The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

The human lumbar spine is inherently an unstable structure and requires sophisticated neuromuscular control to maintain its stability and for performing physical tasks. As a consequence, it is important to understand the potential health effects on human operators of mechanical stimuli such as shock and vibration.1 Impact applied to a vehicle operator combines the risk of sudden, unexpected load with the mechanical stress of the seated posture.2 Because many work environments contain the potential for multiple, unexpected impacts, it is important to understand how the trunk muscles respond to complex conditions. We believe the results have implications for isolation design and standards development. Methods Muscle activity was recorded during simple and complex impacts, applied randomly and without warning, while subjects sat on an air-suspension truck seat located on a man-rated 6-DOF motion platform (Rexroth-Hydraudyne). Simple (single) impacts consisted of 100 ms quarter-sine jolts in the side-to-side (L and R) and vertical upward (V) directions with peak amplitude at 0.4 g. Complex impacts consisted of combinations of two simple (single) impacts in sequence (LV, RV, VL, VR), separated by 100 ms. Twelve right-handed males (23.7 ± 7.8 years old) were tested without a blindfold under 2 posture conditions (supported while leaning back and unsupported, sitting upright) and 2 seat suspension conditions (present or absent). Each type of impact was repeated three times under each posture and suspension condition, resulting in 84 impacts in total. Surface EMG signals from the left and right erector spinae (ES), rectus abdominis (AR), external obliques (EO) and internal obliques (IO) were recorded and transformed to 25ms RMS values. The response time, defined as the time the muscle activity exceeded the mean + 2 STD of the pre-impact resting period, peak response amplitude, and time were then derived. A mixed-model repeated measures analysis of variance was used to evaluate statistical significance, where type I error rate was set at .05. Results One question we asked of these data was whether there were differences in responses related to simple single strike impacts (L, R, or V) and complex, double-strike impacts (LV, RV, VL, VR). There are 21 possible combinations of comparisons of simple and complex impacts to each other. The differences found are listed in Table 1.

"Reflector button signs similar to those used to attract the attention of motorists on the public highways at night are now being used to good advantage by a few mining companies in underground workings for danger, warning, direction, and safety signs and signals. Most safety signs and signals used in underground mining are of the electric light painted-board, or enameled or porcelain metal-plate,type, all of which have good features as well as some disadvantages; among the disadvantages are: The filament of electric incandescent lamps is prone to ""burn out"" occasionally anti usually the lamps are not replaced promptly; painted-board and enameled or porcelain metal-plate signs can be seen only a short distance and often are ""passed up"" unintentionally by employees, consequently these signs do not always serve the purposes intended and may be the cause of injury or death through failure to warn the men of danger.The advantage of using reflector button signs in mines or underground workings is that the cap lamps or headlights with which employees and locomotives generally are equipped, if directed at these buttons will reflect the light back to its source, and if they are arranged to spell words of warning or direction, or if suitable symbols are used, they are discernible and can be read at a distance of several hundred feet. The distance the light is reflected depends largely on the color of the buttons used. The reflector buttons also in many instances can be used to good advantage in conjunction with other methods previously mentioned.Several types of reflector buttons are available, among them the flat-lens type with mirrored metallic foil or plate back, the facet-cut-lens type with a mirrored metallic foil or plate back, and a type with a hemispherical smooth lens with a parabolic mirrored metal back. Lenses for the different types are available in several colors. Crystal, amber, red, and green are the colors of the buttons used to the greatest extent in underground signs up to the present time. These buttons may be had in different sizes, also.It has been observed that crystal-colored buttons reflect light the greatest distance (about 1,000 feet) and red-colored buttons the least (about 500 feet); reflection from green and amber colors ranges somewhere between the red and crystal colors in distance.Reflector buttons for underground use should be designed to reflect light a maximum distance; they should be made of materials that resist oxidation and corrosion, especially of the mirrored backs, and should be relatively free of protruding parts or projections that will collect dust.Reflector buttons approximately 3/14 inch in diameter seem best suited for underground use in general because fewer reflector units are required for a signal of given size."

 Previous reports of this series/7/8/ presented data on the composi- tion of exhaust gases produced by Diesel engines operating under various conditions possible in underground workings. In all previous experiments, the engines tested were in proper mechanical condition; that is, they were adjusted and maintained in accordance with the manufacturer's instructions. In discussing the results of these tests in relation to the use of Diesel engines underground, the importance of maintaining engines in proper mechanical condition was emphasized, although no data were presented to indicate the effect of engine maladjustments on production of harmful and objectionable constituents of exhaust gas. It is the purpose of this report to present such data and to reemphasize the importance of adequate maintenance for Diesel engines used underground.

The National Institute for Occupational Safety and Health (NIOSH) has been working with diesel emissions control technology and the underground mining industry for a number of years. Underground isolated zone studies provided the emissions reduction performance of all of the alternative technologies currently available. A NIOSH/MSHA guide is available which provides mines with information and a process for selecting diesel particulate filters (DPF). Recent NIOSH experience suggests that more attention may be needed in managing the issues associated with diesel emissions and their control. The author argues that a holistic approach is needed which involves several key mine operations departments or disciplines by positing that workplace air can be considered as the product of a complex manufacturing process and examining how that process could be managed.

Objective: To develop and test a training program that enhances the hazard recognition skills of underground limestone miners. This program can help job performance and lead to enhanced safety in the underground workplace.

Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

Metal mines were the smallest mining sector, comprising 1.8% of all mining operations.1 • Gold mines comprised 44.2% (n = 114) of all metal mining operations. Other common types of metal mines were iron ore (n = 29; 11.2%), copper ore (n = 28; 10.9%), and lead and/or zinc ore (n = 21; 8.1%). • Nevada had the largest number of metal mines (n = 48; 18.6%) followed by Alaska (n = 29; 11.2%).

The question "Why can not American kaolins be substituted for English china clay?" has been asked time and time again, and more often since the beginning of the present war in Europe, which has threatened to cut off the supply of European clays imported from abroad. The answer to this question has invariably been, that the domestic kaolins are not as pure and uniform in composition as the imported clays. This demand for white-burning American clays is of such economic importance that it was considered advisable to determine whether some of our vast deposits of impure white clays could not be refined sufficiently to permit their being substituted for the foreign materials. Up to the present time mechanical principles only have been applied in the refining of kaolins, but in order to keep pace with the increasing requirements for better quality and uniformity of product, the application of the principles of colloidal chemistry is necessary. The investigation described in this report was carried on to deter- mine the practicability of applying technical control of clay disperse systems to the refining of kaolins and the utilization of the prepared clay in the manufacture of vitreous china and wall tile. It is hoped that this report will prove a stimulus to the clay- washing industry; will point out a method of refining certain Amer- ican clays, and will lead to the substitution of domestic kaolins for imported china clays by manufacturers of high-grade ceramic wares.

Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

"Filter samplers are one of the simplest methods and, in some instances, one of the only methods that can be use to obtain samples of particulate matter suspended in a gaseous medium. Once collected, particles are normally analyzed directly on the filter by gravimetric, chemical or microscopic techniques. However, it is sometimes desirable to resuspend the particles in an airstream for analysis. This would be the case if the size distribution of the particles were to be measured using one of many particle sizing techniques such as inertial classifiers, optical particle counters or the TSI Aerodynamic Particle Sizer CAPS).A ·technique has been recently developed whereby one can resuspend particles from filter samples in an airstream. The technique has been used for the resuspension of coal dust from filters. The resuspended particles were then introduced into the APS. This development was necessary since an APS can not be taken directly into an underground coal mine. For this application, particle samples are collected on membrane filters in the underground mines. The mass concentration of the particles determined through gravimetric analysis. The particle size distribution was tl1en determined by resuspending the particles and passing them through a TSI Aerodynamic Particle Sizer (APS). Excellent agreement has been obtained between the size distribution directly measured underground with a cascade impactor and that measured from the resuspended particles. For this experiment, an open-faced filter sampler was placed adjacent to the cascade impactor in the n1ine. The particles collected on the filter were resuspended in the laboratory and Measured with the APS.A venturi aspirator is used in the apparatus developed for resuspending the particles. The venturi has a small diameter capillary tube placed in the venturi throat. High velocity air flow is passed through the venturi, thereby, creating a low pressure region at the exit of the capillary tube. The low pressure draws air through the tube. The filter with deposited particles is located at the inlet to the capillary tube where the air flow into the capillary resuspend the particles. Once airborne, the particles are deagglomerated as they pass through the high velocity air flow in the venturi throat."

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. A method to assist in the evaluation and selection of roof bolts using in situ measurements of roof bolt loading has been developed by researchers of the Spokane Research Center, National Institute of Occupational Safety and Health. Both axial and bending forces are measured by strain gauges at many locations along the length of fully grouted bolts during various stages of mining. This information is then used to (1) predict bolt loading for variations in bolt spacing, grade, and diameter, (2) calculate the design changes necessary in zones where bending loads are high, and (3) determine if bolt length is adequate. Results from several case studies of full-column bolt loading in coal mine gate roads are used to illustrate the design method. This knowledge will give design engineers a tool for the selection of roof support systems that will improve underground safety by reducing roof bolt failures.

Recent research conducted by NIOSH, Pittsburgh Research Laboratory showed that electrical current levels permitted under parent regulations may not limit cable temperatures to less than 90 °C in reeled trailing cables. Reeled cables, tightly wrapped with many turns, ell carrying current in an enclosed space, can become overheated due to poor heat transfer. This overheating can cause the cable insulation to soften and become easily damaged. The damaged insulation reduces the life of the cable and can lead to shock, electrocution, and mine foes. This paper describes a method of measuring the conductor temperature of untie trailing cables during no anal operation. The temperature is measured using a 50/175 micrometer Graded Index Multimode Optical Fiber located in the center of the metallic conductors. Distributed temperature measurements arc made using an Optical Time Domain Reflectometer (OTDR). This system is capable of measuring temperature with an accuracy of plus or minus one degree centigrade over a length of 4 km at 1-m intervals. With this unique way of measuring temperature, tests can be conducted simulating actual mine conditions and provide important data to allow MSHA's Approval and Certification Center to develop approval criteria for cyclically rated reeled machines.

As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.

"The occurrence of Coal Worker's Pneumoconiosis (CWP) ·has been potentially linked with several characteristics of coal such as rank, volatility, percent content of ash and non-coal components, quartz content, and the presence of several trace elements. According to the National Research Council, numerous epidemiological Studies: indicate that the incidence of CWP varies significantly with the composition and/or the concentration of the coal mine dust.Although advances in dust suppression techniques have markedly reduced respirable dust levels in underground coal mines, the National Research Council has concluded that chemical characteristics of respirable dust from different coal seams should be studied. With this objective in mind, research has been conducted in underground coal mines located in the eastern and mid-western United States, and in the laboratory to characterize the elemental composition of mining-generated airborne dust and laboratory-generated dust derived from samples taken from these mines. The goal of the research is to determine if a relationship exists between mining-generated and laboratory-generated dust from the ·same mine. Results of this research will be presented. ,"
