Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

Volume of steel consumption is the barometer which measures economic progress and/or industrial status of any country.India and China are the two countries in Asia which have the significant impact on the global steel industry. Of course, China is much ahead of India in consumption level of steel.

Accurate sampling of slurry streams is extremely important for metallurgical accounting in mining operations, not only for measuring the ore grade from the mine, but also for measuring the recovery of mineral by the mineral processing plant. Accurate sampling is also required for intermediate streams in complex circuits for determining efficiencies of processing units within the plant. As the profitability of the minerals industry is squeezed more with time, greater emphasis is being placed on efficient use of the resource and accountability of the various sections of the mining operations. This has led to increased awareness and interest in obtaining statistically correct sampling across the operations. Accurate sampling is not only required for metallurgical accounting, but is also required for on-line analysis of the slurry streams for elemental analysis and for particle size. Sampling of slurry streams for metallurgical accounting purposes has traditionally been one of the areas of concern in mineral processing plants. In the first instance, the sampler must be designed to comply with the fundamental principles of sampling theory and must provide a representative sample of the slurry stream. In the second instance, the sampler must continue to reliably provide a representative sample, regardless of wear of the equipment or build up of solids with time and other operating issues. To-date the main type of sampler that has been used in mineral processing plants for metallurgical accounting has been the Cross-Cut sampler. These have a cutter that periodically cuts across the full slurry stream. For large flow slurry streams, these are often followed by a secondary and perhaps a tertiary sampler, to reduce the flow-rate or sample, to a manageable size. This paper discusses a new method of sampling slurry streams that has been developed by Thermo Gamma-Metrics, previously known as Amdel Instrumentation. The new samplers overcome many of the problems associated with cross-cut samplers while providing a sample which is representative of the main stream, throughout the life of the sampling system. The sampler is called the SamStat (Sampling Station) and it is now proven in many applications across many countries and mineral processing plants (PGMs, Cu/Au, Pb/Zn, etc).

Ok Tedi Mining Limited has recently completed the first phase of a trial to compare the performance of D26B Krebs cyclones in different configurations to the new Warman 650 mm CAVEX cyclones. From 1992, rougher flotation feed size has increased from the target d80 grind size of 150 ¦m with increasing SAG mill throughput. At high SAG mill throughput, operators have difficulty maintaining the target cyclone feed pressure and must increase the cyclone feed density, thus resulting in a coarsening of the cyclone split. Warman International have developed the CAVEX high capacity cyclone. The new CAVEX cyclones, when compared to the Krebs units appear to:produce a measurable increase in volumetric flow for the same pressure drop; maintain or decrease the proportion of coarse particles reporting to overflow; and lower the overflow density. In all plant trials to-date, the CAVEX cyclones appear to be superior to the standard Ok Tedi Krebs cyclones. Further testwork is planned to evaluate modified Krebs cyclones (with recent design improvements) against the CAVEX cyclones.

DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

Anglo American’s Los Bronces copper mine in Chile has been conducting detailed assessments investigating value adding options for their asset. The mine has conducted several detailed Mine-to- Mill and Grade Engineering studies to investigate increased throughput and head grade and to quantifying the impact of these approaches across the life of mine. CRC ORE has two key technologies namely Grade Engineering and the Integrated Extraction Simulator. These two technology suites have been combined to understand the technological landscape and associated value drivers suitable for application at Los Bronces. Detailed ore characterisation test work was conducted to:  measure and spatially model the propensity of ores to naturally deport and  develop customised blast models for Mine-to-Mill and Grade Engineering evaluation The outputs of this work were utilised to develop a block model populated with a range on new Grade Engineering and blasting parameters suitable for scenario analysis. To facilitate scenario analysis a high-fidelity value chain model of the Los Bronces operation from blasting to concentrate production was built in IES. IES was combined with sophisticated analytical tools such as Neural Networks to develop and reconcile a fully integrated value chain. The value chain model made it possible to simulate in IES all available blocks in the block model to predict throughput and grade changes for different strategic scenarios. The scenario analysis was run across 24 strategic combinations of Mine-to-Mill and Grade Engineering and comprised several million simulations. The scenarios investigated each technology independently and jointly to provide an attributed block model that can feed forward into technoeconomic modelling to determine optimal execution strategies for the mine. This paper presents the first published study combining Grade Engineering and IES to provide mass simulation capability to investigate strategic options for a mining asset.

BechtelÆs Mining and Metals projects across the globe are executed in remote arid and semi-arid countries where providing even basic water supplies impose considerable challenges. Opportunities for water conservation measures using a Six Sigma initiative were proactively pursued to address the potential business impacts of limited availability of water resources. The initiative investigated areas driving water-optimisation during concrete operations and camp management. This paper details the water conservation evaluation of alternatives and cost/benefit analysis based on current and predicted water usage for development projects. Optimisation of water consumption through institutionalising more prescriptive standards for camp design and defining water conservation requirements have resulted in a new standard specification. Based on our projected mining project workload across the globe, it is estimated that for the period 2012 - 2015, a potential 5.5 M m3 water savings resulting in US$11 M could be realised for construction camps and savings of 4 M m3 of peripheral concrete process water resulting in potential cost savings of US$8 M could be achieved as a result of these revised standards.CITATION:Haase, T, Hannah, B, Ganapathi, G, Martin, L, Madore, C, Labarca, F and Uriarte, M, 2013. Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

The Obuasi Mine has been in operation for the past 100 years. Within this period a host of mining methods have been employed during its various changing phases. The causes for the changes are multiple, ranging from orebody capability, dynamics, technology, safety, economics, production levels, geotechnical, etc. Mining methods applied have also ranged from timber square setts, conventional cut-and-fill, shrinkage stoping, sublevel caving, mechanised cut-and-fill, longitudinal and transverse open stoping, and lately longitudinal retreat mining method (LRMM).The Obuasi Mine has a world class underground resource potential of about 27 million ounces. A third of this is in reserve. The orebody is subvertical, with multiple lodes and with widths ranging from 1.5 - 40 m. It stretches along 8.5 km N/S strike. A cursory statistical analysis on the various resource ore widths show a higher percentage (60 per cent) of the resource being within the range of about 1.5 - 10 m. Thus a high proportion of the resource is amenable to narrow vein mining methods. This has enhanced the choice of LRMM as an alternative method. Also, with the increasing cost of mining over time, LRMM, which eliminates expensive and time consuming footwall drives, will become far more advantageous as compared to the transverse/longitudinal open stoping methods which currently constitute about 40 per cent of the total underground production.The LRMM currently delivers about 20 per cent of the Obuasi Mine production. Plans are underway to improve total underground production from the current average of 160 000 tpm to about >180 000 tpm in the next few years and about 20 - 40 per cent more in the foreseeable future. Recoverable ounces will also increase from 26 000 to about 34 000 ounces per month. The proportion of LRMM in the business plan is also expected to increase from the current modest level to about 50 per cent. Despite its tremendous advantages in terms of economics and productivity, the method is facing some challenges during its inception. The segment of the Upper Cenozoic volcanic chain (CVZ) located on the western border of South America (16-28¦S lat.) is constituted by an association of strato- volcanoes and ignimbrite sheets, with high K calco-alkaline affinities. Strata-bound volcanoes, mainly of andesitic and dacitic composition, present along the whole chain, and various hydrothermal alteration zones, on the slopes and in the cores of eroded volcanic structures. Some of these altera- tion zones bear epithermal precious metal ores and sulphur deposits, which at present are being exploited. The studied Salar de Gorbea area, located in the Andes of northern Chile (25-26¦S lat.) contains a numer- ous group of Miocene to Quaternary stratovolcanoes, with advanced argillic and extreme silicification hydrothermal alteration in their cores and on their slopes, favoring the formation of great volumes of alunite within altered zones and sulphur deposits in the higher parts of the volcanic edifices. Simultaneously, siliceous hydrothermal breccia of the phreato-magmatic type, with evidences of hydromag- matic explosions are recognizable, allowing, in some cases, the ascent towards the surface of rock fragments belonging to the Paleozoic pre volcanic basement. Radiometric ages obtained in some of the hydro- thermal alteration zones (K-Ar in alunite) are slighty young- er than the unaltered rocks which constitute the strato- volcano. Trace element (Hg, As, Sb, S, Au, Ag, Cu, Pb, Zn, Mo) patterns in orientative rock samplings show that the studied alterations zones correspond to high sectors of the cpithermal system, without evidences of metallic minerali- zation on surface. The weak erosive action due to the ex- tremely and climatic conditions in this segment of the Andes, has not allowed the cropping out of deeper areas of the hydrothermal alteration zones, in contrast to other Miocene more eroded volcanic edifices and Miocene vol- canic terranes of the Andean Range.

Strain-type rockbursts, or strainbursts, are characterised by a localised violent failure. Their cause is attributed primarily to the sudden release of strain energy, which accumulates in a volume of highly stressed rock as a result of mining activities. Examples of such phenomena are crown/sill pillar bursts created in the mining process, pillar crush in room-and-pillar mining, face ejection in drift development headings at depth, and floor bursts associated with deep shaft sinking. The paper describes a simple method for the assessment of crown pillar bursts in steeply dipping ore deposits which are extracted by the overhand cut-and-fill method. The method is based on a theory previously established by the author to help assess the need for a remedial solution such as pillar destress blasting. Basically, the mining-induced energy storage rate (ESR) in the pillar is compared with the critical strain energy to come up with the so-called burst potential index (BPI).

THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. This is accomplished in the following steps :- (1) Removal of Coppel - Copper is largely present in the base bullion as dissolved sulphide, and this is removed by liquation in a reverberatory type furnace, of which the following are the essential details :-Working temperature 7500 to 8500 C.Coal consumption per 24 hours 2 tons.The hearth of the furnace is encased in a steel tank 22 ft. 4 in. long by 13 ft. 4 in. wide by 2 ft. 10 in. deep; the bottom of the tank is covered by a depth of composition conforming to the invert :-Cement 39 cwt.Brick dust 8.4 tons.Fireclay 0.6 tons.Sand 0.6 tons...

Laboratory scale flotation tests were done on mineral hematite and aspecular hematite ore using oleic acid and sodium oleate as collectors. The mineral hematite floated strongly in the neutral pH region, with an increased pH range of flotation at higher oleate additions. Concentrates with sufficient hematite grade to meet the paint pigment specification were produced using oleic acid and sodium oleate as hematite collectors on the specular hematite ore. Hematite recoveries of 70 per cent at 60 per cent Fe grade were obtained using stagewise roughing. The interaction between hematite and oleate was confirmed as chemisorption but the exact mechanism could not be determined, as two independent phenomena can be used to explain the fact that the pH of maximum grade increased with increasing oleate addition.

Miners and explorers in New Zealand are expected to consult with stakeholders, keep out of core conservation areas, and operate a high standard of environmental management and rehabilitation. These requirements are not difficult to meet, but many of the industry's own actions have brought it to a low level of general public esteem in New Zealand. Reasons for this are discussed, drawing examples from the Maruia Society's experiences with the industry since the mid-1980s. The boundary between core conservation areas and other land is not easily drawn, and the Maruia Society has sought to work with the mining industry to promote legislation for net conservation benefit trade-offs. However this initiative was not successful. Today the industry, unlike most other major industry sectors in New Zealand, has no accord with the country's conservation movement.

The Pine Creek gold mining development consists of a 1000000 tonne/yr open cut mine, a carbon-in-pulp processing plant and support facilities. The operation is located at Pine Creek, 230 km south of Darwin in the Northern Territory. The mine was officially opened in late October 1985, having been designed and constructed in less than twelve months, despite front end expenditure constraints and unseasonal cyclonic rains shortly after commencement of site activity. Non-traditional methods and attitudes were required to be adopted by both Engineer and Owner to successfully bring the project from preliminary design through construction and commissioning in a minimum time. Those areas which differ from the more traditional approaches to Project Management are examined together with a review of the advantages and penalties of these methods.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

‘Those who cannot remember the past are condemned to repeat it.’George Santayana (16 December 1863 in Madrid, Spain to 26 September 1952 in Rome, Italy). Philosopher, essayist, poet and novelist.The minerals industry requires specific technical expertise in mining and mineral process engineering, geoscience, environmental science and social sciences to maintain and operate its current business and to develop future projects. A steady supply of new graduates is essential to replace not only retirees, but also those who left the industry during the recent downturn. The supply of trained graduates is however not instantaneous, and there is a four-year lag from entry into university to graduation. It is essential that this lag in human resource supply and a likely shortage of knowledgeable, qualified talent is taken into account when considering risks to the business of mining. The shortage of skilled professionals has in the past resulted in unsustainable salary expectations and is likely to pose financial and execution risk to new projects. This paper will review some recent statistics of students in training from around the world and explore what action is required to not only sustain the training courses that provide future ready talent to the mining industry, but also ensure that graduates from these courses are equipped to create change and be leaders in the industry. The future prosperity of the industry is dependent on delivering sustainable stakeholder returns through the cycle. This will be achieved by developing capable individuals that can respond to the complex, adaptive challenges facing the industry.*This is an abstract only. The Wabu Ridge Gold Skarn deposit is located at elevations of up to 3100 metres above sea level, in the Central Highlands of Irian Jaya, Indonesia, 35 km NNW of the Grasberg porphyry deposit. Wabu is a grass-roots discovery in an area with no previous gold mining history or record of gold mineralisation. A geological resource of 117.26 million tonnes at an average grade of 2.16 g/t Au (1.0 g/t Au cut-off) has been defined to-date. Mineralisation is hosted within a skarn occurring along the southern boundaries of the Late-Miocene age monzonite-diorite Pagane intrusive complex. The intrusive complex occurs in the footwall of a major EW structure, the Derewo fault, which displays sinistral strike-slip and reverse fault movement. The Derewo fault separates Derewo metamorphic units to the north from platform sediments of the Australian craton to the south. The skarn has a strike length of 6 km and is up to 1.5 km wide. It is developed within calcareous shelf sediments of the Tertiary New Guinea limestone group and is dominated by prograde garnet development. Gold mineralisation was deposited during retrograde alteration and is directly associated with arsenophyrite and bismuth minerals. Retrograde alteration is distinguished by a sequence of clinopyroxene , magnetite, epidote and hornblende, biotite and chlorite and lastly carbonate. Gold is associated with the biotite/ chlorite phase together with sulphides and precipitated as the result of fluid mixing. The Wabu Ridge Gold Skarn deposit was identified in April 1990 during a regional program of helicopter assisted stream sediment sampling of -80 mesh (180 microns) fraction and panned concentrate sampling. The initial discovery sample site was situated 15 km down stream from the deposit and returned 1.49 ppm Au for the stream sediment sample and 138 ppm Au for the panned concentrate sample. A regional airborne helicopter magnetics survey, conducted in early-1992, helped defined the main magnetite associated skarn zone and the extent of associated igneous rocks. Detailed follow-up commenced in May 1992 and consisted of detailed mapping, soil sampling and ground magnetics prior to drilling the first hole in October 1992. Drilling to-date has delineated a contained geologic resource of 8.1 million ounces of gold and potential exists for a larger resource.
