Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. In our work as health physicists*, we do a lot of public speaking and interaction with the public on issues related to development of uranium mining and milling (?uranium recovery?) in the US. Understandingly, the public has important concerns about this. Accordingly, this paper is presented in a ?question and answer? format in which we have tried to capture what are some of the most common concerns we hear from citizens and address them. We have attempted to do so based on the best scientific information we have, representing information well documented in peer-reviewed scientific literature and consensus positions from both national and international scientific standard setting bodies and related committees. We have included some of the more important of these scientifically-based references to support the information provided. The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980?s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

Bacterial populations play an active role in mineral weathering in subsurface and near-surface environments e.g., supergene enrichment of Cu at Morenci, AZ. An invitro bacterial biofilm model was used to examine the interaction between Sporosarcina ureae and ionic gold(which is toxic) or amino acid-gold complexes in gold mobility. The immobilization of ionic gold was between80-90% for 1 week but as the available, cellular reactive sites became saturated immobilization decreased to 14%within 2 weeks. In the asparagine-gold system, gold immobilization occurred at a high rate (80-90%)throughout the experiment with limited toxicity towards Sporosarcina ureae.

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

On average, there are approximately 10 fatal haul truck accidents per year. The most common causes for haul truck accidents include mechanical problems, inadequate training and insufficient road/berm maintenance. Due to the frequency and magnitude of haul truck accidents, new training methods are being investigated. With the widespread availability of computers and new technology becoming more reasonably priced, the ability to incorporate computer-based training for miners is becoming more possible. It has been shown that computer-based training is just as effective in knowledge acquisition as traditional lectures, and computer-based training can lead to a significant increase in the retention of material (Williams and Zahed, 1996). Studies have also shown that more engaging training methods lead to more effective knowledge acquisition (Burke et al., 2006). A supplemental system for current and new miner training to address the common causes of fatal accidents was developed. The training system is a virtual preshift inspection of a haul truck, and it can train new haul truck operators to identify parts that look defective. The training will increase an operator?s ability to recognize problematic parts and correctly identify the corrective action needed. Increasing the quality of training by providing an engaging, simulated hands-on environment will lead to safer behaviors by trainees, which will ultimately lead to fewer accidents and fatalities.

Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. Even though the economy of the United States remains in recession ? or not, depending on which economist you listen to ? muicipalities still need improved transportation, water and wastewater transit systems. And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

Blast-induced rock mass displacement can have a significant impact on ore loss & dilution. The mischaracterisation of the grade boundaries both prior to, as well as a result of blasting can lead to significant financial losses on account of ore loss and dilution. Ore dilution occurs when waste material is miscategorised as ore and sent for processing or stockpiling, diluting the run of mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorised as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have developed innovative tools and techniques to measure and model blast movement. These techniques have been implemented at Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures to sustain the benefits.

"Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

Many mining companies apply ergonomic principles, but it is done either informally and/or reactively. Examples of an informal approach include replacing worn equipment, such as seats, with models that have ergonomic features, or modifying tasks to eliminate safety hazards that will also reduce risk factor exposures that may result in musculoskeletal disorders (MSDs). A reactive approach is followed when modifying a task/equipment after an MSD occurs. Neither one of these approaches involves a systematic method of proactively applying ergonomic principles to actually prevent injuries or illnesses. This paper will discuss how Vulcan Materials Company applied ergonomic principles and the interventions implemented to reduce risk factor exposures.

The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to the DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. This paper summarizes the work that has been completed through September of 1981 and presents the results that have been achieved during this period. Technical difficulties encountered during both the installation and monitoring phases are discussed, and recommendations for future work are presented.

This paper is a follow-up to the paper presented at the SME meeting in April of 1996. Since then, the El Abra facility has been started up, 9 months ahead of schedule, and has processed about 45 million tons of ore and produced over 700 million pounds of copper. For those unfamiliar with the El Abra materials handling and leaching facilities, a brief overview of the facility is provided. The paper will then deal in detail with such aspects of Conveyor 103, the long regenerative overland conveyor, including: actual running resistance starting and stopping procedures emergency brake test at 10,000 t/h Additionally, we shall take the opportunity to report on a catastrophic culvert collapse in October 1996, which stopped the conveyor abruptly at full speed and under high load condition, causing a belt breakage. We would like to use this opportunity to thank the management of El Abra and Cyprus Amax for providing assistance and allowing us to present this paper. The El Abra team deserves a great compliment for building this one billion dollar facility in record time in a remote area of a high-altitude desert with no existing infrastructure, and for bringing it so quickly up to full operating capacity. The El Abra management had to assemble a completely new operator team. Considering the above circumstances, it took a great effort by all involved to achieve success. The official performance test which was required by the lending banks was successfully concluded in November 1997.

The slurry wall technique has undergone an evolution from its invention to its today’s status. In the early stages slurry walls were built with cable grab, later on with much stronger hydraulic grab and last but not least with the use of the cutter technique. The cutter allows thick walls with high verticality to extreme depths through hard soil and rock formations. With the rising demand of the construction of watertight diaphragm walls different joint systems have been developed. In addition to the rapid development of excavation systems it was necessary to improve slurry treatment and desanding plants, especially in conjunction with high performance trench cutters. Deep mixing methods can be used economically for the construction of cut-off or excavation support walls where other systems such as traditional soldier beams and lagging walls would yield unsatisfactory performance, where the installation of vibrated or driven sheet piles could cause vibration induced settlements and where concrete diaphragm walls would be time consuming and expensive. The new CSM method can largely replace the more conventional single or multiple auger methods of soil mixing or jet grouting. The cutter tool is similar to a cutter used in diaphragm walls or cut-off walls and is operated with a Kelly mounted on a drilling rig or rope suspended on a crane jib or mast of a base carrier. With this system much deeper walls can be installed and even hard soil layers can be penetrated.

An innovative sprayable waterproofing membrane in combination with the traditional Nordic method of waterproofing with polyethylene foam sheets was used for the waterproofing of the tunnel. The sprayable membrane was integrated in the final sprayed concrete lining in a sandwich structure, hence constituting a composite water-proof lining based on sprayed concrete. The spray able membrane was applied in areas with small to moderate water ingresses, making up approximately 50% of the total area requiring waterproofing in the tunnel. State-of-the-art application technology with a computerized spraying robot was used. A consistent application of the required thickness at a high speed was thereby achieved.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.
