Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems in¬clude: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of en¬vironmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental dif¬ficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The frequency converters are installed in the low voltage switchgear room located below the control room within the primary crushing plant building. The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. In Mindola mine on the Zambian Copperbelt, there is a plan to extend the current production level of 1.2-1.5 km (3,900-4,900 ft) with five additional production levels. Research work indicated that the present total heat output of 38.6 MW will inevitably increase to 63.2 MW in 25 years. Estimated WB and DB temperatures, representing the total heat generation in stope faces and development headings during these same periods are predicted to increase to 33.8/40.2°C (93/104°F) and 35.3142.10C (95/108°F) respectively. It is assessed that the nominal refrigeration capacity needs to be progressively increased to 9, 000 MW.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

Fleet management systems (FMSs) as the pivotal part of any surface mining operation find it essential to evolve from conventional into intelligent systems because of both Mining 4.0 requirements and some shortcomings inherent in conventional methods. However, this novel transformation needs to be investigated technically and strategically. To this end, the previously published research works on intelligent FMSs are explored to track the latest status of these third generation frameworks within the surface mining context. Following that, their underlying models are compared in terms of five categories of allocation and dispatching features to pinpoint the technical gaps ignored. Having drawn the future lines of research, the present article then leverages the popular SWOT analysis method to outline the strengths, weaknesses, opportunities, and threats associated with the advent of these intelligent FMSs in mines of future. By and large, the analysis indicates that advantages outweigh disadvantages. Solutions are offered to address the existing weaknesses and threats.

The Pittsburgh Research Laboratory (PRL)1 of the National Institute for Occupational Safety and Health (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) Technical Support Center has devised a prototype hand-held instrument which can provide a direct assessment of the potential explosibility of a coal and rock dust mixture. Current Federal regulations require that rock dust be applied in all underground areas of a coal mine to mitigate the propagation of a coal dust explosion. To determine compliance with the Federal regulation, mine inspectors collect dust samples from sections of underground coal mines for an MSHA laboratory analysis of incombustible content. However, the laboratory analysis may not be completed for more than a week or two, during which time the mine area from which samples are taken may be inadequately protected. The operation of the Coal Dust Explosibility Meter (CDEM) is based on the difference in optical reflectance between light rock dust and dark coal dust. For a given coal volatility, the optical reflectance of such mixtures is relatively constant at the limit of explosibility, independent of the coal dust particle size. The CDEM is not intended to replace the current MSHA laboratory analysis of coal mine dust samples for incombustible content, but to serve as a supplemental device for enhancing mine safety through improved rock dusting practices.

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

All ores have an economic optimum particle size (Wills and Napier-Munn, 2006). This optimum value is often a compromise between the need to achieve adequate liberation for the efficient separation and recovery of valuable minerals and the energy consumed by the crushing and grinding process. It has been recognized for nearly three decades that grinding is the most expensive and least efficient stage in mineral processing (El-shall and Somasundaran, 1984). At that time it was estimated that grinding consumed between 25 and 70% of the total power required in mineral processing. This recognition drove the development of new stirred mill fine grinding technology in the 1990s (Jankovic et.al, 2003; Enderle et. al., 1997; Massey, 2008). These milling technologies have a reduced energy consumption compared to traditional fine grinding using ball mills. In the ?coarser? fine grinding applications this improvement is approximately 30%. The benefits increase to above 50% in ultrafine grinding applications (Lichter and Davey, 2006). Despite these gains, the US Department of Energy reported that an additional energy savings of up to 37% is possible in the minerals industry. They identified continuing research and development and implementing best practices in both grinding and materials handling as the primary avenues for the additional reduction (BCS, 2007).

Technical competencies provide the foundation for a successful career. Social competencies provide the framework on that foundation. Successful leaders will be those who develop competencies in all areas.

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding to this question: 186 spent up to 1/2 hr 16.6% 590 spent up to 1 hr 52.7% 292 spent 1-2 hr 26.1% 51 spent more than 2 hr 4.6% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 764 or 69.4%, clip your magazine for further reference. Also, many of you, 513 or 64.2%, do not pass your copy on to another reader, indicating perhaps that you are clipping it or receiving the magazine at home. Those magazines that are passed on reach: 2 people - 159 - 20.0% 3-5 people - 95 - 11.9% 5 or more - 31 - 3.9% Answers to what portions of the magazine you find useful indicated that the top three were Industry News, feature articles, and Technical Papers; see Table 1. The "other" category included advertising-display, classified, and employment-Coming Events, product information, Washington Survey, new books, the reader service card, and Engineering Fundamentals. Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. The final tunnel lining for this project involved pumping vast quantities of concrete over large distances under the extremely busy streets of lower Manhattan. Approximately 68,000 cubic meters (89,000 cubic yards) were pumped from various locations over 152 meters (500 feet) below ground (Figure 1) to create nearly 14.5 kilometers (9 miles) of 3.05 meter (10 foot) diameter tunnel. Total distances pumped exceeded 1,645 meters (5,400 feet) horizontally after a vertical difference of over 152 meters (500 feet). The urban setting of the operation, coupled with the long distances over which concrete was pumped, created many problems which had to be dealt with along the way. A three-shift labor operation was implemented to allow sequential pouring of tunnel sections nearly every day. The fine tuning of the mix design was critical to make this operation successful.

Hydrochem Developments Ltd. has developed and put into full scale operation a novel type of vertical flotation column incorporating a multiplicity of mechanically agitated stages. Characteristics of this flotation column include a low height to diameter ratio, high upgrading factors and the possibility of modifying geometry and operation to specific flotation requirements. A commercial unit is currently handling up to 100 tpd rougher concentrate at Dickenson Mines Limited, Balmertown, Ontario. Design parameters and plant performance will be discussed.

"With desert temperatures climbing high at Caterpillar’s Tinaja Hills Demonstration and Learning Center near Tucson, AZ in September, a group of editors were given a reprieve from the sun and stepped inside the new Cat Minestar Command Center. The movie theater-like temperatures inside were a welcome relief, and the computer screens stationed around the room were an indication of not just how much things have evolved in the mining equipment sector, but also a peek into the future of where mining is headed.Equipment manufacturers like Caterpillar have always had to deal with peaks and valleys in demand that come with mining, perhaps never more so than in the last five years. Sudhanshu Singh, global product manager for Caterpillar, said that in one month in 2012, at the height of the mining Super Cycle, Caterpillar produced more than 150 large mining trucks (haul trucks that carry 136 t/150 st or more). By contrast, Caterpillar produced about 80 of those trucks in the full year of 2016. Between 2012 and 2016, Caterpillar saw its profits drop by 40 percent.“This shows how cyclical the industry is, and it is a testament to the strength of Caterpillar to be able to tolerate the wide swings,” said Singh. Demand for commodities is once again on the rise as are commodity prices with many signs pointing toward a recovery for the mining sector, and Caterpillar has positioned itself for the recovery. During its 2017 press event in September, company officials emphasized that Caterpillar has added strength in its technology divisions by forming new partnerships and adjusting its operating plan.“At the heart of our enterprise strategy is the operating & execution (O&E) model, a strategic framework to identify areas of the business that either create or consume the most value,” said Caterpillar chief executive officer, Jim Umpleby. “Using the O&E model as a guide, we gain a deeper understanding of where we have a competitive advantage, which is key to generating high returns.”"

The bioleaching of sulfide minerals involves a ferric attack of the mineral with the role of the micro-organisms being the oxidation of the ferrous-iron back to the ferric form, and the oxidation of sulfur, either via thiosulfate or polysulfides, to sulfate. The kinetics of bacterial ferrous-iron oxidation and the chemical ferric leach kinetics of sulfide minerals can both be described as functions of the ferric/ferrous-iron ratio. The independently determined bacterial ferrous-iron oxidation and chemical ferric-iron leaching kinetics have been successfully used to predict continuous bioleaching operations.

K.A. Grace's article advocates usage of the terms describing resources as defined by the US Bureau of Mines (USBM) and the US Geological Survey (USGS). Originally recommended in 1943, the terms were revised in 1976 and again in 1980. Mr. Grace further recommends that the term reserves should be severely restricted and that it should encompass mining and processing factors. The list of references quoted in the article does not, however, mention the study concerning reserves that was made over a period of almost four years by a joint Committee on Definitions. This committee was sponsored by three societies - the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the Society of Economic Geologists (SEG), and the American Institute of Professional Geologists (AIPG). Most of the detailed work was done by a working party appointed by the Society of Mining Engineers (SME) of AIME. After studying previous definitions in the US as well as in the United Kingdom, Canada, Australia, France, and other European countries, the following definitions were proposed and accepted in 1974 by the SME board of directors. (Ore reserve definitions in Rhodesia, South Africa, or New Zealand were not mentioned as having been reviewed.) Table 1 lists definitions from MINING ENGINEERING, July 1975. Notice in Table 1 it was mentioned, under Resources, that the definitions of reserves were recommended for the purposes of commercial evaluation. It was further stated that the terminology adopted by the USBM and the USGS, as released to the public, covering resources, was recognized as such. Mr. Grace also recommends that reserve calculations should allow for future losses in ore tonnage, ore grade, milling, and smelting. Unfortunately, it might take years to develop a prospect after it has been discovered. Mining methods have to be tested before being finalized in order to know what tonnage of ore is going to be lost, or how much dilution is likely to occur. The same problems are present in concentrating or in smelting. Operating mines usually know how mined grade compares with ore reserve grade. They can usually predict fairly closely what their final metal recoveries are probably going to be. It is, however, expecting too much to have to delay quoting reserves from say a recently drilled prospect. Any responsible mining geologist or mining engineer (or company for that matter) should state several things about an ore reserve calculation: that it is or is not a preliminary estimate only; that estimated grades have not been diluted to allow for a future, as yet unknown, mining method; that metal recoveries are or are not only tentative, based perhaps on drill hole samples only or on no metallurgical testing at all. Reserves of a partially explored prospect are always quoted when it becomes necessary to raise capital. If they are described as preliminary only (really just tonnage and grade estimates and not true "reserves") in addition to being accompanied by some of the items just mentioned, nobody is going to be misled. If, on the other hand, a report by a member of the SME or SEG is intentionally misleading, the individual must be reported and eventually disbarred from his or her society. To summarize, let us stay with the definitions of ore, ore reserves, and related terms as recommended and accepted by SME. I might add that on occasion I have used a fourth category in my ore reserve calculations, namely Geologically Possible Ore. This category is more or less the same as Inferred ore defined by the USBM and USGS. I have never given a grade to this category, which may be based only on geological mapping, geochemical sampling, or geophysical traversing.

Nevertheless, this conventional view has always had its critics.
