This report was limited to a search of available literature on under- ground methods to combat acid water pollution. From this review it is evident that very little work has been done in this specific area. It is also evident that there are specific areas of mining engineering and mining related hydrology and geology that need further research efforts to solve the many water problems. They are: (A) Composition, variation and availability for oxidation of sulfur in strata. (B) Rate of oxidation of sulfuritic materials. (C) In situ limestone and its influence on underground acid drainage. (D) Structural, stratigraphic and hydrologic character of old mining areas as a basis to make decisions about adjacent new mining areas. (E) Operational changes in mining methods to prevent pollution. (F) Sealants for underground coating to exclude water from contact with pyrite to inhibit formation of the contaminants. Such a program has been initiated on refuse piles. The prime purpose of this report is to investigate those practices which have been used to regulate or control water accumulation and prevent harmful mine drainage. A supplemental purpose is to indicate those areas which need further research to prevent underground mine water pollution.

Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

Summary Cost models have, long been confined to the accumulation and analysis of static-data.. While historical and time study data are valuable for control of existing operations, for new systems and equipment, and for projections, they need to be adjusted or modified. The availability of computer-oriented systems simulators provide yet another method for costing these systems and equipment. This investigation has introduced a concept whereby continuous, variable data can be assimilated and analyzed through the combination of an economic analysis model, which includes a direct costing capability, with a systems simulator. This tandem operation permits increased flexibility and greater atten¬tion to detail in the evaluation of mining systems. The direct costing process is carried throughout the majority of the model operations. Labor and capital costs may be computed directly, even in the absence of the systems simulator, while operating costs re¬quire input parameters, at present, from the subsystems of the Master Design Simulator. Since the costs computed are based on the perfor¬mance of each individual machine unit, the model may be used to evaluate equipment compatibility, system interaction at the mining face, and the effect of system elements on total mining costs. Additional applications of the cost model include the following: 1. Complete mining systems may be evaluated, over their economic life, to determine the feasibility of a profitable operation. 2. Costs associated with mining various segments of the coal deposit may be computed as a guide to planning the mine layout and scheduling the sequence of operations or acquisition of new

This study reports the results of a survey of organizations that used problem-solving simulation exercises to support mine health and safety training. The exercises are designed to teach judgment and decision-making skills within two broad domains: (1) how miners respond to mine emergencies (e.g., first aid, self-rescue, and escape) and (2) how miners integrate safety concepts within the context and performance of routine production work. The simulation exercises were distributed by the Mine Safety and Health Administration's National Mine Health and Safety Academy near Beckley, WV. The present study focused on those organizations that ordered the exercises from the Academy over a 2-year period (1995-96). Researchers assessed how the materials were used and trainer perceptions of the impact of these materials on annual mine health and safety training . A total of 147 organizations ordered the exercises over the 2-year period. Survey responses were obtained from 52 of these organizations. Sixty percent of the respondents rated the exercises as more useful than traditional instructional materials, 40% as equally useful, and 0% as less useful. Most trainers (79%) felt that the exercises help them to make better use of workers’ knowledge and experience during training. Many (71%)also reported that the simulations helped to improve the effectiveness of their instruction and promoted a problem-solving approach to their training. Fifty of the fifty-two respondents reported that they would like to have new simulations developed. A large majority showed a proactive interest in helping to develop and field test new exercises. Ninety-four percent of the trainers judged the exercises as a good value; 92% planned to order more simulations in the future. Based on this study, recommendations are offered for the continuation and expansion of simulation exercises as one method for occupational health and safety training.

This paper presents an overview of laboratory and field tests on approximately 250 fully grouted roof bolts instrumented with strain gauges in order to study loading behavior. Laboratory work included pull tests, time-dependent tests, and shear tests. The field tests were conducted in 14 different mines extracting different commodities. However, because of the focus of this publication, only the results of tests in 9 coal mines are reported here. In the field tests, all but 14 bolts were loaded by rock movement; these 14 bolts were tested using pull gear. The variables studied included anchorage length, mechanical interlock, time-dependent behavior, shear, installation load, loading rate, and maximum load level. Such information will improve the understanding of the behavior of resin-grouted bolts, which in return will enhance the safety of miners by reducing the occurrence of rock falls. The influences of geology, overburden depth, entry width, mining-induced stresses, and bolt spacing are not described.

The Bureau of Mines has developed a simple titration technique for determining the points of zero charge (PZC) on minerals. The technique consists of titrating a mineral slurry with the potassium salt of polyvinyl sulfuric acid (PVSK) in the presence of an indicatory dye and a positively charged polymer. Values obtained by this simple method are in good agreement with values found in the literature.

This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. A computer code for laminar, steady-state, incompressible, two-dimensional flow developed by Gosman (2)3 was modified by the Bureau of Mines to calculate shock (minor) loss at the intersections of ventilation ducts. Turbulent flow was simulated using laminar flow equations and an appropriate wall shear stress. Results of the calculation showed good agreement with the experiment.

"Putting safety over , " using the accepted meaning of the word " Safety " as the elimination of personal injury , resolves itself into the prevention or disassociation of a combination of two distinct circumstances . Opportunity for accidents is afforded by conditions that are likely to cause injuries , but such injuries are effected only when the human body is placed in a position to be injured . As will be discussed later , in mining , as in most other industries , the degree of safety experienced depends upon the disassociation of these two circumstances , first , by making working conditions as free from hazards as possible , thus affording the minimum opportunity for accidents to occur , and secondly , the training of employees to recognize dangerous conditions and adopt measures to protect themselves and their fellow employees against injury . The responsibility for preventing accidents rests upon every person employed in an industry from the directing head down through the individual workers , and the safety of that industry will be proportionate to the extent that each member appreciates and accepts his individual responsibility . Hence , safety becomes decidedly a personal equation . Whether the personal equation will be so applied as to result in the greatest freedom from accidents , however , depends largely upon the initiative of those directing the industry . Putting safety over in a small mine presents the personal equation in a more intensified manner than the same endeavor in a large mine . Large mines , owing to their size and financial standing, can usually main ta in and support an effective safety organization with one or more directors who devote all their time to the supervision of safety work . Most small mines with a limited number of employees and limited capital can not afford and are not justified in supporting a paid safety organization , and must depend upon the close cooperation of their working force in maintaining safe working conditions . On the other hand , if proper supervision is exercised the small mine has in some respects advantages not afforded by the large mine . The limited workings in a small mine should afford less opportunities for dangerous conditions to arise and permits more frequent inspection of the entire mine . The small working force permits more latitude in the selection of employees known or believed to be either safe workers or amenable to safety educational work. Likewise , a small working force facilitates the carrying on of safety educational work and allows a closer personal contact between the superintendent and his employees .

Location and Age The main bituminous coal field of Pennsylvania lies in approximately twenty counties west of the mountain area which extends in a northeast southwest direction through the central part of the Commonwealth. The coal fields lie in a dissected peneplain, still in the youthful stage of erosion There are numerous V shaped valleys in the bituminous fields and the tributaries of the larger streams have rather steep gradients The main streams flow in rather narrow valleys with comparatively small flood plains. The coal beds of Pennsylvania are of Carboniferous age, and are confined to two systems, the Permain and the Pennsylvanian The latter system is divided into an upper or Pittsburgh series and a lower of Pottsville series The Peimain system is divided into an upper and lower series The Pottsville series of the Pennsylvanian is represented in western Pennsylvania by the Upper Pottsville only The upper or Pittsburgh series of the Pennsylvanian is represented by the Monongahela, Couemaugh, and Allegheny groups Geologic Structure. The rocks of the bituminous coal fields are folded into many anti clines and synclines extending in a general northeast direction across the western part of Pennsylvania The intensity of this folding in creases toward the mountain region West of Chestnut Ridge, which is in Fayette, Westmoreland, and Indiana counties, the folding is minor, and the coal beds have low dips East of Chestnut Ridge, v here folding is stronger, the basins are wider and the coal beds rise steeply on the flanks of the anticlines Geology. The bituminous coals of Pennsylvania are associated with shale, sandstone, clay, and limestone Each group has different proportions of these deposits, and the proportions vary at different localities within the same group.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. Experiments were conducted to determine the optical scattering properties of diesel particulate matter (DPM) and various combustion aerosols from both flaming and smoldering combustion sources at discrete angles of 151 and 301 in the forward direction and at a light source wave length of 635 nm using a simple light scattering module. In addition to the scattering data, simultaneous measurements were made of the total aerosol mass concentration; light extinction at an average wave length of 546nm; and the response of a common bipolar ion chamber typical of residential smoke detectors modified to allow the aerosols to flow through the chamber. The results of these experiments indicate, for DPM and combustion aerosols, the intensities per unit mass concentration depend not only upon whether the aerosolis DPM or combustion aerosol but also upon the type of combustion aerosol. The results also indicate that the ion chamber responses are greatest for DPM, followed by the response to flaming combustion aerosols (FCA)and lowest for smoldering combustion aerosols (SCA). For light scattering, the greatest intensities are found for SCA, followed by the intensities from FCA, and lowest for DPM. This report describes the experiments, their results, and the use of these results to developed sign criteria for early warning fire sensor capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by the products produced from diesel engines. © 2002 Elsevier Science Ltd. A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. From time to time the Bureau of Mines has received requests from persons who wish to destroy unwanted explosives, and although the information that follows has been accumulated from sources considered reliable,4/ the. Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.

Mine ventilation can be broadly defined as the branch of mining engineering primarily concerned with the controlled flow of air through mine airways to maintain an acceptable atmospheric environment wherever men work or travel underground. Martinson (1976) has defined three elements of mine ventilation, 1) an engineering element concerned with establishing quality control (removal of dust and gases), quantity control (regula¬tion of air direction and magnitude) and climatic conditioning (temperature-humidity control), 2) a biological element in which an understanding of biological response is used in assessing the mine environment, and 3) a philosophical element requiring judgements as to the degree of risk or worker discomfort that is socially acceptable. Most texts on ventilation, such as Hartman (1961), limit themselves to a discussion of the engineering element. Although also limiting his text to engineering control, Weeks (1928) thoughtfully addresses the other elements in the preface of his book where he states: "Life is brief and happiness elusive under the best of conditions; so beside the commercial aspect must be placed the humanitarian. Is it not reasonable that the operator should give his men a chance to spend their working hours in a comfortable environment, with the danger of sudden death or disability reduced as much as possible?" The statutory requirements of ventilation are, in most countries, established on the basis of biological response as determined by basic research or are dictated by social awareness, often touched off by major disasters, resulting in demands on regulatory bodies for more stringent requirements. The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

Following a year of great uncertainty, the political situation in Bangladesh improved during 1976. The major problem for Bangladesh remained the high birth rate and crowded conditions. Bangladesh had the highest population density of any agrarian country--over 80 million people in a land area of 144,000 square kilometers, 65% of which is considered arable. The Government, with considerable foreign assistance, was actively encouraging voluntary family planning, and set a growth rate target of 2% per year or less. However, even if the growth rate was reduced to the target level immediately, the population of Bangladesh would nevertheless nearly double within 20 years.
