INJURY EXPERIENCE AND EMPLOYMENT DATA on all stone quarries and associated plants in the United States are presented in this publication for the calendar year 1959. Such related operations as the manufacture of cement and lime and rock dressing are included. Data on clay and sand and gravel operations are not included and will be found in other Bureau publications on injuries and employment. The Bureau is authorized to make requests for such data and the information voluntarily submitted by the operators contributes to the promotion of safety in the quarrying industry. Every effort has been made to make this canvass as complete as possible. Data for production workers and office employees at the quarry site are included.

Structural response and/or deformation was determined for each of four different grade Green River oil shales (27.0-, 34.5-, 45.5-, and 63.5-gal/ton) as they were heated in an inert atmosphere, under constant compressive stress, from ambient to subretorting temperatures; that is, below those required for rapid pyrolysis of the organic matter. Small cores and small columns of confined fragments comprised the test specimens, which were heated, in a specially designed microunit, at a uniform rate either to 725° or to 825° F under three different stress levels, 80, 200, and 325 psi. Structural response of some cores was observed as they were heated in a stress-free environment. The obtained stress-strain-time-temperature relationships provide information regarding the oil shale's yield temperature, yield stress, rate of compressive strain, loss of mechanical strength, and nature of structural deformation. Effects of structural deformation on induced permeability in small columns of fragments are presented. Results indicate that underground retorting of Green River oil shale may be seriously impaired through loss of induced permeability brought about by structural deformation of rich oil shale under the influence of heat and compressive stress.

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 250, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. Uniaxial compressive strength, Young's modulus, and Poisson's ratio 2. Triaxial compressive strength 3. Brazilian tensile strength 4. Modulus of rupture 5. This paper deals principally with the retreating method of mining as applied in the Calumet & Hecla Consolidated Copper Co.'s deep Conglomerate mine, pointing cut some of the difficulties encountered in deep mining and describing the particular methods used at Calumet to carry on a large-scale operation at great depth with a minimum hazard factor. The circular is one of a series dealing with mining methods and costs which is being prepared for and published by the United States Bureau of Mines. ACKNOWLEDGMENTS Acknowledgment is due to those officials and operating heads of the Calumet & Hecla Cc. whose years of familiarity with the conditions developing at the Conglomerate mine as great depth was attained have enabled them to contribute valuable information to the subject of deep-mining problems.

A consumable-electrode arc-melting furnace was constructed at the Bureau of Mines Physical Metallurgy Laboratory, College Park, Md., for the production of uncontaminated titanium and titanium-alloy ingots. The furnace was designed to allow for evacuating to very low pressures and back filling with helium and argon mixtures for melting at or near atmospheric pressure. Vacuum melting at a few millimeters pressure was also used with a mixture of helium and argon gas sweeping the crucible. For research purposes a 25- to 30-pound ingot, 4 inches in diameter by 15 inches in length, was selected to provide, enough 1/2-inch plate for extensive tensile and impact testing of standard size specimens. Enough plate was also provided for testing by other Government laboratories. The homogeneity of several alloy ingots was determined, and excellent results were obtained. By using a large electrode-to-ingot-area ratio and high currents or power inputs to the arc furnace rather uniform ingots were routinely prepared.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The first is an invisible ink exercise, titled "Drill Rig Incident" (DRI) (Photo 2); the second is a 3-D slide reel training aid, "Wearing Hearing Protection Properly" (WHPP) (Photo 3). 1. The investigation shows that the Poplar Creek and Big Mary beds contain the largest known recoverable reserves of coal in Morgan County, Tenn. The Poplar Creek bed has been the most productive. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 96 million tons, as of January 1, 1954. Of this total, 59 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The purpose of this report is to describe the design features and techniques used in operating a plant capable of producing about 1,500 pounds of titanium metal per day. The process used was based on the reduction of titanium tetrachloride with magnesium, a modification of what is generally known and spoken of as the Kroll process. Sponge metal crushed to melter's specifications was the end product of the operation as conducted. The report is divided into sections covering general plant layout and the major unit operations. These, in turn, are each divided into discussions of the equipment, operating procedures, and typical results. Descriptions are given in more detail than is generally expected of a technical report. During 1953 and 1954 over 130 engineers and businessmen, officially representing some 80 industrial, chemical, end engineering firms, visited the operating plant, and their questions, which indicated a serious interest in details, have served as a guide for the material contained in this report.

This is the fourth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-363/. The second report gave the same data? for motor gasolines sold during the summer of 19364/. The third report of the series gave the same data for motor gasolines sold during the winter of 1936-375/. This report covers 63 brands of gasoline represented by 1,136 samples excluding the Pacific Coast. Those from the Pacific Coast were averaged by the Pacific Coast technical group before being submitted and are published exactly as they were submitted. In some areas reports were received from five or six companies on the same brands of gasoline, whereas in other areas only one company reported on a brand. Thus, it can be seen that some of the data are more representative than others.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

INJURY DATA and experience at coal mines in the United States for 1956 and 1956 are presented in this publication with a minimum of interpretation and comment because of the numerous tables required to afford detailed comparisons between the 2 years. Corresponding table., for 1955 and 1956 follow in consecutive order under the following general sections: (A) General injury experience: Tables I to II: contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity. (B) Selected injury data: Tables 12 to 77: Contain current data on causes of injuries, distribution of injuries by part of body injured, clays of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines. (C) Injury experience, by States: Tables 78 to 87: Contain data on injuries, injury rates, employment, cause of injuries, aid severity rates by States. (D) Major disasters: Table 88: Contains data on major disasters, 1947 -56. A major disaster is defined as a single accident in which, or as the result of which, five or more persons are killed instantly or died at any time thereafter. (E) Historical coal-mine-fatality experience: Tables 89 to 93: Contain data on fatalities and their causes at bituminous-coal and anthracite mines from the earliest records through 1956.

The following Inventory was prepared to provide mineral deposit data to the U.S. Army Corps of Engineers for use in the Resource Development Navigation Study in Alaska. The inventory was prepared using data contained in the U.S. Bureau of Mines Minerals Availability System (MAS) database. The Alaska portion of the database contains Information on over 7,000 mineral locations and deposits throughout the state. When MAS was established In 1975, database entries were originally compiled from literature searches by both Bureau personnel and contractors. Deposit data are obtained/maintained through Information gained from a variety of sources, Including published and unpublished Bureau of Mines reports, records, and files; U.S. Geological Survey (USGS) Bulletins, Professional Papers, and other reports; technical and professional Journals; State and other Federal agency publications; data generated during field examinations; and information obtained from knowledgeable individuals. Because of the size of the data base, many of the data have not been significantly modified since initial entry. Each deposit on the MAS data base has a sequence number of the following form:

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. Aluminum production in the Pacific Northwest has a new potential for expansion and increased stability of operation. This new potential results from greater availability of power; lower freight rates on alumina and aluminum; good market prospects for the metal, including western aluminum market expansion following a decline in defense requirements in the 1950's; and possibility of developing bauxite deposits in the Pacific Basin as well as other mineral resources. INTRODUCTION This is a report of a special study by the Bureau of Mines of the primary aluminum industry of the Pacific Northwest. It outlines developments relative to the United States as a whole.
