This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

A study was made on six collapses that occurred during large-diameter tunnelling through weak sedimentary rocks and soil using SES methods in three stages?top heading, bench and invert. The collapsed lengths are between 20 m and 277 m. The collapses were re-mined using essentially the same tunnel-ling method with larger excavation profiles to accommodate the designed remedial measures consisting of ground treatment, pre-support and stronger initial support/outer lining required to carry higher ground loads acting in the collapsed lengths. The paper presents information on the collapses and the design and execution of the remedial measures.

The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.

Tailings are made of ground rock that is left over from removing valuable minerals. The tailings are usually fine particles that cause environmental issues for storage and disposal. Disposal of tailings is a growing concern, as more tailings are produced from the increasing demand for mined material (ITRC, 2008). This project proposes a way to convert the mine waste to a useful product. Tailings were selected from a South Carolina crushed stone quarry, the products of which are used for road beds, sidewalks, asphalt and driveways. These tailings were processed to generate synthetic aggregates for construction applications. The synthetic aggregate creates a product that could be used for many purposes, including aggregate for sidewalks, driveways, roads and building materials. Testing methods followed the North Carolina Department of Transportation (NCDOT) guidelines for physical testing of coarse natural aggregate, which are sieve analysis, Los Angeles abrasion, absorption, specific gravity and soundness test. The synthetic aggregate produced passed all tests for NCDOT and, in some instances, rated better than a natural aggregate. Using the tailings from the crushed stone and mining industry would convert the waste into a valuable, marketable product.

Limonite is a general term for a group of amorphous iron oxide and iron hydroxide materials. It is considered as one of the very refractory iron ore types due to its wide variation in chemical composition, iron content, moisture content and easily sliming in the course of comminution. Iron grade of test sample is 25.48%, the iron minerals are mainly limonite; and the gangue minerals consist of quartz and feldspar in majority, secondarily silicate minerals. In this test work, high intensity magnetic separation (HIMS)-cationic reverse flotation and magnetic roasting-low intensity magnetic separation (LIMS) tests were conducted on limonite ore. The test results show that the concentrate with iron grade of 50.97% and recovery of 68.50% can be obtained by HIMS-cationic reverse flotation technique; while using magnetic roasting-LIMS technique, the better concentrate indexes of iron grade of 60.36% and recovery of 89.71% are achieved, and the iron grade of tailing is only 4.42%. Therefore, the magnetic roasting-LIMS technique is a better suitable method for beneficiation of low-grade limonite ore. Energy efficiency has become significant due to cost and environmental considerations. Comminution and material handling have been identified as the two most energy intensive processes in mining. The objective of this work was to evaluate truck-shovel energy efficiency strategies using discrete event modeling. Energy audits and time and motion studies were conducted at a surface coal mine to acquire data. A discrete event simulation model of truck-shovel operations was built in Arena® and validated with the field data. The model was used to evaluate the effect of using a larger shovel, and optimizing truck-shovel matching on fuel efficiency. The results indicate that using a larger excavator increases the fuel efficiency of the operation while optimizing truck-shovel matching does not. However, using a larger shovel will lead to under-utilization of the shovel. This work shows the potential benefits of using discrete event simulation to model energy efficiency of mining operations.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers. They can see how the existing fan performed — or failed to perform — in a specific application.

In 1992, the United States economy grew at a rate of 2%. The Gross Domestic Product rose to $5,946 billion. With 257 million people - 635,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose I 1 % to 1.2 million units. New car production rose 4% to 5.7 million units. Truck and bus production rose 20% to 4 million units. The rate of inflation was 3.5% and the prime rate of interest was 6.25%. The Producer Price Index (1982 =100) was relatively unchanged from 1991 as follows: fuels and related products and power 80, metals and metal products 119, chemicals and allied products 126 and nonmetallic mineral products 117. Energy Imports of crude and refined petroleum, costing $50 billion, rose 3% to 455 Mm3 (2.9 billion bbl). Domestic petroleum production fell 1 % to 582 Mm3 (3.5 billion bbl). Petroleum supplied about 41 % of US energy, natural gas 24% and coal 23%. Coal production, 60% from surface operations, rose 1 % to 914 Mt (1 billion st). About 78% was used to generate electricity and 3% was coked. Exports valued at $4 billion included 57 Mt (63 million st) of metallurgical coal and 39 Mt (43 million st) of steam coal. Ura¬nium mining, including recovery from phosphates, fell 18% to 3 kt (3300 st) U308.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 2005 at a record $758 million (21 percent of the total non-fuel mineral production of Utah). Major commodities produced in 2005 include salts (halite, potash, and magnesium salts), Portland cement, sand and gravel, carbonates (lime, limestone, and dolomite), phosphate, crushed stone, clays, lightweight aggregate (expanded shale and perlite), gypsum, silica, sulfur and sulfuric acid, and building stone. Commodities produced in smaller amounts include diatomite, pumice, gemstones, ornamental stone, fluorspar, and mineral and fossil specimens. Utah is in a period of rapid growth in industrial rock and mineral production; however, some commodities have grown faster than others. The robust western economy has stimulated production of construction-related commodities like sand and gravel, Portland cement raw materials, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Excessive noise has long been a hazard in the coal-mining industry. Studies conducted during both the mid-1970s and the mid-1990s consistently show that hearing hearing loss within the mining industry persists, in spite of regulatory requirements and sampling technology advances. When MSHA’s new health standards to protect miners from hearing loss took effect in September 2000, the potential developed to re-evaluate sampling approaches with regard to noise-source hazards, such as task-based methods. This paper describes results from a Penn State research project currently being conducted at an underground coal mine. Each occupation was reviewed, and a list of tasks or processes performed by each was generated. Traditional personal noise dosimetry, static sound pressure levels, and equipment sound mappings have been performed. Job tasks indicating the greatest levels of daily noise exposure and contributions to noise dose have been identified and will be discussed.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. In 1986, United States' barite production fell 48.9%, consumption - sold or used by grinding plants - was off 47.3%, and imports were down 63.8%. Meanwhile, world mine production decreased 29.6%, according to the US Bureau of Mines. However, value of US-produced barite FOB mine increased 46.51%, according to USBM figures. The declared value CIF US port of all imported unground barite decreased from $41.94/t ($46.23 per st) to $39.02/t ($43.01 per st). Nevada continued to be the leading US producer of barite with 69% of the total. It is followed by Georgia, Missouri, Tennessee, and California. The USBM estimates that 65% of the barite mined was used as a weighting agent in drilling fluids. The remaining 35% was used in the production of barium chemicals and as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector made up a larger percentage of the US produced barite in 1987 than it did in 1986, increasing the overall value per ton of barite. Barite consumption was at its lowest since 1963. It is estimated that 80% of the barite was consumed in the drilling fluid market. The remaining 20% was used in barium chemicals, glass, and as filler in plastics and paper. The decline of barite used in drilling fluid followed the decline in the average number rotary rigs operating - 964 versus 1968 in 1985. This was the lowest average number of rotary rigs operating since 1971. The non-oilfield market was up 5.3% in 1986. This increase can be attributed to the increased use as a filler in plastics. Imports of crude barite, though down nearly two-thirds, still made up 65% of the barite consumed in the US. China was the leading exporter to the US with 58%, followed by India, 15.4%; Morocco, 11%; Thailand, 5.4%; Mexico, 4.6%; Chile, 3.9%; and Ireland, 1.7%. Less than 1% of the imported ore was used in the nonoilfield sector. Imports of ground barite dropped from 64.4 kt (71,000 st) to 19.8 kt (21,800 st) in 1986. Of this amount, 14.1 kt (15,500 st) were used in drilling fluids in 1986 and the remainder for non-oilfield use. During 1986, more of the grinding plants supplying the drilling fluid market were closed. Dresser Magcobar and IMCO Services, a Halliburton company, formed M-I Drilling Fluids Co. Mine production in the US will probably decrease in 1987 due to the lower cost of imported ore. No significant change is expected in the drilling fluid market. The average number of operating rotary rigs is estimated at 950 in 1987 versus 965 in 1986. The nondrilling fluid markets (chemicals, glass, and filler) will follow the overall US economy. Bauxite and alumina R. J. Anderson, Ohio State University US bauxite production in 1986 dropped to a pre-World War II level, continuing a decline that began a decade ago. 1986 production totaled 450 kt (496,000 st), compared to 674 kt (743,000 st) in 1985. World production of bauxite also decreased in 1986. This reflected the soft market in alumina, aluminum, and related products. Total mine production worldwide came to 79 Mt (87 million st), down from 85 Mt (94 million st) in 1985. For the sixteenth consecutive year, Australian production of bauxite led all other sources. No other country approached the 28 Mt (31 million st) mined in Australia in 1986, despite a 4.4-Mt (4.9-million st) drop in its output from 1985. Other major producers in 1986 were: Guinea 11 Mt (12 million st), Brazil, 6.5 Mt (7 million st), Jamaica, 6.5 Mt (7 million st), and Suriname 2.8 Mt (3 million st). Despite weakness in world demand for bauxite, Venezuela, heretofore an alumina producer, is now pushing development of a new mining venture near the western border of the state of Bolivar. Plans call for barging bauxite down the Orinoco River to the Ciudad Guyana alumina plant, a distance of 650 km (400 miles).

Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Part III reviewed the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona. Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and a P80 of 6 to 7 µm), pressure leaching at 160ºC with 1,380 kPa (200 psig) oxygen overpressure, DEW to produce LME Grade A cathode, recycling some of the lean electrolyte to the pressure leaching step, and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an acid-autogenous process for pressure leaching. This paper (Part IV) discusses the development and design of a full-scale commercial application for the Morenci operation in Arizona.

Mining companies and contractors are looking at Wirtgen Surface Miners to provide flexibility at their operations. Wirtgen Surface Miners have been used in the surface mining industry for over fifteen years. The principle behind the Wirtgen Miner is a rotating drum equipped with tungsten carbide tipped cutting tools that excavates and sizes the material. The drum helix augurs the mined material to the center of the drum where it is loaded onto the primary conveyor belt. From there the material is conveyed to the discharge belt and into a truck bed. The cutting drum is located in the center of the machine, near the center of gravity. This permits the machine to cut hard materials as the entire machine weight is converted into cutting forces. Conventional mining practices are process, equipment, and labor intensive. Furthermore, strict environmental requirements pertaining to noise levels, dust pollution, and blasting, near buildings or urban areas, limit the application of conventional methods. Mining/ Construction contractors are using Wirtgen Miners in various limestone excavation projects, such as highway expansion projects, and new roads in housing developments. Mining companies in the industrial minerals and coal industry are using Wirtgen Miners to load directly onto trucks, eliminating the rehandling process and ultimately, primary crushers.
