"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. Data on smog-forming reactivities of exhaust aldehydes are scarce. Such data were obtained by irradiating in a smog chamber typical exhaust aldehydes, individually and in exhaustlike mixtures. Observed reactivity manifestations were rate of nitrogen dioxide formation (RNO2) and yields of oxidant, peroxyacetyl nitrate, and formaldehyde. Results showed that exhaust aldehydes vary widely in reactivity. Formaldehyde showed high RNO2 reactivity but low oxidant yield; benzaldehyde, [m]-, and [p]-tolualdehyde were totally unreactive when irradiated individually; [o]-tolualdehyde was reactive. In mixtures, benzaldehyde manifested reactivity in terms of peroxybenzoyl nitrate yield. Exhaust aldehydes as a group are judged to be as reactive as the exhaust olefin group. The importance of the aldehyde contribution to exhaust reactivity and methods for assessing such contribution are discussed.

Shale roof deterioration in coal mines. caused by ventilation air humidity fluctuations, is a common ground control problem. Shale roof deterioration often results in increased accidents, decreased production, inadequate ventilation, and increasing operating costs in maintaining haulage roads and airways. The results of Bureau of Mines research indicate that air tempering entries are an effective method of controlling deterioration prone shales. Some of the conclusions and recommendations drawn from Bureau research include (1) moisture sensitive shales will react adversely to moisture gains and losses, (2) the majority effect of specific humidity fluctuations can be concentrated in and absorbed by tempering entries, (3) tempering entry panels should be located as near to the main intake as possible, (4) tempering panels should be designed for a conservative recovery and provide a minimum of 20-to 30-min air residence time, (5) ventilation and escapeway requirements must be considered early in panel design, and (6) an efficient support and sealant plan can increase the life expectancy of a tempering panel.

This report describes the results and conclusions of the further development of a lightweight probe drill for use in anthracite mines. Improvements to the drill previously developed under Contract H0282044 were made and tested at an Eastern Pennsylvania mine. These improvements were: 1. Better hole cleaning due to the development of an air-water mist flushing system. 2. The application of roof drill bits to allow drilling through rock seams and lenses. 3. The development of a quick coupling drill system which reduced total steel change time. 4. Adaptation of a swivel to the drill anchoring system which greatly reduced set-up time between holes. With these improvements the probe drill demonstrated its ability to drill the required 11 holes in one shift. It also gained miner acceptance as a viable underground working tool. The probe drill proved to meet all of the design requirements of portability, low weight drilling controllability, structural integrity and reliability. In addition to its ability to drill the required probe pattern, the probe drill has the capability of drilling long holes. By drilling several holes over 80 feet deep the probe drill has demonstrated a potential for use in robbing pillars and for methane drainage.

A Helix Pressure Gauge to Indicate roof bolt loads was designed, fabricated and field tested. The gauge indicated loads between 3,000 and 15,000 pounds with a ± ten per cent error. The coat of fabrication of the gauge was estimated to be $3.39 including an assumed overhead and profit per indicator for a series production of 5,000 unite. The unit can be read on a bolt to within ± 1,000 pounds load from a distance of twenty feet.

THE RICH and varied occurrences of metallic ores in Australia, extensive nickel deposits on New Caledonia and phosphate rock on several widely scattered small islands were important aspects of the economy of the South Pacific area. Relatively small quantities of gold and nonmetallic minerals produced in New Zealand, Fiji, and the Territory of Papua-New Guinea remained important to the domestic economies of these islands, but had little importance to overall world mineral supplies. The value of mineral commodities produced in this area in 1964 was estimated at $658 million,3 compared with $585 million in 1963. The year's greatest commodity gains were in bauxite and aluminum, beryl concentrate, manganese ore, nickel smelter products, tin, and coal. Annual increases were recorded in virtually all countries and possessions in the area except Papua-New Guinea, where the drop in output of alluvial gold accounted for a decline of about $160,000. Mineral industry activities in Australia overshadowed those in all other parts of the South Pacific in 1964. Outstanding developments were the sales contract negotiations and physical preparation for exploiting the rich iron ore discoveries in Western Australia, the initiation of domestic crude oil production, the commissioning of two new steal mills and an alumina refinery and a start on the new alumina-aluminum project based on Cape fork bauxite deposits. The principal mineral development in 1864 in New Zealand was the progress on plans of the Newzealand Steel Co. to use indigenous iron sans as the resource base for a local steel industry. In New Caledonia, additions and expansion of the nickel mining and smelting facilities continued throughout the year. Plans for extensive geophysical studies were announced by the Government Geological Departments of British Solomon Islands and Fiji.

Low-temperature heat capacities of cesium chloride (7° - 300° K) and cesium iodide (13° - 300°K) were measured with an adiabatic calorimeter. The heat-capacity measurements were analyzed graphically to determine smooth values of heat capacity, entropy, enthalpy function, and free-energy function at 10° K intervals and at 273.15° and 298.15° K.

The U.S. Bureau of Mines investigated the oxidation of American Iron and Steel Institute (AISI) Type 304 stainless steel (SS) during annealing in simulated combustion products from several air-CH4 fuel ratios. Atmospheres representing air-CH4 ratios of 14:1 and 18:1 contained free 02, while atmospheres representing 10:1 air-CH, ratio did not. A Cr203 layer formed on SS samples annealed in atmospheres containing free 0, while a Cr-Fe spinel layer formed in atmospheres with no free 02. The Cr203 layer was adherent and presented a protective barrier to metal diffusion, effectively limiting oxidation of the metal substrate. The Cr-Fe spinel was not protective and allowed the diffusion of Fe through the spinel to the gas-oxide interface where it was oxidized to magnetite, which spalled from the surface. This resulted in thick scale layers on samples annealed in atmospheres containing no free 02, as compared to layers formed on samples annealed in atmospheres containing free 02. These results confirmed and explained industrial operators' observations that thick, smoky (fine spalled magnetite) scales form on SS annealed in low free-02 atmospheres, while thin protective oxide layers form on sheets in atmospheres containing free 02.

Data on the consumption of reagents used in flotation during the years 1923 and 1924, in metallurgical plants in the Unites States, are presented in this paper. Two previous reports Lave been issued by the Bureau of Mines on consumption of oils and other reagents used to flotation - namely, "Statement of Flotation Oils," by O. C. Ralston, issued in 1913, and Serial No. 2203, "Consumption of Reagents Used in Flotation," by Thomas Varley, for the year 1919, issued in January, 1921.

A general prediction model for the Hardgrove grindability index was constructed from 735 coal samples using the proximate analysis, heating value, and sulfur content. The coals used to develop the general model ranged in volatile matter from 12.8 to 49.2 percent, dry basis, and had grindability indexes ranging from 35 to 121. A restricted model applicable to bituminous coals having grindabilities in the 40 to 110 range was developed from the proximate analysis and the petrographic composition of the coal. The prediction of coal grindability within a single seam was also investigated. The results reported support the belief that mechanical properties of the coal are related to both chemical and petrographic factors of the coal. The mechanical properties of coal may be forecast in advance of mining because the variables used as input to the prediction models can be measured from drill core samples collected during exploration.

Field Demonstration of the Remote Mine Sealing System in a Coal Mine 8. 1 Selection of Field Test Site Eastern Associated Coal Corporation (EACC) offered its Federal No. 1 coal mine in Grant Town, West Virginia as the site for field testing of the remote sealing system. The choice of Federal No. 1 mine was particularly appropriate as the first attempt at fire control by remote sealing was done in this mine in 1963. EACC provided the men and equipment required for much of the initial preparation. Considerable assistance, advice, and background on coal mining technology was given by Mr. William Laird, Vice President for Research and Development, EACC, and by Mr. Lawrence Jackson, Resident Engineer at the Federal No. 1 mine. District 3 USBM office, the West Virginia Bureau of Mines, the Technical Support Group of the USBM, and Local 4047 of the United Mine Workers of America also cooperated. 8.2 Preparation of Field Test Site 8.2. 1 Underground Site Preparation The underground site chosen for the field testing was in a non-working portion of the mine within a few hundred feet of the main haulage road, as shown in Figure 80. Known as "Seven Switch, " this area was a 20 minute walk or 5 minute "jeep" trip from the man-trip shaft. Ten years having passed since this area was actively worked, considerable effort was required for gob clearing, roof bolting, rock dusting, and rejuvenating the track from the haulage road to the test area. Disposal of sewage is an important part of mine sanitation. Improper... handling and.disposing of sewagerare conducive to the spread of disease and often add foul and nauseating odors to the mine air. The diseases spread by unsafe methods of disposing of waste in mines are typhoid fever, cholera, amebic dysentery, hookworm, and other intestinal diseases due to parasites. Sanitary toilet facilities, with a good sewage-disposal system, each maintained in good order at all times, should help to prevent the spread of diseases transmitted by intestinal body wastos. The metal and nonmetal-mining industries have recognized the impor-dma tance and need for disposing sewage properly; accordingly, facilities of some sort are installed and need today in most large mines. The coal-mining industry has given little thought to the disposal of sewage underground; however, in most mines of the anthracite industry, the inflow of large vol- unes of highly acid mine water and the extensive drainage system required to remove this water provide a natural means for disposing of sewage.

Thls report summarizes work done under Bureau of Mines contract H0357100, "Development of a Crimp Connector for Trailing Cable Splices." The purpose of this effort was to establish optimum connector design conditions to meet flex cycle, pullout and electrical resistance criteria on phase power conductors. Field testing of "optimum design" connectors is briefly discussed. One of the primary objectives of contract H0357100 was to enable one to design better performing phase conductor connectors. Illustrating the practical significance of this 1s a discussion on the development of a new splice kit for trailing cables. The connectors in this kit were designed in accordance with the design methods described in the contract final report. Kit components, test data, and a connector installation tool are also discussed. The successful effort on the phase connector has resulted in contract H0377042, entitled "Design and Testing of Joining Sleeves for Trailing Cable Ground and Pilot Wires." The purpose of this contract (currently in effect) is to improve ground-conductor and pilot-wire performance. Significant findings to date are discussed.

There is strong need for development of new ore-concentration methods and-machines to keep pace with the constant changing of marketing specifications and requirements resulting owing to the many new uses made of mineral products by the metallurgical industry.

Low-temperature distillation tests at 200°, 350°, and 500° C. were made on a subbituminous coal from Boulder County, Colo., and a subbituminous coal from Weld County, Colo., in connection with a survey of carbonizing properties of American coals and investigations of their chemical and physical properties. The coal represented by the sample from Weld County was reported to give off combustible volatile matter at unusually low temperatures When placed on a fuel bed. The yields of tar and oil and the composition of the gas from this coal, as obtained in the distillation tests, did not confirm this report. These yields and the gas composition of the Weld. County coal differed but little from those obtained from the coal from Boulder County. Both coals yielded tar and gas in amounts considered to be normal for coals of their rank.

Methods for estimating the amounts of nahcolite, dawsonite, and the sum of these two sodium carbonate minerals from oil-yield assay data are developed and evaluated for Green River Formation oil shales from the saline section of Colorado's Piceance Creek Basin. Derived statistically, these estimation methods depend on the fact that these minerals yield water and gas measured during oil-yield assay. The estimation procedures yield values for nahcolite and nahcolite-plus-dawsonite of sufficient accuracy for stratigraphic plotting and correlation, whereas estimates for dawsonite are more generalized. However, resource estimates and reserve computations for both nahcolite and dawsonite accurate within 10 percent of the real value are readily available by summing the mineral amounts calculated by the procedures presented. These estimation procedures are applicable to oil-yield assay data on core samples from more than 30 coreholes which have penetrated the saline section of the Green River Formation in Colorado.

Electric discharge ignition has been reinvestigated in a modified Hartmann apparatus for lycopodium powder with air. Minimum stored energy to ignite air dispersions of lycopodium was 25 to 30 mj; ignition occurred with 1 gram of lycopodium dispersed into the 2.7-liter vessel. Ignition energy was measured as a function of the weight of powder used, although some reservations are expressed concerning the uniformity of the lycopodium-air mixtures. In particular, wall layers of lycopodium, remaining after dispersal of 1 gram of lycopodium, were as easily ignitable as the most easily ignited air dispersion. Thus, an unanswered question has arisen concerning the role of surface coatings in the flammability of all marginally ignitable mixtures.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

"In the United States there are hundreds of underground and surface (inside and outside) inclines at coal mines on which trips of cars are continually being run with coal, rock, supplies, and men. The safety of the men and prevention of damage to the slopes depend, excluding the personal element of the hoist-man, on the strength and condition of the wire cable, draw bars, and the couplings, and on the links of chains and pins as well. Within a recent period of four weeks there have been two runaway trips, one on the surface and one underground; it seems desirable to call attention of mechanical engineers and others at coal mines to the need for closer and more frequent inspection of the cable, draw bars, coupling links and pins, derailing devices, wheels, brakes, and other parts of cars or trips on which men are hauled on inclines. This bureau has never published anything on this class of accident heretofore.How frequently runaway trips occur is not known. If no serious injury or fatalit has to be reported to the State authorities, a number of such happenings may occur and not be mentioned outside of the immediate vicinity of the mine.Runaway trips can and do result in considerable loss of life, in injuries, and damage, either at or near the place of the break, or throughout a mine by causing an explosion of gas or coal-dust or both, This report is restricted to a study of the mechanical and physical phases of car trip construction and of the metal of couplings and ropes; derailed trips are not included and may be the subject of another paper. There is no need to mention gas accumulations, coal-dust and rock-dusting, open lights, protected power lines, and permissible equipment, because these have all been well covered in Bureau of Mines publications which have been widely distributed and partly or wholly reprinted by others.Most of the items regarding the runaway trips tabulated have been abstracted from reports made respectively by Clarence Hall, W.O. Snelling, and J. W. Paul; D. Harrington and J. J. Forbes; H. C, Howarth and G. S. McCaa; K. L. Marshall and E. H. Denny; J. J. Forbes, G. W.- Grove, and R. D. Currie; S, P .Howell and K. L. To improve safety by making speed and direction control of a tracked vehicle simpler and instinctive.
