The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

A massive cobalt-containing pyrite orebody occurs in banded albite-quartz-biotite rocks at Thackaringa, some 30 km SW of Broken Hill. Because of the world-wide shortage of cobalt during the late 1970s, serious consideration was given to the development of a suitable flow-sheet to recover the cobalt from this ore. Details of a pressure leaching process in which more than 90 per cent of the cobalt is extracted from a pyrite concentrate are presented.

The paper presents a brief history of endeavours to start a mining education programme which began in the days when Papua New Guinea's first large mine, at Panguna (Bougainville), was coming into production. The status of the Public Investment Programme in Mining Engineering and the facilities being created for the education and training of Papua New Guinean citizens in mining and mineral processing are also described. Future expansion plans are also detailed including those for the commencement of petroleum engineering and geological engineering which would include courses in mining geology, exploration geology, engineering geology and petroleum geology. The paper also looks at the manpower training requirements in the lower levels of mining industry such as pit foreman, blasting foreman and other similar positions. It stresses the need to start mining technical training programs at pre- employment level and at certificate level in a technical college, possibly Lae Technical Colleqe.

In the context of sustainable development, the Minerals Council of Australia (2010) states that 'investments in minerals projects should be financially profitable, technically appropriate, environmentally sound and socially responsible'. In other words, the business of mining can only be sustained if these criteria are met.   Science and technology plays a major role in all four of these criteria. This paper will present the technology and innovation emerging from the Minerals Down Under National Research Flagship which brings together CSIRO and more than ten of Australia's leading universities to work with industry to drive efficiency, productivity and environmental performance. This work is required if the Australian minerals sector is to thrive and continue to deliver national benefit in the face of increased global competition, declining ore grades, depleting ore deposits, increasingly constrained national resources (land, energy, water and people) and changing societal expectations.   Science and technology to reduce emissions and water use, discover greenfields resources, enable deeper mining operations and transform mineral processing are described. Technology is presented as an enabler of sustainability: a means to this end but not as an end in its own right.

With depth, many gold ores become sulfidic with minerals such as pyrite, pyrrhotite and arsenopyrite becoming prevalent. In addition, many underground gold mines use tailings backfill to bind and store the waste. In these cases, acid mine drainage (AMD) can become an issue. One approach to the control of AMD is desulfurisation whereby the sulfide minerals are removed prior to disposal. Four sulfide tailings samples, representing different ore types and gold and base metal operations, were selected for assessment and testing using simple physical beneficiation techniques. The aim was to determine the extent to which mineral processing methods were suitable for separating sulfides from non-sulfides and for extracting potentially marketable by-products from the tailings. In order to streamline the testing procedure a simple diagnostic separation technique was developed to enable quick screening of bulk sulfide tailings for suitability for reprocessing. The testing procedure involved detailed characterisation and a sequential set of testing regimes based on simple unit processes including water washing, classification, gravity concentration, magnetic separation and bulk flotation. The preliminary test results indicate each unit process can play an important part in producing effective sulfide/non-sulfide separations and in generating useful by-products from the tailings. Potential valuable products identified include coarse, benign silica sands, bulk iron sulfide products rich in pyrite and/or pyrrhotite, high-grade iron products (magnetite) low in silica, low-volume bulk sulfide concentrates and low-grade molybdenite and talc products. The work presented shows how sulfide tailings can be viewed as a resource rather than a waste stream, and identifies a pathway for developing a more sustainable approach to the environmental management of sulfide tailings for the future.

The Late Archaean of South AustraliaÆs Gawler Craton contains significant potential for gold resources. The main targets of interest are migmatised gold style systems of which the Challenger deposit is the best known example. This deposit is one of the lower cost gold producers in Australia due to the high-grade, low-tonnage nature of the mineralisation. Structurally controlled, metamorphosed deposit styles are also possible throughout the Archaean of the Gawler Craton, including occurrences within reactivated shear zones. More typical, lower metamorphic grade orogenic gold styles are also possible within greenstone host sequences identified in the central and southern parts of the Gawler Craton.

The Midas epithermal system is one of the larger low-sulfidation epithermal vein systems discovered in the western US in recent years, containing in excess of 3 Moz of gold (premining). The deposit is spatially and temporally related to bimodal volcanism in the Northern Nevada Rift; dates on igneous rocks (16 - 14.7 Ma) bracket the age of high grade veins (15.3 Ma). Hydrothermal alteration at Midas is typical of epithermal systems, comprising proximal potassic through distal propylitic assemblages; in contrast to many epithermal systems, Midas has minimal development of wallrock illite/sericite. Mineral assemblages are clearly zoned on the vein structures that acted as focal planes for fluid upflow. Geochemical zoning patterns also show this zoning. Metals were deposited in open-space veins as the result of boiling of hydrothermal fluids; multiple episodes of crustiform mineral deposition are documented in the vein textures. The major vein minerals include quartz, adularia, calcite, selenides and sulfides, with electrum as the primary ore mineral. REE patterns for vein material are similar to patterns for coeval rhyolites, but distinctly different from patterns of the host rocks. Stable isotope data are consistent with meteoric water as the dominant ore fluid. Combined REE and stable isotope data suggest that fluid from which the main ore-bearing stage of the veins was deposited was slightly lower pH than other stages.

In recent years there have been many changes in mine ownership due to the on-going rationalisation towards larger mining companies. Larger companies inevitably find it hard to manage small mining operations and in many cases smaller mines do not fit corporate resource, production and profit criteria. Smaller companies are more suited to managing these medium or small scale mines and are tendering for the purchase or lease of mines that larger companies wish to dispose of. In addition to these factors there has also been a trend (especially in Western Australia) for mines to continue operating at ever increasing depths. This in turn has led to more mines operating in high stress environments and experiencing damaging seismicity. Assessing the viability of seismically active mines from a takeover or purchase point of view should involve analysing the risk profile of every aspect on mining that could be affected by adverse seismicity. This includes assessing current and alternative mining methods, mine designs, support systems, extraction sequencing, monitoring and blasting. This paper includes discussion on items that need to be assessed when considering the purchase of seismically active mines, with experience gained from some recent studies in Western Australia. In these cases it was apparent that quantification of previous seismic history on itÆs own was a totally inadequate method of assessing minewide seismic risk potential. A more holistic approach is required, taking into account all aspects of relevant data, all the minewide effects of seismic activity and all possible means of mitigating those effects.

An ilmenite ore from the Murray Basin was initially characterised using combined X-ray Fluorescence Spectroscopy (XRF), X-Ray Diffraction (XRD), Scanning Electron Microscope (SEM) and Electron Probe Microanalysis (EPMA) techniques. XRF analysis showed the ilmenite sample contained 58.7 wt per cent TiO2 and 26.2 wt per cent Fe2O3. Major impurities included: Cr2O3 (4.5 wt per cent), Al2O3 (2.7 wt per cent), SiO2 (1.9 wt per cent), Mn3O4 (1.5 wt per cent) and MgO (1.1 wt per cent). Manganese and magnesium were present as solid solution components within the ilmenite lattice while the elevated Al2O3 and SiO2 levels were due to separate aluminosilicate gangue minerals. Chromium was associated with discrete chrome spinel gangue phases of variable composition, (Fe,Mg)(Cr,Al)2O4. Quantitative XRD analysis of the sample identified rutile (12 per cent), ilmenite (11 per cent), and pseudorutile (67 per cent) as the main titanium-containing phases and chrome-rich spinels (seven per cent) as the major impurity phase. Minor quartz, aluminosilicates, zircon and monazite were also present. The ilmenite was mixed with synthetic graphite, pressed into pellets and reduced carbothermally in nitrogen at 1200 and 1400°C with C/O molar ratio of 1.2. Titanium oxide in the ilmenite was converted to titanium oxycarbonitride. Iron oxides were reduced to metallic iron. The Changes of impurities as a result of reduction was examined by SEM and EPMA analyses. Iron and chromium oxides within Fe-rich chromite were reduced to form a Fe-Cr-C alloy. Mg-rich chrome spinels were partly reduced at 1200°C. Zircon particles were not reduced at 1200°C, but were significantly reduced at 1400°C, with the particles becoming porous and the silicon being removed.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

I have chosen this subject in view of the fact that, while there are many and ample opportuuities of getting reliable assays made, there are but few who are in a position to obtain reliable data on the sampling of minerals and metals my long experience at Port Pirie, where, for five years, I had charge of the Refining and Sampling Mill, showed me how important it was that a correct sample should be taken.Weighing; This, to the ordinary layman, seems so simple that no expert knowledge is needed, but in actual practice there are hundreds of pounds to be lost by the lack of knowledge in this department.(1.) There is the matter of weighing in large or small quantities.(2.) The class of weighing machine used.(3.) The accuracy of weights used.We all know that, say, 1000 tons of ore cannot be weighed in one parcel; but the fewer the weighings the less loss to the seller (and usually wishes it weighed in small lots carefully) for it is a well known fact that the most sensitive scales take a certain weight to show distinctly the indication of the balance, or, in other words, what is known as "the pull of the scales." As for instance, 1000 tons weighed in lots of 1 c. each, taking the pull of the scale as being equal to 1 lb., would give a result of 9 tons loss to tbe seller, and as most of the ore sent to Customs works is worth 5. -£20 per ton-this would mean £180 loss to the careful man.

William Frederick McBryde Broun, a graduate of the Royal School of Mines, was employed on the staff of the Mount Morgan Gold Mining Company for some years prior to 1912, and will perhaps be remembered by some of those who attended the Mount Morgan meeting of the Institute in 1910, as an Associate Member present on that occasion. He severed his connection with the Mount Morgan Company in 1912, and was returning to England via the East Indies, when he contracted typhoid atSingapore and died at Colombo.Years later some old papers were being turned out in the office where he had worked, when a set of M.S. notes in his unmistakeable handwriting came to light. On examination these appeared to be the rough draft of a paper he must have beenpreparing for the local branch of the Institute, which he had not been able to complete. The notes were very rough. Apparently it was the author's intention to fill in numerous gaps with extracts from sundry published articles on Cornish mining; theextracts were missing and only the written portions linking them together were there. They give a sketch of Cornish mining practice which those who wish may supplement (as the author would have done) from Le Neve Foster and other well-knownsources. The fragmental notes which have been pieced together as carefully as possible by Mr B G Patterson, Hon Secretary Mount Morgan Branch; are as follows :-The first mine the author worked at was Carn Brea, in 1904."This is one of the largest tin mines in Cornwall, and belongs to the Carn Brea and Tincroft Mining Co, which also owns Cooks Kitchen. The Tropicana deposit was discovered in 2005 after AngloGold Ashanti followed up an unexplained gold-in-soil anomaly. Discovered in a remote, barely-explored area of Western Australia not previously thought prospective for gold, Tropicana is the most significant gold find in Australia for more than a decade. The new, large scale open pit gold mining operation will produce an annual production of around 330 000 to 400 000 oz over a ten year mine life mining around 60 Mt/a.Process plant construction started in early 2012 and is due to finish in the December 2013 quarter. The mining contract was awarded to Macmahon Holdings (Macmahon) and mining commenced in July 2012 using conventional drill and blast, truck and excavator open cut methods.As a construction and start-up project in a greenfields location, the establishment of mining activities at Tropicana Gold Mine (TGM) involves the implementation of technical and operational systems, including the mining contract. Some of these systems and likely challenges were identified during earlier studies, while others were not foreseen until they were encountered. Alternatively, the time frames around implementation change depending on the changing knowledge of the project and industry environment. These systems include those common to the industry and those specific to the operation and location.This paper examines the implementation and development of a number of the systems specific to the establishment of mining operations, including the history, process and some outcomes. Although expected to be discrete systems to implement, they become interdependent. The Trident Gold Deposit is centred on the historical Higginsville Mining Centre, between the world class gold centres of St Ives (+15 Moz) and Norseman (+6.5 Moz) in Western AustraliaÆs productive eastern goldfields. It lies towards the southern end of the Norseman-Wiluna Greenstone belt in the Archaean Yilgarn Craton. The current in situ resource for Trident is estimated at 840 000 ounces, with production to date in excess of 500 000 ounces.Trident is hosted primarily within a thick, weakly differentiated gabbro with subordinate mafic and ultramafic lithologies and comprises a series of north-northeast trending, shallowly north plunging ore zones. The deposit comprises two main mineralisation styles; thin, lode-style, nuggety laminated quartz veins (Athena and Artemis) that formed along major shear zones primarily at the contacts between the various mafic and ultramafic lithologies; and large wallrock-hosted ore-zones comprising sigmoidal quartz tensional vein arrays and associated metasomatic wall rock alteration (eastern zone, western zone and Apollo) hosted exclusively within the gabbro.The thin laminated quartz vein lodes are important to the Trident Gold Deposits production profile as they constitute 33 per cent of the metal from only 14 per cent of the tonnes. The delineation, grade estimation and extraction of these lodes require a disproportionate amount of geological and engineering input due to the small scale variability in width, grade and direction. Narrow vein metalliferous mining in the UK has a long history, but there are only two small gold operations at present (Clogau and Gwynfynydd). Four further gold properties are at various stages of evaluation (Calliachar, Cononish, Curraghinalt and Maestryfer). The South Crofty tin mine closed earlier in the year. Thiobacillus ferrooxidans was shown to catalyse biodegradation of chalcopyrite concentrates. The process was growth associated at normal temperatures (30°C) in dilute acid solution (pH2, H2SO4) in submerged cultures. Approximately 20% of the copper dissolved in 22 days in the presence of T ferrooxidans while less than 0.6% was released when bacteria were absent. In ore column leachates, the iron and sulphur oxidizing species T ferrooxidans, ranged from I04 to I06 cells/ml while exdusively sulphur oxidizing species ranged from I02 to 104 cells/ml. T ferrooxidans predominated below pH 3 while other sulphur oxidizing bacteria favoured higher pH. Organisms were distributed vertically in ore columns according to pH differences, resulting from gradual acid consumption by gangue, during trickle irrigation.There was a sequential development of bacteria in leachates from fresh ore irrigated with water only. High pH sulphur oxidizers were always present, low pH sulphur oxidizers appeared within a week while T ferrooxidans took 50 days to show up. Routine monitoring of bacteria in dump leachates provided a qualitative indication of events in otherwise inaccessible ore bodies.

There is an apparent push to develop and commercialise "new and innovative" process flow sheets. A not-too-difficult reality check clearly demonstrates that the success rate of this push is not particularly significant and in fact could be regarded as a waste or misappropriation of R&D funding and the associated brain power. As Julian Sumner Miller would comment "why is this so?" To put it bluntly, many of the so-called innovative developments are equivalent to gold plating the dunny door - visually interesting but of very limited practical value.
