel (C-N+K-S-H), which, upon prolonged contact with water, can expand to crack the concrete. The other deleterious reaction occurs when the mineral ettringite (Ca6A12(S04)3OH12. 26H20) forms after the concrete is hardened (delayed ettringite formation) and cracks the concrete. Many of the concrete bridges and structures built in New Mexico in the past 20 years are in need of replacement due to deterioration. Many others constructed very early on in the century are still sound. By collecting and analyzing samples of both old and new concrete and good and bad concrete, we compared their differences on both a microscopic and macroscopic scale. Samples taken from concrete sidewalks, parking lots, drainage canals, spillways, and a railroad-trestle foundation have construction dates that range from 1923 to 1997. They were analyzed by electron microprobe and by petrographic microscopy. Cracks, air voids, and aggregate alteration were primary locations for investigation and analysis. Using the electron microprobe, ettringite was found in voids of most of the samples, both in good and bad concrete. This leads us to believe that ettringite formation is not causing distress in the concrete. There was one exception in which ettringite was found lining a crack. In this instance, ettringite may have the ability to further the cracking and cause distress. No alkali-silica gel was identified with the microprobe. Using the petrographic microscope in cross-polarized light, a light-brown material was observed that lined some of the air voids and cracks; however, exact mineralogic identifications were not made. Although many instances of chalcedony and other deleterious quartz phases were found, no clear evidence of ASR-gel deterioration was present in our samples using these methods. However, positive identification of the ASR gel was made on an in-place concrete near one of our sample sites and in several sample cores using a newly developed chemical test for the soluble potassium ions associated with the gel. The chemical used in this test is sodium cobaltinitrite, Na3Co(NO2)6.

The telephone rings at 3:20 a.m. An exasperated voice on the other end says, “There has been a mine explosion at Mine No. 5 and we have not heard from three units of men.” Twenty-three minutes later, the phone rings again and another panicked voice says, “There is something wrong at the slurry impoundment, the pool level has just dropped five feet and we are trying to figure out what is wrong” Thirty minutes later, the mobile phone rings. An excited security guard says, “We have reports of thick black water running down the right fork and left fork of Straight Creek and both seem to be rising in the banks.” If this is not enough excitement, the mobile phone rings again. A stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Co. No. 2 Mine, which is adjacent to our No. 5 Mine.” Is this all some kind of dream or nightmare? More importantly, though, if this happens, what do you do? Most people think: “It can’t happen to me.” But mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. A mine’s response must be quick, cool-headed, calculated and effective. This article examines the issues, concerns and ramifications of this hypothetical disaster. The authors then present a systematic crisis-management response.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

This paper includes discussion of how operating staff can use wireless devices to see equipment and processing data from anywhere throughout the mines and concentrators, and how management can view results from multiple mines, all in real time. Additional opportunities enabled through the remote access by equipment vendors or mining consultants is also presented, as well as an overview of typical benefits and current installations.

The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

This summary of international mineral exploration activities for the year 2007 draws upon available information from industry, literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2007: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2007 and compiled by the USGS.

The subject of rapid excavation tunneling is one that is extremely important to the people in the Metropolitan area of Chicago. My personal observation is that it is also extremely important to the urban communities around the U.S., to many local and state governments, and to the public officials who are deeply concerned about state affairs and taxes. The Metropolitan Chicago area is in fact, (as are 40 other major urban areas in the U.S.) confronted at the present time with a very serious combined sewer overflow, drainage and pollution problem which accounts for an estimated 40% of the pollutional load on its waterway system. In response to this the District has to date spent some seven millions of dollars in an attempt to find the most economical solution available for the elimination of this problem. This study included extensive investigations of the geological strata, the quantity and quality of storm runoff to be dealt with, and the various methods of storage and treatment available. It has considered solving the overflow problem by a concept involving a series of tunnels, rock tunnels, shafts and storage areas which will collect, retain and subsequently treat that portion of the combined sewer overflow which can be handled in the most cost-effective and economical way, consistent with following the federal and state standards - with which we at the present time agree in principle.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Concentration and composition of rare earth elements (REE) and major elements in the sediment samples from the IOM H11 Fe-Mn nodule deposit, eastern part of the Clarion-Clipperton nodule field (located between the Clarion-Clipperton Fracture Zone - CCFZ; tropical Pacific), have been studied. We show the controls on REE concentrations and described vertical/horizontal variability of selected metals in pelagic sediments from the CCFZ. According to Kato et al. (2011), who analyzed 2000 seafloor sediment samples at 78 sites of the Pacific Ocean, deep-sea mud shows high concentrations (2230 ppm maximum) of ?REY and could be potential resource of these elements in the future. However, our work does not fully confirm that sediments in the IOM H11 are significantly enriched in REE.

The history of mineral processing in general and flotation in particular is long and has always been tied to mining methods of the day. Building on the ever-improving fundamental understanding of the underlying science, the most significant trend in flotation has been the putting into practice the learnings from trailblazers such as Professor Fuerstenau that has given the confidence that enabled an ever-increasing scale of operations. There is, however, doubt this ongoing trend is enough to maintain the economics against global trends such as that of falling grades, increasing mining costs, pressure on water supply and demand, rising energy demands needed for mineral processing, and a focus on whole of life value and mine legacy issues. In addition, we see that globally, the social license to operate for mining (and hence mineral processing) is far from secure and, at the very least, is under much more rigorous scrutiny. In this paper, we comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in-place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10–20 years but in the meantime, the focus is just as likely to be on removal of waste (beneficiation) much earlier in circuits. Either way, mineral processing and flotation, as we know it, will change significantly.

In our work as health physicists*, we do a lot of public speaking and interaction with the public on issues related to development of uranium mining and milling (?uranium recovery?) in the US. Understandingly, the public has important concerns about this. Accordingly, this paper is presented in a ?question and answer? format in which we have tried to capture what are some of the most common concerns we hear from citizens and address them. We have attempted to do so based on the best scientific information we have, representing information well documented in peer-reviewed scientific literature and consensus positions from both national and international scientific standard setting bodies and related committees. We have included some of the more important of these scientifically-based references to support the information provided. Practical space limitations prevent completeness in this regard in some cases. "GENERAL PROJECT DATAThe Sparvo Tunnel is part of the “Variante di Valico” project, a new 65km (40mi) highway link between Bologna and Florence, designed to renew the existing A1 route which connects Bologna and Florence. It is composed of 2 x 2,5km (1,55mi) twin tunnels excavated inside a complex geological context, characterized by the presence of a series of surface landslides and methane gas.The inclination is 2,6 % and the minimum radius is 1.400m (4.600ft). The two tunnel tubes were excavated by a 15,6m (51ft) diameter EPB-TBM from summer 2011 to summer 2013. The internal diameter of the concrete lining is 13,6m (44,5ft), made up of precast concrete segments 2m (6,5ft) long and 70cm (28”) thick, being the largest and heaviest segments ever produced. Excavation went smooth apart from initial problems concerning clogging problems and a main bearing damage of the TBM, which are discussed in a further paper during the congress. No structural damage was observed until the end of the TBM drives.SITE OBSERVATIONS DURING THE POST-EXCAVATION PHASEThe first evidence of the stress state of the segmental lining appeared on November 20, 2013 inside the northern tube (1st drive). Ring No. 884 showed obvious signs of overstress, resulting in spalling and crushing of the concrete, and the subsequent bending of the reinforcement, as visible in figure 1.At this time the tunnel invert was already partially backfilled, and construction traffic was running through the tunnel. First safety measures included closing of the tunnel, and initial measurements of the displacements."

Amphiboles are hydrated mineral silicates five of which occur in asbestiform habits as asbestos grunerite (amosite) asbestos, riebeckite (crocidolite) asbestos, anthophyllite asbestos, tremolite asbestos and actinolite asbestos] and non-asbestiform habits (grunerite, riebeckite, anthophyllite, tremolite and actinolite). The asbestiform varieties are characterized by long, thin fibers while non-asbestiform varieties such as cleavage fragments form short fibers with larger widths. The U.S. regulatory method for counting asbestos fibers (aspect ratio [>]3:1, length [>]5 µm) does not distinguish between asbestos and cleavage fragments. The method biases toward increased counts of non-asbestiform cleavage fragments compared to long, thin asbestos fibers. One consequence of this regulatory approach is that workers can be erroneously classified as exposed to concentrations of asbestos (asbestiform amphiboles) above the U.S. 0.1 f/mL exposure standard when in fact they are not exposed to asbestos at all but non-asbestiform amphibole cleavage fragments. Another consequence is that the known carcinogenic effects of asbestos may be falsely attributed to non-asbestiform amphibole cleavage fragments of the same mineral. The purpose of this review is to assess whether amphibole cleavage fragments pose the same risk of lung cancer and mesothelioma characteristic of amphibole asbestos fibers. We identified three groups of workers exposed to non-asbestiform amphiboles: two groups exposed to grunerite (Homestake gold miners and taconite miners) and one group exposed to industrial talc containing non-asbestiform tremolite and anthophyllite in St. Lawrence County, NY. In addition to assessing strength of association and exposure?response trends in the non-asbestiform amphibole cohorts, comparisons were also made with cohorts exposed to the asbestiform counterpart (positive control) and cohorts exposed to the mineral (e.g. talc) that does not contain amphiboles (negative controls). The cohorts exposed to non-asbestiform amphiboles had no excesses of lung cancer or mesothelioma. Similar results were observed in the negative control groups, in stark contrast to the excess risks of asbestos-related disease found in the asbestos cohorts. The only possible exception is the twofold increased risk of lung cancer where exposure was to industrial talc containing cleavage fragments of tremolite and anthophyllite. However, this risk is not considered attributable to the talc or amphibole cleavage fragments for several reasons. A similar increased risk of lung cancer was found in Vermont talc workers, studied in the same time period. Their exposure was to relatively pure talc. There was no relationship between lung cancer mortality and exposure measured as mg/m3 years and years worked. A case?control study reported that all the lung cancer cases were smokers (or former smokers) and attributed the excess to smoking. There were two mesothelioma cases among the NY State talc workers exposed to cleavage fragments of tremolite and anthophyllite, but talc is not a plausible cause because of too short latency and potential for previous asbestos exposure. The positive controls of tremolite asbestos and anthophyllite asbestos exposed workers showed excess risks of both lung cancer and mesothelioma and positive exposure? response trends. St. Lawrence, NY talc does not produce mesotheliomas in animals while amphibole asbestos does. In sum, the weight of evidence fully supports a conclusion that non-asbestiform amphiboles do not increase the risk of lung cancer or mesothelioma. ©2008 Published by Elsevier Inc. Following a successful investigation on the Central Zone sample, a cyanidation study was conducted on an ore sample from the AD-MW Zone of Clarence Stream Property, owned by Freewest Resources Canada, to develop a leaching strategy to extract gold. At a grade of 6.48 g/t, gold is present in the forms of aurostibite, free gold and electrum. The ore contains 4.3% berthierite/gudmundite, 1.3% pyrrhotite, 0.7% pyrite, 0.07% stibnite and 0.9% arsenopyrite. Similar to the Central Zone, the extraction of gold from the AD-MW Zone can be performed at atmospheric pressure, pH 10.5 and with a low concentration of cyanide. The grind size had no effect on gold extraction between a P80 of 28 to 71 µm. The oxygen and cyanide requirement significantly increased with a ?ner grind. Consequently, a very close control of cyanide addition is required to minimize passivation of gold. Lead nitrate, added in the pretreatment, increased the extraction of gold by 2.3%. Leaching at pH < 10 improved gold extraction but increased the cyanide consumption by 5%. Passivation of gold occurred when the pretreatment was longer than 2 hours. A longer pretreatment reduced the cyanide consumption by 5%. Mineralogical characterization of the leach residue with no gravity pretreatment prior to leaching indicated the presence of unleached gold grains and passivated gold grains. Removal of coarse gold by gravity increased the extraction by 2.8% (leach residue at 0.74 g/t Au). Increasing the DO to 16 ppm or the lead nitrate from 500 to 1,000 g/t increased the overall gold extraction to 90.4% (leach residue at 0.62 g/t), which is the maximum gold extraction obtained. The leaching parameters were 800 ppm NaCN, DO 16 ppm and pH 10.5 for a duration of 120 hours. The associated cyanide consumption was 4.0 kg/t. Gold leaching was not sensitive to cyanide concentration. Reducing the cyanide concentration to 250 ppm resulted in a gold extraction of 89.5% with a cyanide consumption of 2.6 kg/t.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don&apos;t breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia&apos;s huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing&apos;s role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said.
