An important objective of the Australian Government's policies on resources development is to encourage further processing of raw materials domestically, to the extent that this is economically feasible and consistent with sound industrial development. This Bureau of Mines report examines the extent to which Australia is able to pursue this policy in terms of its own competitive advantages and the implications of such a policy for the United States. Such factors as the impact of other competing producers and their advantages, expected world demand, and infrastructural problem--which may limit pursuit of this policy to the fullest extent--are discussed. After a broad review of the re-source, economic, social, and environmental factors, the perspective for increased processing is examined for a number of mineral commodities.

"INTRODUCTION The operators of the Lake Superior district iron-ore mines have made tremendous progress in the past 25 years in the transportation of broken ore from the working places to the surface. This progress has paid divi¬dends in increased production and in lower accident-frequency rates. The trend has been toward more efficient use of mechanical and electrical power and abolishment of many of the backbraking tasks formerly required of min¬ers and trammers.ScopeTransportation of iron ore as described in this paper covers (1) movement from the working place to ore raises by scrapers, shaker,conveyors, and belt conveyors, and, loading underground cars from chutes or-by scraping from loading drifts; (2) underground haulage, which includes underground cars trains, locomotives, and tracks; (3) shaft station's and hoisting shafts, which. Includes dumping cars, storage-pockets; auxiliary storage trenches, and shafts; (4) hoisting, which consists of skips, cages and hoists; and (5) head frames, loading into railroad cars, and stock-pile haulage.The 19 underground iron-ore mines discussed in this paper, situated in the Menominee, Marquette, Gogebic, Guyana, Mesabi, and Vermilion iron ranges of Michigan, Wisconsin, and Minnesota., shipped about 9,000,000 tons of iron ore in 1945, which constituted 56 percent of the underground iron ore taken from the Lake Superior district."

"INTRODUCTION An investigation of the metallurgy of cobalt from domestic ores has been in progress since February 1940 and has resulted in the formation of a hydrometallurgleal process for the production of electrolytic cobalt metal. Previous reports of these investigations have been given by F. K. Shelton; 7/ and Ruth E. Churchwrd, F. K. Shelton, and G. Knickerbocker. 8/ Briefly, the process, as applied to ores containing cobalt oxide, consists of leaching with H2SO3 or, preferably, with H2SO3 and H2SO4, to dissolve the cobalt. The cobalt solution passes through one or more purification stages to remove iron and elements of the copper group, and cobalt carbonate is precipitated under carefully controlled pH conditions. The cobalt carbonate is dissolved in on acid electrolyte containing sulfuric acid, boric acid, and sodium fluoride. The electrolyte then proceeds to electrolytic cells where cobalt is plated as a metal and sulfuric acid is regenerated.The present paper contains the results of several investigations signed to give a more complete chemical and engineering understanding of different unit processes involved in the electrowinning of colbat. Some work has been done to broaden the process to include arseniferrous cobalt ores as well as the oxide ores upon which the investigation was initiated. Most of the data presented herein have been obtained since the release of the previous reports; any changes suggested heroin that conflict with recommendations in earlier reports are based on more complete data and usually are preferable."

To obtain information on the effects of cobalt on microstructure and tensile properties of titanium-vanadium-cobalt alloys, the composition ranges of 4 to 16 percent vanadium with 1 to 4 percent cobalt have been studied. The beta phase was not completely retained with vanadium additions up to 16 weight-percent or in the same alloys containing up to 4 percent cobalt.

THIS IS a progress report on a study of the application of statistical practice to mine and mineral sampling undertaken by the Federal Bureau of Mines to provide sound theoretical and practical data for use of the mineral engineering professions. One of the problems in mine sampling is determining the reliability of the results. For certain types of sampling data (random data) the reliability of the results can be stated mathematically. For other types of data there is no known means of quantitatively expressing reliability. In applying measures of reliability to a set of random data, some knowledge or assumption of the characteristics of the particular data is necessary. In many fields these characteristics are well known. However, in mining, where the data are in assays, these characteristics are not well known.

Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

In March, the Minister of Mines, Mrs. Judy Erola, released a mineral discussion paper at the annual meeting and convention in Toronto of the Prospectors and Developers Association. Among the mineral objectives discussed was the revitalization of the "junior" mining industry. That industry reportedly has seen its share of total exploration expenditures fall from 50% in 1969 to 10% in 1979. Some sources believe the reason to be the rise of exploration costs and more- restrictive legislation The junior mining industry reportedly was responsible for 40% of all mineral discoveries in the 1969-79 period. CZECHOSLOVAKIA Czechoslovakia expects its capacity for the recovery of gallium metal to increase from 1,650 kilograms to nearly 3,000 kilograms per year by the installation of new recovery equipment at the aluminum plant at Ziar Nad Hronom in Central Slovakia. World production data are not reported, but the United States consumed 8,000 kilograms (estimated) in 1981, of which 5,536 kilograms were imported. Gallium is recovered as a byproduct of the Bayer process for the conversion of bauxite to alumina, and from certain zinc processing wastes. It is used for electronic applications such as light-emitting diodes for visual display panels in calculators, clocks, and other instruments.

This paper has been written to describe briefly the mining and milling of gold and silver ores in the Black Canyon and neighboring mining districts in Yavapai County, Ariz. On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils avid 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Fire 1 shows this building, marked "Main high school building", with respect to other buildings, pipe lines, oil wells, and gas lines or the property.

In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

This report presents the results of reconnaissance-level investigations of the mill refuse disposal systems for 15 plants throw-heat the conterminous United States. The sites visited represent a cress section f the copper, iron, lead and zinc, and phosphate industries' practices in the field of fine-grained refuse disposal. The reconnaissance-level investigations were carried out to gather supplemental data to tae in-depth studies of Kennecott's Magma and Phelps Dodge's Morenci tailings deposits and Kennecott's Chino leaching dump. The various sites visited were classified according to the different systems and techniques used by the mining industry. The probable effects and relationships between site conditions and disposal methods were determined and evaluated to the extent feasible by a reconnaissance level investigation.

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. Low-cost hydroelectric energy in the Pacific Nortnwest has been an important factor in the development of a ferroalloy industry. Eleven companies, employing approximately 1,000 persons, produce about 116,000 tons (1954-58 average) annually of ferrosilicon, ferrochromium, ferromanganese, ferrophosphorus, silicomanganese, and ferronickel. About 7,500 tons (1954-58 average) of these ferroalloys is consumed in the Pacific Northwest States of Washington and Oregon; the rest is used principally in other western and mid-western markets. In 1959, the Bureau of Mines began a study to determine the current status and to evaluate the potential of the ferroalloy industry in the Pacific Northwest. The Bureau gathered information from operating alloy plants in Oregon, Washington, Idaho, and Montana; from published materials; and from consumers of ferroalloys.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Federal Bureau of Mines studies showed that some organic amine hydrochlorides can be used as dehydrating agents for producing anhydrous magnesium chloride from hydrates and brines. Laboratory-scale tests showed that double salts are formed by reacting 35 percent magnesium chloride brine or spray-dried magnesium chloride with pyridine hydrochloride. Heating decomposed these double salts to anhydrous magnesium chloride and recycle pyridine hydrochloride. Pyridine hydrochloride also chlorinated any magnesium oxide in the spray-dried magnesium chloride. The anhydrous magnesium chloride obtained by the method described contained less than 0.8 percent oxygen. More than 98 percent of the organic amine hydrochloride was recovered.

As part of the overall development of a borehole mining system -develop backfilling techniques to reduce possible damage to the environment caused by either the cavities or the piles of sand tailings that result from in-borehole hydraulic mining. (Borehole mining is described in technology News No. 56.) Approach Water filled cavities at the bottom of boreholes are rapidly and economically backfilled by jetting a sand-tailings slurry underwater. How It Works The Bureau of Mines borehole mining system creates a cavity having a horizontal diameter of more than 50 feet. (See photograph). This cavity can be backfilled with much of the sand previously mined. The sand tailings or similar backfill material is dumped by a front end loader into a slurry mixing tank at the rate of about one ton every three minutes. Enough water is added to give a thick, but pumpable slurry. The slurry is pumped down the borehole through a string of 4-inch pipe to the cavity. After passing through a right elbow at the end of the pipe, the slurry is ejected through a nozzle. The resulting slurry jet emplaces the backfill at the outer wall of the cavity. To obtain an even distribution of fill in the cavity, the nozzle is slowly rotated. The nozzle and pipe assembly is supported from a turntable on the surface. See diagram.

The National Institute for Occupational Safety and Health (NIOSH) mining research program at the Pittsburgh Research Laboratory (PRL), includes the areas of coal mine dust control and monitoring, and explosion prevention. One very important project at PRL is development of a continuous recording person-wearable respirable dust monitor. This Personal Dust Monitor (PDM) is a respirable dust sampler and gravimetric -equivalent analysis instrument that is part of a belt-worn mine cap lamp battery unit. Prototypes were successfully tested in the laboratory and in four underground coal mines. The PDM testing demonstrated that it was convenient to wear and use, robust, and provided accurate and timely data. NOSH is also conducting research in the program area of coal mine explosion prevention, suppression, and mitigation. Aspects of this research program include: full scale explosion research, laboratory scale research, frictional ignition of methane, mine ventilation seal construction, prediction of coal mine methane emissions, mine monitoring systems, flame cutting and welding operations, spontaneous combustion, and emergency preparedness.
