Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

Welding is highly reliable and efficient metal joining process. In welding the metal adjacent to the weld joint is subjected to severe thermal conditions. As a result, complex changes in metallurgical structure occur in this region. These changes in structure depend on the material and the temperature history experienced. Friction stir welding (FSW) is relatively a new welding process in which, heat is generated by friction between the tool and the workpiece. The amount of heat conducted into the workpiece determines the quality of weld, residual stress and distortion of the workpiece. The objective of the current work is to study the transient temperature in a friction stir welding. So, a three dimensional transient analytical model is used to study the thermal distribution during the welding. Heat input from the tool shoulder alone is considered in the model. The process parameters like axial load, welding speed and tool rotational speed, used in actual FSW process are taken to build the model. This analytical model is very useful for select the optimized affected parameters in friction stir welding. The model illustrates the comprehensive equation including actual affected parameters in FSW and it can be used for different materials. In addition to the above the thermal history finds application in design of welding tools.

"Coniaurum Mines, Limited, hold nineteen claims in Tisdale township, in the Porcupine district, adjoining the McIntyre mine on the east. They extend for over a mile along the strike of the Hollinger-McIntyre 'break'. The property has been explored extensively along the ore zone both laterally and vertically. Workings have been carried to a depth of 5,500 feet, and nearly 50 miles of lateral workings (drifting and cross-cutting) have been driven to date in development and in gaining access to the orebodies.Production started at the Coniaurum in June 1928 and has continued without interruption. There is increasing demand to utilize aluminium alloy sheets and their spot welds by the automotive industry. While traditional uniaxial tensile tests only determine mechanical properties to small strain, direct measurement of the constitutive behaviour of aluminium alloy spot welds at large strain remains a challenge. A technique was successfully developed using digital image correlation coupled with shear tests to directly measure the constitutive behaviour of an AA6022-T4 spot weld to large strains. The results show that the spot welding process not only decreases the yield strength but also lowers the work hardening rate of the nugget versus the base material. Details of sample preparation, experimental approach and results will be discussed.

One of the most important elements in power plants is rotors and repairing the damaged rotors is very important in view point of economics. One of the most complicated problems in power plants is increasing of stiffness of the turbine rotors. This problem which occurs mainly due to thermal shock or rubbing makes to exit damaged rotor from service. These elements can be repaired effectively by heat treatment methods. Tempering heat treatment is the most common solution for straightening of damaged rotors but it requires having good knowledge about heat treatment parameters (temperature and time) and their affects on fundamental properties of rotors. In this article, a suitable method is introduced in order to modify the increased stiffness in journal part of rotors due to martensite transformation, using heat treatment tempering process.

In this paper, Stress-Strain-Temperature relations for Shape Memory Alloys are studied. Temperature effects on Shape Memory Alloys are different from those related to ordinary materials. In ordinary materials, elastic characteristics can be assumed to be constant in low temperature ranges, and only the deflection arising from temperature changes could be added to the elastic defection. As long as two phases of austenite and martensite could be present in Shape Memory Alloys simultaneously, elastic modulus follows temperature and temperature gradient. In continue a smart actuator is investigated considering a homogeneous cantilever beam. Beam bending is established by using shape memory wires. An initial strain is imposed to shape memory wires in a low temperature, and then, they are installed in the outer surface of the beam. Therefore, since the temperature is imposed in these wires and they cannot have free recovery strain, the compressive recovery stress will be produced in the outer surface. This will result in a deflection in axial direction of the beam. At first, beam deflection is calculated on the basis of theoretical relations and solving the relevant differential equations. Afterwards, experimental tests are performed on an elastomeric beam equipped with shape memory wires. When a voltage is applied, a temperature rise will occur in the wires; then, this temperature rise causes a deflection in the beam. Finally, the theoretical and experimental results? comparison indicates a good conformity. One capability of this actuator is its high flexibility, and by controlling the inlet current, the end-beam deflection can be controlled.

"Reductive leaching of cobalt (III) from a heterogenite bearing ore has been performed. Pyrite was added to the system and simultaneously bioleached in order to provide ferrous iron as reducing agent. Within such arrangement the iron ions are continuously re-circulated inside a Fe 3+ / Fe 2+ loop. As a result Co(III) is solubilized in the presence of Fe 2+ ions in concentrations well below the stoichiometric requirement. The ore has been initially subjected to acid pre-leaching in order to guarantee that the available Co (II) has been entirely removed. Two technological parameters have been studied to show influence on the degree of cobalt leaching: concentration of ferric iron in the inoculum and the presence of bacteria. The bacterial role could be mainly viewed in supplying ferric ions in the system which chemically react with the pyrite to generate ferrous ions used as Co(III) reducing agent. Co(III) dissolution has been less efficient when the concentration of total iron in the system was low, but also when microorganisms were absent. SEM observations on leached heterogenite have evidenced bacterial attack on the mineral; however the precise role of bacterial presence on cobalt (III) leaching is still to be elucidated.INTRODUCTIONCobalt accompanies quite often copper in secondary oxidized ore deposits (Rumbu, 2013). In such associations cobalt is found both as CoII+ as well as CoIII+ (Deliens, 1974). In contrast to cobalt (III), cobalt (II) is leached relatively easy in sulphuric acid solutions. Cobalt (III) when present in mineral form belongs to the heterogenite mineral group with a simplified chemical formulae Co2O3.H2O or CoOOH. Thin brittle coatings are deposited or developed on component surfaces for different reasons. In many practical applications the coatings are stressed by externally applied loads. Under such conditions, coating failure can occur. In this paper the probability of the extension of surface crack in coated materials due to cylindrical sliding indentation is analyzed. Contact loading problems typically result in multi-axle and strongly inhomogeneous stress fields near the contact surface. This property which strongly affects the stress intensity factors is taken into account in the failure analysis. Edge cracks were selected to model the actually accruing surface flaws. A suitable method is described for calculating the contact stress fields in coating and substrate. The coating is idealized as a brittle-elastic layer of uniform thickness, which is bonded to the surface of a half space. Method of linear elastic fracture mechanics are then used to calculate the load required to cause fracture in the coating.

"IntroductionThe Key Lake uranium-nickel ore deposits are located in the Athabasca Basin of northern Saskatchewan, Canada (Fig. 1). Many papers have been published on Key Lake in the past (Dahlkarnp and Tan, 1977; Kirchner and Tan, 1977; Kirchner et al., 1980). Immediately after its incorporation in 1968, Uranerzbergbau GmbH, a German holding company, set up exploration subsidiaries in Australia, the United States and Canada. This account reviews those exciting years starting with the concept to explore the rim of the Athabasca Basin in Saskatchewan, and leading up to the discovery of the deposits in 1975 and 1976.A few summary statements can be made:• The discovery of Key Lake resulted from a very systematic exploration approach and the persistence of Uranerz, the operator. • Cluff Lake and Rabbit Lake had been discovered some seven years before, but it was the discovery of the Key Lake deposits which brought Saskatchewan to the forefront to become Canada's foremost uranium producing province.• The experiences gained at Key Lake, which were subsequently published, triggered the discovery of many other deposits of similar, or even larger, size than Key Lake. The spatial relationship of those deposits to graphitic conductors and hydrothermal alteration zones are presently the most effective indicators for locating new deposits - indicators which were first recognized at Key Lake.• Key Lake is, and will remain for some years to come, the largest producing high-grade uranium mine in the world."

Canada's only economic high-swelling bentonite deposit is mined in Wilcox, Saskatchewan, by A vonlea Mineral Industries Limited. The bentonite resulted from devitrified and altered volcanic ash released during the Laramide Orogeny. Volcanic ash was deposited in a pre-Cretaceous basin that was formed by salt solution collapse structures. Sedimentary rocks in the Wilcox area belong to the Snakebite Member of the Upper Cretaceous Bearpaw Formation. Bentonite beds are 61 cm, 46 cm and 30 cm thick; these are separated by 365 cm and 182 cm of shale respectively. Saskatchewan bentonite is used primarily in the oil well industry.

"Milling operations commonly employ activated carbon to capture complexed gold from lixiviants in leaching processes. As the carbon moves through pipes, pumps, vessels, kilns and other processes in the gold leaching circuit, this consumable may experience losses by various mechanisms like attrition, breakage, and rupturing. Whenever possible, capturing the fine gold-bearing carbon portion of this stream could provide value to milling operations at low capital cost and manageable financial risk. Identifying, testing, and validating the successful payback of a low-tech flocculant system is described. However, the work more closely explores a Monte Carlo risk-based methodology for understanding the potential payback of this project at various confidence levels – an approach that many improvement projects can follow where some level of uncertainty exists.INTRODUCTION Gold milling operations commonly employ activated carbon to adsorb gold from solutions. Normal handling causes the carbon particles from this material to abrade, break, rupture to a size that becomes too small for further use in the process. Operations often concentrate on capturing the fine particles because gold is associated with the carbon and this metal content can be a valuable revenue stream for toll processing. However, the small particle sizes become difficult to separate from the process and can ultimately leave the facility in the waste stream. Hence, operations often place a great deal of care in capturing as much fine carbon as possible by a variety of methods including using screens, settling tanks, and chemical methods. Retrofitting a circuit to capture more carbon fines is common but can expose the operation to financial risk. Approaching this potential improvement by leveraging a Monte Carlo methodology can be effective in understanding the risk and the associated payback of a project at various confidence levels. This method provides a strong framework for capital go-no-go decisions and the structure to validate the potential project success before implementation."

"For decades, writers have expressed concern about impending shortages of professionals for Canada's minerals industry. Even under the present difficult economic circumstances, it is anticipated that the supply which will be available will not be adequate to meet the requirements in certain key areas including mining and petroleum engineering. It is evident that, unless further initiatives are taken, shortages will exist for some time.In this paper, the writer reviews information which relates to both the demand for, and the supply of, persons with advanced-level education in minerals-related disciplines. In particular, a summary is made of the information regarding supply which has been collected by the CIM General Committee on Education for many years.In concluding, the writer expresses some personal opinions regarding imbalances between demand and supply and offers some recommendations for future actions.IntroductionLast year, in a paper which was presented at the Annual General Meeting of the CIM in Calgary, the writer presented a review of the situation regarding professionally educated manpower for the minerals industry, and concluded that indications were that the gap between demand and supply was widening and that the situation could be expected to continue. Since that time, the deterioration of the nation's economy has caused an appreciable reduction in demand. Simultaneously, a further annual survey by the CIM has shown that the numbers graduating in certain specializations, notably geology and some of the technologies, are rising very rapidly. One of the great concerns of educators at present is that adequate opportunities may not exist for all of those who are now graduating.The danger of the present situation, then, is that a momentary lack of opportunities may cause potential students to choose alternative careers . Because of the lead-time which is involved, it is very possible that this could result in greater shortages during a period of economic recovery or expansion. Action must be taken to ensure that adequate numbers will be attracted to the industry, and this applies particularly to those who have already made the career decision and who are enrolled in minerals-related programs."

"Experimental and pilot operations in bituminous sand processing require due care and attention in the design and analysis of measurement programs. This paper deals with a case study in experimental design and data analysis for a series of experimental campaigns that have been conducted over the past five years by Kilborn Western Inc., acting on behalf of Bitmin Resources. Beginning with the design of the experiment and following into the use of linear and nonlinear regression models, the phenomenology of bitumen extraction is illustrated. The final testing program tested 13 oil sand types as well as a wide range of process variables for all the unit operations of the complete process.The program was successful in developing process fundamentals and scale-up criteria. Several phenomenological models were proposed and tested. Their range of applicability was explored. This paper illustrates the range of applicability of these models and discusses the development of alternative models.IntroductionOver the past five years Kilborn has conducted a series of bench scale and pilot scale experiments designed to explore the phenomenolgy of a new concept in medium temperature processing of bituminous ores. These experiments at feed rates ranging from .1 to 24 t/h were conducted on water wet sands from the .Athabasca region near Fort McMurray. They were based on experimental designs chosen to provide a systematic means of identifying the response surfaces of the process over a range of conceptual designs. "The mining of iron ore in the Kursk Magnetic Anomaly (KMA) region of the U.S.S.R. is done mostly by the open-cut method. An assembly of open pits capable of producing about 100 million tons of ore per year makes KMA the largest iron ore field in the world. Three gigantic open pits are currently in operation: Lebedinsky, Mikhailovsky and Stoilensky. These pits are as large as 13 km2 on the surface and as deep as 230 m. The mining operations are constantly faced with the problem of flooding from aquifers that overlie the orebodies; the magnitude of the problem is evident from the fact that the present groundwater inflow to these three pits is about 110 million mt /yr.Under such conditions, safe operations and pit wall stability are of great importance, and this has been accomplished very effectively by the appropriate use of seepage barriers and drainage systems. At KMA, the most important items used in the system of groundwater control are standard pumping wells, raise wells that drain into a 20 km to 30 km long underground drift located just outside the perimeter of the pit, horizontal wells driven through the pit walls, and horizontal drains. This paper describes the mining and engineering technology that have been developed at KMA to control the groundwater systems and protect the mines from flooding."

This paper presents an overview of the metallurgical work on the Strange Lake Alkalic Complex (SLAC), from historical development of the "Main Zone" to present day develoment of the "B Zone". The SLAC, originally discovered by the Iron Ore Company of Canada (IOC) in the northeastern Canadian Shield of Québec and Labrador, is one of the world’s largest deposits of rare earth elements (REE) including yttrium and high field strength elements (HFSE) including zirconium, niobium, and titanium. It is part of a Precambrian, post-tectonic complex of peralkaline granites which intruded along the contact between gneisses and monzonites of the Churchill Province of the Canadian Shield. Mineralization of interest at Strange Lake principally occurs within peralkaline granite-hosted pegmatite and aplite sheets and, to a lesser degree, within the host granites, particularly in intra-pegmatitic granites. The highest grade and metallurgically most favorable mineralization is in the upper, open pit mineable parts of the SLAC. Metallurgical development has been conducted under a number of mining companies, and various value metals have been targeted throughout the history of the deposit, including yttrium, zirconium, niobium, and rare earths. Historic processing routes tested have included ore beneficiation, atmospheric leaching, solvent extraction (SX), and metal precipitation. This paper also presents the metallurgical development supporting Quest Rare Minerals Ltd.’s (Quest) 2013 Pre-Feasibility Study (PFS) and 2014 Preliminary Economic Assessment (PEA).

"Australia has almost twenty per cent of the Western World's low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today's standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World's uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

"In block caving projects, the rock mass fragmentation process plays a controlling role in the design and success of the operation. Poorly understood, however, is the secondary fragmentation that occurs as blocks of caved ore move through the draw column and interact with one another. The initial size of these blocks can be considerable, as can their strength and stiffness as the presence of non-persistent joints and veining will be variable. Intuitively, more planes of weakness within the blocks should facilitate early fragmentation, but this assumption could depend on additional factors such as contact type between adjacent blocks and loads imposed through varying heights of the draw column. This paper reports the findings from a laboratory investigation examining the role of block strength and planes of weakness on secondary fragmentation. Testing was carried out on small-scale concrete cubes of uniform size, with and without embedded planes of weakness. The results obtained demonstrate the significance of veining and other planes of weakness on secondary fragmentation under one-dimensional compression, and allow for the development and constraint of empirical guidelines.INTRODUCTIONThe fragmentation process during block caving involves the initial (primary) fragmentation of rock in the cave back through stress-induced fracturing, release and fall of individual blocks onto the broken ore muck pile. This is followed by secondary fragmentation involving splitting and rounding of blocks as they move downwards through the draw column towards the draw point. The degree of secondary fragmentation achieved involves many variables related to the mechanical properties of the rock blocks as well as different operational factors. With respect to the block properties, the presence of planes of weakness in the form of veining and non-persistent joints is a topic of special interest given the significant influence it potentially has on the overall fragmentation process. However, the inherent heterogeneity and variable size of individual blocks generated from the cave back makes it difficult to develop any empirical relationships relating secondary fragmentation to compressive loading based on insitu observations and mine data. More preferable would be to keep constant block parameters, such as shape (aspect ratio and angularity) and size, through controlled laboratory testing. This work presents an efficient technique to fabricate concrete cubes in order to keep constant different block properties. These are then tested under one-dimensional compressive loading. The objective of these tests is to emulate a tight packing condition of single blocks such as that which would occur when the air gap between the cave back and broken ore in the draw column is small. When the air gap is small, detached blocks are unable to fall and rotate but instead maintain a very tidy arrangement with minimal voids left between adjacent blocks."

"This paper deals with the history, development, present and future of the Employee Assistance Programs in place at the Inco Ltd. operations in Thompson, Manitoba. It should be noted that, although many similar programs exist in various industries and jurisdictions, these programs had to be fine-tuned to meet the needs of Inco employees, having in mind the helping professional resources available in Thompson and its geographic location. IntroductionIn the late 70s, many Canadian industries and the Canadian Labour Congress and their affiliates commenced discussions on the value of the Employee Assistance Program (E .A.P.) philosophy to both management and labour.In the contract signed between Inco Ltd., Manitoba Division and Local 6166, U.S.W .A. in 1981, a commitment was made to establish a joint E.A.P. for the hourly workforce in Thompson, Manitoba. With this background and sequence of events in mind, it is appropriate to explain the methodology and the steps that were taken for the implementation of the hourly program. Development of Hourly ProgramIt was agreed by the company and the union that the committee to develop the program should consist of equal numbers from both sides: three active union members plus an advisor representing the Union and three supervisory personnel plus an advisor representing the Company; in addition, a person familiar with E.A.P.s from the Alcoholism Foundation of Manitoba was to act as a facilitator. The Union appointed a social worker who was working as a counsellor for union members as their advisor , and the company appointed a staff employee who had worked voluntarily in the field of alcohol and drug abuse for many years. The makeup of the committee was extremely important in order to give credibility to the entire process. The makeup of the committee is shown in Table 1.The facilitator selected from the Alcoholism Foundation of Manitoba was well known in the community and highly respected in his profession."
