The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The safety of mining operations is significantly influenced by the in situ stress fields in which the mining excavations are created. From the point of view of planning of mining operations, the in situ stress field is a most important input parameter for valid modelling of excavations. Many in situ stress measurements have been carried out for mining and civil engineering projects in southern Africa over the past 30 to 40 years. A database of in situ stress measurement results and observations has been compiled. This paper presents results extracted from the database which are considered to be of particular interest to mining areas in South Africa. The database will permit the estimation of likely stress conditions in new areas of mining, provide a basis for evaluation of results from future in situ stress measurement programmes, provide a basis for comparison of observed behaviour with expected behaviour, and provide a source of data on which realistic design and layout analyses can be based. The information contained in the database indicates that horizontal to vertical stress ratios in the Carletonville, Klerksdorp and Rustenburg areas are significantly higher than the value of 0,5which is commonly used in mine layout planning.

ABSTRACT: The paper describes the characterisation studies of Tectonised Clay Shales at laboratory and in situ scale. The interest relates to tunnelling under squeezing and swelling conditions, in Italy, along the Apennines. The results of monitoring during full face excavation are presented in conjunction with numerical modelling. RESUME: Cet article présente la caractérisation, à l'échelle du laboratoire et in situ, des Argiles Chaotiques. L'attention est portée sur le creusement, dans ces milieux gonflants, des tunnels, dans les zones montagneuses des Appennini, en Italie. Enfin, on présentera les résultats de la modélisation numérique et la comparaison de ces derniers avec les mesures effectuées in situ. KURZFASSUNG: Die Arbeit beschreibt die Charakterisierungsstudien von tektonisierten Schiefertonen, sowohl im Labor als auch vor Ort. Das Interesse gilt dem Tunnelbau unter Quetsch- und Schwellbedingungen in Italien entlang der Apenninen. The purpose of the paper is to give an introduction to the concept of fatigue and its causes in the mining industry. By knowing the fundamental role it plays, together with its dynamics, can positively contribute to a mine?s safety management system. The difference between physical and psychological fatigue will be addressed with a possible range of causes that could trigger fatigue. There are two main sources of fatigue: firstly, work-related fatigue which is associated with activities at the workplace; and secondly non-work-related fatigue. The shared responsibility between the employer and employee is also discussed as it involves factors that occur both in and outside the workplace. Employers have the responsibility to manage fatigue through using a risk management approach. Employees have the responsibility to ensure they get enough sleep, take sufficient and regular nutrition, are healthy and physically fit and come to work fresh and alert. The impact of the implementation of a fatigue management plan and procedures has the potential to eliminate employee fatigue or its causes, reduce the likelihood of fatigue occurring in the workplace, and counteract the effects of fatigue when it occurs. Factors considered when implementing a fatigue management system include: extended hours of work, shift work, time of day and work design. Fatigue is one of the major role players (either causal or contributory) when it comes to causes of fatalities in the mining industry. Our main challenge in identifying whether fatigue played a role is the fact that it cannot be tested in post-mortems like drug or alcohol abuse. It is an aspect worth understanding and getting an organization sensitive to managing it properly to benefit both organizational as well as employee needs. Plain and alloyed titanium aluminides of composition Ti-47.5 at.% Al were prepared by melting commercial-purity titanium and aluminium with additions of 1 at.% precious metal. The as-cast alloys were subjected to potentiodynamic scans in 5, 15, and 25 wt% HCl aqueous solutions at room temperature and compared for their abilities to spontaneously passivate. Addition of precious metals resulted in a general improvement of corrosion resistance by increasing the open circuit potential to more noble values. Addition of 1 at.% gold or silver to titanium aluminide did not significantly increase the corrosion potential (Ecorr) above that of the plain titanium aluminide alloy, indicating that gold and silver are not sufficient cathodic modifiers to improve the corrosion resistance of titanium aluminide in all the solutions tested. However, platinum, palladium, and iridium additions shifted the corrosion potentials to the position of the passive region of plain TiAl for all solution concentrations. This indicated that TiAl alloyed with these platinum group metals would passivate spontaneously by cathodic modification. TiAl alloyed with palladium performed the best in 5 wt% HCl solution with the most positive corrosion potential. In 15 wt% HCl solution, alloys with platinum exhibited the most positive corrosion potentials, while alloying with iridium or palladium revealed more negative corrosion potentials. Thus, palladium alloying led to the best cathodic modification of titanium aluminide in low-concentration HCl solution, whereas platinum and iridium alloying additions resulted in the best cathodic modification of titanium aluminide in high-concentration HCl solutions.

Tests were conducted on samples of rutile, titaniferous slag and ilmenite; each sample was mixed with coke and chlorinated in a bubbling fluidized bed at 1000°C. Profiles of the rates of chlorination of species were constructed from chemical compositions of the bed residues at different durations. From the start FeO and MnO are chlorinated quickly and all but entirely in a fraction of the time it takes to chlorinate all the TiO2. When the level of FeO is significant, as in slag and ilmenite, FeO is chlorinated faster than TiO2is. In these oxides, there is an inverse relationship between the rates of chlorination of FeO and TiO2during this first stage; the relationship, moreover, correlates linearly with the initial percentage of FeO in the oxide. We identify three stages in the chlorination process; a first, in slag and ilmenite, when FeO is being chlorinated; a second, when TiO2is most readily chlorinated; and a third, towards the end, when the levels of TiO2are reduced to those of other species. The rates at which individual species are chlorinated are analysed in terms of their appreciation or depreciation with respect toTiO2

The northern KwaZulu-Natal (KZN) coastal dune cordon, South Africa, extends from north of Durban into Mozambique. The Quaternary dune cordon, which can be up to 2 km wide, comprises a series of stacked, unconsolidated dunes that in places attain a height of over 100 m. Mining of the dunes produces much of the world’s supply of ilmenite, rutile and zircon. This paper documents the age of zircon grains separated from dune units, identifies likely source rocks and presents an evolutionary history for the dune cordon. Between 30 and 60 detrital zircon grains from three distinct units from the northern KZN coastal dunes were analysed for U/Pb isotopic ages using the SHRIMP II at the Australian National University. The samples represent units from the base (ca. 250 ka; luminescence age1),middle (ca. 190 ka2) and upper (ca. 20 ka2) portions of the coastal dune cordon. Zircon grain ages identify three source populations: (1) a 1 000 to 1 200 Ma group correlated to the Natal Metamorphic Province, (2) a 500 to 650 Ma group representing a Pan-African belt, which may correlate to the Mozambique Belt and (3) a ca. 650 to 800 Ma group of unknown provenance. Surprisingly, the presently exposed basement, comprising the Kaapvaal Craton and Archaean volcano-sedimentary sequences, has not supplied a significant amount of zircon grains (< 5%).This suggests that unroofing of basement rocks in the region has only occurred during the last 20ka. In addition, the absence of zircon grains younger than 500 Ma indicates that the bulk of zirconis not reworked from the Karoo Supergroup cover succession, but may be sourced by reworking of the Natal Group sandstones.

Deep-hole blasting operations in opencast mines are always associated with some annoyance to the surrounding areas in terms of ground vibration, noise, flyrock, etc. These become more severe when underground mines run parallel to them. Blasting in opencast mines may pose danger to the underground mines in terms of roof/side failures, damage of water dams, isolation/ventilation stoppings and other underground installations. The paper discusses a case study in India on the impact of deep-hole blasting in Ramagundam Opencast Project ? III on the stability of various water dams of GDK-6B Incline coal mine operating in close proximity. The stability of underground water dams of GDK-6B Incline mine was endangered due to deep-hole blasting at OCP-III. There were 15 water dams in seam 3 and 16 dams in seam 4 of the underground mine. The physical strength tests using a Schmidt Hammer instrument were carried out in all the 15 water dams of No. 3 seam and 16 water dams of No. 4 seam. The test revealed that there is a decrease in compressive strength values of three dams of seam 3, namely 6A, 6B and 7. Theose three dams were also directly connected to the water source. Water seepage was also observed from the surfaces of the three dams. However, they were found to be stable in accordance with their design parameters and damage point of view while considering a threshold value of ground vibration as 25 mm/s. It was found that the value of tensile stress generated by a vibration of 25 mm/s was much lower (i.e. 0.171N/mm2) than the tensile strength of the two weakest concrete dams (1.85 N/mm2). Ten experimental blasts were conducted at different working benches of the opencast mine and the ground vibration data were recorded in roof and pillars near various underground water dams. The maximum value of vibration data recorded was 5.9 mm/s in roof near dam no. 1 in seam 3 with the dominant peak frequency of 22 Hz. No adverse effect on either of the dams was observed after that blast. During the period of study, no deterioration/adverse impact was found in any dam of the mine. Based on the results of the study and the analyses of the data, optimized blast design parameters and explosives weight per delay were suggested for the opencast mine to maintain the safety of the underground water dams. The project was aimed at evaluating the double-header trains implemented at Great Noligwa mine, looking at the changes from the old conventional trains to the new trains, and identifying possible improvements to obtain an even better and more productive tramming system. The methods used to evaluate the double-header trains at the mine included personal observations, time studies, personal interviews, technical research, safety analysis, cost analysis, production analysis, breakdown analysis, break test analysis, comparisons and working closely with engineering department and manufacturers. Issues that were evaluated are the improvements in safety, cost reductions, tramming congestion reductions, better efficiencies, labour optimization, enhanced driver safety and maintenance. Shortcomings of the double-header trains were identified and recommendations made to improve on the shortcomings. Findings of the evaluation study indicated the following: ?Drastic improvement on safety ?Extreme cost reductions ?Reduction in tramming congestions and bottlenecks ?Better tramming efficiencies ?Optimized labour placement ?Enhanced driver safety ?More effective maintenance. Although there is room for improvements, the double-header trains were implemented with great success at Great Noligwa mine. It is currently the preferred tramming methodology at Great Noligwa mine, and is also implemented at other Anglo Gold Ashanti?South Africa shafts. This tramming system has huge potential for growth, not only in Anglo Gold Ashanti, but in all other older mines that experience major tramming problems.

Tin plating operations are of a complex nature due to the many operational variables that need to be controlled in order to create a product of required quality. The work in this report lays the basics for the control of a halogen plating operation based on the DuPont tinplating set-up with regard to the chemical make-up of the plating solution, as well as operational variables such as temperature and current density. To evaluate these aspects of the process, a rotating cathode Hull-cell set-up was used. This allowed for a laboratory scale plating arrangement that simulates industry closely with regard to chemical and hydro-dynamic considerations. Typical industry accepted standards were obtained for the values of operational variables and a ?baseline? test was conducted employing these standards. All subsequent tests conducted were benchmarked against this baseline result. A large suite of results was obtained in which it was found that changes could be made to the industry accepted norm which would improve on the stability of the operation and therefore the quality of the final tin-plated product. Examples of these results are: an increase in stannous tin concentration, an increase in sodium chloride concentration and a slightly elevated plating temperature. In addition, conditions were found that must be avoided to prevent instability and poor product quality.

Irrational usage of mineral commodities leads to depletion of natural resources and various ecological violations in natural environment. Fulfilment of a number of measures and strategic decisions by given problems requires a correct forecast of trends of social-economic systems. For solving the task of long-term forecasting special procedures, considering Kondratyev’s big cycles of world conjuncture, have been embedded into algorithms of unknown parameters identification and recovering of factors of different countries mineral resources production and consumption models. In the paper the classification of long cycles types, existing forecasting algorithms on the basis of Kondratyev’s ‘long waves’ or ‘K-waves’ and the modified algorithm, developed by us, which allows to reduce time and financial expenses and to improve the forecast quality, are presented. Furthermore, the article includes several forecasts of mining branch corrected models factors, received by us, permitting complex prognosis of economic and social development of different scale and control level systems. In the paper workability of proposed forecasting algorithms on the base of ‘K-waves’ and adequacy of created models to researched processes are proved.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context in which they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage such as nuclear power generation where international cooperationis eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit its mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. RME has a vision for a new grinding plant operational paradigm made possible by RME&apos;s fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners&apos; wear life. RME&apos;s proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply `must do&apos; maintenance functions. Taken to the extreme, liner profiles may prove capable of `tuning&apos; a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RME&apos;s range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RME&apos;s vision of a `liner profile versus profitability&apos; commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

A large opencast gold mining company in Africa had just completed a feasibility study for an expansion of the operations. A traditional net present value project valuation methodology had been used that showed a very positive net present value (NPV). The project team had conducted a qualitative risk assessment that identified and logged all potential project risks and had subjectively incorporated &apos;risk&apos; via the discount rate and other assumption contingencies around gold price expectations, operating parameters, etc. Management requested that an independent quantitative risk modelling approach be adopted to obtain a better understanding of the impact of risk on the overall project valuation and confidence level in the final valuation. A detailed project valuation model was configured in the Cyest Carbon Modelling Technology platform, and the stochastic modelling module used to perform the Monte Carlo simulations. Analysis of historical operational performance data relating to actual achievements versus planned and budget determined the historical variability of the underlying parameters as well as variance to budget. This was done at a detailed level for mining rates and costs, processing rate, costs and recovery, and other operational efficiency measures. External market assumptions relating to gold price, exchange rate, and inflation were modelled and the dependency between them modelled using a copula. This case study will demonstrate the approach taken to building and populating the quantitative risk model and the overall results of the Monte Carlo simulation. The final valuation demonstrated that the project had a 44 percent probability of an NPV less than zero i.e. a 44 percent chance of project finance loss.

Heavy mineral deposits are becoming more complex in terms of their compositional variation, particle mineralogy and size distributions, and present challenges for the operation of separation equipment to achieve the required grades and recoveries. Changes in equipment design and concepts potentially provide new opportunities for the beneficiation of heavy mineral sands deposits. The development of a framework for the fundamental understanding of separator performance issues is a first step to develop new machines. This paper will present a first step analysis of electro-static and magnetic separation machines with their application to real separation scenarios.

TauTona Mine (the renamed Western Deep Levels East) is using a longwall mining method with stability pillars to extract the Carbon Leader Reef at a depth ranging from 2097 metres to 3456 metres below surface. Seismic activity and the complexity and hazards associated with negotiating geological features at great depth pose the most severe hazard to deep level gold mining in South Africa. It impacts negatively on safety and the profitability of the mining. The critical success factors in longwalling at depth are: ?Sound mining strategies and face shape control ?Ensuring follow behind development infrastructure is kept up to date ?Support system design as a strategy to effectively limit the serious effects of damaging seismicity. This paper describes the following: ?Implementation of the required mining strategies ?The evolution of a new stope support system and problems associated with its development and implementation. How this support system was adapted for the successful negotiation of major geological features with known seismic potential and problems encountered ?Current initiatives to optimize follow behind development infrastructure ?Current initiatives in designing a new gully support system and problems experienced with its development and implementation. Finally, this paper will deal with the way forward, briefly covering areas like the above-mentioned gully support system, the proposed phased introduction of technology, and the use of alternative mining layouts.

Copper sulphate solutions are produced during the pressure leaching of first-stage leach residue in a typical base metal refinery process. Apart from impurities such as selenium and tellurium, this leach solution also contains other precious metals (Rh, Ru, and it) due to dissolution in the pressure leaching stage. Selenium and tellurium are removed from the leach solution by precipitation with sulphurous acid, since these elements negatively affect electrowinning. This study investigates the feasibility of modifying the Se/Te precipitation process step to achieve significant rhodium precipitation in addition to selenium and tellurium precipitation, in order to reduce the rhodium inventory of the process. Thiourea, S02, formaldehyde, formic acid, and sodium thiosulphate were evaluated to determine which of these reagents would achieve the highest Rh precipitation. Based on these screening tests, SO2 and thiourea were selected to be used as precipitation reagents in optimization tests. During these optimization tests, the operating temperature (80 to 150°C) and the amount of reagent added (80 to 140 per cent excess) were varied to evaluate the effects that these operating conditions have on the precipitation behaviour of Rh as well as Se, Te, Cu, and Ni, and to propose appropriate operating conditions. It was found that thiourea resulted in good Rh and Se precipitation (typically in excess of 90 per cent), but precipitated noticeably more copper and nickel from the solution than when SO2 was used. In addition, thiourea had poor Te removal characteristics. SO2 achieved a maximum of 70 per cent precipitation of the rhodium. Faster kinetics and a larger extent of Te precipitation were, however, observed when using SO2 compared to thiourea.

"‘Roof support awaiting time’ (RSAT) is a term used at Goedehoop Colliery’s Simunye Shaft to describe the potential production time lost due to the continuous miner (CM) standing idle waiting for roof support to catch up. Investigations revealed that in 2013, Simunye Shaft had approximately1400 hours of RSAT, which suggests that the mine could have potentially produced an additional 280 000 t of coal. This project consisted of two parts. Firstly, the causes of the high RSAT and means to improve the situation were investigated. Secondly, as insisted by mine management, the CM cutting sequence was investigated as a possible cause of high RSAT. Machine-related challenges due to the roofbolter installing support too slowly, geological conditions (mostly hard roof conditions and slips),logistical challenges pertaining to the CM cutting sequence, man-related challenges related to operator fatigue, re-support, operator inexperience, and the absence of support targets were identified as main contributors to RSAT. Furthermore, results showed that the roofbolters in the sections at Simunye Shaft are slower than the CMs. A target of 28% reduction in RSAT was set. Experts from Kennametal and Fletcher were consulted to find solutions for the identified causes. In total, eight solutions for RSAT were identified, but the solution that contributed most significantly to reducing RSAT was to use hard roof drill bits as a standard product at Simunye Shaft. Calculations showed that by using hard roof drill bits, RSAT can be reduced by 43%, which is more than the specified 28% target. The cutting sequences at Kriel, Greenside, and Simunye Shaft, togetherwith three newly developed cutting sequences, were simulated using the UCMS (Underground Coal Mining Simulation) program. A re-aligningprinciple was incorporated into the newly developed cutting sequences toalign the cutting sequences to general support work and to reduce RSAT. A decision matrix revealed that a cutting sequence in which boxing takesplace in R3 (third road to the right of the belt road) and in which the re-aligning principle has been incorporated will be the best option for Simunye Shaft. The recommended cutting sequence will lead to a 5% increase in production.The work presented in this paper was carried out as partial fullfilment for the degree BEng (Mining Engineering)"

Data used for the analysis are actual plant data collected over the past two years of operation. Facts obtained from the study will be helpful for smelter management to control these components in the flash smelting furnace feed and slag, to levels which will enable better control of copper in slag, and smoother operation of the KCM slag-cleaning furnace.

This paper describes two cases of corrosion that occurred in dry-process, rotary, cement-clinker kilns. In the case of the kiln with five pre-heater stages, the attack occurred primarily from sulphates that probably originated in the raw feed and fuel being used in the plant and that penetrated the refractory lining. The corrosion was similar to ash-deposit corrosion often observed in steam boilers. In the second case the plant consisted of a long dry kiln with a single pre-heater fitted to the feed-end. In this case the corrosion could be ascribed to alkali chloride penetration through the refractory-brick lining and subsequent hot corrosion of the kiln shell.
