The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. In the last decade there have been several studies on the mineralogical composition of seabed sediments, suspended particulate materials and cores, together with paleontological and geochemical data are used for paleoclimatic and paleoenvironmental reconstructions, analyze changes in sea level, stratigraphic correlations and identify past and present sources of sediment and terrigenous input pathways and to describe the current ocean mass (Martins et al., 2001, Oliveira et al., 1998). There is also a scientific and economic interest in the authigenic fraction of pelagic sediments formed from other materials for polymetallic nodules. The study of sediments associated with polymetallic nodules helps to know the genesis, evolution and occurrence of these deposits (De Koven et al., 2003, Dubinin et al., 2008).

Two major Kuroko-type deposits and minor sulfide deposits have been found in the middle Izu-Ogasawara (Bonin) Arc, Japan (Fig. 1). The Hakurei deposit, one of the major Kuroko-type deposits, was recently found in Bayonnaise knoll caldera in the nascent rift zone, which lies 20 km westward of the Sunrise deposit in Myojin knoll caldera on the Izu-Ogasawara volcanic front. The Hakurei deposit is a huge hydrothermal field measuring 500 m by 700 m in plan view. The Bayonnaise knoll caldera is mainly composed of dacite lavas and fragmental material on the caldera wall and rim, and its floor contains sediment composed of pumice, volcanic fragments, and hydrothermal clay. It is associated with a post-caldera dome and has a slightly ellipsoidal caldera rim that measures 3 km by 2.5 km, with about 200 m relief. The water depths of the caldera floor range from about 840 m to 920 m. The Kuroko-type deposit in the Bayonnaise knoll caldera occurs on the southeastern caldera floor where the caldera boundary faults intersect with a N-S-trending normal fault of the rift zone. In the deposit, many sulfide chimneys are generally less than 10 m high, and sulfide mounds are distributed around the caldera floor and on the sloping talus at the foot of the caldera wall. The deposit is buried in part by talus composed of pumice and volcanic fragments. Sulfide chimneys are still active, and inactive ones and their fragments are partly oxidized to reddish material. Chimney sulfides are mainly composed of sphalerite associated with chalcopyrite, galena, pyrite, and barite, and chemically enriched in Au up to 14 ppm and Ag up to 1400 ppm with major Zn, moderate Ba, and minor Pb, Hg, Cu, and Fe.

Ferromanganese crusts are found on most hard-rock substrates in the deep ocean (800-3,000 m). Their distributions on seamounts are complex and controlled by a wide-variety of factors including seamount morphology, current patterns, mass wasting, substrate rock type and age, subsidence history, and others. However, the development of this potential resource ultimately depends on this distribution, as well as on the small-scale topography, grade, and tonnage. The parameters that will ultimately be used to define a mine site are unknown, but reasonable assumptions based on 25 years of data collection can be used to bracket likely permissive characteristics.

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

The report is about oceanic ferromanganese crusts ? covers of iron and manganese hydroxides developed over an opened rock of seamounts and rises. Ore bed parameters of crusts are understandable as their thickness and content of main economic components ? manganese, cobalt and nickel. All known results of research activity on ferromanganese manganese crusts point to that crust are characterized by notable variability of thicknesses and composition. It is possible to separate few levels of variability. The most evident is the first level of parameters variability, which is manifested in various regions of the Ocean, and connected first of all, with an age of submarine mountains, a host objects for a crusts. It was proved by many authors, that most powerful crusts are connected with submarine mountains of Cretaceous age. [1]. Crust thickness at the Magellan Seamounts reaches, for example 12-15 cm, sometimes exceeds 20-22 cm. Thicknesses of Hawaii Archipelago or Tuamotu crusts in 3-4 times less. Biostratigraphy studies of crustal sections at the Magellan Seamounts already show, that its main part started to form in the Late Paleocene. Four layers with well expressed features in structure and composition of a layer are separated in the section. From foot to top: Late Paleocene ? Early Eocene layer I-1, Middle-Late-Eocene layer I-2, Miocene layer II and Pliocene ? Quaternary layer III. Relics of more ancient Campanian ? Maastrichtian ore layer [2, 4] were discovered. It is evident for example, that Oligocene mountains could not be a host for two lower layers in the crust section.

Hydrothermal activity is well known from many locations on most mid-ocean ridges, but no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27°51S / 63°56E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at a water depth of 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. Massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed; these chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground as well as pathways for the fluid circulation.

Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. In October 2004 Placer Dome entered into an exploration farm-in agreement with Nautilus Minerals, to explore for Submarine Massive Sulphide (SMS) deposits on Nautilus? PNG exploration tenements. Placer/Nautilus currently holds approximately 15,000 km2 of tenements in PNG waters, either granted or under application, covering all reported seafloor hydrothermal vent occurrences.

Ancient volcanogenic Cu-Zn-Pb-Ag-Au massive sulfide ores commonly have associated with them along strike and in the immediate hanging wall a distinctive sediment that is thin, usually cherty and metal enriched, and generally referred to as an "exhalite horizon" or "tuffaceous exhalite". Typical examplks include the 13 Ma tetsusekiei of the Kuroko deposits of Japan (Kalogeropoulos and Scott, 1983, Econ. Geol.) and the 2700 Ma contact tuffs of Noranda, Canada (Kalogeropoulos and Scott, 1989, Can. J. Earth Sci.) and Key Tuffite of Mattagami, Canada (Liaghat and McLean, 1992, Explor. Min. Geol.). Attempts to use trace element distributions as lithogeochemical guides to ore have been largely unsuccessful. Exhalites have been considered to be the products of seafloor hydrothermal activity that is peripheral to the main ore-producing vents. However, large actively-forming polyrnetallic sulfide deposits at the Explorer mid-ocean basalt spreading ridge (1 850 m depth) in the NE Pacific and the eastern Manus back-arc dacitic spreading center (1650 m depth) in the western Pacific have demonstrated that the exhalite horizons are more likely produced by fallout of particulates from the main hydrothermal plume. In a typical hydrothermal plume, grains of >27 µm represent up to 97% of the mass (although only 2% of the population) of the particulates and are calculated by Stokes equations to fall from the plume to the seafloor within a few krn of their source. The particles are primarily composed of anhydrite, barite, amorphous silica, iron oxyhydroxides and metal sulfides and oxides. Plumes are subject to bottom currents which push them in preferred directions, just like smoke plumes in the atmosphere are subject to the vagaries of wind direction. On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

Cold Ocean Placers: Polar storms, interstadial littorals and crustal adjustments. Polar storms with consistent strong winds in the Southern, Antarctic Ocean are responsible for placer deposits on both the east and west coasts of Australia, on the west coast of New Zealand, as well as on the coasts of South America and Africa. Arctic winds, confined by both land and ice, generate similar placers in Labrador and Greenland as well as on the coasts of Scotland, Norway, Hudson's Bay, Nome, Goodnews Bay, Kamchatka and the north coast of Siberia. Tasman and Labrador seas have several parallels to Newfoundland, including north-south polar waterways, young spreading ocean floors, and youthful coastal escarpments with glaciated coasts. Black sand beds in beach deposits on the modern and Pleistocene transgression strandlines, skewed to the distal ends of beaches, and set into either bedrock or sediment fill, are the locus of the light-heavy mineral placers with titanium, zirconium and rare earth elements; chromium; iron; and tin. Gold and platinum group elements are the ultra heavy minerals at one end of the spectrum and tend occur in proximal placers generated, either directly from bedrock sources, or as minor by-products in distal light-heavy mineral placers. Diamonds are unusual in that the value is only in the larger stones, despite the formation of beach sand and aeolian placers in the littoral zone, and the sites of concentration are in very high energy bedrock traps, on terraces that are mined to depths of 100 metres below sealevel.

Substantial consideration has been given to the implications that the morphology of the Chatham Rise deposit will have on mining operations. The glacio-tectonic processes involved in the distribution of nodules on the rise has in several areas been quite significant. The recent cruises by Chatham Rock Phosphate Limited (CRPL) have collected data which has affirmed the assumptions previously made and catered for in historic resource estimations. The deformation and displacement of the phosphorite during glacial periods and the redistribution of the mobile sand during interglacial periods is interpreted to have produced a highly variable pattern of phosphorite concentration (kg phosphorite/m2) and coverage (% phosphorite/sample weight). The phosphorite resource probably has a significant spatial variability at a scale of tens of metres. Results of recent surveys show phosphorite-rich patches alternating with phosphorite-poor areas at distances of less than 20 m. The high spatial variability of the deposit has had a bearing on how historical information for the project has been regarded and integrated with the recent exploration approach and data collection process. This coupled with the proposed extraction tool has influenced the size, nature, extent and siting of the proposed mining blocks

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Diamond mega-placers, in order to rank amongst the primary diamond deposits, are defined as => 70 m carats at =>95% gem quality. There is only one mega-placer known and that is found along the coast of southwestern Africa fringing the Kaapvaal craton. Placers are classified as residual when they are left on the craton, transient when being eroded into the exit drainage and terminal. Terminal placers, in being the final depositories of diamonds off the craton, have the greatest probability of being a mega-placer and such is the case in the placer deposits near the Orange River mouth, southwestern Africa. There are four main groups of conditions leading to the development of a mega-placer: the craton, the drainage, the nature of the environment at the terminus and the timing. The craton, in its role as the producer of diamonds is significant in respect to its size, diamond-fertility, the degree to which diamonds from successive kimberlite intrusions have been retained there and their availability to the final drainage yielding the mega-placer. Cratons in being buoyant have a tendency to leak diamonds into surrounding basins but in being incompressible often have orogens converge onto them resulting in lost sediment being returned as foreland basin fills. In order to concentrate a bulk of diamonds the drainage basin has to be large with a high proportion of it on the craton. The drainage yielding the mega-placer should ideally not have been preceded by older drainage and other systems that may have robbed the craton of earlier diamonds. The exits of diamonds from the craton need to be few in order to focus on their supply and the drainage network needs to be efficient in order to remove the maximum volume of diamonds off the craton. This efficiency and the focused termination is best achieved by the rejuvenation of a pre-existing drainage network. The drainage should be young enough to yield host sediments friable enough to allow brittle diamonds to be recovered from them.

President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

A program of surveying and studying the surficial sediments of northern Juan de Fuca Strait was undertaken between 1988 and 199 1. Detrital sediments were mapped from the intertidal zone down to 100 m depth along the slopes of a series of shallow coastal marine terraces. The sand heavy mineral content was examined over this region and sediment geochemistry and assays were performed on selected samples both offshore and from beaches along the coast. The coastline of southwestern Vancouver Island has numerous streams, with a history of small Au placer extraction, which empty into the strait to the south. Only very minor evidence of this was seen in values from isolated locales. However, one beach presented a remarkably different mineralogy and geochemistry from the remainder of the coastline. From the beach to 800 meters offshore heavy mineral contents were greatly elevated and Ti values were as high as 1.4% of the sand fraction. Minerals were relatively fresh and angular, with mineral percents distinctly different than those found elsewhere along this coastline. No stream of substantial size crosses this largely sandy-gravel beach. A series of studies identified the source of this small marine placer as having its origins n the tailings from a submarine pipe broken short in the next bay. A Cu-Au mine 1.5 km upstream, closed by the mid 1970's, had processed its ore underground and piped the crushed tailings to the submarine discharge pipe. The crushed material has been transported and concentrated with the longshore current and been sorted by strong coastal swells. Ilmenite/titanomagnetite from the homblendized basalt of the mine is the source of the Ti enrichment.

The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V.
