The U.S. Environmental Protection Agency (EPA) and the U.S. Congress are presently considering several approaches aimed at reducing the amount of lead in the environment and society's exposure to lead. One approach is to tax domestic primary lead production or consumption. Objective To assist the Congress and the EPA in their decisionmaking, a study was initiated by the U.S. Bureau of Mines, which assesses the minerals related implications of a tax on U.S. primary lead production and primary lead imports. This investigation analyzes the impacts of a primary lead lax on: (1) domestic primary lead production, (2) domestic lead coproduct and byproduct production (including bismuth, cadmium, germanium, indium, silver, and zinc production), (3) domestic secondary lead production, (4) lead imports, (5) domestic lead recycling activity, and (6) the U.S. lead price. Study Findings Domestic Primary Lead and Primary Lead Coproduct and Byproduct Production. A quantitative analysis based on the application of the Bureau's Supply Availability System (SAM) has been conducted to determine the impacts on domestic primary lead and primary lead coproduct and byproduct production from domestic lead source material for a range of taxes.

"INTRODUCTIONThe information compiled in this volume initially formed the response by the Generic Mineral Technology Center for -Respirable Dust (GTCRD) to a review of its research and technology transfer programs performed in 1990 by the Advisory Committee on Mining and Mineral Resources Research. This review for each mineral technology research center is accomplished, as required of the Bureau of Mines by the House/Senate Joint Conference Committee, through site visitation to the research institutions of the GTCRD and an in-depth questionnaire. The information provided by that questionnaire becomes an important factor in their recommendations concerning future directions of the program.The site visitations took place during January and February 1991 at the Milton S. Hershey Medical Center~ The Pennsylvania State University, West Virginia University, University of Minnesota, and Michigan Technological University, in addition to an in-mine visit conducted at the Loveridge Mine in West Virginia. The questionnaire was prepared and made available to the Advisory Committee and the Research Council for their review at the GTCRD annual project review meeting in Hershey, Pennsylvania, in April 1991.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now helps to guide it into the future. It is believed that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members. Each aspect of the questionnaire was examined, answered in detail and documented thoroughly. With the completed questionnaire as a guide, this review of the Center's activities provides an update to Respirable Dust Center Research Program Review 1988, published in 1989 as the seventh of the Generic Mineral Technology Center for Respirable Dust volumes. As does that volume, this review presents the complete General Mineral Technology Center questionnaire, with the GTCRD's expanded responses and supporting documentation appended. An examination of the research program, Center personnel currently active on GMTC projects, the number of graduate degrees granted with GMTC supports GMTC publications, the degree of individual interaction, technology transfer activities, the reference center, GMTC equipment and facilities, and envisioned plans for future research directions provides updated information in these areas. In addition, this year, information has been included to demonstrate the interaction between the Center's goals and its research projects, with thorough consideration of actual research needs as specified by the National Academy of Sciences. This volume serves as a review of the years 1989 through 1990, the sixth and seventh years of the Center's operation."

A removable-jacket distortion apparatus was constructed and used to measure distortion coefficients for two high-pressure vessels. The measured distortion coefficients were used to compute distortion coefficients for volumes VI and (V1+V2) of a 1,000-atmosphere Burnett compressibility apparatus for the temperature range 0° to 75° C. Young?s modulus for Armco 17-4 PH stainless steel, heat treated to condition H1150-M, was computed from experimentally determined distortion coefficients. A 10-to 14-percent correction to the values obtained for Young's modulus may be required because pressure vessel end effects were neglected. The distortion coefficients of the compressibility apparatus are believed to be accurate to about 1 percent.

1. Mine drainage constitutes surface or ground water which flows from mines or mine sites and is usually characterized by concentrations of acidity or alkalinity. 2. The regional geology controlling the ground water flow pattern in conjunction with the life cycle mining plan can serve as a basis for making decisions about quality of water that can be expected to be encountered. 3. In regard to the prevention and control of acid water formation in underground coal mines, much is left undone in research and education: (A) Very little literature is available on this specific subject although much has been written on water management in underground mines. (B) Little or nothing is contained in the text books and curricula used in mining departments at colleges and universities with the result that educational offerings may be seriously deficient in these areas. 4. Prohibiting water entry into underground coal mines is the best method of preventing water pollution. Since this is not possible as mining operations are extended, preventing water or oxygen from contacting acid producing material may offer the next best alternative. 5. More emphasis is needed during the mine planning stage on steps to prevent water pollution. Such life cycle considerations as type of mining, sequence of development and spatial configuration as well as the elements of the drainage network and final network organization and extent must be considered.

Coal mines comprised 13.7% of all mining operations. • Bituminous mines comprised 92.5% (n = 1,825) and anthracite mines 7.5% (n = 147) of coal mining operations. • More than 70% of all coal mines were located in three states: Kentucky (29.0%), West Virginia (20.9%), and Pennsylvania (20.2%). • Bituminous coal mines reported the production of over 1 billion coal tons.

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. Table 55 and figure 19 show the number of fires and fire injuries for stone mills by state during 1990-2001. Table 55 also shows the injury risk rates, employees' working hours, and lost workdays. In all, 118 fires occurred in 33 states. Seventy-six of the fires caused 82 injuries (including 8 fires and 6 injuries involving contractors). The yearly average was 9.8 fires and 6.8 injuries. The Ewhr value was 873 x 106 hr (In = 0.019), and the LWD value was 1,911. Missouri had the most fires (16 fires and 9 injuries), followed by Pennsylvania (15 fires and 14 injuries), Michigan (9 fires and 5 injuries), and Virginia (7 fires and 5 injuries). Of these states, Virginia had the highest injury risk rate value (In = 0.09 1). Table 56, partly illustrated in figure 20, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires and fire injuries decreased during most of the periods, with a sharp increase during the last period. The number of employees' working hours increased throughout the periods. The In values follow patterns similar to those shown by the injury values. Tables 57-63 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 21 shows the major variables related to fires for 1990-2001. Table 63 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. The study also found that vibrating screens were one of the top five loudest types of equipment at these plants?as well as the most numerous?making them a key noise source to address.

This paper describes a focus of work presently being conducted at the Rock Mechanics Research Group at the University of British Columbia. The underhand method under consolidated fill ensures a high recovery under an engineered back that is comprised of cemented rock fill and/or cemented paste fill. This method of mining has been employed successfully in mines throughout North America as a method of mitigating exposure to the operator having to work under a seismically active ?back?. This paper reviews design methodology in the placement and analysis of sill mats with reference to site observation coupled with on going numerical and analytically derived solutions.

This U.S. Bureau of Mines study evaluates factors that influence longwall support and strata interaction. The longwall system is composed of an immediate and main roof structure and three supporting foundations: longwall panel, powered roof supports, and gob waste. The main roof forms a structure that is generally supported by all three foundations, while the immediate roof acts as a beam that cantilevers from the coal face to the powered support. In most cases, shield loading involves a complex interaction of both main roof and immediate roof behavior and is a combination of loads produced from convergence of the main roof and displacements of the immediate roof caused by deformations of the cantilevered roof beam. Since the shield stiffness remains constant for all leg pressures and main roof convergence is irresistible in terms of shield capacity, the shield must be able to control the behavior of the immediate roof or floor structure for shield loading to be sensitive to setting pressures. If the goal is to minimize total shield loading, any active setting force must be offset by reduced passive shield loading to justify the active setting loads. Field data sumest that the typical reductions in passive loading do not justify the required increases in setting pressure in some applications.

The Bureau of nines, in cooperation with the mining companies of the Southwest, is conducting an investigating to ascertain the safest and most economical explosives to use in metal mines, and to ascertain the best methods of blasting under various conditions. A part of this investigation has been a study of drilling and blasting drift rounds in metal mines. This paper covers one phase of work on drift rounds and discusses the methods of loading the individual holes of the rounds. The blasting tests, on which this paper is based, were made at the Copper queen Branch of the Phelps Dodge Corporation at Bisbee, Arizona.

Metastable pyrophoric wüstite (FexO, with x between 0.89 and 0.95) was found to be much easier to grind to colloidal state than were its stable disproportion products magnetite or iron. The grinding of polycrystalline magnetite appears to be complicated by the magnetic flocculation arising from interparticle attraction. This is superimposed on the attraction of a fluctuating electric dipole for a neighboring induced dipole. More than 85 pct of the tumbling time was saved by grinding antiferromagnetic wüstite instead of the ferrimagnetic oxide of iron (Fe304). Disproportionation of colloidal wüstite to the stable ferromagnetic and ferrimagnetic colloidal particles of alpha-iron and magnetite, respectively, was accomplished rapidly at temperatures above 250° C but below 570° C, the eutectoidal stability point of the wüstite phase.

The 1963 performance of the United States economy was impressive. The year was one of continued growth unmarred by a recession. By the end of 1963 the economy's expansion had already lasted almost as long as the 1954-57 upswing, and the net gain in output since the trough in activity in early 1961 compared favorably with most earlier postwar cyclical advances. There was no indication of any slow- down at yearend. Both gross national product (GNP) and national income in 1963 were 5 percent higher than in the previous year. GNP totaled $584 billion, a gain of $28 billion over 1962. Real output of goods and services rose 3.4 percent over the year. Price increases continued to be moderate. Production, employment, personal income, and corporate profits all registered new but unemployment continued high at 5.5 percent and the prospects for improvement remained poor. The economy again failed to use its full potential. Current value of mineral production kept pace with the economy. The constant dollar value of mineral production gained more than real GNP because of the relatively stable price of minerals. Mining production achieved a new high in 1963. Steel production totaled 110 million tons, 12 million tons above 1962, making 1963 the first 100- million-ton year since 1957 and lifting the steel-associated minerals group upward. The gain in ferrous metals mining was insufficient to compensate for the decline of nonferrous metals mining resulting in an insignificant decline in the metal mining total as a whole. Low-temperature heat capacities of chiolite (Na5Al3F14) were determined by adiabatic calorimetry in the temperature range 5.8 to 300 K. The derived standard entropy (S°, 298.15) was 115.6 ± 0.2 cal/deg-mole. High temperature enthalpies relative to 298.15 K were obtained by precision drop calorimetry up to 1,000 K. Tables of experimental data and related thermodynamic functions are given for the temperature range of experimental observations.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines' requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. The U.S. Bureau of Mines investigated a hydrochloric (HC1)-calcium fluoride (CaF2) leaching procedure to treat domestic manganese (Mn)-bearing silicate resources. The proposed process is an alternative to high-temperature and energy-intensive extractive techniques. Single-stage leaching with a stoichiometric amount of HCl and a F-Mn mole ratio of 0.2 extracted 96 pct of the Mn when the leach conditions were 50° C, 3 h, and 35 pct solids. Ninety-eight percent of the Mn was extracted during countercurrent leaching at similar conditions. A process flowsheet was developed that incorporated HC1-Cab leaching, excess leach acid utilization, fluoride (F) recycle, and Mn recovery. When the domestic manganese silicate ore was processed, 98 pct of the Mn was extracted, 99 pct of the Cab was reclaimed, and a leach residue was produced that passed the Environmental Protection Agency (EPA) Extraction Procedure (EP) Test for nonhazardous waste.

The U.S. Bureau of Mines (USBM) Diesel Research Program emphasizes the development and evaluation of emission control devices to reduce exposure of miners to diesel exhaust pollutants. Studies by the USBM have shown that diesel exhaust aerosol (DEA) contributes a substantial portion of the respirable aerosol in underground coal mines using diesel equipment not equipped with emission controls. The USBM and the Donaldson Co., Inc., Minneapolis, MN, have developed a low-temperature, disposable diesel exhaust filter (DDEF) for use on permissible diesel haulage vehicles equipped with waterbath exhaust conditioners. These were evaluated in three underground, mines, to determine their effectiveness in reducing DEA concentrations. The DDEF reduced DEA concentrations from 70 to 90 pct at these mines. The usable life of the filter ranged from 10 to 32 h, depending on factors that affect DEA output, such 'as mine altitude, engine type, and duty-cycle. Cost per filter is approximately $40.

The Bureau of Mines conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) saves energy, reduces oil imports, and reduces mining costs. Low ambient temperatures may cause these recycled oils to become too viscous for proper absorption by ammonium nitrate (AN) prills and result in poor blast performance, safety hazards, and environmental problems. To help quantify and resolve these issues, viscosity, mixing, and performance tests were conducted at various temperatures. Diesel fuels No. 1 and No. 2 were studied separately and in blends with 25,50, and 75% RO. Good quality ANFO mixes (94-6) were produced with dry absorbent prills and blended fuel (No. 1 diesel plus RO) at temperatures as low as -40°F (-40°C) with 75% No. 1/25% RO, and at -20°F (-29°C) with 50/50. Diesel fuel No. 2 also made good mixes as low as -30" F (-34°C) with 75% No. 2/25% RO, and at 0°F (-18°C) with 50/50.
