Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Even though every engineer is not a patentee, nevertheless his interests in patents must always be direct and powerful, and ignorance or apathy in regard thereto must inevitably injure either his own interests or those of his employer. There is still a huge challenge in efficiently recovering the arsenides minerals that are largely concentrated in the Platreef Bushveld Complex which constitutes about 21 per cent of the platinum group minerals (PGMs). Therefore new collectors are required to improve the recovery separation of hard to float minerals, in particular sperrylite. The triazine modifications are promising reagents for mineral flotation and have not been given much attention in minerals processing. The adsorption of sodium 2,6-dithio-4-butylamino-1,3,5-triazine (SDTBAT), sodium 2,6- ditrithiocarbonate-4-butylamino-1,3,5-triazine (SDTTCBAT) and sodium normal butyl xanthate (SNBX) on sperrylite (100) surface were performed to identify a well performing collector molecule. We observed that the triazine collectors preferred to bridge on surface As and Pt atoms through the S atoms. We found that the adsorption energies were in the order: SDTTCBAT > SDTBAT > SNBX, indicating that the SDTTCBAT had strong exothermic adsorption on sperrylite and pyrite. These results showed that the ditrithiocarbamate had a great influence in the adsorption strength on the sperrylite surface. Importantly it was found that the triazine collector had stronger adsorption than the xanthate, which portrayed a promising replacement of xanthate collector. These results paved a way for design of novel collector for sperrylite and other chalcogenide minerals to improve their recovery.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

"Ore mineralogy and texture are primary variables controlling mill recovery efficiency in flotation plants. However, tracking daily variations of key mineralogical characteristics such as species-by-species liberation is not possible with current on stream analysers and assay lab techniques. In addition, traditional plant mineralogical analysis limited by long data turn-around times from central analysis laboratories typically provides only a time-averaged view of mill performance, e.g. by means of monthly composite feed, con or tailings analysis.This paper presents the results of a development and first field test of an on-site Automated Mineralogy solution (MLA or QEMSCAN) with the specific goal of monitoring recovery variation, ore quality and flotation performance on a mineral species-by-species and day-by-day basis, from up to twelve million direct particle observations per month. The trial was performed at a Pb/Zn-Ag operation in the US from November 2012 to April 2013. The focus of the study was three-fold: to validate the robustness of equipment and operational procedures for daily use by mine site technicians at a remote mine site to develop a methodology to boil down hundred-thousands of Automated Mineralogy particle data from size-by-size con and tailings samples to a couple of numbers meaningful to chief metallurgists to monitor recovery trend changes and correlate these to changes in the feed properties and/or flotation efficiency.The study focused primarily on the Pb/Ag rougher-concentrator circuit. Ten polished blocks of two and three size fractions of con and tailings were prepared by mine site technicians during a daily twelve hour shift. Eight hours of daily measurement time by the instrument revealed an estimate of the dayÆs recovery performance, ore quality and flotation performance for Freibergite (Ag-species) and Galena (Pb-species), within 36 hours from initial sampling. Data quality was assessed by means of calculated versus measured assay reconciliation. Cumulative sum curves of recovery performance, ore quality and flotation performance reveal trend changes with a frequency of 1 to 4 weeks. These were correlated to cumulative sum curves of e.g. locked and slimed particle classes of the mineral species of interest, attempting to identify a possible root cause of recovery performance trend changes. Systematic over-grinding and flotation chemistry issues were the primary causes of below average plant operations during the trial.CITATION:van der Wal, D, Dobbe, R and Moeller, K, 2013. A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100 000 mm of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity inNew Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.   The suitability of the tailings as a potential plant growth medium was assessed with the end view of revegetating the tailings dam and alleviating AMD. This paper outlines characterisation work conducted on the tailings and summarises preliminary results from plant growth trials. The tailings contain up to 5% Fe, 1.15 % Pb, and 0.45% Cu in the form of sulphide minerals. The distribution of heavy metals, sulphate and total sulphur with depth indicates that the top 200 - 300 mm of the tailings have been extensively weathered since their deposition. The oxidation of sulphide minerals, particularly pyrite (FeS2 ) has reduced the pH of the tailings to nearly 2 in places. Below 300 mm the sulphide minerals are largely unweathered and the theoretical acid generating potential of the tailings exceeds 170 Mg CaCO3/1000 Mg tailings at certain depths. Plant growth trials were conducted to study the effects of lime and organic matter addition on the establishment of vegetation on the Tui mine tailings. Several plant species were assessed including some cultivars bred for their tolerance of heavy metals.

The design of the settling pond for the Malvern Hills opencast coal project was based on a primary requirement to control runoff and sediment generated from the immediate 6 ha mine catchment, which included two seepages from old underground workings. The pond has been particularly effective in controlling turbidity in the outflow water, with the consent limit of 50 NTU being met on all but one occasion and normal levels of discharge less than 10 NTU. Water quality testing carried out at the time of consenting indicated that there were no acid-generation issues with the proposed mine site in dominant mudstone strata of the Broken River Formation, and that water from the old mine workings was near-neutral in terms of pH and well-buffered. However, it became apparent over the very dry summer of 2003 - 2004 that slaking of the exposed mudrocks in the mine batters was resulting in significant acidity generation, and outflow pH levels were well below the consent limit of 6.5 during and following periods of rainfall. Although these acidity problems have been remediated in the short-term by the use of lime products, it is clear that a programme of lithotype characterisation for AMD should have been undertaken and this has now been implemented. Design of long-term acid drainage control measures is being carried out, and will probably be based around the use of hydrated lime for pH control with enhancement of natural wetlands.

About 15 per cent of total electricity (400 MkW) was generated by nuclear power plants in the world (2009) and about 36 000 tons of uranium has been mined in uranium mines annually. Radioactive waste material is produced from uranium mines and nuclear power plants. The wastes must be disposed or stored safely for long-term. If they leak and/or move from disposal or storage sites due to air/groundwater flow, then a serious environmental pollution can occur. Hence, multi-layer system has been proposed and employed in order to seal off these radioactive waste materials from biosphere. Basically, bentonite is now used for establishing absorbing and sealing layers in this system. However, the amount of high quality betonite is very limited and in some cases it is hard to be obtained.On the other hand, a great deal of refuse from coal burning plants is produced every year and the amount of it is expected to be higher each year, especially in developing countries. More than half of flyash is utilised and the remaining is disposed at the disposal sites. However, the life of the disposal site is limited and it is diff cult to find a new disposal site. It is requested that the percentage of the utilisation of the flyash be increased in every field.From the above two points of view, a flyash-based barrier layer/cover system is considered in this research and this paper discusses the applicability of flyash as a content of barrier layer/cover material based on the results of a series of laboratory tests.

Alluvial gold was discovered on Sudest Island in 1888, and by 1893, an official production of 10 000 oz had been won by expatriate miners from shallow alluvial and colluvial workings. Hardrock sources were located and while one was developed at Mt Adelaide, production is unknown. Sudest Island comprises mostly phyllites and lesser coarse grained rocks which are cut by metamorphic quartz veins and basic (locally shoshonitic) intrusives. Sheared and altered basalts and serpent- inites represent are believed to be elements of an ophiolitic suite inferred to be associated with metamorphic core complex development and thus similar to tectonic environments on Misima and the D'Entrec- asteaux Islands. No epithermal-style quartz suggestive of a target similar to that on Misima Island has been identified on Sudest. A hardrock source for the alluvial and colluvial gold is interpreted to be metamorphic quartz veins similar to those in the Bendigo- Ballarat Zone of central Victoria, possibly remobilising gold derived from the meta- sedimentary and meta-igneous rock pile. The present focus is on development of a small scale alluvial gold mining operation in conjunction with exploration for hardrock targets. This latter programme remains at a reconnaissance stage.

As requested by my fellow members I shall endeavour to read a paper on the Treatment of the Auriferous Sulphide Ores of Kalgoorlie from a metallurgical standpoint. Before going into the subject it will be necessary for me to make some slight explanations. As most of you are aware many of our London friends holding interests in some of these mines think it necessary that their doings should be shrouded in mystery. The result of this is that in some cases it is impossible to get any official figures from the mines for this paper. I must ask you not to lose sight of the fact that in treating the sulphide ores of the Kalgoorlie mines we had absolutely no data to start on, and that to-day. we are just beginning to get a fair grip of tbe subject; and though very high extractions were announced when the first plants were started on sulphide ore, it was well known that this was only to maintain the public confidence in the mines to allow time to make necessary adjustments; and, as showing the advance made in the treatment of the ore, I notice several of the mines have published the results of the final or re-treatment of the residues of their first sulphide treatment. I have also had the opportunity afforded me of thoroughly sampling the residues of several of the principal mines, and find the results as now published absolutely correct.

"A few situations are first reviewed where practical shortcuts lead to acceptable solutions where none seemed to be possible. These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. In the plants, minimising the impact of border effects in incorrect samplers, so that the resulting samples are approximately correct and acceptable in practice because the bias risk attached to them is controlled. Quarries around Auckland have reached or are reaching the ends of their lives, which raises issues about rehabilitation. Significant volumes of 'cleanfill' are generated by the City, particularly during phases of urban renewal and development. Emplacement of the fill in quarries removes the problem of fill disposal and provides an opportunity for restoration of the quarry site.There is a compatibility between quarrying and cleanfilling because at quarries:Truck routes are already established Neighbours are accustomed to the effects and appropriate buffer distances have been established Bringing fill into a site attracts aggregate sales and is very efficient. Fill originates from construction sites and ad-hoc excavations and therefore it is not surprising that sampling has shown the quality to be variable. Both Winstone and the Auckland Regional Council have surveyed undisturbed soils in the region to attempt to determine natural background levels of common contaminant substances. Comparison of these levels with delivered fill shows that a high proportion of delivered materials can be regarded as mildly contaminated. Therefore the term 'cleanfill' is, in the Auckland region at least, a misnomer and the term 'managed fill' has been adopted.Historically and presently the only control on quality of 'cleanfill' has been some visual inspection. This leaves the fill operator open to potential liability for creating a contaminated site. Implementation of controls at WinstoneÆs operations has progressed slowly, over some ten years. This is mainly due to the perception that mobility of contaminants within and out of the landfill will be very limited because of the near-neutral pH and abundance of clay minerals in the fill. The methods of control and results of environmental risk assessments at WinstoneÆs Puketutu Island Quarry will be briefly described.

Good morning and thanks for the chance to talk to you. It's really pleasing to see so many industry representatives here I want to spend a few minutes talking about issues relating to your industry. At the end of today I would like to leave you with three strong messages from government. The first is that this government supports environmentally responsible mining and the endeavours of the mining industry. The second is that explorers and developers are wanted and welcomed in New Zealand. And the last is that it is up to the industry to keep the public properly informed about how your industry and to constantly work on improving your public image. The mining industry is a high-tech industry which fits snugly with our concept of a growing knowledge-based economy. It has particular value for regional development, the gold mining industry alone provides more than 4,000 jobs û mostly outside of the main cities. The industrial minerals industry is twice as large as that. As well as those people directly employed by the industry there are greater downstream effects for the community. One example from the broader extraction industry of this is of the local pie shop down the road from one of Taranaki's petroleum industry locations. The shop sells over $4,000 worth of pies a week to workers in the industry. That's just one example of the positive benefits the industry brings to its local community and is the sort of real positive benefit you need to be telling people about

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

Direct transfer, or community translocation, comprises salvage and replacement of intact æsodsÆ of vegetation together with underlying soil. It has been applied to New Zealand mine sites restoration of native grasslands, wetlands, scrub lands, and forest. It is an equivalent technique to æinstant lawn or tree gardenÆ, commonly used in urban landscaping. Two to six m2 scoops of vegetation, with up to 0.7 m of soil attached, and including root plates of trees and shrubs, are relocated from stripped areas ahead of mining to sites prepared for restoration. Direct transfer uses hydraulic excavators or face shovels and dump trucks, possibly with the aid of bulldozers and other earthmoving machinery. The main advantages of direct transfer, compared with sowing or planting systems for mine site restoration, are the recycling of plant and soil materials which were often wasted by burying under overburden materials, a significantly faster revegetation process, and restoration of the whole ecosystem (plants, animals, birds, invertebrates, and microbes). The main disadvantages are higher costs of stripping and dumping, a greater degree of machine operator skill required, and scheduling becomes critically important. To illustrate the key principles, this paper gives examples of successes and failures of the technique for a variety of New Zealand mining situations. Direct transfer has been successful for a range of communities, from fern wetland and sub-alpine tussock grasslands to 5 m-tall beech forest under storey and seral shrub land, and from temperate to sub-alpine climates. Successful examples show both rapid recovery of indigenous vegetative cover and conservation of habitat for birds and invertebrates. Failures have resulted from excessive death of plants because of inadequate soil salvage depths, acidic leachates, inappropriate handling of stripped sods by inexperienced machinery operators, or prolonged drought conditions immediately following relocation. Change in plant species composition has occurred where clumps of vegetation are too far apart, or shifted plants were too small - in both cases invasive weeds have smothered the original vegetation. Changes in hydrology can also have significant impacts. Our experience indicates that the advantages of direct transfer far outweigh the disadvantages and is now used as the preferred restoration method, where practicable, at mines where it has been trialled.

The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

Petroleum exploration in onshore Gippsland was directed in the 1950s and 1960s towards plays in the basal Latrobe and Strzelecki Groups, but these became forgotten in the 1970s with the Latrobe play discoveries offshore. The principal explorationists of the time were Woodside Oil and Arco Ltd, who then departed the scene after drilling some 18 wells without major success. In the late-1980s successful hydrocarbon finds in equivalent age Otway Group sediments in the Otway Basin were made and in early 1990 Tyers Petroleum began investigations into Strzelecki Group prospects as applied to the onshore Gippsland Basin. Some 18 anticlines have been mapped, based on shallower coal exploration drilling in the Latrobe Group, which from seismic and gravity evidence are believed to unconformably overlie similar anticlinal structures in the underlying Strzelecki Group. Strzelecki targets of interest within drilling depth are the basal Tyers Conglomerate/Rintouls Creek Sandstone Formations which outcrop in the north of the Latrobe Valley and are analogous to the Pretty Hill Sandstone in the Otway Basin. In addition, intra-Strzelecki Group targets similar to Heathfield and Windermere Sandstone Members are also considered to be present. Good source rocks are abundant including coal seams and carbonaceous sediments of Neocomian and Jurassic age, which lie within the oil window. Seal is provided by the overlying Aptian-Albian aged volcanogenic sediments. The Tyers/Rintouls sandstones - a target in the Woodside/Arco wells, with two exceptions, were not reached. Encouraging intra-Strzelecki shows were reported in many of the wells. Basal and intra-Strzelecki porous quartzose sandstones remain one of the few untested plays left in the Gippsland Basin and, in the onshore, merit extra attention as they he within the oil window at economically drillable depths.
