Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices, and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents a result of research work on development of an integrated data environment system for analysis and control of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where, and how much energy is being used. While benchmarking the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings, we found numerical simulation of dripping threshold flux consistently higher than the analytical solution for both rectangular and unstructured grids. The magnitude of error is proportional to the alpha parameter characterizing capillarity. This may bias estimates of repository performance towards non-conservatism.

This paper presents preliminary test results obtained with a 0.38 kg/s (3000 lb-hr) beta prototype MagMill™. In processing Upper Freeport coal the beta prototype recovered 82% of the weight of the feed and 91% of the heat content while reducing the potential emissions of sulfur, kgSO2/GJ(lbSO2/MBtu), by 61%. Pyritic sulfur in the MagMill™ product was reduced by 78% compared to that in the feed. For all runs, the mill product was controlled between 70 to 80% finer than 74 µ particle size. Recoveries of mercury, arsenic, and selenium ranged from 35 to 45% of that in the feed. Power draw was reduced by 26% and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

"1. INTRODUCTION Grade separation of roads and railway tracks is an effective method for solving traffic-related issues in cities. However, in urban areas where the existing traffic infrastructure is already overcrowded, construction of new roads often faces problems especially in the proximity of existing structures. This paper summarizes the construction plan and results of new road tunnel construction in the proximity of the piers of elevated tracks on the Tokaido Shinkansen railway.2. SUMMARY OF CONSTRUCTION AND ISSUES Auxiliary Route No. 26 as specified in the Tokyo urban plan is a project by the Tokyo Metropolitan Government, covering the construction of a new road with a total length of 22.3 km currently on the way to completion. In Shinagawa Ward, Tokyo, Auxiliary Route No. 26 is designed to cross the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line, so for this project, the East Japan Railway Company (JR East) was commissioned to design and build a road crossing under the railway tracks (Sumiyoshi Underpass). Figures 1 through 3 show a sketch of the Sumiyoshi Underpass. The Sumiyoshi Underpass was planned as a two-lane tunnel for vehicles, which was to cross under the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line at an angle of 70 degrees. The structure concerned is a single-story single-span box culvert structure with the following dimensions: 11.5 m wide, 7.7 m high and 31.6 m long. The Tokaido Shinkansen Line tracks were constructed on a girder-type elevated bridge built in the 1960s, and the foundation piles of the piers (P7 and P8) in the proximity of this crossing box culvert of RC structure were constructed using an earth drill method. The crossing structure for this project is located extremely close to the piers of the Tokaido Shinkansen railway tracks, with a minimal separation of 0.4 m, and the most significant issue of this project was construction in a manner that would not obstruct the normal operations of the Tokaido Shinkansen (Figure 4). Initially, we considered installing a temporary earth retaining structure in the proximity of the piers, cutting the ground and building an RC box, but concluded that it would be very difficult to apply this method because of probable excessive displacements in the Shinkansen railway piers. That is why we decided on the use of a non-open cut method in order to minimize the impact on the piers."

Oil shale industry of Estonia provides a significant contribution to the country’s economy, but causes a large number of different problems. In spite of high economical parameters of the current underground mining (room-and-pillar) technology it is not effective. Backfill technology will be applicable in condition of Estonian oil shale mines. Nowadays attention has been focused on the use of combustion and mining by-products as filling materials. Use of ash and limestone in mining industry is treated as a part of mining technology, not as a waste disposal. Underground utilization of wastes reduces the volume and area required for surface disposal, environmental taxes. It improves the quality of mining works. The use of backfill technology has great impact on mining practice in Estonian oil shale industry.

Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine?s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine?s history, the metallurgical testing, the flowsheet and discusses design considerations. G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Montana Tech is located in the historic mining town of Butte, MT and is adjacent to the Orphan Boy mine. This abandoned underground mine will be the heat source for a down-hole heat exchanger (DHE)/heat pump system. The mine was abandoned in the 1950?s and has since filled with water to within approximately 30 m of the surface. The shaft is composed of a 245 m vertical shaft connected with horizontal crosscut drifts at 60 m and 150 m below the water level that connect to a large stope with approximately 1250 million liters of water at a consistent 75-78°F temperature. The intent is to build this heating system to augment or fully heat a newly built 2,000 m2 building on the Montana Tech campus. As designed the system uses ?off-the-shelf? parts making the basic configuration straightforward with the exception of the DHE?s which need to be placed into the vertical shaft. Because there is little or no examples of placing the heat exchangers in a vertical shaft, the primary focus of this work was to model the heat exchanger placement and configuration in the vertical shaft such that thermal currents develop between the stope and vertical shaft in, via the horizontal crosscut drifts, in order to move the water and thereby provide the required energy. This study includes the modeling of water flow, temperature profiles, and the heat contribution from the surrounding rock walls.

Before and during in situ mining at the Santa Cruz In Situ Copper Mining Research Project test site, hydraulic testing was conducted at injection and recovery test wells to characterize patterns of fluid movement in the 5-spot well field. Testing included borehole spinner flow meter surveys, single-well and multiple-well injection and recovery tests, straddle packer injection tests, and bromide pulse tracer tests. Results of hydraulic testing for determination of fluid flow regimes were used to modify well and mining zone hydraulics for the purpose of increasing fluid migration in flow pathways of the mining zone with higher copper grade.

Allmand exhibited its LSC 100Light Sequence Commander, the mining industry’s first automatic lighting and command control system. The system is available with all of Allmand’s portable light towers. The LSC100 uses a preset photocell sensor that allows the light tower to be automatically turned on or off. At dusk, the sensor engages the power unit and then activates the light. At dawn, the sensor automatically shuts off the light. The unit also features an eight-event digital timer that allows eight separate sequences daily. The LSC100’s sequenced light control ensures that the engine is started before the lights are turned on or off. This prevents possible generator damage that can occur if the unit is powered down under load. Also, a low-fuel shutdown sequence helps protect the generator from damage by automatically shutting down the unit when the fuel level reaches 10 percent. And the LSC100’s smart circuitry senses engine water temperature during startup, determines the glow-plug time requirement and schedules repeat intervals, if necessary, to start the diesel engine.

Longwall mining began within the Pittsburgh coalbed of Pennsylvania (PA) in the early 1970?s. Originally, longwall mine layouts were designed to fit within existing room-and-pillar operations, where panels were limited to that of typical production panels, e.g. a few hundred feet wide by a few thousand feet long. In these early designs, the gate entries were comprised of chain pillars similar to those found along main entry systems or within pillar recovery sections. The modern longwall mine has little in common with their 1970?s predecessors. Today the entire mine layout is designed around the longwall mining method. The longwall panels have grown to well over one thousand feet in width with lengths now measured in miles. In addition, development pillar sizes and shapes are matched to specific performance requirements.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, CO, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward-sloping (20%) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward-sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used, due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results.

US mine production of iron ore in 1984 showed some improvements compared to 1983. But reduced demand from the iron and steel industry caused temporary shutdowns of many iron ore mines and pelletizing plants. US raw steel production in 1984 was slightly above 1983, but still at a depressed level. Production was 83 Mt (92 million st), compared with 77 Mt (85 million st) in 1983 and 68 Mt (75 million st) in 1982. Two major production trends continued in 1984. They were the increased production from electric furnaces and the growing use of continuous casters. Electric furnace production included 33.2% of the steel poured in 1984, compared with 31.5% in 1983. Continuous casting was used for 39% of 1984 steel production, compared with 32.1% in 1983. Statistical Process Control Statistical Process Control (SPC) has taken on new proportions in the iron ore and steelmaking industries within the last year. This mathematical technique is used to monitor, control, evaluate, and analyze a manufacturing process. The technique charts variability of important quality parameters. Training and adaptation of SPC techniaues for process control have been initiated at Inland, Steel's Minorca, Pickands-Mather's Hibtac, Cleveland-Cliff's Empire and Sherman operations, and at Reserve Mining. One of these operations has requested its bentonite supplier provide SPC charts on quality specifications. Some of the steelmaking operations (Inland Steel, Bethlehem Steel, Dofasco, LTV Steel, National Steel, Stelco, Weirton Steel, and Wheeling-Pittsburgh) have set up SPC programs within their operations. And they also have insisted that some of their suppliers use SPC. Plant Shutdowns The permanent closure of Stelco's Griffith mine at Red Lake, Ontario, has been delayed by one year. This gives employees more time to adjust. The mine is now set to close in April 1986, instead of April 1985. Sidbec (Canadian government) and its other partners (including British Steel Corp., Quebec Cartier Mining, and US Steel) closed its iron mining operations at Gagnon, Quebec. The pellet plant has been leased to Quebec Cartier. New Iron Ore Operations The massive Carajas iron ore project in Brazil is scheduled to come onstream in Jan. 1986. It is to achieve full-scale commercial shipments by July of that year. The 66% iron crude ore requires only crushing and screening before shipment. The product consists of 83% sinter feed and 17% coarse ore. Annual production capacity will be 32 Mt (35 million st) when the project is completed. Principal customer for the ore is Nippon Carajas Iron Ore Co., a consortium of Japanese steel mills. The Arab Iron & Steel Co. (AISCO) has started up a $US300 million, 3.6 Mt/a (4 million stpy) iron ore pelletizing plant built by Kobe Steel Ltd., at Al Hidd-hide in Bahrain. By 1986, this grate-kiln-cooler plant will supply high quality iron ore pellets to feed direct reduction plants in the immediate Gulf area and Far East markets. Iron ore supplied from Brazil, Peru, India, and Mauritania provides the feed to the pellet plant. Hydrated lime (2%) is used as a burden.

Electromagnetic-based proximity detection systems (PDSs) are utilized on mining machinery to protect workers from being pinned or struck. These systems generate magnetic fields covering the space around a machine, and a miner-wearable component (MWC) detects the field. The PDS determines the distance of miners relative to the machine based on the detected magnetic flux density in the magnetic field. This information is used to establish warning and shutdown zones around the machine. Maintaining a stable magnetic field is essential for system accuracy. However, components used to generate magnetic fields can be influenced by temperature changes. Depending on ventilation conditions and seasonal alternation, a PDS can be subject to significant temperature fluctuation. To better understand and quantify this phenomenon, researchers from the National Institute for Occupational Safety and Health (NIOSH) developed an experimental apparatus to study the influence of temperature on magnetic field generator circuits used in PDSs. Results from the study show that the electric current through a generator can be influenced by both ambient and internal temperatures, modifying the magnetic field that is produced. These findings show that temperature can significantly influence the ability of PDSs, used in underground coal mines, to accurately determine a worker’s position in relation to mining machine.

The former Homestake gold mine at Lead, South Dakota, has been selected by the National Science Foundation as the proposed host site for the Deep Underground Science and Engineering Laboratory. The deep laboratory and associated research campus will be developed at approximately the 7700-ft level. Plans also include the development of the Sanford Underground Science and Engineering Laboratory at the 4850-ft level. After the mine?s pumps were shut off in June, 2003, water levels rose to approximately the 4650-ft level by early 2008. Pumps in the 8150-ft deep mine were turned on again for dewatering in April, 2008. Instrumentation is being installed in the mine to measure water-level declines during pumping, for later analysis of permeability and related hydraulic properties of the formation. Pressure-sensitive transducers and data loggers will provide real-time information on water levels that will be available to interested parties. Quality of the water also will be monitored as it is pumped from the mine. I

Mexico’s role in the world economic community continues to grow. And it is important that the country makes use of its natural wealth, including its large underground deposits of minerals and metals. With that in mind, Industrias Peñoles S.A. de C.V.(Peñoles), a mining, smelting and refining company, began mining lead, zinc and other metals from the Francisco I. Madero Project (FIM). The mine is located about 600 km (370 miles) northwest of Mexico City in the state of Zacatecas. Peñoles plans to remove about 3 Mt/a (3.3 million stpy) of ore from FIM. To achieve this goal, the company needs to optimize its processing, to maximize the amount of metal it extracts through FIM’s large flotation lead-zinc concentrator. To ensure high productivity, Peñoles and its contract engineering firm, M3 Engineering and Technology, of Tucson, AZ, have implemented anore processing system.

Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent upon the application, mineral properties and available instruments. Different instruments produce images that display different features; in order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application.

"In this paper, recent progress with respect to the flotation chemistry of soluble salt minerals is reviewed, and some of the more relevant issues including the hydration states of ions, the interfacial phenomena of salt surfaces and the flotation behavior of selected soluble salts are discussed. Due to the high solubility, the flotation of most soluble salts has to be carried out in their saturated brines. Anecdotal evidence has suggested that the hydration states of the ions have significant influence on the physicochemical properties of the solutions, the surface charge and wetting characteristics of the minerals, the collector adsorption states and, further, the flotation behavior of the soluble salts. In this regard, reviewing past research findings, efforts are made to establish a correlation between the ion hydration states with the flotation behavior of the soluble salts. Further, advances in understanding the significance of colloid adsorption involved in the soluble salt flotation process are addressed, and future research efforts to understand the soluble salt flotation chemistry are suggested.IntroductionSoluble salt minerals are essential raw materials for the production of a variety of commodities, fertilizers, potassium hydroxide, soda ash, magnesium compounds and other chemicals. These soluble mineral resources can be processed using flotation technology and, currently, more than 80% percent of the world’s potash is produced by the selective flotation of KCl crystals (sylvite) from other salt crystals, predominately NaCl (halite) and other more complex salts (Searls, 1990). Despite the successful application of flotation technology in the potash industry, the mechanisms for collector adsorption on soluble salts have not yet been fully understood and, therefore, have been of considerable interest to flotation researchers for many decades."
