1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

The composition of ferromanganese slag is very important as it determines the slag/metal equilibrium relations including MnO content of final slag, melting relations and slag viscosity. The slag composition is further expected to influence the process temperature. The properties of ferromanganese slags are suitably described by its basicity and A/S mass ratios. The influence of slag basicity has been discussed in the previous papers. The present paper will discuss the effect of Al2O3 on melting relations, viscosity and MnO-content of final slag. This discussion will be based on assessed thermochemical databases and a recently developed viscosity model.

Traditionally, iron ore has been reduced with coke in a blast furnace and the hot-metal product of the blast furnace containing carbon, manganese, silicon, sulphur and phosphorous, was subsequently refined in a steelmaking furnace. During iron making as well as during steelmaking, significant amounts of slag are produced. Two decades ago, more than 13 m tonne of blast furnace slag and 4 m tonne of steelmaking slag per annum were produced in the USA alone. It is, therefore, not surprising that many attempts have been made to re-use iron and steelmaking slags. However, these slags are not merely metallurgical waste products but, on the contrary, their compositions and physical properties are judiciously designed to optimize the operations in the respective metallurgical reactors. The variation in composition and properties of blast furnaces lags are largely determined by the gangue in the ore and ash in the coke and much progress has been made in the re-use of such slag. With respect to steelmaking slag, emphasis has in recent years been placed on hot-metal treatment before refining and ladle treatment after decarburization. The bulk removal of silicon, phosphorous and sulphur from the hot-metal product of the blast furnace by specially designed slags prior to refining in a basic oxygen furnace, has reduced tap-to-tap time, lowered cost and produced steel of much higher quality. The use of synthetic slags in ladle refining techniques subsequent to decarburization in the basic oxygen furnace has resulted in reduced hydrogen and nitrogen contents and reduced solute impurities. Moreover, inclusion shape and composition control, again by the use of specially designed slags has led to the achievement of much improved mechanical properties of the steel. In these revised process routes, slag of different compositions are produced in the variety of unit processes and hence the re-use of steelmaking slags has become much more complex. Clearly, a thorough understanding of the design and use of these different slags is a pre-requisite to the development of re-use strategies. Japanese steelmakers have spearheaded attempts to reduce slag volumes in the individual unit processes and to strive towards ‘slagless steelmaking’ by recycling slags internally. Steelmaking slag volumes have been reduced on commercial scale from about 140 kg/tonne steel to 60kg/tonne steel. Moreover, model predictions have shown that, in principle, all slag can be recycled and the phosphorous extracted to produce fertilizer. Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

Hercules? is a low nickel austenitic stainless steel developed at Mintek that has a typical composition of 9 wt% Mn, 0.05 wt% C, 2wt% Ni, 0.25 wt% N and 16.5 wt% Cr. A more corrosion resistant version of Hercules? (Hercules? B) with 0.5 wt% Mo has also been developed. Potentiodynamic tests performed on Hercules? B in a 5wt% sulphuric acid solution showed it to have improved corrosion resistance comparable to that of AISI 304. The effect of a varying Mn content on the corrosion resistance of Hercules? B has also been investigated and the results discussed in this paper. From the corrosion test results, it is clear that decreasing the Mn content of Hercules? B increased the corrosion rate, while increasing it decreased the corrosion rate. Data are presented on the effect of iron oxide on the electrical conductivity of CaO-SiO2-FeO-Fe2O3melts, and on limiting current and impedance in direct current or alternating current charge transfer at iron electrodes. The strong influence of iron oxide content can be utilized for in situ determination of total iron oxide content and Fe3+/Fe2+ratio. The possible probe designs are presented and the principles and procedures of the measurements are explained. Residual collectors and their byproducts (e.g., CS2) in flotation effluents can cause water contamination and even result in serious health hazards to humans and animals, Therefore, residual flotation reagents should be removed properly before discharge or recirculation into flotation circuits. In this work, four thiol collectors (potassium ethyl xanthate (EX), sodium diethyl dithiocarbamate (SN- 9), O-isopropyl-N-ethyl thionocarbamate (Z-200), dianilino dithiophoshoric acid (DDA)) were chosen as model pollutants. The collector removal, mineralisation and byproduct formation were compared by sole O3 and O3/UV185+254nm. The degradation rate constants of thiol collectors by O3/UV185+254nm were 2~6 times higher than those by sole O3. The mineralisation of collectors was also remarkably enhanced by O3/UV185+254nm. The degradation efficiency by O3/UV185+254nm had the order: EX>SN-9>>Z- 200>DDA. The Z-200 and DDA were refractory flotation reagents. The degradation of thiol collectors caused the reduction of solution pH and the increase of ORP and conductivity. However, the O3/UV185+254nm achieved more evident changes of these parameters than sole O3. During the degradation of thiol collectors, less than 4% of total sulfur in collectors was emitted into air as CS2 and H2S. Compared to sole O3, the O3/UV185+254nm had additionally included UV185+254nm photolysis and O3/UV254nm, resulting in higher efficiency in removing collectors. The O3/UV185+254nm was an effective process in treating mineral flotation wastewaters containing organic reagents. Anglo American Platinum's Khomanani 2 shaft changed over from down-dip mining to breast mining in 2004. The changeover was made to ensure that production targets were met, as it was said that predevelopment for down-dip mining was not fast enough to sustain the required ore reserves; nevertheless, production performance did not increase as expected. In this study a trade-off was performed between down-dip mining and breast mining on the Merensky Reef at Khomanani 2 in order to find the most suitable method for mining the Merensky Reef. Data was gathered by means of a literature survey, underground observations, and interviews with personnel as well as data from various departments on the mine. The two mining methods were studied and then evaluated in terms of the following criteria: safety, mining rate, cost and other factors which were identified as the main drivers of the mine. A scaling system was used to rate the performance of the two mining methods. Analysis of the results shows that down-dip mining and breast mining have the same safety performance ratings. Breast mining has a better mining rate performance than down-dip mining. Breast mining was found to be costly in comparison with down-dip mining, which has a good cost performance rating. The overall ratings of the two mining methods are very similar, with down-dip mining achieving a rating of 76 and breast mining 75.5 out of an optimum 102. Khomanani 2 currently practices breast mining, and with such a slight difference in performance rating between the two methods, it will not be worth changing over to down-dip mining as production is likely to be adversely affected during the changeover. Down-dip mining does, however, have potential for improvement in its performance rating. Further studies focusing on the improvement of the mining rate performance for down-dip mining are needed to see if this potential can be realized. If significant improvement can be made in the performance rating for down-dip mining, a changeover to down-dip mining can be reconsidered.

Abosso Goldfields Limited (AGL) is in the process of developing an expansion of their Damang Open Pit gold mine in Ghana. AGL acquired the Damang mine in January 2002, with SRK participating in the geotechnical investigation and design for the project since 2001. A deep resource drilling program, completed during 2004, intersected an extension of the orebody below the then planned final pit floor. A feasibility study has been completed to determine the economic extraction of this deep ore with an expanded pit shell. The Damang mine is in a stockwork sulphide deposit at the culmination of the Damang anticline. The deposit occurs as hydrothermal mineralisation associated with dominantly east dipping thrusts and sub-horizontal quartz veins. Primary gold mineralisation also occurs in the conglomerates of the Tarkwaian Formation. The geological units consist of steep easterly dipping dolerite, sandstone, siltstone and phyllite beds, with the weathering profile comprising saprolites overlying a relatively thin joint oxidized horizon. It is planned to deepen the current open pit to a final depth of up to 270 m, primarily by the development of a push-back of the eastern and western walls. The edge of the Eastern Tailings Storage Facility (ETSF) is currently located within 80 to 100 m of the crest of the existing pit. The geotechnical design focused on the optimization of the bench face angle and finally recommended a ?Steep Slope Strategy?, involving 24m high near vertical benches. Limiting bench stack heights of 96m at a maximum of 66° were derived from the influence of major structures and the variation in rock mass conditions. The overall slope angles in each pit sector were developed around the requirement for haulage ramps. One of the main design challenges was to optimise the standoff distance between the final pit crest and the ETSF. This process had to consider maximum access to the resource without undue influence on or from the nearby tailings dam. A planned increase to the height of the dam wall was an additional factor in the design. Dewatering of the pit walls was also a major consideration in this tropical environment.

Due to increasing concerns of global rare earth element shortfalls in the near future, possible alternative sources of rare earth elements have recently become of economic interest. One such alternative is decanting acid mine water originating primarily from abandoned old mines in the Witwatersrand region of the Republic of South Africa. In this study, a novel way of rare earth element removal from the acid mine drainage was employed, making use of bentonite clay, which has very good adsorbent properties, as a rare earth element carrier material. The process can be economically viable only, if the elements can be selectively removed from the bentonite clay carrier material so as to yield reusable clay. Acid leaching was proposed to liberate the adsorbed rare earth elements from the bentonite clay. Accordingly, acid leaching experiments were performed to study the desorption of three commonly-found rare earth elements, namely neodymium, samarium, and dysprosium, from bentonite clay in the presence of sulphuric and hydrochloric acid. It was established that the three rare earth element species could be selectively removed as a group from iron, magnesium, and manganese metals through the careful manipulation of the pH. An investigation into the kinetic aspects of the rare earth element desorption process from the bentonite clay was also undertaken. The applicability of various kinetic models such as zero-order, pseudo first-order, pseudo second-order, elovich, parabolic diffusion, and power function were tested to describe the time-dependent desorption of rare earth elements from bentonite clay. It was determined that the pseudo second-order kinetic model represented the dissolution processes for neodymium, samarium, and dysprosium from bentonite clay the most accurately.

Worker participation in equipment development can result in improved user acceptance and product quality. This paper focuses on worker engagement in equipment development processes in the South African minerals sector. Qualitative data was gathered during interviews with original equipment manufacturers (OEMs) and industry experts. A lack of inclusion in equipment design from workers from all organizational levels in mines was reported. Meanwhile, the historical context and workplace culture of the mining industry (including leadership, trust, training, performance, and remuneration factors) were evident barriers to the implementation of new technology. Worker engagement processes should include securing management commitment, creating multidisciplinary teams, effective facilitation, shared understanding of needs, training and development, and iterative design. Human-centred design approaches and independent platforms for engagement on equipment design requirements are recommended.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. "Mineral separation efficiency in flotation depends, to an extent, on the type of frother used. Huntsman develops and manufactures unique frothers which are suited for mineral processing applications. This paper discusses the Huntsman approach to understanding the industry’s flotation frother requirements to optimise frother selection and introduce the Huntsman’s POLYFROTH® frother range. Specific case studies where the frothers are used are discussed. INTRODUCTION Froth flotation is a process of using bubbles to separate minerals based on their relative affinity for water. Bubbles are induced in the slurry through aeration. Chemistry is used to aid the flotation process and chemical reagents are added to enhance the separation process. The flotation reagents include frothers, collectors, surface modifiers and pH regulators that control physical and chemical conditions of solid, air and liquid phases, respectively. As described by Harris (1976), the key effect is that of bubble size control by way of preservation of the generated bubble size, which is attributed to the coalescence inhibition by the presence of the frother on the bubble surface. Following this, the frother must stabilize the froth phase. Frothers are also added to create optimal conditions for bubble creation and stability by decreasing the surface tension of the water. Depressants may be added, depending on the ore treated, to assist the hydrophilic particles to stay in the water phase. Clay particles may need to be dispersed to prevent them from attaching to the bubbles. Hydrophobic particles attach to the bubbles and are carried to the surface of the slurry where froth is formed. It is important for these bubbles to have the mobility to carry the mineral to the launder where the concentrate is collected. Types of Frothers There are generally three main groups of frothers used in froth flotation. Alcohol Type These frothers have a molecular structure that usually includes 5 to 8 carbon atoms in a hydrocarbon chain and their solubility in water is limited. Methyl isobutyl carbinol (MIBC) belongs to this category and is widely used in the industry. The weaker alcohol-type frothers are more selective and typically suited to finer particles. There are three sub-categories under this group: aliphatic, cyclic and aromatic alcohols."

Knowledge of the physical and chemical properties as well as the behaviour of the mould fluxes during melting, important in order to improve continuous casting operations. Lubrication and control of heat transfer in the mould are the more relevant functions of these materials. Values of physical properties like viscosity and surface tension at melting range temperatures are required, as much as the thermal behaviour under process conditions. The heat extraction from the liquid steel has an important effect in the final quality of products. Mould fluxes are constituted by different oxides, and may form glasses and crystal phases during cooling. The solidification rate and the chemical composition determine the proportion, type and crystalline morphology, which are responsible of the thermal transfer processes. In this paper, viscosity values are reported in the melting range temperatures calculated by means of the Riboud model and compared with fluidity results obtained by the inclined plane technique. Also the linear expansion of the mould fluxes at high temperatures was determined by dilatometry. The crystallization in two different fluxes was determined by DTA tests and correlated with the basicity index. Crystal phases were evaluated by scanning electronic microscopy on quenched samples at 1300°C. This information is relevant to increase the knowledge on the peritectic steel grades casting process in order to improve its quality. Given the inherent risks and disruptions in underground coal mining operations, strengthening the resilience of critical infrastructure has become a vital priority. This paper aims to evaluate the resilience of the underground coal mining environment using historical data and expert judgment. The study serves as a framework for optimising the utilisation of critical infrastructure to minimise operational disturbances. To achieve this, a practical methodology has been developed, incorporating nearly two and a half years of collected operational data, a hierarchical structure, and a systematic approach. Furthermore, a case study is conducted to demonstrate the real-world applicability of the proposed method. Finally, the resilience index isintroduced as a straightforward summation of ranked impact factors, providing a clear metric for resilience assessment.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. Wellbore stability is a major concern for drilling in naturally fractured formations. The infiltration of drilling mud into the fractures is a factor, which may compromise wellbore integrity due to the loss of strength experienced by the fractures. The reduction in the fracture frictional and cohesive properties is attributed to weakening of the infill materials and lubrication of fracture asperities by the mud filtrate. One way to investigate the influence of mud infiltration on wellbore stability in fractured formations is to use a numerical modeling approach. A requirement for the numerical model is the ability to predict the region of mud infiltration. This paper describes a numerical technique to model the extent of mud infiltration for application in coupled fluid-mechanical simulations in densely fractured rock masses using the computer code, UDEC. Several factors are considered including fracture pattern, in-situ stresses, reduction in joint frictional angle and cohesion, viscosity of the mud filtrate and fracture plugging. Results of numerical simulations are presented to illustrate the technique and show the influence of these factors on the extent of mud infiltration. Un des problèmes importants posés par le forage en milieu fissuré saturé, est celui du maintient de la stabilité du puit. L’infiltration de boue de forage dans le massif peut avoir pour effet de réduire les propriétés frictionnelles et cohésives des fractures et de compromettre ainsi la stabilité du puit de forage. Le radoucissement des propriétés des fractures est attribué à la dégradation du materiau de remplissage et au pouvoir lubrifiant des boues. L’analyse numérique offre un moyen d’investiguer l’influence jouée par l’infiltration de boue sur la stabilité du puit. Un des critères de sélection du modèle numérique sera son pouvoir de prédiction du domaine d’infiltration de boue. Cet article décrit une technique numérique permettant de modéliser l’infiltration de boue de forage dans le cadre de simulations hydro-mécaniques, en milieu à haute densité de fractures, effectuées avec le logiciel de calcul UDEC. Parmis les facteurs tenus en compte, on trouvera la nature du réseau de fractures, les contraintes in-situ, le radoucissement en friction et cohésion des joints, la viscosité de la boue et le bourrage des fractures. Des résultats de simulations sont présentés pour illustrer la technique et montrer l’influence de ces facteurs sur la taille du domaine d’infiltration de boue. Bohrlochstabilität ist ein wichtiger Aspekt für das Bohren in geklüfteten Gebirgsformationen. Das Eindringen der Bohrlochstützflüssigkeit in die Klüfte kann die Bohrlochintegrität wegen des Verlustes der Festigkeit des Kluftsystems gefährden. Die Reduktion der Reibung und kohäsiven Eigenschaften ist der Schwächung der Kluftfüllung und der Schmierwirkung der eingerungenen Stützflüssigkeit in Bezug auf die Kluft-Asperities geschuldet. The role of dedicated operational support in the ramp-up and stabilisation of the FeNi-II furnace for ferro-nickel production at PT Antam?s smelter located in Pomalaa, Indonesia is described. The furnace was uprated to 32MW capability in a rebuild performed in 2005. This primarily involved installing a larger transformer, coupled with adoption of HATCH water-cooled copper plate, waffle and flanker coolers with integrated metal and slag tapblocks, HATCH air-cooled copper fin lower sidewall cooling and HATCH vertical sidewall binding system ? ?holddowns?. Following a smooth commissioning period, the progress in attaining the preliminary ramp-up target load of 24MW is described. This initial target was set by Antam, subject to some prevailing smelter equipment constraints, particularly kiln capacity. Stabilisation of the furnace operation is discussed, together with some of the specific commissioning and operational challenges surmounted by the joint Antam-HATCH team. These included: ?Mastering furnace integrity monitoring and operation with copper coolers, especially metal tapblock planned maintenance and repair strategies; ?Transition from traditional ?immersed electrode? to ?brush-arc? mode of operation approaching as closely as possible to the productive ?shielded-arc? mode of operation within existing equipment constraints; ?Reductant selection and control issues; ?Utilising the sophisticated furnace monitoring to provide detailed indication and warning of potentially destructive furnace upset conditions such as Si reversion and CO boils.

Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900?s. This versatile product displaced the expensive and easily-poisoned platinum-based catalyst in nearly all applications by the 1930?s. MECS has been manufacturing the vanadium-based catalyst since 1925 and today is the leading supplier in the world of sulphuric acid catalysts in a variety of forms. Currently, MECS has world-wide customer/technical support for the catalyst as well as a dedicated catalyst manufacturing plant in Martinez, California. MECS also has a strong technical and research and development program dedicated to creating new and improved products and services. This paper will describe some of the technical details of vanadium-based sulphuric acid catalysts as well as offering a unique look into how caesium-promoted MECS catalysts can be used in single and double absorption acid plants, and off-gas plants running on irregular gas feeds, to reduce emissions and pre-heater run times. An update on MECS technical services extended for use in characterizing converter performance is also presented.

Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900?s. This versatile product displaced the expensive and easily-poisoned platinum-based catalyst in nearly all applications by the 1930?s.
