These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars in early 1980 for the purpose of disseminating recent advances in mining technology related to surface coal mining reclamation.

This publication summarizes, for potential contractors and all other interested parties, the research and development of in-house and contract projects programmed by the Bureau of Mines for fiscal year 1983 (October 1, 1982-September 30, 1983) under its Health and Safety Technology program. The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workers.

ALMOST all of the coal used for metallurgical purposes west of the Continental Divide is ruined from the Lower Sunnyside bed in Carbon County, Utah. Coke produced from Lower Sunnyside coal and used in western steel plants is weaker structurally than coke used elsewhere in this country. For this reason, western coal operators and steel manufacturers are anxious to develop new areas of coking coal of better quality than the coal produced from the Sunnyside bed. Early in the war, the Bureau of Mines undertook an intensive investigation of western coals to (a) develop additional reserves of coking coal to supplement proved reserves in the Sunnyside bed and (b) develop, if possible, reserves of coal with coking qualities superior to Lower Sunnyside coal. Results of investigations in the Kemmerer district, Wyoming,9 and in the Minnesota Creek area, Gunnison County, Colo.,10 have been published.

Idaho has nearly 6 billion tons of potential sources of phosphorite, 10 to 31 percent P2O5' above and within 100 feet below entry level, the largest potential of any State in the United States. In 1963 Idaho ranked third after Florida and Tennessee in total mine and marketable production of phosphate rock; Montana ranked fourth. This report describes phosphate deposits, mines, and prospects in 10 districts covering most of the Idaho phosphate field. All mine production of phosphate rock in Idaho comes from surface mines and is processed to phosphate fertilizers, phosphoric acid, and elemental phosphorus. Producing districts are Fort Hall (Gay mine), Trail Creek (Conda and Ballard mines), and Crow Creek (Georgetown Canyon mine). FMC Corp. and J. R. Simplot Co. at Pocatello have the largest elemental phosphorus and fertilizer production facilities, respectively, in the State, followed by Monsanto Co. and El Paso Natural Gas Products Co. (formerly Central Farmers Fertilizer Co.). The only other major phosphate processing plant in the State is the phosphoric acid and phosphate fertilizer complex at Kellogg operated by the Bunker Hill Co. In 1963 a plant was constructed and put on line at Monsanto, Idaho, to recover vanadium from ferrophosphorus produced by electric furnace operations in the area. El Paso Natural Gas Products Co. completed construction of a fertilizer and phosphoric acid plant near Conda in 1965. There is a small fertilizer plant producing phosphate fertilizers for local consumption in Soda Springs.

The Lincoln Terminal System (LTS) is a stand-alone computerized training device that presents high quality visual displays, and audio messages to a student. A keyboard is provided for student input. A variety of student-machine interactive programs arc provided. These programs allow the author/instructor to evaluate numerical entries and responses to simple and compound multiple-choice questions (where a compound choice is defined to be more than one choice, ordered or unordered from one or more list(s) of choices. Descriptions of LTS applications, lesson development procedures, hardware provided and support facilities required are given. A contract history summary, and a bibliography of reports published under three successive BoM contracts supporting LTS development, is provided.

A novel technique has been employed by the U.S. Bureau of Mines to determine the zeta potential of particles for a far-reaching series of material types in a wide variety of baseline waters, both alone and with many different chemical additives. The materials tested ranged from naturally occurring Sioux Quartzite and Tennessee marble to commercially produced magnesium oxide bricks. The waters tested ranged from ultrapure distilled, deionized water to municipal tap water and mine-site water. The chemical solutions tested included inorganic additives, such as aluminum chloride (AICI3) and sodium chloride (NaCl); organic additives, such as dodecyltrimethyl ammonium bromide (DTAB); and nonionic polymers, such as polyethylene oxide (PEO). The results of precise zeta potential determinations have application in a large number of laboratory studies as well as in various mining and processing operations.

This Bureau of Mines publication contains routine analyses and related source data for 495 natural gas samples from 21 States and three foreign countries. Of this total, 376 samples were collected during calendar year 1968. The remaining 119 analyses are of samples collected during previous years, but releases granting permission to publish the results Here not received until 1968. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917 and in late 1965 was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Ten previous publications have presented results of 8,165 gas analyses made by the Bureau of Hines Helium Activity prior to 1968. Coal-haul and mine access roads are defined as any road constructed, improved or used by the operator (except public roads) that ends at the pit or bench. These roads constitute approximately 10% of the total area directly disturbed by the surface mining operation(l). In some cases, the land disturbed by haul roads exceeds the area included in the mining operation. Studies (2 and 3) of the U. S. Forest Service in eastern Kentucky show that typical contour mining roads exhibit poor alignment, excessive grades, insufficient strength and durability, and poor drainage. Mine roads in other Appalachian- States, particularly where contour mining is practiced, appear much the same as those in Kentucky. Access roads(4) were also found to be a large source of sediment. It is possible that of the sediment that finds its way into the streams as much (or even more) originates from the haul roads as from the mining operation. Most roads are built as cheaply as possible, and good road-building design and practice are ignored. Maintenance schedules are generally inadequate, and upon completion of mining, haul roads are usually abandoned, with little or no attempt made to bed them down(5 ) . Such roads deteriorate very rapidly (Figure 68). Area mining, which is practiced in flat to gently rolling terrain, presents fewer haul road related environmental problems. These roads through necessity are generally well engineered because of the heavy equipment using them, such as 240 ton (217 metric ton) haul trucks. They must have wide beds, good alignment, and adequate drainage to permit coal haulers to run at top speed during all seasons of the year. Excessive dust can be a public nuisance and a driving hazard, and it is hard on equipment. Calcium chloride and sodium chloride have proven to be effective materials for controlling dust. Two applications during the summer when the ground surface is moist at the rate of 1/2 pound per square yard (.26 kilograms per square meter) (3 1 have been suggested. Th4 most common procedure is to keep the roads wet by using water trucks. Sediment that reaches the streams can be traced to one or more of the following five basic phases of haul-road life:

"One of the most important wartime activities of the Bureau of Mines was the search for new sources of mineral necessary to the prosecution of the war. Part of that effort was in the form of metallurgical service extended to other government agencies engaged in purchasing and stock piling some of the more critical and strategic materials.Fluorite was one of the materials stock piled by the Metals Reserve Company. The fluorite was usually in the form of coarse metallurgical con¬centrate purchased in the United States and abroad. The material was stock¬piled to insure an adequate reserve of fluorite for the metallurgical industries. The domestic production of metallurgical fluorite containing a minimum effective calcium fluoride content of 55 percent,4/ however, gradually increased until production was at least equal to consumption. The stock-piled metallurgical fluorite, therefore, soon became a surplus commodity.On the other hand, the supply of acid-grade fluorite, containing a minimum of 97.5 percent calcium fluoride and n maximum of 1.5 percent silica,5/ was never entirely adequate. Increased consumption of acid-grade material in the aluminum, petroleum, and chemical industries kept that material on the critical list during the war.Under the circumstances, it was felt that a study of the possibility of producing acid-grade fluorite from the metallurgical stock piles would be of some benefit to the war effort. Consequently, samples of fluorite from several of the Metals Reserve Company stock piles were tested by the Bureau of Mines at the request of the War Production Board.Two groups of samples were submitted for testing. One consisted of metallurgical fluorite purchased from Mexico and stock-piled in the El Paso and Laredo, Texas, stock piles of the Metals Reserve Company. The second group of samples was from the stock piles at Gila, N. Mex.The sample submitted from the El Paso stock pile consisted of about 5,000 pounds of minus 4-inch material. Mineralogically, the sample consisted of fluorite contaminated by calcite, chert, quartz, and small amounts of iron and alumina. Although some of the fluorite was reasonably free from gangue at minus 1-inch, much of it remained locked in sizes as fine as 65-mesh.The Laredo sample was about 5,000 pounds of material from five different piles. The samples from each stock pile, A to E, inclusive, were analyzed separately to determine whether the grade of the material in the piles varied markedly. As there was little difference in the analyses, the samples were combined in proportion to the tonnage represented to make a composite sample for testing. The composite sample consisted of fluorite with small amounts of quartz, calcite, and barite. Most of the fluorite was the dark-colored, opaque variety. A small amount of iron-oxide staining was present, and traces of muscovite, clay, pyrite, and tourmaline were noted. The quartz was present as crystals in vugs, and as finely disseminated grains in the fluorite. The druzy quartz and the calcite were free at minus 10-mesh, but the disseminated grains, some of which were 1 to 15 microns in size, were not entirely free at minus 270-mesh. A petrographic estimate indicated that 65 percent of the silica was locked in the 150- to 200-mesh."

An abandoned mine shaft near Omar, in Logan County, W, was permanently sealed through a cooperative agreement between the West Virginia Department of Commerce, Labor, and Environmental Resources, Division of Environmental Protection, and the US. Bureau of Mines (USBM), Abandoned Mine Lands (AML) Program. An engineered shaft seal design was developed and demonstrated that featured lightweight concrete as a key material component at a wet density of about 45 lb/ft3. A reinforced concrete cap designed for 5 psi live load was placed over the shaft seal. Applicable new concrete technologies relating to a 100-yr design life were utilized to assure future integrity of the shaft seal. Waterproofing methods were included in the shaft seal design to provide protection from ambient moisture and corrosive mine waters and to increase the long-term durability of the shaft seal. All construction methods used in the field trial are fully adaptable for the mine-reclamation contractor, The USBM research objectives were to develop a broad generic design that will be widely applicable to other adit-sealing and shaft-sealing problems throughout the mining industry.

Percolation leaching of wad-type manganese ores was investigated, using a novel system of alternate upward passage of sulfur dioxide gas through moistened ore and downward percolation of wash solutions to extract solubilized manganese. Bench and large-scale tests designed to simulate vat and heap leaching were made on four wad ores from Arizona and Nevada and on a pailomelane ore from Arizona. Three of the wad ores required prebaking at 500° to 600° C. to produce a permeable agglomerate that would not slake during percolation washing. The hard-type ore and one of the wad ores that contained a large amount of granular gangue did not require prior roasting. The deportment of the different ores toward leaching and percolation was studied with particular reference to the influence of the sulfur dioxide - oxygen ratio and the effect of gas dilution on the rate of manganese dissolution, dithionate formation, and acid production. Crushed charges of the ores, as coarse as 1 inch and as fine as 1/4 inch, were treated for periods of 5 to 11 days. Percolation of the gas and leach solutions through the charges was achieved without difficulty. The manganese extractions varied between 78 and 97 percent and depended upon the size and type of ore leached. The average quantity of sulfur dioxide required in the larger scale tests was about 2.6 pounds per pound of manganese recovered. The dithionate formation varied from 0.35 to 0.9 pound per pound of manganese extracted depending upon the strength of leaching gas.

A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

Electrical resistance heating to effect thermal fragmentation of semiconductive rock was examined by the Bureau of Mines. Tests were carried out on copper-bearing ores of the Nonesuch Shale Formation in the laboratory and in the the field at White Pine, Mich. Fieldwork included primary and secondary breakage tests. Heating tests on in situ rock failed to produce thermal dam-age to an extent considered useful; however, boulders up to 30 ft3 were effectively broken by the method. Power input to the test rock was taken from a 50-kV, 5-amp dc power supply.

This paper is one of a series describing the mineral resources of the Nation, including location, history, production, ownership, geologic setting, and mining methods for most of the known manganese deposits in New Mexico, With few exceptions these descriptions are the result of field examinations by the writer. Of 32 counties, the 12 which occupy the western half of the State contain all the known manganese deposits, These counties are Catron, Dona Ana, Grant, Hidalgo, Luna, Rio Arriba, Sandoval, Santa Fe, Sierra, Socorro, San Juan, and Taos. At the outset of the war the uncontrolled production and possession of explosives obviously became a serious menace to the safety of persons and property and the successful conduct of military opera- tions. Even in the years immediately preceding the entrance of the United States into the Great War explosives were employed in attempts to wreck munitions plants as at Eddystone, Pa., or to inter- rupt transportation and conveyance by demolition of munition-laden cars as at Black Tom Island, N. Y., or by attacks on ships, bridges, and viaducts. Outrages with explosives, such as that which Holt inflicted on the Senate reception room, United States Capitol, were not infrequent, and often caused serious loss of life and injury to persons as well as destruction of property. The regular manufacturers of explosives were keenly alive to this menace and early took such steps as lay within their power to meet it as is shown by the following letter:

In 1981 and 1985-1986, the Bureau of Mines conducted orientation studies of marine placer platinum-group metals (PGM). PGM are derived from the Goodnews Bay ultramafic complex and magnetic surveys show that the complex extends offshore at least four mi. The present seafloor was an emergent foreland as recently as 8000 years ago. High-energy ocean processes are transporting and depositing sediment such that PGM-bearing materials are reworked and later masked by barren littoral drift. Exploration targets include 1) placers formed since present transgression began, and 2) ancient marine and drowned fluvial deposits. Additionally, there is evidence of PGM solution transport and accretion. At least minor values of PGM in Recent lag-type placers and possible submarine strands are concentrated along an offshore scarp incised through glacial deposits into the preglacial surface between Flat Cape and Red Mountain. Other Recent PGM-bearing features include Flat Cape shoal, Chagvan Bay, Salmon River delta, and modern beaches. Ancient placers include possible N-S fluvial systems 2 to 3 mi offshore, a nearshore scarp 50 ft below sea level, and strands adjacent to projected ultramafic bedrock slopes. The existance of ancient placers is dependent on depth of glacial erosion. SEM studies show PGM are principally isoferroplatinum and osmiridium, with minor sperrylite, moncheite, and platiniridium. Gold is a co-product, and concentrates comprise chromite, ilmenite, and magnetite. Beneficiation tests successfully concentrated precious metals from natural blacksand accumulations, but failed to concentrate low-grade lag gravels.

Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.
