The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network. and 2)development at a set pit digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the models and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated fur their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. The 53 countries that constituted Africa in 1989 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant minerals to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, and the titanium minerals-ilmenite and rutile, vanadium, vermiculite, and zircon. Despite the underdevelopment of much of Africa, mineral raw materials played a very important part of the national economies of many of its countries. In terms of percent-age of export earnings, minerals accounted for more than 90% in some cases. In several countries with agrarian economies and little economic diversification such as Angola and Guinea, a single mining operation could represent an important source of foreign exchange. These latter operations tended to be the more easily mined surface deposits of diamond, gem stones, and precious metals. Mineral commodities for which Africa had a high percentage of world output were bauxite, 16%; chromite, 44.5%; cobalt, 76.5%; copper, 13.9%; diamond, 50.7%; gold, 32.9%; manganese, 27.1 %; phosphate, 22.1 %; platinum-group metals, 48%; uranium, 29.2%; vanadium, 54%; and vermiculite, 41 %. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

A remote heat-activated stench gas/tracer gas mine alarm system was developed to reduce the time between fire detection and personnel notification. The stench gas/ tracer gas system contains ethyl mercaptan for personnel warning and a fluorocarbon for tracer gas detection by instrumentation. A system was also developed which can be interfaced with multiplex mine phones. In-mine tests were conducted and several systems are presently installed in a hard rock mine.

This U.S. Bureau of Mines report presents the documentation for COALVAL, a coal property evaluation software package developed on Lotus 1-2-3,4 version 2.2, spreadsheets. The software is compatible with version 3.1 as well, and may provisionally be run on the earlier 2.01 version. COALVAL is a menu-driven program that produces a prefeasibility-level cost analysis of mine-planned coal resources. The package contains cost models for each of five coal mining methods commonly employed in Appalachia: auger, contour strip, mountain top removal, continuous miner, and longwall. Other models, such as a dragline cost model, will be incorporated as the Bureau's Coal Recoverability Program matures. COALVAL allows mine operators, evaluators, consultants, and Government entities to input resource data and the various production, operating, and cost variables that pertain to their property. The program can evaluate up to 25 seams, each to be mined with up to five different mining methods, within a given area. Summary spreadsheets listing the cost per clean ton to mine the resources, f.o.b. the tipple, are produced for each property, seam, and mining method/seam combination.

"INTRODUCTION In the course of its studies of the explosibility of various coal dusts in the Experimental coal mine, the Bureau of Mines has tested coals representing the entire range of volatile content found in the United States. In connection with their work the Bureau's field engineers some¬times meet operating officials who are not impressed by the fact that there is an explosion hazard in mines working low—volatile coals. Actually the difference in explosion hazard between high—volatile and low—volatile coals is one of degree and not of kind. The purpose of this paper is to set forth briefly the experimental evidence that has been accumulated on the explosibility of coal dusts containing 8 to 31 percent volatile matter on a dry, mineral—matter—free basis.There have been numerous dust explosions in mines in which coals were worked that have compositions within this range. Those explosions are listed in an appendix, together with a bibliography of Bureau of Mines papers describing explosion tests in the Experimental coal mine."

The purpose of this book is to provide an indication of what good hoisting practice is and how it might be achieved. To this end the book contains discussions of equipment and inspection and maintenance procedures developed and used by mining people in striving for safe, reliable hoisting equipment. Most of this information comes from domestic practice; the rest is foreign, notably from Canada. Most things discussed have long proved their general worth, and others promise to; a few are beginnings. However, nothing is conjectural or theoretical; the practices described herein are in use somewhere in the mining world. The stress is on equipment in use; it is not a design-guidelines manual. Nevertheless, there are some sections dealing with design material since it may be of value in a maintenance/ replacement sense. Mine hoisting installations encompass such a wide variety of equipment and conditions that it is impractical to specifically cover them all. This book mainly treats conventional systems using conventional components with some discussion of the more common unconventional (special) systems in use. There is no recognized definition for a "conventional" mine-hoisting system. Herein the term means those systems most commonly used in daily operations for transporting men, materials, and product-electrically driven drum and friction hoists, with guided conveyances running in vertical or inclined shafts. Beyond this, what "conventional" means is probably best illustrated by the topics discussed.

Means of improving the U.S. Bureau of Mines Brattice Window Method have been investigated by Goodyear Aerospace Corporation (GAC). An extensive series of laboratory tests at GAC and a series of tests in three operating coal mines of the Bethlehem Mines Corporation were conducted. The GAC laboratory tests defined the window coefficients and the accuracy of the method using different measuring techniques for a range of window sizes and shapes with window areas from 0.0873 to 4.0 square feet for flow velocities through the windows of from 100 to 1000 FPM. The results indicated that for the range of window sizes and window flow velocities investigated a single window coefficient value can be used with little error for each window size and for each flow direction, for the investigated range of window flow velocities. The mine tests developed techniques for quickly erecting the Temporary Test Stopping (TTS) in a cross-out, making the measurements, taking down the TTS and moving it and the test equipment to the next cross-cut. The time period for the total cycle ranged from 15-45 minutes depending on the properties of the cross-cut's surfaces. The total weight of the TTS and test equipment carried by the two miners conducting the tests was approximately 40 pounds. Correlation was obtained between the sum of the leakage values past 10 consecutive individual stoppings using the brattice window method and the value for the difference in the airway flow values before and after the 10 consecutive stoppings when the value for the sum of the leakages for the 10 was significant when com¬pared to the airway flow values. The mine tests reiterated the importance of using the largest TTS window(s) consistant with making accurate anemometer measurements for the best results with the brattice window method.

Tests were conducted in the Experimental coal mine to study some of the factors that should be considered in fighting mine fires and to obtain data on the effectiveness of different types of extinguishing agents. The investigation was confined to class "A" fires in a zone 20 feet long, involving coal burning on the floor, on the floor and ribs, and on the floor, ribs, and roof of the mine entry. It was determined that the time elapsed between ignition and attack of the fire is very important. A fire in the early stages was found to be controlled more easily and quickly than a similar fire that had burned longer. It was also found that, under suitable conditions, a fire in the floor, ribs, and roof develops very rapidly and consequently might spread over a considerable area if not brought under control quickly. The ventilating current affects fire-controlling operations markedly. Attack in intake or fresh air is highly advantageous, the chief inconvenience being the radiant heat from the fire. Attack in direct return air was impossible for the fires tested in this investigation, because of the high temperature. Universal-type gas masks for noxious gases and smoke offered no protection against the intense heat. Approach to a fire in the return air behind a water-fog curtain is not feasible unless the direction of air flow can be reversed. In one" test fresh air was carried to the fire area with a line brattice. Although the entire controlling operation was in fresh air and masks were not necessary, it was considerably more difficult to control the fire than when a similar fire was attacked in intake air.

The Bureau of Mines has investigated the structural aspects of shafts and support systems using the finite-element technique. In situ field measurements in deep, vein-type metal mines show that rock stresses are often higher in the horizontal direction than the vertical, and unequal in the horizontal plane. These data and laboratory and field-determined physical properties were used as input to analytical studies. Various design and construction parameters were investigated to deter-mine the effect on shaft stability. Rectangular shafts were studied in detail to determine the effects of applied stress ratio, shaft orientation and dimension, influence of interbedded quartzite and argillite, and rock fracturing. Various support systems were analyzed, including concrete lining, timber, and steel sets. Circular configurations were investigated to evaluate yield zones and liner thickness. Elliptical shafts and time effects were briefly evaluated to illustrate shape and time effects and demonstrate the methodology. It is shown that the magnitude, direction, and ratio of applied stress and rock mass anisotropy are keys to determining shaft stability. A realistic conceptual framework was developed with which to examine the rock and support interaction in deep mine shafts. Structural analysis techniques overcome some of the historical difficulties with shaft de-sign by defining the field data requirements and structural sensitivity of various design and construction parameters.

Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

The vibration and impact environment for crew members on locomotives has been investigated in a series of studies conducted by Exponent Failure Analysis Associates (Exponent) beginning in 1990. Locomotive cab vibration and impact levels were measured on a variety of locomotive models operating over many different track sections across the Union Pacific, Burlington Northern Santa Fe, CSX, Norfolk Southern, and CONRAIL systems. The comfort and health implications of exposure to the measured locomotive vibration levels were evaluated by comparison with the human vibration exposure boundaries given in the International Standards Organization (ISO) standard 2631-1:1997, the British Standard 6841:1987, European Union (EU) Directive 2002/44/EC, measurements made by Exponent on various commercial and recreational vehicles, and vibration exposure measurement data found in the literature. Methods Initially, vibration levels experienced by locomotive crews were measured and recorded at incremental speeds covering the range of normal train operation. In 2003, a method of measuring the vibration exposure continuously by means of a digital recorder was developed, allowing the vibration level over the entire run or crew shift to be analyzed. For each seating location measured, acceleration was recorded on the seat surface beneath the ischial tuberosities (pelvis) of the seated crew member and on the cab floor directly under the seat. At each of the locations, triaxial accelerometers were used to measure the vibration along the longitudinal, lateral, and vertical axes. Since the vibration environment varies throughout the route, and locomotive vibration levels have been found to be primarily speed dependent, a speed sensor was used to continuously measure the speed of the train. To evaluate the recorded vibrations levels, the data was divided into two-minute segments, which were each processed per the 1997 ISO standard for weighted RMS vibration levels and Vibration Dose Values (VDV). Additionally, PSDs and 1/3 Octave RMS values were calculated to determine the frequency content of the vibration. For each two-minute segment, the average speed of the locomotive was calculated to allow for correlation with the recorded vibration exposure values. The resulting exposure values for the entire run were calculated by combining the data from all of the two-minute segments. Since introducing the continuous method of recording acceleration, 23 seating locations have been recorded on 11 locomotives traveling 11 different routes across various parts of the United States. One of the routes was a shift of ‘yard work’, traveling back and forth in a rail yard coupling train cars together. The Bureau of Mines conducted research to develop preliminary engineering data necessary if the cobalt-rich manganese crusts that occur in the Exclusive Economic Zone (EEZ) of the Hawaiian Archipelago are to be mined. The research was divided into the following sections: (1) physical, mineralogical, and chemical descriptions; (2) mechanical property testing, such as compressive strength, tensile strength, and a rippability index; and (3) mechanical cutting characteristics, including average and peak cutter forces, the specific energy, and cuttings size distribution. Section 1 utilized microscope, X-ray powder diffractometer, and electron microprobe analyses. Section 2 utilized standard mechanical property testing techniques. Section 3 utilized a converted planer mill with full-size coal cutters to fragment the crust and substrate samples. The manganese crust samples were mainly manganese and iron oxides and hydroxides with an average cobalt content of 1 pct and had a nucleus or substrate of rock or sediment. The significant results shown by the mechanical property and cutting tests are that the crust and all but two types of substrates (basalt and trachyte) are weak materials and easily cut with standard drag cutters. The crusts are generally comparable to medium hard coal in strength and in their resistance to cutting.
