Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

In order to assess whether polysaccharide depressants are strongly or weakly and reversibly bound to the surface of talc, a series of experiments was conducted on New York talc in which the floatability of the talc in a microflotation cell was determined. The talc was conditioned in solutions of carboxymethyl cellulose (CMC) or guar gum in 10-2 ionic strength Ca(NO3)2 or Mg(NO3)2. The talc was then washed with four successive aliquots of water, or cation solution, to try to remove the polymer and the flotation response of the talc was assessed. CMCs of different charge (DS) were used to assess the effect of charge on the strength of bonding. The results show that CMC and guar gum could be removed to a large extent from the talc surface by washing with water (the floatability was restored), however very little could be removed from the surface by washing with cation solution. The higher charge CMC was easier to remove from the talc planes in the absence of cations than the lower charge CMC. Thus CMC bonding to talc has been shown to be irreversible or very slowly reversible only if cations are present, implying that cations are necessary to keep the polymer bound to the surface of the planes to effect depression. The presence of ions in solution also had the effect of maintaining surface coverage of the talc by guar gum.

A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

Ideal iron ore sinter is produced by optimising the balance between coarse (+2 mm), stable ore nuclei and a reactive matrix consisting largely of fluxed -1 mm fines. The authors have previously published work evaluating the matrix melting behaviour of a number of fine ores, using techniques developed by CSIRO. The focus of that work was to demonstrate the contribution of the matrix to overall sinter quality, with the results showing a direct correlation between melting point, matrix porosity and strength. CSIRO has also developed a complementary test to study the behaviour of coarse ore nucleus particles in contact with the sinter matrix and provide an evaluation of their reaction and assimilation properties. This test provides valuable fundamental information that can be used to better understand the role of specific ore types and optimise blend composition.The CSIRO laboratory-scale assimilation test is carried out by embedding particles of ores of specific sizes into a fluxed matrix of known sinter blend composition, using real ores and fluxes, in a laboratory test that directly relates to pot-grate and plant sintering conditions. Samples are fired under controlled conditions in a tube furnace using a standard heating profile and a constant, low-oxygen potential atmosphere. These conditions simulate the actual sintering process while removing the effects of the many locally-variable parameters (eg temperature, oxidation potential and localised chemistry) that exist in the actual process, meaning that trends in behaviour can be more clearly seen. Designed as a compromise between the industry-standard pot-grate sintering test and a more fundamental test using chemical reagents, the aim is to isolate and evaluate the nucleus behaviour of an individual blend component to allow an improved understanding of the role that an individual ore plays in a specific blend. Measured cross-sections of the resulting fired samples provide a semi-quantitative measure of reactivity, while accompanying photomicrographs allow a qualitative assessment of assimilation properties (eg volume and distribution of secondary porosity generated during reaction).In this paper, to complement the previous work published on melting behaviour, nucleus particles were selected from hematite, hematite-goethite and goethite ores and embedded in a simulated plant sinter matrix. Drilled core particles of two sizes were tested at fixed temperatures simulating low- (<1300°C) and high-temperature (>1300°C) sintering conditions. The resulting assimilation properties are compared and discussed as a function of particle size, temperature and ore/sinter mineralogy. The sizing and classification circuits at the Mt. Newman Beneficiation Plant have performed satisfactorily. Investigations have been aimed at solving minor problems and achieving small' improvements. Emphasis has been placed on cost reduction rather than metallurgical performance. It has been found that some circuits will give better performance with the sieve bends removed. 1.0 BACKGROUND Mt. Newman. Mining operates a major iron ore mine in the Pilbara region of Western Australia. Rainfall is sparse (average 250 mm/year). Current mining is all above the water table. What rain there is tends to run off quickly instead of soaking in. The total operation produces about 30 Mt/ year of saleable product. Most of this product comes from high grade crushing plants where ore from the quarries is simply crushed and conveyed to product stockpiles. About 3 Mt/ year comes from the Beneficiation Plant.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.

Over the past decade most, if not all participants in the resources sector have been involved in initiatives to improve margins, reduce costs and improve business profitability. In many cases the initiatives undertaken have fallen short of their stated objectives, and in some cases have resulted in the terminal decline of the underlying business. In reviewing why many such initiatives fail, a common theme of arbitrary cost reduction and a focus on minimising cost as opposed to maximising value and cashflow emerges. This paper proposes a structured process that allows mine owners and managers to develop an understanding of their cost structure and optimise production and cost outcomes from the business. The broad objective of cost optimisation is to create value by getting more out of existing and new assets by focussing on operational areas, particularly production and maintenance. The paper uses practical examples to highlight the application of cost driver trees as a mine improvement tool.

The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

Comparison of the Proterozoic Apparent Polar Wander Path (APWP) for Australia with the corresponding geology of northern Australia suggests that a number of discrete interplate tectonic events, manifested on the APWP as bends or inflections, may have controlled sedimentary basin evolution, ore fluid production and the timing of mineralisation. Similar features in the Phanerozoic APWP for the North American plate appear to correlate with major orogenic events, basin deformation, movement and 'entrapment' of hydrocarbons and minerals. Interplate tectonic events cause intraplate deformation which in turn controls the subsidence/uplift and sedimentation histories of the basins. Interplate events are thus responsible for creating, deforming and destroying sedimentary basins and the associated petroleum and mineral systems. The basins of northern Australia show remarkable similarities in the successions of volcanic and sedimentary deposits. Unconforrnities of regional or sometimes only local extent have been mapped between the major sedimentary sequences and it is predicted that interplate tectonic events corresponding to bends or inflections on the APWP directly reflect the processes that have produced these widespread unconformities. These processes are also likely to have controlled the geometry and character of the fluid migration pathways and hence the mineralising events. Palaeomagnetic studies of Proterozoic rocks in sedimentary basins provide a tool for predicting the timing of regional mineralisation events, particularly for low-temperature mineral systems. The techniques, when coupled with systematic regional basin analysis, using petroleum exploration techniques, may identify a number of new mineral 'plays' in northern Australia. Prominent inflections in the APWP occur at approximately 1700, 1670, 1650, 1600, 1540, and 1480 Ma. Each of these may be related to a regional compressional deformation, important mineralising event, or significant change in style and type of sedimentation. Most appear to be associated with magnetic overprints. Some of the inflections between 1400 and 540 Ma may also mark significant events in the evolution of Meso- and Neoproterozoic basins. Further work is required to correlate inflections in the APWP with alteration events in order to understand their regional significance.

Fifteen samples 'of clays and shales from the Adelaide area were selected from a total of 84 as representing material of possible value for the manufacture of light-weight aggregate. A detailed examination of the bloating. characteristics of these revealed four likely to be suitable. for expansion.' in a rotary kiln. One of these, a Tapley. Hill shale., was-fired in an 8 in. diameter rotary kiln, but con-tinuous bloating without ring formation in the kiln was not achieved. Steam,,-oxygen,, sulphur dioxide and carbon dioxide have been, suggested. as the agents of bloating. An examina-tion of .. the evidence : `leads to the conclusion that carbon dioxide derived from. carbonate minerals is likely to be the principal bloating agent. Attempts to bloat clays by the addition of mica were.not successful.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. THOSE who dabble in m.ining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the 'trade secrets,' at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge.The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted him. However, making a fortune and running a mine are twodifferent things.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

Base metal skarns have provided most of South KoreaÆs Pb-Zn production since the end of the Korean War, with the bulk of production coming from the Yeonwha group of mines. Currently only the Kumho Zn-Pb mine remains in production, while magnetite skarns are mined as iron ore at the old Yomisan and Ulsan base metal deposits. Base metal skarns within Korea fall into two groups; those hosted in Cambro-Ordovician limestone sequences, situated mainly in sub-basins in the northeast of the peninsula and those hosted within carbonate volcaniclastics of the Cretaceous Gyeongsang Basin, in the southeast. Sulphide mineralisation is dominated by sphalerite, lesser galena, arsenopyrite and pyrrhotite, with subordinate chalcopyrite and molybdenite with Ag-Co credits. Skarns are composed of pyroxene-clinopyroxene-garnet-carbonate-quartz and magnetite, grading into silica-chlorite hornfels. Most of the significant deposits display both pipe-like and stratabound morphology. In the Hwanggang district, a zoned distribution of Ordovician carbonate hosted, polymetallic Mo-W and Zn-Pb-Cu-Ag base metal deposits is observed around the margin of a Cretaceous granite intrusion. Similar polymetallic zoning is recognised in the Sangdong district, where deposits include Sangdong (W), Abisan (Au-As) and Yomisan Northwest (Zn-Mo) and Yomisan Southeast (Zn-Cu-Co), hosted in Ordovician carbonates in proximity to Cretaceous quartz porphyry intrusives. The Taebaeksan district hosts the largest deposits at the Yeonwha group of mines. Although production ceased in 1993, significant resources remain, hosted in Ordovician limestone and dolomite that have been intruded by Cretaceous quartz porphyry dykes. Deposits in the Cretaceous Gyeongsang Basin consist of bedding concordant, vertically stacked base metal skarn mineralisation at several stratigraphic horizons, connected by carbonate-base metal veins with a pipe-like geometry. Evidence such as massive sulphide layers and restricted proximal carbonates suggest mineralisation was initially partly syn-depositional, with both base metals and carbonate venting onto a lake floor, being reconstituted to skarns by later magmatic activity. Skarn mineralisation is universally closely associated with the Cretaceous Bulgugsa Series acid intrusive activity. A common intrusive-structural relationship is recognised at some deposits, with bedding plane and imbricate thrust faulting, introducing felsic intrusives as sills. These intrusions probably introduced the base metals, carbonate, boron, heat and silica, which metasomatically reconstituted the carbonate lithologies to form skarn assemblages. The Korean base metal skarn deposits are regarded as Zn-Pb chimney-manto skarns and display similarities to the Mexican manto type deposits.

Why go to the CIS? The vast mineral potential of the Commonwealth of Independent States (CIS) has long been recognised, but it has taken the lowering of the iron curtain to open up the region to serious mineral development consideration by the Western World. The advent of a free market economy and the emergence of the Independent States with pressing needs for foreign investment has led to a greatly improved investment climate. Coupled with the desire for some of the more entrepreneurial resources companies to head the wave of investment to the region, this sequence of events has promised a great deal, but delivered only modest progress to-date. Potential gold project development has provided the major focus, for three reasons: the region is highly prospective for gold, gold projects tend to have a relatively lower start-up capital cost compared to base metal and fossil fuel projects and finally bullion or refined gold is more readily transportable and easier to sell.
