One of the challenges facing the gold industry in the 21st century is the continuing need to identify new reserves of economically treatable ores. Discoveries of large, metallurgically simple orebodies are becoming increasingly rarer, forcing companies to investigate options for the processing of ores which may present recovery, economic and/or environmental issues, requiring innovative approaches to their treatment. Ores which contain naturally occurring carbonaceous material (æpreg-robbing oresÆ) are an example of one such ore type. NewmontÆs Jundee operation contains zones of carbonaceous ore within the oxidised orebody. A program consisting of detailed laboratory work and extensive plant trials has been undertaken to assess the options of the processing of this material. Laboratory tests demonstrated the advantage of carbon-in-leach (CIL) over direct cyanide leaching and carbon-in-pulp (CIP) for treatment of these ores. The laboratory program identified several factors which would enhance overall gold recoveries where preg-robbing ore was being processed, including: keeping preg-robbing ore separate from non-graphitic ore; maximising gravity recovery; and ensuring the plant operates in æpureÆ CIL mode, ie no leaching prior to first adsorption tank. Several plant trials were undertaken to assess the economic sustainability of treating moderate preg-robbing ores through a modified gravity/leach/adsorption circuit. Results indicated that where good operational control of the circuit was maintained to ensure high gravity recovery, minimal leaching prior to carbon contact, and maintenance of good, active carbon inventory, then acceptable and sustainable overall gold recoveries could be obtained. Using these relatively simple plant modifications potentially allows a plant to treat ores with preg-robbing index (PRI) values up to one. A Master of Applied Science degree course in Mining Geomechanics commenced in 1983 at The University of New South Wales, taught by extern- al (correspondence) studies. The course is aimed at graduates employed in the mining indust- ry, and especially people involved in geomechan- ics projects on a routine basis in remote locations. This kind of course is unique in Australia and is one of only two correspondence programmes available at this University. The author designed the course and nursed it through the early years, and was Director until 1986. The paper describes the teaching and assess- ment methods and also discusses aspects of admin- istration and coordination of such a course. It is concluded that an important need of the mining industry is being catered for and it appears that similar correspondence course for- mats would also be useful in other areas of the minerals industry.

David Pollard will raise this matter in more aetail in a later paper, but mere are some obvious points that I wish to make. It is a relatively straightforward exercise to assess the competency at a low level in the workplace where the consequences of a worker's actions can be observed immediately. Assessing competency at higher levels which may involve creative, planning, design or supervisory functions is more difficult, especially where managerial responsibility and accountability for the output of others is involved. This is generally the case with the daily activities of most mining professionals, whether they be in operations, in a consulting capacity, in research, or in government.

A universal grinding circuit model suitable for an arbitrary structure of flowsheet has been suggested. In this model classifiers and mills are described in a most general form. What puts the model in a class by itself is the automatic mass balancing in all streams of the circuit. In order to provide this a special classifier model is adopted. A previously published continuous steady state process model is used as a grinding model. Non-linearity of classifier model leads to a resultant circuit model which is equivalent to a non-linear integral equation. It complicates somewhat calculation algorithm in comparison to that of linear model, but provides a physically meaningful solution.

The Bowen Basin coal field is an important energy resource. A relatively small proportion is avail- able by open cut operations. Responsible men throughout the world have warned of the need to increase coal research immediately. Because energy is still available in abundance these warnings have not been heeded in Australia. The characteristics of the Bowen Basin coal make it a fairly difficult underground mining proposition and a significant research effort is required to solve the problems likely to be encountered. Both industry and government have responsibilities in the economic recovery of the maximum proportion of the resource and jointly funded research administered by existing organisations should be inaugurated forthwith.

The paper deals with the effect of sodium polysulphides in chrysocolla flotation. Activity of elementary sulphur adsorption on the mineral surface is discussed. The mechanism of polysulphide action in the process of sulphidisation and formation of sulphur on the mineral surface is proposed. Sodium pentasulphide is shown to be the most effective modifier of chrysocolla flotation.

Comalco's Bell Bay smelter produces some 94 000 t.p.a. of primary aluminium in the form of foundry alloys, extrusion billet and rolling blocks. The extrusion billet and rolling block are produced by a process, in which molten aluminium is poured into an open ended water cooled mould of the required shape. The bottom of the mould is initially closed off by a dummy or starting block. Primary cooling takes place at the mould wall and secondary cooling is achieved by direct water sprays onto the out side shell of the product. Careful preparation of the molten alumin- ium is essential if stringent alloy specific- ation limits are to be met. Optimum casting temperature must be maintained within a narrow range and metal cleanliness is important to ensure a consistent product. We must treat that responsibility very seriously indeed. The mining industry especially cannot dodge the responsibility, even if it wished to.

The Broken Hill (BH) Block contains a wide variety of mineralization, with comrodities including Pb, Ag, Zn, W, Cu, Co and Sn. Much of the mineralization is stratigraphically controlled. Fe, Cu and Co-rich mineralization is dcminant in the Thackaringa Group; Pb, Ag, Zn and W is dcminant in the BH Group and Sn mineralization is present above the BH Group. Some mineralization occurs as concordant syngenetic deposits, but other types have been partly or completely remobilized by metamorphism, magmatic activity or hydrothermal fluids. Almost all of the non-syngenetic mineralization, including stratabound, vein and intrusive-related types, has formed from the "recycling" (remobilization and redeposition) of metals originally deposited with the sediments and volcanics of the Willyama Supergroup.

The purpose of any feasibility study is to determine whether a particular investment or management program will enhance shareholder wealth by, for example, producing an economic return in excess of the cost of equity capital.The threshold rate of return conventionally used in gold feasibility studies is higher than the cost of equity capital, meaning that some viable projects are wrongly described as being sub-economic with their development deferred.Is the industry failing to fully realise its potential? Aside from important technical considerations that determine the cost of exploiting inground inventories, feasibility studies need to incorporate expectations about future gold prices, exchange rates, interest rates and tax rates.Rather than revert to speculation, insights from capital markets give a rigorous framework in which these parameters can be determined for feasibility purposes. Separate questions sometimes, and then inadequately, addressed by feasibility studies include: ò Is it optimum? Many projects are expanded soon after project commissioning - what does this say about the quality of the initial feasibility study? Moreover, does the rate of extraction really matter? ò What is it worth? Although feasibility studies are designed to address viability rather than valuation, such studies are never- theless used by the industry as further evidence that the equity markets have got it wrong again! More likely the problem is with the financial slide rule being used. ò Can it be debt financed? The bankable feasibility study has entered the vocabulary of the gold mining industry but what does it mean? Does it matter anyway how the project is to be Financed?

Current and proposed methods of resource classification relate to the geological, economic and technical confidence in the estimated resource. Geological confidence is, however, only vaguely defined. It is largely related to the level of drilling and sampling, to the geologistÆs perceived level of confidence in his/her work and on the continuity of the mineralisation. Rarely has any real attempt been made to assess how well a deposit has been explored, sampled and evaluated and how accurate or realistic the geological model is for the deposit. This contribution reviews the impact of two of the potential sources of error, ie sample recovery and quality. The first of these parameters is measured during logging and assaying, but is often forgotten during grade and tonnage estimation, and resource classification. Preliminary studies have shown that modelling of this parameter is a valid exercise, which should accompany the evaluation of grade and other economic parameters. The sample recovery factor for an ore block can then be used to reassess the confidence in the block. It could, for example, downgrade the status of a Measured Resource to an Indicated Resource even though standard methods might indicate that the higher classification is applicable. A method is proposed by which this recovery factor could be incorporated into current resource classifications producing a more sophisticated and comprehensive measure of sample quality. A review of the sources of error naturally leads to the assignment of scores to each stage of the evaluation process, depending on the methods used and assumptions made. Sample recovery is one important factor, which is likely to appear at several stages. These scores can then be weighted and combined in a manner resembling that used in the CSIR Rock Mass Classification. This score will then allow the resource estimate to be rated on a scale from 0 to 100 per cent to produce a Quality Control Index (QCI). However, this index must then be modified using an Evaluation Difficulty Index (EDI), which reflects the difficulty of a particular style of mineralisation to accurate resource estimation. This results in the production of a Resource Reliability Rating (RRR), which can then be linked to international classifications, such as the 1999 JORC; 2000 CIM; and 2001 EURO codes. This will permit a more precise definition of geological confidence levels or, combined with estimation error, produce a classification system in its own right. This same rating can also be used as the basis for technical audits of mineral projects.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm's operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as 'business risk' and 'financial risk' respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or 'silver bullet'. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such 'diversification of portfolio' decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.

Traditional methods for calibrating the most customisable forms of GyÆs formula for the prediction of sampling variances involve a large amount of experimental work. This work is often extremely sensitive to outlier treatment and often relies on assumptions. A general methodology called æthe consistency methodÆ, however, has proven efficient in guiding these critical steps and adding objectivity to these subjective tasks. After a quick exposition of its principle, it is shown how it can also be used to reduce the amount of experimental work when dictated by budgets.

A vital ingredient in ensuring that metals exploration companies, working in the developing countries of the Pacific Rim, support the development of national geologists is making such a learning program cost-effective. There is a wide spectrum of learning needed in the development of these explorationists: the technical and conceptual skills to carry out exploration efficiently, the professional and managerial skills to apply the exploration in the work situation, the personal attributes required to manage their exploration effectively, and a company organisation that allows them to learn and use these skills and attributes.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

In recent times Australian designers, contractors and operators have shown many examples of technical "entrepreneurship" in solving geological mining and metallurgical problems. Developments have occurred in the fields of equipment, processing, operating techniques and training which have relevance to the mining industry in other countries. Our mineral exports play a key role in main- taining the viability of the Australian economy. Although the export potential of our specialised equipment and technology is at a much lower level it is a growth area. The export of our mining technology can continue to be basically the result of individual efforts but the question of whether it would be war- ranted and desirable, to establish a coordinating structure should be examined. Existing and new initiatives by the Federal Government indi- cate the Government's interest in the export of technology. The mining industry should take a proactive role formulating policy and programs within its technical jurisdiction.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.
