Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

Past and present developments in the use of blast furnace slag in the manufacture of glass are outlined. The crude slag from Port Kembla is beneficiated by the Mineral Resources Division of Australian Consolidated Industries Ltd. at Mascot using a dry magnetic separation process which reduces the iron level in the slag to an acceptable value, The chemical and physical properties of both the crude and beneficiated slag are given and compared with those of other slags used in the manufacture of glass. Slag is added to intro- duce alumina into the glass and its addition to the glass batch also results in faster melting and refining. Slag was first used in Australia in 1968 and its use has increased steadily year by year. At present about 16 000 tonnes of slag are used per year, mainly in amber and white glass. Beneficiated slag is used'in three plants to supply all the alumina required in the amber glass and in four plants to supply part of the alumina required in the white glass, the amount added depending on the acceptable iron level in the glass. Slag is also used in limited quantities in the manufacture of both dark and light green glass.

The coastal plain comprises several different geomorphological and ecological entities, some or all of which may be profoundly different from their condition before European colonisation, Sand mining is only one of a number of competing land uses which modify the environment of a given area. The frontal dune system in particular has undergone considerable deterioration and with the pressures of an ever increasing population, this deterioration will accelerate until an adequate control policy is Implemented.

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

From an examination of the processes used in extractive metallurgy a hierarchy of process aims is identified, these aims are separation, compound formation,, metal production and metal purification. The application of this methodology to process flowsheet development is described.

The approach is an evolving one and is based on experience gained over the past five years undertaking environmental and social impact assessment for a range of mining and other projects. Selenium is a minor constituent of the raw materials processed by the Cockle Creek smelter of Sulphide Corporation Pty. Limited. Certain proposed raw materials contain higher levels of selenium, and these will create a problem with regard to the composition of liquid effluent discharged from the smelter. A method has been developed for removing selenium from the smelter circuit by the sulphation of the fume collected in the Acid Plant electrostatic-precipitators. It is planned that by treating 10-20% of the total dust arisings there will be a substantial reduction in the levels of selenium reporting in effluents when treating selenium-bearing raw materials. The selenium is recovered in elemental form.

Risk assessment in the mining industry is currently a topic of great interest with risk methodologies being increasingly applied beyond the traditional areas of finance and feasibility to analyses of risks due to various physical hazards including chemical, electrical, mechanical and geotechnical sources. The application of risk analysis and evaluation techniques to the management of personnel safety is being promoted by both industry and regulators but, particularly for geotechnical hazards, often there are inadequate databases for a meaningful quantitative calculation of risk. In Western Australia over the decade 1987 - 1997, the annual fatality rate for underground mining has averaged at approximately 1.3 in 1000 employees with rockfalls/rockbursts accounting for over half of these deaths (Prevention of Mining Fatalities Taskforce, 1997). Recent improvements have been made since this time, perhaps halving the annual fatality rate, mainly due to industry improving ground control measures and implementing various recommendations from the Prevention of Mining Fatalities Taskforce (1997). However there still remain a large number of unknowns when trying to address the complex area of geotechnical risk in mining. Risk calculations require information about the source of the hazard, the people or assets exposed to the hazard (the æelements at riskÆ) and the effects on these vulnerable elements if the hazard actually occurs (the potential consequences). To date, little information has been available on the exposure of mining personnel and equipment to underground hazards other than occupational safety studies on chemicals, heat, dust, etc. This paper concentrates on underground geotechnical risks and presents a data collection and rating system for the exposure of both the underground workforce and equipment to rockfalls and rockbursts. The methodology considers exposure times, personnel protection levels and hazard proximities to give exposure ratings for the major underground mining activities and hence rate different locations within a mine. This exposure methodology is then applied to the workforce and production/ development cycles in an actual WA underground mine, creating a snapshot map of differing levels of personnel exposure across the mine.

The metallurgical works of the Electrolytic Zinc Company is situated on the Derwent Estuary, approximately five miles north of the city of Hobart and near a relatively dense housing area. Zinc concentrates, consisting chiefly of zinc and sulphur, have been roasted at Risdon for 53 years;- recently at rates of 1, 100 tons per day. The zinc content of the ores is converted to zinc calcine (ZnO), which is a dusty material. The calcine is leached with acid to form zinc sulphate, which is then electrolysed to make zinc. The sulphur is oxidised during roasting to sulphur dioxide, part of which is converted to sulphuric acid and part is dissolved in estuarine water which is then discharged to the Derwent Estuary. An ore reserve estimation is only as meaningful as the quality of the data used. All required information needs to be collected in a careful and systematic manner, and be rigorously checked and verified before estimation commences. In addition to geological, assay and location data, a large variety of other information is required for the estimation process. This includes mining, metallurgical and environmental parameters. Though outside their usual area of responsibility, geologists should be involved in the selection and collection of this additional Information.

At the Faculty of Mining and Petroleum Engineering, the Department of Raw Materials Technology, a mathematical model has been developed to predict the porosity distribution in an uniform jig bed. If the porosity distribution in an uniform jig bed is known, it is possible to correlate this to the settling velocity of particles with a density different from the density of the bed grains and thus model the stratification in a jig. For measuring the porosity distribution in the jig bed a method has been developed based on light absorption techniques.

The present paper gives the design of a new HGMS for magnetic separation of sulphides. The main characteristics of this HGMS are using iron-cladding saddle-shaped magnetic coil for instead of the ordinary magnet, and combining reciprocal-linear motion with vibration to actuate the separation box, and the magnetic field intensity is high up to 2T as well. For improving the magnet system design, a modified finite element method is used to calculate the distribution of magnetic field intensity of separation space of the magnetic coil, and accordingly the calculation results the magnetic leakage coefficient can be determined easily, thus designers apart from the empirical way. Flotation is an important process used in the concentration of iron ores. One of the challenges for process engineers is the low metallurgical recovery associated mainly with the fines fraction. In this work, the use of synthetic flocculants in iron ore reverse cationic flotation was investigated. The flocculants utilised were polyacrylamides of high molecular weight and different ionic degrees. Bench scale flotation tests were performed to compare the flotation performance with and without addition of polyacrylamides. It was observed that cationic and non-ionic polyacrylamides cause a significant increase in the metallurgical recovery. The anionic flocculant did not improve the flotation performance. An adverse effect was a slight increase in the silica content of the concentrate. Flotation with polyacrylamides was influenced by the hydrodynamic conditions of the pulp, such as agitation and the weight percentage of solids in the flocculant conditioning and flotation stages.

It is suggested that if adequate knowledge is available about classifiers in closed grinding circuits, these units may be used as on-stream size analysers when equipped with suitable sensing devices. Research work which is at present in progress to enable a hydrocyclone to be used for this purpose is discussed.

Cyanided tailings produced by gold processing operations may cause environmental problems, because they contain pollutants such as arsenic, sulfur and cyanide compounds. Moreover, tailings containing economic metals such as Au, Ag, Cu, Pb and Zn, are potentially valuable resources. In this article, cyanided tailings are catalytically oxidised by nitric acid in the presence of air or oxygen. The resulting solids may be leached to recover Au and Ag. The solution can be used to prepare ferric sulfate or iron pigment. Gases released in the reactions were recycled and reused by oxidation and absorption. All of these greatly improve metal recovery and the reuse prospects of cyanided tailings. Under the following conditions where the initial temperature of oxidation is 80¦C; initial concentration of nitric acid is 30 per cent (by weight); feed proportion (nitric acid to cyanide tailings mass ratio) is 3:1 and reaction time is two hours, the conversion ratio of cyanided tailings is 90.06 per cent. At the same time pyrite in the cyanided tailings is oxidised effectively, gold recovery is as high as 92.3 per cent and nitric acid loss per cycle is only five per cent because of NOx recovery.

Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.
