Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

The North Fiji Basin (NFB) is delineated by the Vitiaz trench to the North (paleo sub duction zone, Brocher, 1985), the Vanuatu is- land arc (called before New Hebrides arc) to the West and South, the Hunter Fiacture Zone to the South-East and the Fiji islands to the East (Brocher, 1985 ; Larue et al., 1982 ; Carney and MacFarlane, 1982 ; Falvey, 1978). The NFB is characterized by shallow water depths (about 3 km) (Chase et al., 1982 ; Scla- ter et al., 1972 ; Karig, 1971), high heat flow (average of 2.29 HFC) (MacDonald et al., 1973 ; Halunen, 1979), strong positive free air anoma- lies (Worzel, 1965 ; Kogan, 1976 ; Luyendick et al., 1974 ; Solomon and Biehler, 1969) and a geoid anomaly (Malahoff and Larue, 1979) inter- preted as a geoid swelling. Few refraction data reveal a relatively thin crust and sediment co- ver, and the existence of low speeds in the up- per mantle beneath the NFB (between 7,1 and 7,7 km/s) (Larue et al., 1982 ; Raitt, 1956), which could indicate the existence of active spreading zone(s) in this area (Barazangi et al., 1974). Global seismicity of the SW Pacific clearly de- fines the.limits of the NFB, as well as the Lau basin (Sykes et al., 1969). But one can note the low level of shallow seismicity of the NFB (Ham- burger and Isacks, in press) which concentrates in three distinct trends :

Mobile mining equipment presents only a small portion (ten per cent mining project costs but the selected technology will determine to a large extent the mining performance and mine profitability. The actual performance of the selected mobile equipment technology will rely on the support functions, infrastructure, user interface and user acceptance. Optimising the technology to match the circumstances is an increasingly important phase in a mine feasibility study. Smartly done feasibility studies include the possible future needs of changing or building-up of the selected technology. In massive mining applications the machinery faces quite different challenges than in selective or small-scale mining applications. In massive mining applications the efficient and continuous move of large amounts of material has led to the use of increasing degree of automation. This higher degree of automation in a mining application, on the other hand, will be best applied to a smooth and streamlined mining process and operation. Mining methods like block caving support automated operation. Automated mobile equipment needs supportive infrastructure, monitoring and information transfer systems as well as well established working procedures. Too often the user interface and human factor is disregarded during the consideration of automation. Through the available supplier programming tools it is possible to see how much the selected technology provides flexibility in changing production or economical situations, when major rebuilds or replacements are necessary, and view the effects of all these on the mine economy. When adequate technology is available from various sources, the difference becomes from preparing for the future, managing costs and combining the best layout with the most suitable technological solutions.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia.As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary.The works are situated at Port Kembla (New SouthWales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. Thi.s will mean a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operations. The works as they exist are capable of turning out 1200 long tons of refined copper per month. It is gratifying here to note the unqualified success with whichthe E.S.A. refined copper met with on first being put on the market.

The application of high pressure water jet technology to the drilling of longholes in coal has resulted in the development of a system currently capable of drilling to lengths greater than 200m. Field tests at the German Creek Mine have demonstrated directional control of the holes within a 0.5m section of the seam. Initial application of the technique at the German Creek operations is for drilling methane drainage holes. Since 1960, the Dongchuan Copper Mining Bureau, Yunnan Province, China, has treated copper oxidised ores by sulphidisation - flotation technique only to recover copper. In order to improve the metallurgical performances and economics of flotation, extensive development work has been carried out during the past 30 years: several specific flotation flowsheets have evolved from the originally selected `stage - grinding and stage - flotation' flowsheet to suit various ores; the overall grinding size of the ores has been increased from 80 per cent - 200 mesh to 90 per cent - 200 mesh, resulting in significant increase in copper recovery; the substitution of CaS for NazS proved to be successful in sulphidisation of copper oxidised minerals, and also in avoiding the depressing effect of Na2S on copper sulphide minerals; the application of a number of activators of copper oxidised minerals, especially ethylene diamine phosphate, has considerably improved the flotation performance and decreased the consumptions of other reagents. Finally, the combined use of sodium hydroximate with butyl xanthate has been shown to be effective in enhancing the floatability of both copper oxidised and sulphide minerals.

In the first half of this century a mining industry was developed in Indonesia under Dutch colonial rule. World War II and the subsequent struggle for independence resulted in the destruction of most of the infras- tructure and much of the data. After independence, restrictions on for- eign investment and internal turmoil prevented re-establishment of a viable mining industry until the formation of the present Government after 1965 and the enactment of sound laws in 1967 to encourage foreign investment. Rebirth of the mining industry was followed initially by slow growth, but in the 1980's, spurred by the worldwide interest in gold, Indonesia has become the focus of an intense exploration boom for gold and other precious metals. 103 Contracts of Work for gold have been awarded since 1985 with Australian companies being the most predominant. Since 1985 three new gold operations have been commissioned and another two are nearing completion. Several more are undergoing feasi- bility studies. There is reason to predict that Indonesian gold produc- tion will grow to place the country in the ranks of significant producers during the 1990's.

The direct smelting of zinc sulfide con- centrates has been investigated by an extensive series of computer-based thermodynamic equili- brium calculations. The study covers both pure 7.n-S-O-C-N systems and practical concentrate- coal-air-flux systems. It is shown that for a zinc concentrate containing iron and lead sul- tide impurities, a 97% yield of zinc vapour with autogenous operation can be obtained under carefully optimized conditions. The possible integration of this process with existing zinc condensation and recovery processes is Discussed.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

Tin-polymetallic vein type deposits are one of the major source of metal producers in the Circum Pacific Belt. This type of deposit is of great importance for the modem electronics and medical industries because of their high content of rare metals (especially indium and bismuth). We have studied two representatives, Tosham of India (Cu-In-Bi-Sn-W-Ag-Au), and Mount Pleasant of Canada (Zn-Cu-In-Bi-Sn-W), using proton and electron microprobes in order to delineate the distribution of medical/high-tech rare metals. The electron microprobe study showed that major indium carrier in such type of deposit are roquesite (CulnSZ), sphalerite, stannite and a Cu-Zn-Fe-In-Sn-S mineral; and that indium is incorporated in sulfides by coupled substitution like Cu + In = 2(Zn + Fe). The proton microprobe showed that indium at trace levels is also present in chalcopyrite and pyrite. In addition, zinc, copper, arsenic, antimony, selenium, tin, and bismuth are common in chalcopyrite and pyrite. Arsenopyrite contains nickel, copper, zinc, silver, tin, antimony and bismuth. In chalcopyrite and pyrite, zinc, arsenic, indium, bismuth and lead are higher in Mount Pleasant ore, but silver is higher at Tosham. Also thallium and gold were found only in Tosham pyrite. The Tosham deposit is genetically related to S-type magma, while the Mount Pleasant deposit is related to A-type granite. Tosham ore contains zinc-bearing biotites that coexist with chalcopyrite in ore bodies but Mount Pleasant ore lacks such biotite. We propose that the difference in elemental abundance between the two deposits are caused by the different character of source magma and different mineral associations of the ore body.

The inferred ground conditions for the proposed mined cross passages at the northern end of the Waterview Connection tunnels consist of an overburden of alluvial and residual soils, with mixed face geology of highly weathered to unweathered extremely weak rock. This paper describes three-dimensional (3D) finite difference analyses undertaken to evaluate the stability of the cross passage headings and to validate the proposed sequence of excavation. The analyses undertaken incorporated the influence of the construction of the mainline tunnels and the breakout opening in the segmental lining for construction of cross passages.The stability analyses were carried out using FLAC3D™, version 4.0 (by Itasca Consulting Group) by progressive reduction of shear strength parameters to obtain a failure condition and estimate a factor of safety. For each step of strength reduction, corresponding increments of displacements of several points on heading faces were monitored. The stability obtained from numerical analyses was compared with analytical solutions. Interpretation of results of drained analyses indicated instability of the upper 2 m of heading face within the highly weathered rock mass. Additional analyses were undertaken by including grouted fibreglass dowels to reinforce the heading face. The results of the additional analyses showed significant reduction in displacements and yielding of ground around the face. The proposed temporary support comprised face reinforcement using grouted fibreglass dowels in conjunction with canopy tubes and perimeter support of steel fibre reinforced shotcrete. The stability of the construction sequence, which was related to the specific requirement of the proposed excavation equipment, was validated.CITATION:Wansbone, M G and Bhargava, R, 2014. The debate on the mechanism of adsorption of gold and silver di-cyanide onto activated carbon could be divided into two schools of thought. On the one hand, it has been proposed that the combined effects of electrostatic and chemical interaction between the activated carbon surface and adsorbing gold di-cyanide anion results in the adsorption of the latter. On the other hand the `ion-pair' adsorption reaction mechanism has been vigorously advocated as the dominant mechanism responsible for the adsorption of gold di-cyanide onto activated carbon. It is maintained that gold is adsorbed onto the carbon surface as the neutral ion-pair [M"+][Au(CN)z ]". Adsorption is viewed as the result of mainly the chemical interaction while electrostatic interactions are neglected. The validity of the `ion-pair' adsorption mechanism may be challenged on a number of counts. However, the alternative mechanism (based on aqueous surface chemistry principles) has not gained general acceptance yet, because it has not been applied widely enough to explain the different adsorption phenomena associated with gold di-cyanide on activated carbon. In the present study the case in favour of an adsorption mechanism based on general aqueous surface chemistry principles is presented. A model framework is developed for the adsorption reaction mechanism of gold di-cyanide onto activated carbon which incorporates the effects of chemical and electrostatic interactions between the dissolved species, the aqueous solution and the carbon surface. This model is then employed to explain a wide variety of reported adsorption phenomena for gold di-cyanide on activated carbon, such as the effects of pH, the adsorption of different metal cyano complexes, ionic strength, and type and concentration of cations in solution. In addition the effects of cyanide and dissolved oxygen concentration were investigated. No ready explanation, in terms of aqueous surface chemistry principles, is yet available for the switch in adsorption behaviour that agrees with ion exchange to ion-pair adsorption with increasing ionic strength.

The theme i wish to develop in this talk is how we might make use of the scientific and technological knowledge we now have ofextraction metallurgy to meet the present-day needs of the production industry.Before doing so, I would like to say a few words in tribute to Dr. G.K. Williams since he was a past master at precisely what I wish to talk about. I knew G.K., as everybody called him, during the time he spent at Avonmouth in the late 40's and in the 50's. Later, when he was ostensibly retired, I had the pleasure several times of lunching with him when I was visiting Melbourne.When G.K. was at Avonmouth, the Imperial Smelting Process was in that capricious adolescent stage in between the pilot plant and the full-scale commercial unit. G.K. was a great collector of process plant data which hung in cascades from the walls of his office and-from his hand-operated desk calculator. What G.K. understood very well were the basic metallurgical and engineering principles of what was going on in the sinter machine, the shaft furnace and all their ancillaries.

"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016. There is a plethora of activities that have been, and continue to be, performed to improve the health, safety and well-being of workers involved in resource industry activities. These activities include implementation of risk management systems, performing risk assessments, constructing bow-ties, implementing critical control management systems, undertaking personal, process and functional safety initiatives, implementing psychological and physical health as well as industrial hygiene programs. Despite the significant work that has occurred over the last several decades, unacceptable levels of fatalities, injuries and illnesses continue to persist as evidenced by Safe Work Australia statistics.

Large blast furnaces demand high standards of preparation of feed materials which must meet tight specifications of chemical and physical quality. Measurement of these factors must be expeditious but the nature of the coke, sinter, ores and fluxes and the large tonnages involved requires substantial mechanical sampling plant. The equipment, its operations, and its problems, associated with the 5000 t.p.d. No.5 blast furnace at Australian Iron and Steel Pty. Ltd., Port Kembla, are described and the efficacy of chemical blending achieved in the ore blending yards and sintering operation, is reported.

Questions of sampling precision and accuracy affect every process plant in differing ways and to differing extents. To address these perceived issues, chemists, metallurgists and engineers are often asked to check their results to confirm their reliability. However, it is not possible to achieve the level of detail required to check every sample, especially if the event has already occurred. No operation has the resources to frequently sample every point in the process for the purpose of verification.One way to address this scenario is by generating a sufficiently detailed comparative data set from a dynamic mass balance simulation of the processing plant. This mass balance uses both sample and plant instrument data to model every flow, while also taking inventory changes and process chemistry into account.The mass balance data can be used to identify any bias present in plant sampling and analysis. It can also be used to verify any unexpected assay results by taking a holistic view of the process. Improving the precision and accuracy of sampling data helps support operational decision-?making and understanding. It also improves the accuracy of the dynamic mass balance used in this process, facilitating further improvements.CITATION:Vagenas, J P and Wall, D W, 2017. Faced with the need to improve workplace conditions in both its development and production headings in its existing K1 orebody, as well as its new K Link and K2 orebodies, the Kencana mine in Indonesia took the novel approach of reversing the ventilation on most of its access ramp by outcasting up the ramp to the portal. Working levels were then fed with fresh air via auxiliary fans sealed into the current surface ‘egress’ intake raises (ladderways) or another small surface intake raisebore rather than from fans hung in the ramp as in the past. Outcasting the portal provided a substantial increase in the total mine exhaust capacity allowing fewer levels to be ventilated in series and significantly improving conditions, especially in the most difficult workplaces to ventilate. It also reduced the consequences if there was to be a fire on a vehicle in the ramp. The same system using the ramp as an exhaust is also intended to be used as part of the final ventilation solution for the new K2 orebody which also uses a novel single surface ventilation shaft that is vertically split into separate intake and exhaust compartments using a concrete brattice. Using the main ramp as an exhaust has potential application in many other operations in Australia using surface ramps which otherwise frequently suffer from overuse of series ventilation circuits and poor working conditions at the mine bottom.

British Coal has always been a big mining company and its management has been beset with many of the problems one would associate with such an undertaking. These include its accountability to Government, its market vulnerability to competing fuels and to imported coal and its relationship with its workforce but also with its own history and size. As a fragmented private industry up to and including the Second World War, it was starved of capital and its management developed an historic relationship with its workforce which was often counter productive to success. Once nationalised, it contributed greatly to post-war industrial regeneration, investment was forthcoming to reconstruct existing mines, sink new ones and to mechanise production operations. British manufacturing companies contributed to this mechanisation drive, the very success of which drove up production and productivity and against a declining market, contributed to the reduction in size of the industry. Production machinery design evolved in the 1960s with close collaboration between manufacturers and users such that an inevitable proliferation of machinery types and specifications developed to meet local needs. Longwall mining internationally outside Western Europe only became significant in the 1970s. It became apparent that international operators demanded higher levels of plant performance from British manufacturers than British Coal did. This was the birth of the "heavy duty" plant concept. As international performances outstripped our own then British Coal moved in to invest in itself, in this heavy duty. This re-investment commenced in the mid 1970s but only gained real momentum in the 1980s when it became a virtual re-equipping exercise for the whole industry.
