This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

The platinum mining industry has experienced a significant increase in fatal accidents. Mine accidents are in principle preventable, and there is enormous pressure on employers to reverse this trend. This paper reviews safety management systems (SMS) as well as behaviour-based safety (BBS). Based on the review, SWOT analyses are performed on the SMS and BBS processes and a model of an integrated safety management system (ISMS) is introduced. A number of fatal accidents is analysed to identify factors that contributed to accidents in the mining industry. Thereafter the potential weaknesses of an SMS of a platinum mine are exposed and the potential benefits of implementing the ISMS for this case study are demonstrated.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

Mineral resource evaluation requires defining geological domains that differentiate the types of mineralogy, alteration and lithology. Usual practice is to consider the domain boundaries as hard, i.e. data from across the boundaries are disregarded when estimating the grades within a given domain. This practice may hinder the quality of the estimates when a significant spatial correlation of the grades exists across the domain boundaries. In this paper, several geostatistical methodologies to handle soft geological boundaries are compared through a case study on a copper mine in Chile. The estimation methods considered are: ordinary kriging using hard boundaries between geological domains; ordinary kriging omitting the geological boundaries; traditional and standardized ordinary cokriging of the grades assayed in different domains; ordinary kriging within dilated geological domains, that is, incorporating samples from adjacent domains up to a given radius from the boundary of the domain being considered. The estimations are performed using a set of exploration data (drill hole samples) and are validated using a set of production data (blast hole samples collected for grade control). Results indicate that kriging with dilated domains performs better than ordinary kriging using hard boundaries or no boundaries and better than the ordinary cokriging approaches. It therefore appears as a simple alternative to global kriging (without considering the geological domains) and allows accounting for changes in the grade average, dispersion and spatial continuity with the geological characteristics of the deposit, via the use of grade variograms proper to each geological domain. The maximal distance for searching samples from adjacent domains should be chosen according to the spatial correlation of the grades across the domain boundaries, or via a cross-validation at an early stage of the mine or a jack-knife if production data are available. The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Before we look at what the challenges and opportunities for future coal mining will be, it is appropriate to have a look at whether there will be a coal industry in the future. There is much talk about the damage caused by the burning of fossil fuels and the need to replace coal and oil with more environmentally friendly energy sources. Yes, there is evidence that the current practice in burning of fossil fuel has certain negative environmental effects, however, the adverse effects for global economic development from inappropriate measures to control greenhouse gas emissions would be severe.

A selective dispersion process is presented and the work carried out to find optimum process conditions to minimise the colouring material in ground calcium carbonate (GCC) is described. The feed material is the overflow product from a hydrocyclone which results from using a Denver Attritioning machine with semi-autogenous grinding for one hour and a 1:1 ore/water ratio. By using sodium silicate (SS), with pH 9 and pulp density 5%, the iron content (as colouring impurities) is decreased from 0.21% in the original concentrate to 0.12% in the final concentrate. The degree of whiteness reached is improved to 85% from 63% in the original material. However, by using hexametaphosphate (SHMP) at pH 10 at the same pulp density, the iron content decreased to about 0.073% and hence the whiteness degree increased to about 96%.

There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

Traditionally, dithiocarbonates (xanthates) have been the preferred collectors for the flotation of platinum-bearing sulphides. However, collector development has led to trithiocarbonates (TTC), which have proven to be very effective bulk sulphide collectors. The interest in TTC flotation behaviour is currently focused on the interaction of these collectors with other collectors, specifically the dithicarbonates. Batch-flotation research has shown synergism to exist among dithiocarbonate, dithiophosphate and trithiocarbonate collectors. Increased sulphide recoveries, both for the first-minute and final concentrate, were realized using mixtures of these collectors relative to the standard.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. The performance of microemulsified diesel and conventional diesel collectors in coal flotation was compared by flotation indicators, including combustible recovery, ash content of the clean coal, and the flotation index. An efficient separation with lower dosage was obtained using the microemulsified diesel collector. Under optimum separation conditions, the microemulsion consumption was 100 g/t less compared with diesel. The saving in diesel consumption using the microemulsion reached about 70%, disregarding the consumption of the surfactant and cosurfactant. Frothing tests showed that the frother dosage was decreased by using the microemulsion collector, because of the surfactant and cosurfactant added during preparation. The microemulsified diesel collector is superior to the conventional diesel collector in terms of diesel consumption and separation efficiency, but the selectivity requires further improvement. Valuators of mineral properties are faced with a range of valuation methodologies, the most important of which are grouped under the headings of the market approach, the cost approach and the income approach. The way in which value is defined and the detail of the different valuation methodologies is examined here. This paper aims at documenting the variety of valuation procedures and applying each method to a variety of gold projects and comparing the outcomes. Any decision to apply a valuation technique will depend principally on the stage to which the project has been developed. The valuation approach to a greenfield project will be substantially different from that applied to a well-drilled, extensively explored mineral property. Furthermore, a valuation exercise may produce different outcomes for the same gold project depending on which method is applied. In order to investigate the variability in valuation methods and to explore the outcomes of different approaches, a series of five gold projects was analysed. The projects differ in regard to levels of capital application, infrastructural setting, depth below surface, in situ grade, and the stage of development, and were valued using the different methods. The most critical aspect of any valuation is the capacity of the valuer to identify the salient issues and ensure that they are incorporated into the valuation. The danger of simply applying ?black box? solutions to valuation problems without a full understanding of the parameters and the areas of uncertainty is emphasized. The importance of the valuator?s experience, insights into best practice and the ability to recognize and submit to the requirements of compliance within the minerals industry is among the most important characteristics of a valuer.

The efficient and accurate design of pipe and pumping plant for non-Newtonian mineral slurries remains a problem. The objective of this paper is to present the development of the Balanced Beam Tube Viscometer (BBTV), an instrument which could facilitate more accurate design for these slurries. The background of rotational and tube viscometry is reviewed and the fundamental principles and inherent advantages of the BBTV are given. The design, data acquisition and processing techniques are introduced and results showing the reliability of the new instrument are presented and discussed. It is concluded that the BBTV is a reliable and versatile instrument for both routine analyses and research work, and has the potential to provide data for the refinement of the design procedure for mineral slurry pipe and plant design.

The results of a series of physical model studies of the stability of jointed rock slopes carried out some years ago are described. These models were tested under centrifugal loading. Four ?geological? structures were tested; all had the same joint orientations and strengths, but the relative spacing of the joints was different. The results showed that the mechanisms of failure of the slopes varied for the different models, and the gravitational loads at which failure developed also varied. The following conclusions are drawn from the results of the physical model tests: ?the mechanism of slope failure is by progressive deformations throughout the slope ?the ratio of the spacings between the different sets of discontinuities exerts considerable influence on the slope failure ?in the models tested, the intact material strength had no noticeable influence on the stability of the jointed rock slopes(note that for hard rock, similitude conditions indicate a prototype slope height of 300 to 400 m, and therefore intact rock failure might not be expected under simple gravity conditions, i.e. no tectonic stresses) ?rock slope failures are three-dimensional and in general are not amenable to two-dimensional simplification ?knowledge of the orientations of discontinuities in the slopes does not allow prediction of a unique failure surface, nor of a volume of failure. The volume of failure is determined to a large extent by the plan configuration of the slope.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.
